PART III—Section 4 izkf/dkj ls izdkf'kr PUBLISHED BY AUTHORITY la- 119] ubZ fnYyh] cq/okj] ekpZ 29] 2017@pS=k 8] 1939 No. 119] NEW DELHI, WEDNESDAY, MARCH 29, 2017/CHAITRA 8, 1939 तिमलनाडु के᭠ᮤीय िव᭫ विव᳒ालय (ससंद ᳇ारा पाᳯरत अिधिनयम, 2009 के अतंगᭅत ᭭थािपत) अिधसचूना ितᱧवाᱨर, 29 माचᭅ, 2017 स.ं के.िव.त.ना.-10(1)/2012/िविधक.—िन᭥ निलिखत को सवᭅसाधारण कᳱ जानकारी के िलए ᮧकािशत ᳰकया जाता ह ै:— ᮧथम अ᭟यादेश ᮧशासिनक अ᭟यादेश अ᭟यादेश ᮓं. शीषᭅक 3 सामा᭠य भिव᭬य िनिध और पᱶशन शिैᭃक और परीᭃा सबंधंी अ᭟यादेश 1 अ᭟ययन िवभाग और उनके वतᭅमान कायᭅ 2 िव᭫ विव᳒ालय मᱶ िव᳒ाᳶथयᲂ का ᮧवेश 3 िव᭫ विव᳒ालय के िव᳒ाᳶथयᲂ ᳇ारा देय शु᭨क 4 बी.एससी., बी.एस., बी.ए., एम.ए., एम.एससी. उपािध अ᭟ययन कायᭅᮓम और ᳩातकोᱫर िड᭡लोमा अ᭟ययन कायᭅᮓम 5 एम.ᳰफल. उपािध अ᭟ययन कायᭅᮓम 6 पी.एचडी. अ᭟ययन कायᭅᮓम 7 दीᭃांत समारोह 8 िव᭫ विव᳒ालय ᳇ारा अ᭠य िव᭫ विव᳒ालयᲂ/ᮧािधकरण/सं᭭थानᲂ के साथ मा᭠यता और सहयोग कᳱ ᮧणाली 9 िव᳒ाᳶथयᲂ के बीच अनुशासन का िनवाᭅह 2 THE GAZETTE OF INDIA : EXTRAORDINARY [PART III—SEC. 4] ᮧशासिनक अ᭟यादेश अ᭟यादेश : 3 [कायᭅ पᳯरषद ᳇ारा 28/05/2011 को सपं᳖ अपनी चौथी बठैक मᱶ अनमुोᳰदत] सामा᭠य भिव᭬य िनिध और पᱶशन [अिधिनयम 28[o] के अतंगᭅत] िव᭫ विव᳒ालय के सभी शैिᭃक और िशᭃकेतर कमᭅचारी, िज᭠हᲂन े ᳰद. 1 जनवरी, 2004 के बाद कᱶ ᮤ सरकार/िव᭫ विव᳒ालय मᱶ कायᭅभार ᮕहण ᳰकया ह,ै िवᱫ मंᮢालय (भा.स.) ᳇ारा जारी अिधसूचना सं. 5/7/2003-ईसीबी एवं पीआर, ᳰद. 05/07/2003 के ᮧावधान के अनुसार नवीन पᱶशन िनयमᲂ ᳇ारा और अिधसूचना सं᭎या एफ. सं. 1(7)(2)/2003/टीए/67-74, ᳰद. 04/02/2004 मᱶ कᳱ गई उनकᳱ ᳞ा᭎यानसुार और बाद मᱶ समय-समय पर ᳰकए गए संशोधनᲂ के अनुसार शािसत हᲂगे। शिैᭃक और परीᭃा सबंधंी अ᭟यादेश अ᭟यादेश : 1 [िव᳒ा पᳯरषद ᳇ारा ᳰद. 03/04/2010 को सपं᳖ ि᳇तीय बठैक मᱶ और कायᭅ पᳯरषद ᳇ारा ᳰद. 08/05/2010 को सपं᳖ ि᳇तीय बठैक मᱶ अनमुोᳰदत] अ᭟ययन िवभाग और उनके वतᭅमान कायᭅ [तिमलनाडु के᭠ᮤीय िव᭫ विव᳒ालय अिधिनयम, 2009 के पᳯरिनयम 15(5) (ए) मᱶ ᳞ा᭎याियत धारा 26(के) के अतंगᭅत]

1. समाज िव᭄ान एव ंमानिवकᳱ िव᳒ापीठ के अतंगᭅत िन᳜ाᳰंकत िवभागᲂ को सि᭥मिलत ᳰकया गया ह ै:

(i) तिमल िवभाग

(ii) अंᮕेज़ी िवभाग

(iii) ᮧादेिशक अ᭟ययन िवभाग

2. मलूभतू एव ंअनᮧुयᲦु िव᭄ान िव᳒ापीठ अतंगᭅत िन᳜ाᳰंकत िवभागᲂ को सि᭥मिलत ᳰकया गया ह ै:

(i) भौितक िव᭄ान िवभाग

(ii) रसायन िवभाग

3. गिणत एव ंक᭥᭡यटूर िव᭄ान िव᳒ापीठ के अतंगᭅत िन᳜ाᳰंकत िवभागᲂ को सि᭥मिलत ᳰकया गया ह ै:

(i) गिणत िवभाग अ᭟यादेश : 2 [िव᳒ा पᳯरषद ᳇ारा ᳰद. 03/04/2010 को सपं᳖ ि᳇तीय बठैक मᱶ और कायᭅ पᳯरषद ᳇ारा ᳰद. 08/05/2010 को सपं᳖ ि᳇तीय बठैक मᱶ अनमुोᳰदत] िव᭫ विव᳒ालय मᱶ िव᳒ाᳶथयᲂ का ᮧवशे (अिधिनयम कᳱ धारा 6(1)(xviii),6(2)(i) & (ii), 7 एव ं28(1)(ए) के अतंगᭅत)

1. कोई भी अ᭤यथᱮ िव᭫ विव᳒ालय मᱶ अ᭟ययन के ᳰकसी भी कायᭅᮓम मᱶ ᮧवेश के िलए तब तक पाᮢ नहᱭ होगा, जब तक ᳰक वह संबंिधत कायᭅᮓम मᱶ ᮧवेश के िलए पाᮢता कᳱ शतᭅ के ᱨप मᱶ िव᭫ विव᳒ालय ᳇ारा िनधाᭅᳯरत परीᭃा उᱫीणᭅ नहᱭ कर लेता/लेती है। ¹Hkkx III µ[k.M 4º Hkkjr dk jkti=k % vlk/kj.k 3

2. िव᭫ विव᳒ालय ᳇ारा ᮧदᱫ िविभ᳖ अ᭟ययन कायᭅᮓमᲂ मᱶ ᮧवेश के िलए आवेदन पᮢ िव᳒ा पᳯरषद/या ᳰकसी अ᭠य सं᭭था ᳇ारा समय-समय पर िनधाᭅᳯरत ᳰकए गए के अनुसार होगा। सहयोगी सं᭭थानᲂ के संबंध मᱶ िजनके साथ िव᭫ विव᳒ालय ने एक औपचाᳯरक समझौता ᭄ापन ᳰकया है या वह सं᭭थान, िज᭠हᱶ अिधिनयम के ᮧावधानᲂ के अनुसार मा᭠यता ᮧा᳙ है, आवेदन पᮢ उपयुᲦ ᱨप से संशोिधत ᳰकया जाएगा।

3. िव᭫ विव᳒ालय के िविभ᳖ कायᭅᮓमᲂ मᱶ दािखले कᳱ अंितम ितिथ ᮧ᭜येक वषᭅ िव᳒ा पᳯरषद ᳇ारा तय कᳱ जाएगी।

4. िव᭫ विव᳒ालय के िविभ᳖ अ᭟ययन कायᭅᮓमᲂ मᱶ ᮧवेश लेने वाले अ᭤यᳶथयᲂ कᳱ सं᭎या ᮧ᭜येक वषᭅ िव᳒ा पᳯरषद ᳇ारा िनधाᭅᳯरत कᳱ जाएगी।

5. ᳩातक, ᳩातकोᱫर, एम.ᳰफल, िड᭡लोमा, पीजी िड᭡लोमा अ᭟ययन कायᭅᮓम के िलए ᮧवेश संबंिधत िव᳒ापीठ या िवभाग/कᱶ ᮤ ᳇ारा गᳯठत ᮧवेश सिमित ᳇ारा ᳰकया जाएगा। ᮧवेश सिमित मᱶ संकाया᭟यᭃ/िवभागा᭟यᭃ/कᱶ ᮤ के िनदेशक और संबंिधत िवभाग के दो वᳯर᳧ सद᭭य हᲂगे। हालांᳰक, जब आव᭫यक हो, कुलपित एक उपयुᲦ ᮧवेश सिमित का गठन कर सकते हᱹ। इसकᳱ रचना और कायᭅवाही वैसी ही होगी जैसा ᳰक कुलपित ᳇ारा तय ᳰकया गया है।

6. डॉ᭍टर ऑफ ᳰफलॉसफᳱ जैसे अᮕणी अ᭟ययन कायᭅᮓम मᱶ ᮧवेश पर संबंिधत िव᳒ापीठ के िव᳒ापीठ मंडल ᳇ारा िवचार ᳰकया जाएगा। सलाहकार सं᭭थानᲂ के मा᭟यम से इस तरह के अ᭟ययन कायᭅᮓम मᱶ ᮧवेश के संबंध मᱶ, िव᳒ापीठ मंडल शोध-िनदᱷशकᲂ कᳱ िसफाᳯरशᲂ पर भी िवचार करेगा, जो ᭭वीकृित के िलए अ᭤यथᱮ ᳇ारा ᳞Ღ ᳰकए गए उ᳎े᭫य के िविश᳥ बयान कᳱ जांच करेगा।

7. सहयोगी सं᭭थाᲐ के मामले मᱶ, सं᭭थानᲂ कᳱ ᮧवेश सिमित के अलावा, कुलपित का नामांᳰकत ᳞िᲦ ᮧवेश सिमित का सद᭭य होगा।

