Government of Bihar Department of Agriculture BIHAR HORTICULTURE DEVELOPMENT SOCIETY Notification Letter No.- 13/D.H-148/2018- /Agri. Patna, Date 202131 Towards exercising the powers conferred by the provision of Article 309 of the Constitution of India of all rules made in this behalf, Governor of Bihar hereby makes the following rules for regulating the recruitment, promotion and service conditions of Bihar Agriculture Subordinate Service Group-7 (Horticulture), „Level 4‟ Category Attendant (Udyaan Sewak) which is under the control of Directorate of Horticulture, namely:-

1. Brief Name, Description and Commencement:

(1) These rules may be called the Recruitment of Bihar Agriculture Subordinate Service Group-7 (Horticulture), „Level 4‟ Category Attendant (Udyaan Sewak) Recruitment Rules, 2021.

(2) This shall be applicable across the State of Bihar.

(3) These shall come into force with immediate effect.

2. Definition:

(1) Department means Department of Agriculture (Directorate of Horticulture), Government of Bihar

(2) “Cadre” means the cadre of Bihar Level 4 category Attendant (Udyaan Sewak) cadre post

(3) “Commission” means Bihar Staff Selection Commission

(4) “Year” means financial year period from 1st April to 31st March

(5) “Concerned Authority” means “Director Horticulture”

(6) “Member” means Person recruited under Bihar Level 4 category Attendant (Udyaan Sewak) cadre post

(7) “Appointed Authority” means Director Horticulture, Department of Agriculture, Government of Bihar

3. Constitution of Cadre and hierarchy of the post: This service shall be at the State level and Director Horticulture under the Department of Agriculture, Government of Bihar shall be the appointing -cum-controlling authority

(1) The service shall consist of Attendant (Udyan Sewak) post

4. Structure of the cadre: The structure of the Attendant (Udyan Sewak) Level 4 cadre shall be as follows:

4.1. Attendant (Udyan Sewak) Cadre:

(i) The salary of this post would be the same as determined by finance department from time to time basis

(ii) The approved number of posts would be the same as determined by Government of Bihar from time to time basis

(iii) From the date of the recruitment rules coming into force, the employees working on the post of Attendant (Udyan Sewak) shall be automatically considered under this cadre

5. Recruitment under the Original Category-

5.1 Attendant (Udyan Sewak):

Recruitment:

(1) Post of recruitment and educational qualification: The educational qualification of Attendant (Udyan Sewak) shall be matriculation pass. Post recruitment training on horticultural activities from recognized Agricultural University or Government Institute for a period of six months shall be mandatory.

6. The minimum age of recruitment would be 18 years and the maximum age shall be the same which State Government (General Administration Department) determines on time to time basis.

7. Reservation- During recruitment, compliance to notified reservation/roaster issued by State Government on time to time basis in this regard shall be required.

8. Recruitment- (A) The advertisement for recruitment on vacant posts shall be published by the Bihar Staff Selection Commission. The list of selected candidates based on merit after competitive exams shall be recommended to recruitment authority. The merit list shall be valid for one year from the date of recommendation received.

(B) The direct recruitment of duly employed and contractual employee of Government of Bihar on the same post, the maximum age shall be relaxed to the year for which they have provided their services in the Government of Bihar on contractual basis.

(C) The merit list for selection shall be made on the basis of total marks received out of total marks of 100 by following rule:

(i) Weightage of marks received in written exam of Commission and interview - 75 Marks

(ii) Weightage on years of experience of working on contractual basis with Government of Bihar -25 Marks Every one year of contractual work shall consists of 5 marks with a total marks of 25.

Note:- “The contractual service period shall be decided by the controlling officer on the basis of scale of payment issued under payment certificate. For the purpose of calculating the work experience period, the service period shall be estimated from the date of publication of the advertisement.” (D) In case the marks secured by the candidates in the written examination is same, candidate with higher age shall be given preference.

9. Service Confirmation- The appointment confirmation shall be made after completion of service period of three years.

10. Remaining Matters- Any matter or points not covered under these rules, the provisions of the existing rules/ manual/ order/ instruction by State Government shall be applicable for the time being.

11. Repeal and Variation-

(1) All the orders/instructions/circulars released for the recruitment/service condition of this cadre before the commencement of these rules in so far are hereby repealed.

(2) Notwithstanding such repeal, anything done or any action taken under the orders so repealed shall be deemed to have been done or taken under the corresponding provisions of these rules.