8. पाᮢता कᳱ आव᭫यकता को पूरा करने वाले ऐसे अ᭤यᳶथयᲂ को शैᭃिणक अिभलेखᲂ के आधार पर और/या ᮧ᭜येक अ᭟ययन कायᭅᮓम के संबंध मᱶ जैसा िनधाᭅᳯरत ᳰकया गया है, ᳰकसी भी ᮧवेश परीᭃा/मौिखकᳱ मᱶ अ᭤यथᱮ के ᮧदशᭅन पर िवचार ᳰकया जा सकता है। िविभ᳖ अ᭟ययन कायᭅᮓमᲂ मᱶ अ᭤यᳶथयᲂ को यो᭏यता-ᮓम के आधार पर भतᱮ कराया जाएगा। कोई भी अ᭤यथᱮ ᮧवेश को अपना अिधकार मान कर दावा नहᱭ करेगा।

9. केवल ऐसे अ᭤यथᱮ, िज᭠हᲂने ᳰकसी भी कानून ᳇ारा सि᭥मिलत वतᭅमान मᱶ मौजूद भारतीय िव᭫ विव᳒ालय कᳱ परीᭃा उᱫीणᭅ कᳱ है, या ऐसी अ᭠य परीᭃा िजसे समकᭃ मा᭠यता ᮧा᳙ है, ᮧवेश के िलए पाᮢ हᲂगे। िवदेशी िडᮕी/पाᲹᮓमᲂ कᳱ तु᭨यता िव᭫ विव᳒ालय ᳇ारा उस िवभाग के साथ परामशᭅ से िनधाᭅᳯरत ᳰकया जाएगा, िजसमᱶ िव᳒ाथᱮ ᮧवेश कᳱ मांग कर रहा है।

10. िपछड़े रा᭔यᲂ और िवदेशी देशᲂ के अ᭤यᳶथयᲂ के िलए भारत सरकार ᳇ारा आरिᭃत उᲬतम सीटᲂ मᱶ ᮧवेश के संबंध मᱶ, उनके ᮧवेश को भारत सरकार के ᳰदशािनदᱷशᲂ ᳇ारा शािसत ᳰकया जाएगा। हालांᳰक, ऐसी उᲬतम सीटᲂ कᳱ कुल सं᭎या ᮧवेश के उस वषᭅ मᱶ िव᭫ विव᳒ालय के कुल अंतᮕᭅहण के 5% से अिधक नहᱭ होनी चािहए।

11. ᮧवेश संबंधी ᮧावधानᲂ मᱶ कुछ भी शािमल होने के बावजूद, िजन अ᭟ययन कायᭅᮓमᲂ मᱶ िव᭫ विव᳒ालय का सहयोगी सं᭭थानᲂ के साथ समझौता ᭄ापन ह,ै उन अ᭟ययन कायᭅᮓमᲂ मᱶ ᮧवेश के िलए भी, िव᭫ विव᳒ालय मिहलाᲐ, ᳰद᳞ांग ᳞िᲦयᲂ या समाज के कमज़ोर वगᭅ, िवशेष ᱨप से अनुसूिचत जाित और अनुसूिचत जनजाित और नागᳯरकᲂ के अ᭠य सामािजक तथा शैिᭃक ᱨप से िपछड़े वगᲄ के ᳞िᲦयᲂ के ᮧवेश के िलए, िवशेष ᮧावधान बना सकता ह।ै ऐसे िवशेष ᮧावधानᲂ को समय-समय पर िनयमᲂ के अनुसार िनधाᭅᳯरत ᳰकया जाएगा।

12. कोई भी अ᭤यथᱮ आम तौर पर एक समय मᱶ एक से अिधक अ᭟ययन कायᭅᮓमᲂ मᱶ भतᱮ नहᱭ होगा। हालांᳰक, िव᭫ विव᳒ालय ᳇ारा अ᭠य सं᭭थानᲂ मᱶ पेशेवर ᮧकृित के अंशकािलक/सायंकालीन ᮧमाणपᮢ/िड᭡लोमा अ᭟ययन कायᭅᮓम करने के िलए संबंिधत िव᳒ापीठ के संकाया᭟यᭃ/कᱶ ᮤ के िनदेशक से परामशᭅ के प᳟ात अनुमित दी जा सकती ह।ै ऐसे अ᭟ययनᲂ से िव᭫ विव᳒ालय मᱶ िव᳒ाथᱮ कᳱ शैᭃिणक गितिविधयᲂ मᱶ बाधक नहᱭ होना चािहए। यᳰद िव᭫ विव᳒ालय मᱶ छाᮢᲂ के शैᭃिणक गितिविधयᲂ मᱶ इसे बाधक पाया जाए तो िव᭫ विव᳒ालय ᳇ारा अनुमित वापस ले ली जा सकती ह।ै

13. ᮧवेश के समय सभी अ᭤यथᱮ एक अिधकृत मेिडकल ᮧैि᭍टशनर/सहायक िसिवल सजᭅन से एक मेिडकल ᳰफटनेस ᮧमाणपᮢ ᮧ᭭तुत करᱶगे। 4 THE GAZETTE OF INDIA : EXTRAORDINARY [PART III—SEC. 4]

14. अ᭤यथᱮ को एक िव᳒ापीठ मᱶ एक अ᭟ययन कायᭅᮓम मᱶ िव᭫ विव᳒ालय के छाᮢ के ᱨप मᱶ ᮧवेश पर िनधाᭅᳯरत शु᭨क का भुगतान करने के बाद भतᱮ ᳰकया जाएगा। ᭭व-सहायता और ᭭वयं-िवᱫपोिषत अ᭟ययन कायᭅᮓमᲂ के िलए, िव᭫ विव᳒ालय ᳇ारा शु᭨क का िनधाᭅरण उस अ᭟ययन कायᭅᮓम को चलाने मᱶ लगने वाले आᳶथक पᭃ पर िव᭭तार से िवचार करने के बाद ᳰकया जाएगा।

15. यᳰद ᳰकसी भी समय यह पाया जाता है ᳰक ᳰकसी अ᭤यथᱮ ने ग़लत या अनुिचत वᲦ᳞ ᳰदया है या अ᭠य धोखेबाज़ तरीकᲂ का उपयोग ᳰकया है, िजसके आधार पर उसने अपना ᮧवेश सुरिᭃत कर िलया है, तो उसका नाम िव᭫ विव᳒ालय के रोल से िनकाल ᳰदया जाएगा। अ᭟यादेश : 3 [िव᳒ा पᳯरषद ᳇ारा ᳰद. 03/04/2010 को सपं᳖ ि᳇तीय बठैक मᱶ और कायᭅ पᳯरषद ᳇ारा ᳰद. 08/05/2010 को सपं᳖ ि᳇तीय बठैक मᱶ अनमुोᳰदत] िव᭫ विव᳒ालय के िव᳒ाᳶथयᲂ ᳇ारा देय श᭨ुक [अिधिनयम कᳱ धारा 28(1)(ई) के अतंगᭅत]

1. िव᳒ा पᳯरषद कᳱ िसफाᳯरशᲂ पर कायᭅ पᳯरषद, समय-समय पर िविभ᳖ ᮧयोजनᲂ के िलए िव᭫ विव᳒ालय के छाᮢᲂ ᳇ारा देय शु᭨क िनधाᭅᳯरत करेगी।

2. िविभ᳖ अ᭟ययन कायᭅᮓमᲂ मᱶ ᮧवेश ᮧा᳙ सभी िव᳒ाᳶथयᲂ को ᮧवेश के समय और बाद के सᮢᲂ के िलए िनधाᭅᳯरत शु᭨क का भुगतान िव᭫ विव᳒ालय ᳇ारा अिधसूिचत तारीख के भीतर करना होगा।

3. भगुतान मᱶ देरी या ᳞ितᮓम :

(1) यᳰद कोई छाᮢ श᭨ुक पर समय का भुगतान नहᱭ करता ह,ै तो जुमाᭅना इसके अनुसार लगाया जाएगा :

(i) भुगतान के िलए अंितम ᳰदन से पहले 10 ᳰदनᲂ के िलए शु᭨क का 10%

(ii) अगले 10 ᳰदनᲂ के िलए शु᭨क का 20%

(iii) अगल े10 ᳰदनᲂ के िलए श᭨ुक का 30%

(2) कुलपित, या, उनकᳱ ओर से कोई अ᭠य अिधकारी, िजसे उनकᳱ शिᲦ का अिधकार ᳰदया गया है, संबंिधत िव᳒ापीठ के संकाया᭟यᭃ कᳱ िसफाᳯरशᲂ पर, देरी को िनर᭭त कर सकता ह ैया िवशेष मामलᲂ मᱶ छाᮢ ᳇ारा ᳰदए जाने वाल ेजुमाᭅने को कम कर सकता ह,ै बशतᱷ ᳰक संबंिधत िव᳒ाथᱮ शु᭨क के देर से भुगतान के कारणᲂ को बताते ᱟए एक िलिखत आवेदन ᮧ᭭तुत करᱶ। इस तरह के आवेदन देय ितिथयᲂ से कम-से-कम एक स᳙ाह पहल ेᮧ᭭तुत ᳰकए जाने चािहए।

(3) शु᭨क के भुगतान के िलए अिधसूिचत अंितम ितिथ से 30 ᳰदनᲂ कᳱ समाि᳙ पर बाकᳱदार अ᭤यथᱮ के नाम िव᭫ विव᳒ालय के रोल से हटा ᳰदए जाएँगे।

(4) वह िव᳒ाथᱮ, िजसका नाम िव᭫ विव᳒ालय के रोल से हटा ᳰदया गया है, संबंिधत िव᳒ापीठ के संकाया᭟यᭃ कᳱ िसफाᳯरशᲂ पर और िव᭫ विव᳒ालय ᳇ारा िनधाᭅᳯरत पुनᮧᭅवेश शु᭨क के साथ बकाया श᭨ुक और पूणᭅ जुमाᭅना तथा अ᭠य देय के भुगतान के साथ ᳰफर से भतᱮ कराया जा सकता ह।ै हालांᳰक, इस तरह के पनुः ᮧवेश बशतᱷ उसी सेमे᭭टर के भीतर और ᭠यूनतम उपि᭭थित आव᭫यकता को पूरा करने वाल ेछाᮢ के िलए ही लागू होगा।

(5) जब भी कोई िव᳒ाथᱮ िव᭫ विव᳒ालय से दािखल वापस लेने का ᮧ᭭ताव करता है, तो वह संबंिधत िवभाग/ के᭠ᮤ के अ᭟यᭃ के मा᭟यम से संबंिधत िव᳒ापीठ के संकाया᭟यᭃ को अपने दािखले के वापसी कᳱ तारीख सूिचत करने के िलए एक आवेदन ᮧ᭭तुत करेगा/करेगी। यᳰद वह ऐसा करने मᱶ िवफल होता/होती है, तो उसने िजस माह के शु᭨क का भुगतान ᳰकया है, अिधकतम उसी माह कᳱ अविध तक उसका नाम िव᭫ विव᳒ालय के रोल पर रखा जाएगा। उसे इस अविध के दौरान आन ेवाल ेसभी शु᭨कᲂ/ᮧभारᲂ का भुगतान भी करना होगा।

4. दिृ᳥हीन िव᳒ाᳶथयᲂ को छूट :

दिृ᳥हीन िव᳒ाᳶथयᲂ को सभी शु᭨कᲂ के भुगतान से छूट दी जाएगी। ¹Hkkx III µ[k.M 4º Hkkjr dk jkti=k % vlk/kj.k 5

5. श᭨ुक मᱶ ᳯरयायत :

(1) शु᭨क मᱶ ᳯरयायत, ᮨᳱिशप का अनुदान और ᮨᳱिशप का ᮧितशत समय-समय पर संशोिधत िव᭫ विव᳒ालय अनुदान आयोग के िनयमᲂ ᳇ारा शािसत होगा।

(2) शैिᭃक वषᭅ के दौरान दी गई ᮨᳱिशप को अगले वषᭅ ᭭वचािलत ᱨप से नवीनीकृत नहᱭ ᳰकया जाएगा। ऐसी ᳯरयायत कᳱ आव᭫यकता वाल ेिव᳒ाᳶथयᲂ को हर साल नए आवेदन ᮧ᭭तुत करने हᲂगे, िजन पर वषᭅ मᱶ ᮧा᳙ नए आवेदनᲂ के साथ िवचार ᳰकया जाएगा।

(3) िव᳒ाथᱮ को ᳰदए गए ᮨᳱिशप को र᳎ कर ᳰदया जा सकता ह,ै यᳰद उसका ᳞वहार या अ᭟ययन मᱶ ᮧगित असंतोषजनक पाई जाती ह।ै

(4) अनुसूिचत जाित/अनुसूिचत जनजाित या िव᳒ाᳶथयᲂ के ᳰकसी भी अ᭠य वगᭅ के िलए शु᭨क कᳱ रकम भारत सरकार के िनदᱷशᲂ के अनुसार होगी।

6. श᭨ुक कᳱ धनवापसी, सरुᭃा जमा आᳰद :

(1) यᳰद, शु᭨क का भुगतान करने के बाद, ᳰकसी िव᳒ाथᱮ को दािखला र᳎ करने कᳱ कᳱ इ᭒छा हो, तो वह दािखला वापसी के िलए एक आवेदन ᮧ᭭तुत करेगा। यᳰद ऐसा आवेदन कुलसिचव ᳇ारा संबंिधत शैिᭃक सᮢ के ᮧारंभ से कम-से-कम पांच ᳰदन पहल ेᮧा᳙ होता ह,ै तो उसे पंजीकरण शु᭨क के अलावा सभी शु᭨क और जमा वापस कर ᳰदए जाएँगे।

(2) यᳰद शु᭨क का भुगतान करने के बाद, कोई अ᭤यथᱮ िव᭫ विव᳒ालय मᱶ उपि᭭थत नहᱭ होता ह ैऔर यᳰद शैिᭃक सᮢ के ᮧारंभ होने के बाद लेᳰकन ᮧवेश बंद होने से पहले िव᭫ विव᳒ालय ᳇ारा उसका दािखला वापसी के िलए आवेदन ᮧा᳙ होता ह,ै तो उसे पंजीकरण श᭨ुक के अितᳯरᲦ Ჷूशन श᭨ुक मᱶ से 25% घटाकर बाकᳱ सभी श᭨ुक और जमाएँ वापस लौटाए जाएँगे।

(3) शैिᭃक सᮢ के िलए ᮧवेश बंद होने के बाद ᮧा᳙ होने वाले वापसी के आवेदन पर िव᳒ाथᱮ को केवल सुरᭃा जमा/अवधाना रािश कᳱ ही वापसी िमलेगी।

(4) िव᳒ाथᱮ के िव᭫ विव᳒ालय छोड़ने के बाद उसके आवेदन करने पर उसका सभी बकाया, जुमाᭅना और अ᭠य दावᲂ को घटाकर सभी जमा अथवा अवधाना रािश वापसी यो᭏य ह।ै

(5) यᳰद कोई छाᮢ िव᭫ विव᳒ालय छोड़न ेके बाद एक कैलᱶडर वषᭅ के भीतर उसे ᮧा᭡य जमा के िलए दावा ᮧ᭭तुत नहᱭ करता ह,ै तो उसे छाᮢ सहायता िनिध मᱶ ज᭣त कर िलया गया माना जाएगा। एक वषᭅ कᳱ अविध, िव᳒ाथᱮ ᳇ारा आिखरी बार िलखे गए परीᭃा के पᳯरणाम कᳱ घोषणा कᳱ ितिथ या उस ᳰदन से गणना कᳱ जाएगी, जहाँ से उसका नाम िव᭫ विव᳒ालय के रोल से हटा ᳰदया गया ह।ै

(6) यᳰद ᳰकसी िव᳒ाथᱮ ने िव᭫ विव᳒ालय कᳱ संपिᱫ को ᭃित पᱟचँाई हो और उसके िलए वह िव᭫ विव᳒ालय को धनरािश देय हो तो उसके सुरᭃा जमा से बकाया Ჷूशन श᭨ुक और जुमाᭅने कᳱ कटौती कᳱ जाएगी।

7. परीᭃा के िलए श᭨ुक और हॉल ᳯटकट

(1) िव᳒ाᳶथयᲂ ᳇ारा देय परीᭃा शु᭨क िव᭫ विव᳒ालय ᳇ारा िनधाᭅᳯरत ᳰकया जाएगा।

(2) ᳰकसी भी िव᳒ाथᱮ को तब तक हॉल ᳯटकट जारी नहᱭ ᳰकया जाएगा अथवा उसे परीᭃा मᱶ ही बैठने ᳰदया जाएगा, जब तक ᳰक वह देय रािश और परीᭃा श᭨ुक का भुगतान नहᱭ करता।

8. परीᭃा पᳯरणाम कᳱ पनुःजाचँ के िलए श᭨ुक :

(1) परीᭃा पᳯरणाम कᳱ पुन:जांच के िलए शु᭨क िव᭫ विव᳒ालय ᳇ारा िनधाᭅᳯरत ᳰकया जाएगा।

(2) पुन:जांच करने के िलए भुगतान ᳰकया गया शु᭨क अ᭤यथᱮ को वापस कर ᳰदया जाएगा, यᳰद पᳯरणामᲂ कᳱ पुन:जांच करने पर, यह पाया जाता ह ैᳰक िव᭫ विव᳒ालय ᳇ारा अिधसूिचत पᳯरणामᲂ मᱶ ᳰकसी भी तरह कᳱ ᮢुᳯट या चूक ह।ै 6 THE GAZETTE OF INDIA : EXTRAORDINARY [PART III—SEC. 4]

9. अकं-पिᮢका के िलए श᭨ुक :

(1) ᮧ᭜येक िव᳒ाथᱮ को परीᭃा शु᭨क के साथ ᮧ᭜येक परीᭃा के िलए अंक-पᮢ के िलए िव᭫ विव᳒ालय ᳇ारा िनधाᭅᳯरत शु᭨क का भुगतान करना होगा।

(2) िव᳒ाᳶथयᲂ को संबंिधत िवभागᲂ/कᱶ ᮤᲂ के अ᭟यᭃᲂ के मा᭟यम से अंक-पᮢ भेजे जाएँगे।

10. श᭨ुक :

ᮧवेश श᭨ुक, पुनःᮧवेश, पंजीकरण, परीᭃा, पुन:जांच, अकंपᮢ, अंतरण ᮧमाणपᮢ, अनिंतम ᮧमाण पᮢ, िडᮕी ᮧमाणपᮢ, बोनाफाइड ᮧमाणपᮢ या अ᭠य कोई ᮧमाणपᮢ और ᮧमाणपᮢᲂ कᳱ नकली ᮧितयाँ िव᭫ विव᳒ालय ᳇ारा समय-समय पर जारी अनुसूची के अनुसार होगी। अ᭟यादेश : 4 [िव᳒ा पᳯरषद ᳇ारा ᳰद. 03/04/2010 को सपं᳖ ि᳇तीय बठैक मᱶ और कायᭅ पᳯरषद ᳇ारा ᳰद. 08/05/2010 को सपं᳖ ि᳇तीय बठैक मᱶ अनमुोᳰदत] बी.एससी., बी.एस., बी.ए., एम.ए., एम.एससी. उपािध अ᭟ययन कायᭅᮓम और ᳩातकोᱫर िड᭡लोमा अ᭟ययन कायᭅᮓम [अिधिनयम कᳱ धारा 28(1) के अतंगᭅत]

1. संबंिधत िडᮕी/िड᭡लोमा ᮧदान ᳰकए जान ेवाल ेअ᭟ययन पाᲹᮓमᲂ को िव᭫ विव᳒ालय ᳇ारा ᭭थािपत और उसके अंतगᭅत कायᭅशील िव᳒ापीठ/िवभाग/कᱶ ᮤᲂ अथवा िव᭫ विव᳒ालय ने िजस सहयोगी सं᭭थान के साथ समझौता ᭄ापन ᳰकया ह,ै के ᳇ारा ᭭थािपत ᳰकया जाएगा।

2. पाᲹᮓमᲂ कᳱ अविध :

(1) कला, िव᭄ान, ᮧौ᳒ोिगकᳱ, ᮧदशᭅन कला और अ᭠य िवषयᲂ मᱶ ᳩातकोᱫर के िलए एकᳱकृत अ᭟ययन कायᭅᮓमᲂ मᱶ ᮧवेश ᳰकया जाएगा और ऐसे पाᲹᮓमᲂ कᳱ अविध सेमे᭭टर पैटनᭅ मᱶ पाँच साल होगी। िव᭫ विव᳒ालय 3 व 4 वषᭅ के सफल समापन के बाद िव᳒ाᳶथयᲂ ᳇ारा अपने अनुरोध पर िनकासी िवक᭨प ᮧदान कर सकता ह ै और िव᭫ विव᳒ालय ᳇ारा िनधाᭅᳯरत ᳩातक िडᮕी के ᱨप मᱶ परु᭭कार ᮧदान कर सकता ह।ै

(2) सभी ᳩातक िडᮕी कायᭅᮓमᲂ कᳱ अविध सेमे᭭टर पैटनᭅ के अनुसार समय-समय पर िनधाᭅᳯरत कᳱ जाएगी।

(3) सभी ᳩातकोᱫर कायᭅᮓमᲂ कᳱ अविध, दो साल या सेमे᭭टर पैटनᭅ मᱶ या समय-समय पर िनधाᭅᳯरत के अनुसार होगी। यह उन पर लाग ूहोगा, िज᭠हᲂने मा᭠यता ᮧा᳙ िव᭫ विव᳒ालयᲂ और उᲬ िशᭃा सं᭭थानᲂ कᳱ यो᭏यता ᮧा᳙ ᳩातक कᳱ िडᮕी के साथ िव᭫ विव᳒ालय के ᳩातकोᱫर िडᮕी अ᭟ययन कायᭅᮓमᲂ मᱶ सीधे ᮧवेश िलया ह।ै

(4) ᮧमाणपᮢ/िड᭡लोमा/ᳩातकोᱫर िड᭡लोमा अ᭟ययन कायᭅᮓमᲂ कᳱ अविध िव᭫ विव᳒ालय ᳇ारा समय-समय पर सेमे᭭टर पैटनᭅ मᱶ िनधाᭅᳯरत कᳱ जाएगी। यह उन लोगᲂ के िलए लागू ह,ै िज᭠हᲂने िव᭫ विव᳒ालय तथा मा᭠यता ᮧा᳙ िव᭫ विव᳒ालयᲂ और उᲬ िशᭃा सं᭭थानᲂ ᳇ारा ᮧ᭜येक ᮧमाणपᮢ/िड᭡लोमा/ᳩातकोᱫर िड᭡लोमा अ᭟ययन कायᭅᮓम के िलए िनधाᭅᳯरत अहᭅता के साथ िव᭫ विव᳒ालय के ᮧमाणप /ᮢिड᭡लोमा/ᳩातकोᱫर िड᭡लोमा मᱶ सीधे ᮧवेश िलया ह।ै

3. ᮧवशे के िलए यो᭏यता ᮧ᭜येक वषᭅ िव᭫ विव᳒ालय ᳇ारा ᮧ᭭ततु िविभ᳖ पाᲹᮓमᲂ मᱶ ᮧवेश के िलए पाᮢता मानदंडᲂ को िव᳒ा पᳯरषद या समय-समय पर इस उ᳎े᭫य के िलए अिधकृत ᳰकसी अ᭠य सं᭭था ᳇ारा अनुमोᳰदत ᳰकया जाएगा।

4. अ᭟ययन पाᲹᮓम और पाᲹᮓम िनमाᭅण :

(1) अ᭟ययन कायᭅᮓम के पाᲹᮓम संबंिधत िव᳒ापीठ मंडल ᳇ारा िवभाग/कᱶ ᮤ या सहयोगी सं᭭थानᲂ कᳱ िसफाᳯरशᲂ पर अनुमोᳰदत हᲂगे ;

(2) ᮧ᭜येक पाᲹᮓम कᳱ सामᮕी उन संबंिधत िव᳒ापीठ मंडलᲂ/सहयोगी सं᭭थान(नᲂ)/िवभागᲂ/कᱶ ᮤᲂ ᳇ारा अनुमोᳰदत होगी ;

(3) ᮧ᭜येक पाᲹᮓम के िलए पढ़ने और सीखने कᳱ सामᮕी, संबंिधत िव᳒ापीठ/िवभाग/कᱶ ᮤ/सहयोगी सं᭭थान(नᲂ) ᳇ारा िनधाᭅᳯरत के अनुसार होगी।

5. उपि᭭थित

(1) ᮧ᭜येक पाᲹᮓम के िलए ᭠यूनतम अपेिᭃत उपि᭭थित वा᭭तव मᱶ आयोिजत कᭃाᲐ और अ᭠य िनधाᭅᳯरत शैिᭃक गितिविधयाँ जैसे संगो᳧ी, सᮢ और ᳞ावहाᳯरक सᮢ का 75% ह।ै

(2) िव᭫ विव᳒ालय वैध और ठोस कारणᲂ से अनपुि᭭थित को माफ कर सकता ह ैलेᳰकन 5% से अिधक नहᱭ, बशतᱷ ᳰक संबंिधत िव᳒ापीठ/सहयोगी सं᭭थान(नᲂ) के संकाया᭟यᭃ िवभाग के अ᭟यᭃ/कᱶ ᮤ िनदेशक से परामशᭅ कर इस आशय कᳱ िसफाᳯरश करᱶ।

(3) अितᳯरᲦ सह-पाᲹचयाᭅ कायᭅᮓमᲂ मᱶ भाग लेन ेके िलए िव᭫ विव᳒ालय ᳇ारा िनयुᲦ िव᳒ाᳶथयᲂ को उपरोᲦ के अनुसार उपि᭭थित कᳱ आव᭫यकता मᱶ छूट के अलावा, यथा आव᭫यकता 5% उपि᭭थित कᳱ ᳯरयायत दी जाएगी। इस तरह कᳱ ᳯरयायत उस कायᭅᮓम मᱶ वा᭭तिवक भागीदारी के ᳰदनᲂ के िलए उपल᭣ध होगी, िजसमᱶ िव᭫ विव᳒ालय के पूवᭅ-अनुमोदन के साथ याᮢा का समय शािमल ह।ै

6. म᭨ूयाकंन िशᭃण और मू᭨यांकन पर िनयमन अलग से अिधसूिचत ᳰकया जाएगा।

7. अ᭟ययन कायᭅᮓम स ेिव᳒ाᳶथयᲂ का िन᭬कासन :

कुलपित संबंिधत िवभाग या कᱶ ᮤ से ᳰकसी िव᳒ाथᱮ के असंतोषजनक ᮧदशᭅन के संबंध मᱶ िव᳒ापीठ के संकाया᭟यᭃ/िवभागा᭟यᭃ/कᱶ ᮤ िनदेशक/सहयोगी सं᭭थान के अ᭟यᭃ कᳱ िसफाᳯरश कᳱ ᮧाि᳙ पर उसे अ᭟ययन कायᭅᮓम से िन᭬कािसत कर सकते ह।ᱹ अ᭟यादेश : 5 [िव᳒ा पᳯरषद ᳇ारा ᳰद. 03/04/2010 को सपं᳖ ि᳇तीय बठैक मᱶ और कायᭅ पᳯरषद ᳇ारा ᳰद. 08/05/2010 को सपं᳖ ि᳇तीय बठैक मᱶ अनमुोᳰदत] एम.ᳰफल. उपािध अ᭟ययन कायᭅᮓम [अिधिनयम कᳱ धारा 28(1) के अतंगᭅत]

1. संबंिधत िव᳒ापीठ/िवभाग/कᱶ ᮤ/सहयोगी सं᭭थान ᮧ᭜येक पाᲹᮓम कᳱ सामᮕी तैयार करᱶग ेऔर एम.ᳰफल. अ᭟ययन कायᭅᮓमᲂ के िलए अपनाए जान ेवाली प᳍ित और अनुदेशा᭜मक उपकरणᲂ को िन᳸द᳥ करᱶगे।

2. एम.ᳰफल. पाᲹᮓम कᳱ अविध एक वषᭅ होगी जो ᳰक दो सेमे᭭टर मᱶ पूणᭅ होगी।

3. ᮧवेश के िलए यो᭏यता : ᮧ᭜येक वषᭅ मᱶ िव᭫ विव᳒ालय ᳇ारा ᮧ᭭तािवत िविभ᳖ एम.ᳰफल पाᲹᮓमᲂ मᱶ ᮧवेश के िलए पाᮢता मानदंड, समय-समय पर इस उ᳎े᭫य के िलए अिधकृत िव᳒ा पᳯरषद/या ᳰकसी अ᭠य सं᭭था ᳇ारा अनुमोᳰदत ᳰकया जाएगा।

4. ᮧवशे ᮧᳰᮓया :

(1) एम.ᳰफल. अ᭟ययन कायᭅᮓम मᱶ ᮧवेश के िलए सभी आवेदनᲂ पर िव᳒ापीठ/िवभाग/कᱶ ᮤ कᳱ ᮧवेश सिमित ᳇ारा िवचार ᳰकया जाएगा और सिमित यह िसफाᳯरश करेगी ᳰक (i) ᭍या अ᭤यथᱮ को केवल एम.ᳰफ़ल. अ᭟ययन कायᭅᮓम के िलए ही भतᱮ कराया जाए या (ii) ᭍या अ᭤यथᱮ को एम.ᳰफल. अ᭟ययन कायᭅᮓम मᱶ भतᱮ कराया जाना चािहए और पीएच.डी. अ᭟ययन कायᭅᮓम से संबंिधत अ᭟यादेशᲂ मᱶ ᮧदान कᳱ गई पी.एचडी. कᳱ िडᮕी के िलए अनंितम ᱨप से नामांᳰकत ᳰकया जाना चािहए।

(2) यᳰद कोई अ᭤यथᱮ एम.ᳰफल. अ᭟ययन कायᭅᮓम मᱶ ᮧवेश के िलए यो᭏य पाया जाता ह,ै तो उसका ᮧवेश संकाया᭟यᭃ/िवभागा᭟यᭃ/कᱶ ᮤ िनदेशक ᳇ारा ᮧवेश सिमित कᳱ िसफाᳯरश पर उस कायᭅᮓम मᱶ ᳰकया जाएगा। 8 THE GAZETTE OF INDIA : EXTRAORDINARY [PART III—SEC. 4] हालांᳰक, यᳰद कोई अ᭤यथᱮ ᮧवेश सिमित ᳇ारा पीएच.डी. अ᭟ययन कायᭅᮓम के िलए अनिंतम ᮧवेश के िलए यो᭏य पाया जाता ह,ै तो उसका ᮧवेश भी कराया जाएगा बशतᱷ ᳰक संबंिधत िव᳒ापीठ मंडल उसकᳱ पुि᳥ करे।

5. उपि᭭थित :

(1) ᭠यूनतम आव᭫यक उपि᭭थित वा᭭तव मᱶ ᮧ᭜येक पाᲹᮓम मᱶ आयोिजत कᳱ गई कᭃाᲐ और संगो᳧ी, सᮢ और ᮧयोग आᳰद जैसी अ᭠य िनधाᭅᳯरत अिधगम संबंधी गितिविधयᲂ को िमलाकर 75% ह।ै

(2) िव᭫ विव᳒ालय वैध और ठोस कारणᲂ से अनुपि᭭थित को माफ कर सकता ह ैलेᳰकन 5% से अिधक नहᱭ, बशतᱷ ᳰक संबंिधत िव᳒ापीठ/सहयोगी सं᭭थान(नᲂ) के संकाया᭟यᭃ िवभाग के अ᭟यᭃ/कᱶ ᮤ िनदेशक से परामशᭅ कर इस आशय कᳱ िसफाᳯरश करᱶ।

(3) अितᳯरᲦ सह-पाᲹचयाᭅ कायᭅᮓमᲂ मᱶ भाग लेन ेके िलए िव᭫ विव᳒ालय ᳇ारा िनयुᲦ िव᳒ाᳶथयᲂ को उपरोᲦ के अनुसार उपि᭭थित कᳱ आव᭫यकता मᱶ छूट के अलावा, यथा आव᭫यकता 5% उपि᭭थित कᳱ ᳯरयायत दी जाएगी। इस तरह कᳱ ᳯरयायत उस कायᭅᮓम मᱶ वा᭭तिवक भागीदारी के ᳰदनᲂ के िलए उपल᭣ध होगी, िजसमᱶ िव᭫ विव᳒ालय के पूवᭅ-अनुमोदन के साथ याᮢा का समय शािमल ह।ै

6. एम.ᳰफल. पाᲹᮓम के िलए सलाहकारᲂ कᳱ िनयिुᲦ एम.ᳰफल. पाᲹᮓम के ᮧ᭜येक छाᮢ के िलए एक सलाहकार होगा, जो संबंिधत िव᳒ ापीठ/िवभाग/कᱶ ᮤ᳇ारा िनयुᲦ ᳰकया जाएगा।

7. लघ ुशोध-ᮧबधं का िवषय िव᳒ाथᱮ ᳇ारा ᮧ᭭ततु ᳰकए जाने वाल े लघु शोध ᮧबंध, िविनबंध या शोध पᮢ का िवषय, संबंिधत सलाहकार के मा᭟यम से अ᭤यथᱮ ᳇ारा ᮧ᭭तुत ᳰकये गये ᮧ᭭ताव के आधार पर िव᳒ापीठ/िवभाग/कᱶ ᮤ ᳇ारा अनुमोᳰदत होगा।

8. म᭨ूयाकंन िशᭃण और मू᭨यांकन पर िनयमन अलग से अिधसूिचत ᳰकया गया ह।ै

9. अ᭟ययन कायᭅᮓम स ेिव᳒ाᳶथयᲂ का िन᭬कासन :

1. ᮧ᭭तावना :

1.1. िव᭫ विव᳒ालतय मᱶ िजन अ᭟ययन कायᭅᮓमᲂ ᳩातकोᱫर अ᭟ययन एवं/या शोध कायᭅᮓमᲂ के िलए ᮧावधान उपल᭣ध हᱹ, पीएच.डी. अ᭟ययन कायᭅᮓम मानिवकᳱ/िव᭄ान/समाज िव᭄ान/िशᭃा इ᭜याᳰद मᱶ से ᳰकसी भी अनुशासन मᱶ डॉ᭍टर ऑफ ᳰफलॉसफᳱ कᳱ उपािध ᮧदान करने के िलए आयोिजत ᳰकए जाएँगे।

1.2. डॉ᭍टर ऑफ ᳰफलॉसॉफᳱ (पीएचडी) कᳱ उपािध उसी िव᳒ाथᱮ को दी जाएगी, िजसने मूल शोध कायᭅ को शोध- ᮧबंध मᱶ ᮧ᭭तुत ᳰकया है, िजसकᳱ परीᭃक मंडल ने िसफाᳯरश कᳱ है और मौिखकᳱ परीᭃा सफलतापूवᭅक पूणᭅ ᳰकया है।

1.3. शोध-ᮧबंध यह ᮧदᳶशत करेगा ᳰक िव᳒ाथᱮ िव᳇ᱫापूणᭅ काम करने मᱶ सᭃम है। शोध-ᮧबंध मᱶ ᮧ᭭तुत ᳰकए गए शोध के पᳯरणाम मौजूदा ᭄ान मᱶ नए त᭝यᲂ या िस᳍ांतᲂ कᳱ खोज हो या कुछ नए संबंधᲂ कᳱ पहले से ही ᭄ात या मह᭜वपूणᭅ त᭝यᲂ के सवᱷᭃणᲂ कᳱ खोज हो, िजससे ᳰक नई तकनीकᳱ कᳱ िववेचना या िवकास हो।

2. िनदᱷश और ᮧबधं लखेन कᳱ भाषा :

िन᳜िलिखत मामलᲂ को छोड़कर, पीएच.डी. अ᭟ययन कायᭅᮓम मᱶ अंᮕेज़ी सामा᭠यतः िशᭃा के मा᭟यम के साथ-साथ शोध कᳱ भाषा भी होगी :

• भाषा िवभागᲂ मᱶ, िशᭃा का मा᭟यम और साथ ही शोध-ᮧबंध िलखने कᳱ भाषा, िवभाग कᳱ संबंिधत भाषा होगी। संबंिधत िवभागीय अनुसंधान सिमित कᳱ िसफाᳯरश पर अनुसंधान बोडᭅ ᳇ारा ऐसी अनुमित दी जाएगी।

3. पीएच.डी. अ᭟ययन कायᭅᮓमᲂ मᱶ पजंीकरण के िलए यो᭏यता :

3.1. पीएच.डी. अ᭟ययन कायᭅᮓम मᱶ पंजीकरण के िलए आवेदक के पास संबंिधत अथवा समवगᱮ िवषय मᱶ ᭠यूनतम 55% के साथ िन᭬णात उपािध (दो साल कᳱ अविध) हो और उससे पूवᭅ मा᭠यता ᮧा᳙ िव᭫ विव᳒ालय/सं᭭थान से तीन वषᭅ कᳱ अविध कᳱ समकᭃ ᳩातक उपािध ᮧा᳙ होनी चािहए। भारत सरकार के िनयमᲂ के अनुसार आरिᭃत ᮰ेिणयᲂ से संबंिधत आवेदकᲂ को छूट दी जाएगी।

3.2. उपयुᭅᲦ के अितᳯरᲦ, आवेदक को िन᳜ शतᲄ मᱶ से ᳰकसी एक को भी पूरा करना होगा :

i) िन᳜ मᱶ से ᳰकसी एक परीᭃा मᱶ उᱫीणᭅ हो : नेट परीᭃा (यूजीसी/सीएसआईआर ᳇ारा आयोिजत) आईसीएआर/आईसीएमआर/आᳰद ᳇ारा संचािलत ᭭लेट, गेट या समकᭃ रा᳦ीय ᭭तर कᳱ परीᭃाएँ। ii) यूजीसी िशᭃक फैलोिशप धारक iii) तिमलनाडु के᭠ᮤीय िव᭫ विव᳒ालय अथवा यूजीसी ᳇ारा मा᭠यता ᮧा᳙ ᳰकसी अ᭠य िव᭫ विव᳒ालय कᳱ एम.ᳰफल. उपािध ᮧा᳙ हो, जो ᳰक यूजीसी (एम.ᳰफल./पीएच.डी. उपािध के िलए ᭠यूनतम मानक और ᮧᳰᮓया), िविनयमन 2009 का पालन करती हो। iv) CUTNRET उᱫीणᭅ हो (CUTNRET कᳱ वैधता, एक बार उᱫीणᭅ होने के बाद, पᳯरणामᲂ के ᮧकाशन कᳱ तारीख से दो साल तक होगी)

3.3. CUTNRET आमतौर पर हर साल फरवरी और अग᭭त के महीनᲂ मᱶ आयोिजत ᳰकया जाता ह,ै लेᳰकन िव᭫ विव᳒ालय अपने अनुसंधान कायᭅᮓम कᳱ आव᭫यकताᲐ के आधार पर वषᭅ मᱶ इसे दसूरी बार रखने का अिधकार सुरिᭃत रखता ह।ै शैिᭃक िवभागᲂ/कᱶ ᮤᲂ के परामशᭅ से, CUTNRET का ᮧकार और संरचना िव᭫ विव᳒ालय ᳇ारा िनधाᭅᳯरत ᳰकया जाएगा। CUTNRET परीᭃा देन े के िलए यो᭏यता उपरोᲦ अनु᭒छेद सं᭎या 3.1. के अनुसार होगी।

4. पीएच.डी. अ᭟ययन कायᭅᮓमᲂ मᱶ पंजीकरण कᳱ ᮧᳰᮓया :

4.1. ᮧा᳙ आवेदनᲂ मᱶ से जो अनु᭒छेद सं᭎या 3 के अनुसार यो᭏यता मानदंड पूणᭅ करता हो, उ᭠हᱭ िव᳒ाᳶथयᲂ को पीएच.डी. अ᭟ययन कायᭅᮓम मᱶ शैिᭃक वषᭅ मᱶ दो बार (आमतौर पर 15 िसतंबर और 15 माचᭅ से पहले) सभी ᮧᳰᮓयाᲐ का अनुसरण करने के बाद तथा बाद मᱶ वᳶणत के अनुसार ᮧवेश ᳰदया जाएगा।

4.2. पीएच.डी. अ᭟ययन कायᭅᮓम ᮧ᭭तुत करने वाले सभी िव᳒ापीठᲂ कᳱ ᮧवेश सिमितयाँ, िजनके तहत एक या एक से अिधक शैिᭃक िवभागᲂ/कᱶ ᮤᲂ मᱶ यह कायᭅᮓम ᮧ᭭तुत है, वाᳶषक आधार पर अनु᭒छेद सं. 5.1. के तहत िन᳸द᳥ 10 THE GAZETTE OF INDIA : EXTRAORDINARY [PART III—SEC. 4] के ᱨप मᱶ उपल᭣ध यो᭏य संकाय िनदᱷशकᲂ कᳱ सं᭎या के आधार पर पीएच.डी. के िलए पूवᭅ िनधाᭅᳯरत और ᮧबंधनीय सीटᲂ कᳱ सं᭎या िनधाᭅᳯरत करᱶगी। पीएच.डी. कायᭅᮓम के िलए सीटᲂ कᳱ ᭭वीकृत सं᭎या को िव᭫ विव᳒ालय कᳱ वेबसाइट पर अिधसूिचत ᳰकया जाएगा।

4.3. पीएचडी कᳱ पेशकश करने वाले िव᳒ापीठᲂ कᳱ ᮧवेश सिमितयाँ CUTNRET मᱶ उᱫीणᭅ होने के बाद के पंजीकरण सिहत, पीएच.डी. कायᭅᮓम मᱶ पंजीकरण के िलए अिधसूचना का मसौदा तैयार करᱶगी और िव᭫ विव᳒ालय कᳱ वेबसाइट पर इसे ᮧकाशन के िलए भेजने से पहले ᮧ᭜येक वषᭅ िव᭫ विव᳒ालय के शैिᭃक/परीᭃा अनुभाग ᳇ारा अनुमोᳰदत करᱶगी।

4.4. पीएच.डी. कायᭅᮓम मᱶ पंजीकरण के िलए आवेदक, उस संबंध मᱶ जारी अिधसूचनाᲐ के अनुसार िवभागा᭟यᭃ/संकाया᭟यᭃ को अपेिᭃत शु᭨क के साथ िनधाᭅᳯरत ᮧाᱨप मᱶ आवेदन करेगा/गी। आवेदन के साथ आव᭫यक द᭭तावेज/ᮧशंसापᮢᲂ कᳱ सा᭯य ᮧितयाँ और उनके संबंिधत अनुसंधान के ᱧिच के ᭃेᮢ पर एक संिᭃ᳙ िववरण देना होगा। आवेदकᲂ को अलग-अलग कायᭅᮓमᲂ के िलए अलग-अलग आवेदन पᮢ जमा करना होगा। CUTNRET मᱶ संबंिधत आवेदक के यो᭏यता-ᮓम कᳱ ि᭭थित के बावजूद अ᭟ययन कायᭅᮓम के बदलाव के िलए ᳰकसी भी तरह के िनवेदन पर िवचार नहᱭ ᳰकया जाएगा।

4.5. CUTNRET परीᭃा के िलए आवेदन पᮢ ᮧा᳙ करने कᳱ अंितम ितिथ के बाद संबंिधत िवभागᲂ कᳱ ᮧवेश सिमितयाँ आवेदनᲂ का अनुवीᭃण करेगी और संबंिधत िवभागᲂ के साथ-साथ िव᭫ विव᳒ालय कᳱ वेबसाइट मᱶ CUTNRET मᱶ पाᮢ आवेदकᲂ कᳱ िवभाग-वार सूची ᮧदᳶशत करेगी।

4.6. िव᭫ विव᳒ालय CUTNRET का आयोजन करेगा और यो᭏य आवेदकᲂ कᳱ िवभाग-वार सूची तैयार करेगा। CUTNRET मᱶ उᱫीणᭅ यो᭏य आवेदकᲂ और अनु᭒छेद 3.2. के अनुसार CUTNRET से छूट ᮧा᳙ करने वाले अ᭤यᳶथयᲂ को संबंिधत िवभाग/कᱶ ᮤ कᳱ िवभागीय अनुसंधान सिमित के समᭃ साᭃा᭜कार के िलए बुलाया जाएगा, जो साᭃा᭜कार मᱶ आवेदकᲂ के ᮧदशᭅन के आधार पर संबंिधत िवभाग कᳱ ᮧवेश सिमित कᳱ ओर से उस िवभाग/कᱶ ᮤ कᳱ अंितम यो᭏यता सूची तैयार करेगा। साᭃा᭜कार के िलए बुलाए गए सभी आवेदकᲂ को साᭃा᭜कार के समय उनके वृहत शीषᭅक के साथ शोध ᱧिच पर एक लेख (लगभग 1000 श᭣द) ᮧ᭭तुत करना होगा। उनसे यह अपेिᭃत होगा ᳰक वह अपनी शोध ᱧिच से संबंिधत ᭃेᮢᲂ पर चचाᭅ करᱶगे। साᭃा᭜कार पूरा होने के बाद, चयिनत और ᮧतीᭃा-सूचीब᳍ आवेदकᲂ कᳱ अंितम यो᭏यता सूची अलग से, िवभाग-वार, अनु᭒छेद

4.2. के आधार पर तैयार कᳱ जाएँगी। अंितम यो᭏यता सूची संबंिधत िवभागᲂ ᳇ारा ᮧदᳶशत कᳱ जाएँगी और िव᭫ विव᳒ालय कᳱ वेबसाइट मᱶ अिधसूिचत कᳱ जाएगी। यᳰद ᳰकसी के ᳇ारा दािखला वापसी/अ᭠य कारणᲂ से सीटᱶ खाली होती हᱹ, तो ᮧतीᭃा-सूची से पंजीकरण सेमे᭭टर कᳱ शुᱧआत से 4 स᳙ाह तक कᳱ जाएगी। ᮧ᭜येक सेमे᭭टर मᱶ एक नई यो᭏यता-ᮓम सूची होगी।

4.7. अनुमोᳰदत अंतᮕᭅहण ᭃमता के अनुसार आवेदकᲂ कᳱ पूवᭅ िनधाᭅᳯरत सं᭎या को अंितम यो᭏यता-ᮓम सूची के अनुसार पीएच.डी. कायᭅᮓम मᱶ पंजीकरण कᳱ पेशकश कᳱ जाएगी, जो आव᭫यक पंजीकरण शु᭨क के भुगतान के बाद पंजीकृत हᲂगे। इसके तुरंत बाद, िवभागीय अनुसंधान सिमित, पीएच.डी. शोधाथᱮ कᳱ शोध ᱧिच और शोध-िनदᱷशकᲂ कᳱ ᮧासंिगक िवशेष᭄ता के आधार पर िवभाग के संबंिधत अ᭟यᭃ के मा᭟यम से शोध-िनदᱷशकᲂ के नाम अनुसंधान बोडᭅ के अनुमोदनाथᭅ सुझाएगी। पीएच.डी. शोधाथᱮ के िलए पयᭅवेᭃकᲂ कᳱ सं᭎या ᳰकसी भी समय दो से अिधक नहᱭ हो सकती है। चयिनत आवेदकᲂ को समय-समय पर िव᭫ विव᳒ालय ᳇ारा िनधाᭅᳯरत ᳰकए जा सकने वाले पंजीकरण और पाᲹᮓम कायᭅ के िलए अपेिᭃत शु᭨क का भुगतान करना होगा। पीएच.डी. कायᭅᮓम मᱶ पंजीकरण के िलए शु᭨क के भुगतान कᳱ ितिथ को ही कायᭅᮓम मᱶ पंजीकरण कᳱ ितिथ के ᱨप मᱶ माना जाएगा। पीएच.डी. कायᭅᮓम के शोधाथᱮ के पंजीकरण का कायᭅकाल कायᭅᮓम मᱶ अपने पंजीकरण कᳱ ितिथ से तीन वषᭅ कᳱ अविध के िलए होगा। जो पीएच.डी. शोधाथᱮ तीन वषᭅ के भीतर अपना/उसका शोध-ᮧबंध पूरा करने मᱶ असमथᭅ है, वह अपने मूल पंजीकरण के कायᭅकाल के पूरा होने से कम-से-कम तीन माह पहले पुनः पंजीकरण के िलए आवेदन कर सकता है। ऐसे आवेदन को अनुसंधान बोडᭅ के अनुमोदन के िलए संबंिधत िवभागीय अनुसंधान सिमित ᳇ारा अनुशंिसत करना होगा। ¹Hkkx III µ[k.M 4º Hkkjr dk jkti=k % vlk/kj.k 11 शोधाथᱮ पुनः पंजीकरण के िलए अपने आव᭫यक शु᭨क का भुगतान करेगा और पुन: पंजीकरण मूल पंजीकरण कᳱ समाि᳙ कᳱ ितिथ से एक वषᭅ कᳱ एक और अविध के िलए वैध होगा। यᳰद और जब कोई शोधाथᱮ अपना पीएच.डी. शोध-ᮧबंध जमा करेगा/गी और पᳯरणाम घोिषत ᳰकए जाने के बाद, वह उस कायᭅᮓम के शोधाथᱮ नहᱭ कहलाएँगे। िवभागीय अनुसंधान सिमित, यᳰद आव᭫यकता हो, ᳰकसी शोधाथᱮ के शोध-िनदᱷशक और सह-शोध िनदᱷशक के औपचाᳯरक अनुरोध पर, यᳰद कोई हो, उपयुᲦ मामले मᱶ पीएच.डी. पंजीकरण को र᳎ करने पर िवचार कर सकते हᱹ और अंितम अनुमोदन के िलए अनुसंधान बोडᭅ को मामले कᳱ अनुशंसा कर सकते हᱹ। अनुशासना᭜मक कारᭅवाई से संबंिधत मामलᲂ मᱶ, अ᭟यᭃ, िवभागीय अनुसंधान सिमित, पंजीकरण र᳎ करने के ᮧ᭭ताव कायᭅवाही कर सकती है।

5. शोध िनदᱷशक :

5.1. शोधाथᱮ को पीएच.डी. कायᭅᮓम मᱶ पंजीकरण के बाद शोध-िनदᱷशक के मागᭅदशᭅन मᱶ काम सᲅपा जाएगा। शोध-िनदᱷशक का आवंटन संबंिधत िवभागीय अनुसंधान सिमित ᳇ारा औपचाᳯरक ᱨप से िन᳜िलिखत पर िवचार कर तय ᳰकया जाएगा :

क) यो᭏य पयᭅवेᭃक (कᲂ) के अधीन पीएच.डी. शोधाथᱮ कᳱ सं᭎या, ख) संबंिधत पीएच.डी. शोधाथᱮ कᳱ शोध ᱧिच और ग) यो᭏य पयᭅवेᭃक (कᲂ) कᳱ उपल᭣ध िवशेष᭄ता और कायᭅᭃेᮢ िवभागीय अनुसंधान सिमित यह सुिनि᳟त करेगी ᳰक एक शोध-िनदᱷशक के पास ᳰकसी भी समय आठ से ᭔यादा पीएच.डी. शोधाथᱮ न हᲂ, अपने सह-शोध िनदᱷशक के अधीन को िमलाकर (यहाँ 5.4.1, 5.4.2 और

5.4.3 मᱶ पᳯरभािषत ᳰकया गया है) लेᳰकन उन छाᮢᲂ को छोड़कर, जो पहले से ही अपने शोध ᮧबंध/लघु शोध-ᮧबंध ᮧ᭭तुत कर चुके हᱹ। असाधारण मामलᲂ मᱶ, िवभागीय अनुसंधान सिमित उिचत िनणᭅय लेगी। शोध-िनदᱷशक का आवंटन ᳞िᲦगत शोधाथᱮ या िशᭃक पर नहᱭ छोड़ा जाएगा।

5.2. िवभागीय अनुसंधान सिमित यह भी सुिनि᳟त करेगी ᳰक ᳰकसी भी कारण, कोई भी शोधाथᱮ छह महीने से अिधक के िलए शोध-िनदᱷशक के िबना नहᱭ रहᱶ। शोध-िनदᱷशक कᳱ अनुपि᭭थित के दौरान, संबंिधत िवभाग/कᱶ ᮤ के अ᭟यᭃ ᮧमुख शोध-िनदᱷशक के ᱨप मᱶ कायᭅ करेगा, उन मामलᲂ के अलावा, जहाँ िव᭫ विव᳒ालय के भीतर एक सह-शोध िनदᱷशक मौजूद है। यᳰद िव᭫ विव᳒ालय के भीतर एक सह-शोध िनदᱷशक है, तो सह-शोध िनदᱷशक, िनदᱷशक कᳱ वापसी तक सभी ᳞ावहाᳯरक उ᳎े᭫यᲂ के िलए शोध-िनदᱷशक के ᱨप मᱶ कायᭅ करेगा। िवभागीय अनुसंधान सिमित ᳇ारा औपचाᳯरक ᮧित᭭थापन करने तक इस तरह कᳱ गई अ᭭थायी ᮧित᭭थापन कᳱ ᳞व᭭था कᳱ जाएगी और इस अ᭭थायी ᳞व᭭था को उपरोᲦ लेख 5.1. मᱶ उि᭨लिखत एक शोध-िनदᱷशक/सह-शोध िनदᱷशक के अधीन शोधाथᱮ के शोध-िनदᱷशन कᳱ अिधकतम अनुमत सं᭎या का अनुपालन सुिनि᳟त करने के उ᳎े᭫य से पीएचडी कᳱ सं᭎या कᳱ गणना के िलए नहᱭ माना जाएगा।

5.3. िवभाग/कᱶ ᮤ के अ᭟यᭃ को पीएच.डी. शोधाᳶथयᲂ पर ᮧशासिनक िनयंᮢण रखना होगा। हालांᳰक, इस ᮧशासिनक िनयंᮢण का सामा᭠य तौर पर संबंिधत शोध-िनदᱷशकᲂ के मा᭟यम से ᮧयोग ᳰकया जाएगा।

5.4. शोध-िनदᱷशक और सह-शोध िनदᱷशकᲂ कᳱ यो᭏यता :

5.4.1. वे सभी ᮧोफेसर, एसोिसएट ᮧोफेसर और सहायक ᮧोफेसर िज᭠हᲂने पीएच.डी. कᳱ उपािध ली है और उनके पदᲂ मᱶ ᭭थािय᭜व पा चुके हᱹ, पीएच.डी. शोधाथᱮ के शोध-िनदᱷशक के ᱨप मᱶ कायᭅ करने के िलए पाᮢ हᲂगे। पाᮢता संबंधी आव᭫यकताᲐ को पूरा करने वाले सहयोगी सं᭭थानᲂ/िव᳡िव᳒ालयᲂ के िशᭃक भी िनदᱷशक/सह-िनदᱷशक/पयᭅवेᭃक बन सकते हᱹ।

5.4.2. ऊपर वᳶणत के अनुसार ᮧ᭜येक पीएच.डी. शोधाथᱮ के िलए नािमत िनदᱷशक के अलावा, संबंिधत िवभागीय अनुसंधान सिमित, िव᭫ विव᳒ालय के एक अ᭠य ᮧोफेसर या एसोिसएट ᮧोफेसर या सहायक ᮧोफेसर कᳱ सह-िनदᱷशक के ᱨप मᱶ िनयुिᲦ पर िवचार कर सकती है, बशतᱷ ᳰक वह अनु᭒छेद 5.1. और 5.4.1. के अनुसार पीएचडी के िलए सह-िनदᱷशक के ᱨप मᱶ यो᭏य हो। अनुसंधान कᳱ गुणवᱫा मᱶ सुधार और यᳰद संबंिधत पी.एच.डी. शोधाथᱮ के शोध का ᭃेᮢ ᮧ᭭तािवत 12 THE GAZETTE OF INDIA : EXTRAORDINARY [PART III—SEC. 4] सह-िनदᱷशक कᳱ िवशेष᭄ता और कायᭅᭃेᮢ ᮧकृित मᱶ एकसमान पाया जाता है। पीएच.डी. सं᭎या कᳱ गणना के उ᳎े᭫य के िलए एक यो᭏य िनदᱷशक के अधीन, ऐसे सभी सह-िनदᱷशकᲂ के कायᭅ कᳱ गणना भी कᳱ जाएगी। कोई भी िनदᱷशक, ᳰकसी भी समय मᱶ, आठ से ᭔यादा पीएच.डी. शोधाथᱮ और पाँच एम.ᳰफल शोधाᳶथयᲂ से अिधक नहᱭ शोधाथᱮ नहᱭ ले पाएगा।

5.4.3. यूजीसी अनुसंधान वै᭄ािनक, समकᭃ वगᭅ के ᳞िᲦ, रा᳦ीय/अंतराᭅ᳦ीय ᭭तर के ᮧिति᳧त ᳞िᲦ जो िव᭫ विव᳒ालय अथवा ᳰकसी ᮧिति᳧त रा᳦ीय/अंतराᭅ᳦ीय सं᭭थान मᱶ लगातार कम-से-कम पाँच वषᭅ (पीएच.डी. कायᭅᮓम मᱶ पंजीकरण के िलए संबंिधत आवेदकᲂ ᳇ारा आवेदन के समय) या अनुसंधान के संबंिधत ᭃेᮢ मᱶ वैि᭫ वक ᮧित᳧ा के िवदेशी/अंतराᭅ᳦ीय िव᳇ानᲂ को सह-िनदᱷशकᲂ (उनकᳱ सहमित के साथ) के ᱨप मᱶ नािमत ᳰकया जा सकता है, यᳰद संबंिधत अनुसंधान बोडᭅ का मानना है ᳰक इस तरह कᳱ िनयुिᲦ अनुसंधान कᳱ गुणवᱫा मᱶ सुधार करेगी। ऐसे सह-िनदᱷशनािधकार त᭝यतः तब भी ᮧभावी हᲂगे जब सह-िनदᱷशक िव᭫ विव᳒ालय या सं᭭थान छोड़ देगा, जहाँ वह सह-िनदᱷशक के ᱨप मᱶ अपनी िनयुिᲦ के समय िनयोिजत ᳰकया गया था।

5.4.5. पीएच.डी. शोधाथᱮ का कोई भी िनकट संबंधी िनदᱷशक या सह-िनदᱷशक के ᱨप मᱶ कायᭅ नहᱭ कर सकता।

5.4.6. ᮧोफेसर, एसोिसएट ᮧोफेसर या सहायक ᮧोफेसर, िज᭠हᲂने ᭭वयं को इस िव᭫ विव᳒ालय अथवा ᳰकसी अ᭠य िव᭫ विव᳒ालय कᳱ पीएच.डी. उपािध के िलए पंजीकृत ᳰकया है, अपने ᭭वयं के पीएच.डी. छाᮢवृिᱫ के कायᭅकाल के दौरान िनदᱷशक या सह-िनदᱷशक के ᱨप मᱶ यो᭏य नहᱭ होगा/होगी।

5.4.7. यᳰद कोई िनदᱷशक िव᭫ विव᳒ालय कᳱ सेवा से अपने िव᳒ाᳶथयᲂ ᳇ारा शोध-ᮧबंध ᮧ᭭तुत करने से पहले ही सेवािनवृᱫ हो जाता/जाती है लेᳰकन िव᭫ विव᳒ालय के िनकटवतᱮ ᭃेᮢ मᱶ रहता/रहती है, तो सेवािनवृिᱫ कᳱ ितिथ से दो वषᲄ कᳱ अिधकतम अविध तक वह िनदᱷशक के ᱨप मᱶ कायᭅ करना जारी रख सकता/सकती है।

5.4.8. िनदᱷशक और सह-िनदᱷशक पीएच.डी. परीᭃा ᮧᳰᮓया मᱶ परीᭃक के ᱨप मᱶ कायᭅ कर सकते हᱹ।

6. कोसᭅ वकᭅ एवं ᮧगित ᮧितवेदन कᳱ ᮧ᭭तुित :

6.1.1. सभी पीएच.डी. कोसᭅ वकᭅ पूणᭅकािलक आधार पर होगा।

6.1.2. मा᭠यता ᮧा᳙ िव᭫ विव᳒ालय से यूजीसी िविनयमन, 2009 (एम.ᳰफल./पीएच.डी. उपािध के िलए ᭠यूनतम मानक और ᮧᳰᮓयाएँ) का अनुपालन करते ᱟए एम.ᳰफल. उᱫीणᭅ ᳰकए ᱟए िव᳒ाᳶथयᲂ को छोड़कर, सभी पीएच.डी. शोधाᳶथयᲂ को एक सेमे᭭टर कᳱ अविध के िलए कोसᭅ वकᭅ करना होगा। हालांᳰक, पीएच.डी. शोधाथᱮ ने, िजसने यूजीसी िविनयमन, 2009 (एम.ᳰफल./पीएच.डी. उपािध के िलए ᭠यूनतम मानक और ᮧᳰᮓयाएँ) का अनुपालन करते ᱟए, पहले अ᭟ययन के उसी ᭃेᮢ मᱶ एम.ᳰफल.

ᳰकया है, उसे कोसᭅ वकᭅ से छूट दी जाएगी और उसे संबंिधत िवभागीय अनुसंधान सिमित के समᭃ ᮧ᭭तािवत अनुसंधान के शीषᭅ के साथ शोध-सार ᮧ᭭तुत करना होगा, जो अनु᭒छेद 6.2. के ᮧावधानᲂ के अनुसार उस पर ᮧᳰᮓया करेगा।

6.1.3. कोसᭅ वकᭅ का िववरण िन᳜ांᳰकत अनु᭒छेद 7 के अनुसार होगा। पीएच.डी. शोधाधᱮ ᳇ारा ᳰकए जाने वाला कोसᭅ वकᭅ सामा᭠यतः संबंिधत िवभाग ᳇ारा आयोिजत ᳰकया जाता है, िजसमᱶ वह पंजीकृत है। हालांᳰक, कोसᭅ वकᭅ िव᳡िव᳒ालयांतगᭅत ᳰकसी अ᭠य िवभाग मᱶ भी ᳰकया जा सकता है, यᳰद अ᭠य िवभाग कᳱ िवभागीय अनुसंधान सिमित कᳱ सहमित से, िवभाग कᳱ िवभागीय अनुसंधान सिमित कᳱ िवशेष िसफाᳯरश पर अनुसंधान बोडᭅ ᳇ारा अनुमोᳰदत ᳰकया गया है, िजसमᱶ छाᮢ पंजीकृत ᳰकया गया है। ऐसे ᮧ᭭ताव के अनुमोदन के िलए, यह अिनवायᭅ है ᳰक उस पीएच.डी. शोधाथᱮ के ᮧ᭭तािवत शोध ᭃेᮢ अ᭠य िवभाग ᳇ारा आयोिजत कोसᭅ वकᭅ कᳱ सामᮕी ᮧकृित मᱶ समान या अित᳞ापी या सामा᭠य होनी चािहए। ¹Hkkx III µ[k.M 4º Hkkjr dk jkti=k % vlk/kj.k 13

6.2. कोसᭅ वकᭅ पूरा करने के बाद, पीएच.डी. शोधाथᱮ को संबंिधत िवभागीय अनुसंधान सिमित के समᭃ ᭄ान कᳱ खोज के िलए ᮧ᭭ताव मᱶ ᮧ᭭तािवत अनुसंधान िवषय, ᮧिविध और पᳯरकि᭨पत नवीन योगदान सिहत अपने अनुसंधान कायᭅ पर िव᭭तृत अनुसंधान ᮧ᭭ताव ᮧ᭭तुत करना होगा। संबंिधत िवभागीय अनुसंधान सिमित, अनुसंधान बोडᭅ के िवचाराथᭅ अपनी िसफाᳯरश अᮕेिषत करेगा, िजसका िनणᭅय इन संबंधᲂ मᱶ अंितम होगा। शोध-ᮧबंध का शीषᭅक अंᮕेज़ी मᱶ और संबंिधत िवभागीय अनुसंधान सिमित और अनुसंधान बोडᭅ ᳇ारा अनुमोᳰदत ᳰकसी अ᭠य भाषा मᱶ भी िलखा जाएगा। संबंिधत िवभागीय अनुसंधान सिमित शोध िवषय के शीषᭅक मᱶ ᳰकसी भी संशोधन के िलए अपनी िसफाᳯरश, यᳰद आव᭫यक हो, तो अनुसंधान बोडᭅ के िवचाराथᭅ भेजेगी।

6.3. सेमे᭭टर मᱶ सफलतापूवᭅक कोसᭅ वकᭅ पूरा होने के बाद, पीएच.डी. शोधाथᱮ को ᮧ᭜येक शैᭃिणक वषᭅ पूरा करने पर अ᭟ययन के संबंिधत बोडᭅ के समᭃ वाᳶषक ᮧगित ᳯरपोटᭅ ᮧ᭭तुत करने कᳱ आव᭫यकता होती है, िजसे उसके िनदᱷशक ᳇ारा िविधवत समथᭅन ᳰदया जाएगा। अनुसंधान बोडᭅ ज᭨द से ज᭨द ᮧगित ᳯरपोटᭅ का आकलन करेगा और केवल उन ᳯरपोटᲄ को, जो असंतोषजनक माने जाएँगे, संबंिधत शोध िनदᱷशकᲂ को उपयुᲦ सलाह के साथ, िवभागीय अनुसंधान सिमित को अᮕेिषत करेगा।

6.4. पीएच.डी. शोधाथᱮ को अिधिनणᭅयन के िलए शोध-ᮧबंध/िविनबंध ᮧ᭭तुत करने से पूवᭅ ᳰकसी िनणाᭅयक पिᮢका मᱶ एक शोध पᮢ ᮧकािशत करना होगा और त᭜संबंधी ᮧमाण के ᱨप मᱶ ᭭वीकृित पᮢ या पुनमुᭅᮤण का सा᭯य ᮧ᭭तुत करना होगा।

6.5. शोध-ᮧबंध जमा करने से पहले, शोधाथᱮ को िवभाग मᱶ पूवᭅ-एम.ᳰफल./पीएच.डी. ᮧ᭭तुित देना होगा, जो ᳰक ᮧितपुि᳥ करने और ᳯट᭡पिणयाँ ᮧा᳙ करने के िलए, सभी संकाय सद᭭यᲂ और शोधाᳶथयᲂ के िलए सावᭅजिनक होगा, जो ᳰक िनदᱷशक के सलाह के अनुसार शोध-ᮧबंध मᱶ उिचत ᱨप से शािमल हो सकते हᱹ।

7. कोसᭅ वकᭅ के म᭨ूयाकंन/परीᭃा के िलए ᮧᳰᮓया :

7.1. कोसᭅ वकᭅ कᳱ सरंचना :

(क) तीन तरह के ᮓेिडट पाᲹᮓम हो सकते ह,ᱹ 'केवल सै᳍ांितक पाᲹᮓम', 'केवल ᳞ावहाᳯरक पाᲹᮓम' और 'समᮕ पाᲹᮓम'। समᮕ पाᲹᮓमᲂ मᱶ दोनᲂ - सै᳍ांितत और ᳞ावहाᳯरक घटक हᲂगे। (ख) पीएच.डी. कायᭅᮓम के िविभ᳖ पाᲹᮓमᲂ मᱶ अंकᲂ का िवतरण िन᳜ानुसार हᲂग े:

i. ‘केवल सै᳍ांितक पाᲹᮓम’ के िलए सᮢांत परीᭃा : 80 आंतᳯरक मू᭨यांकन : 20 कुल : 100 ii. ‘केवल ᳞ावहाᳯरक पाᲹᮓम’ के िलए सᮢांत ᮧायोिगक परीᭃा : 80 आंतᳯरक मू᭨यांकन : 20 iii. ‘केवल समᮕ पाᲹᮓम’ यथा – िस᳍ांत एवं ᮧयोग के िलए (70:30) सᮢांत सै᳍ांितक परीᭃा : 50 सᮢांत ᮧायोिगक परीᭃा : 50 आंतᳯरक मू᭨यांकन : 20 कुल : 100 14 THE GAZETTE OF INDIA : EXTRAORDINARY [PART III—SEC. 4] (ग) आतंᳯरक म᭨ूयाकंन ᮧ᭜येक पाᲹᮓम के िलए आंतᳯरक मू᭨यांकन अलग-अलग ᱨपᲂ के कम-से-कम दो परीᭃाᲐ के सतत मू᭨यांकन के ᱨप मᱶ ᳰकया जाएगा (Ჷूटोᳯरयल, कᭃांतगᭅत उ᳎े᭫यपरक परीᭃा, िनबंध, मौिखकᳱ, ᮧ᳤ोᱫरी, असाइनमᱶट/टमᭅ पेपर, कᭃांतगᭅत संगो᳧ी, समूह चचाᭅ इ᭜याᳰद)। यह परीᭃण पूरे सेमे᭭टर भर चल सकता ह ैलेᳰकन यह सᮢांत परीᭃा ᮧारंभ होन े से 15 ᳰदन पहल े पणूᭅ हो। कम-से-कम 50% परीᭃण िलिखत ᱨप मᱶ होना चािहए। जो िव᳒ाथᱮ सᮢांत परीᭃा मᱶ शािमल होने मᱶ िवफल रहता ह,ै लᳰेकन ᮧ᭜येक पाᲹᮓमᲂ के आंतᳯरक आकलन (िनरंतर मू᭨यांकन) को पणूᭅ कर चुका हो, िव᳒ाथᱮ के आंतᳯरक मू᭨यांकन के अंक उसकᳱ अगली संभावना के दौरान मा᭠य रहᱶगे लेᳰकन यᳰद कोई िव᳒ाथᱮ अनुपि᭭थत रहता ह ैया आंतᳯरक मू᭨यांकन मᱶ भी कम अंक लतेा ह ैया शू᭠यांक ᮧा᳙ करता ह,ै सᮢ समा᳙ हो जाने के बाद उसे आतंᳯरक मू᭨यांकन के िलए पुनः अवसर कᳱ अनुमित नहᱭ दी जाएगी।

7.2. पाᲹᮓम :

पाᲹᮓम कᳱ अविध : अनु᭒छेद 6.12 के अनुसार पाᲹᮓम सं. 1 :

अनुसंधान ᮧिविध और तकनीक - 4 ᮓेिडट/100 अंक पाᲹᮓम सं. 2 :

वैकि᭨पक पाᲹᮓम (िवक᭨पᲂ मᱶ चयन करना होगा - 4 ᮓेिडट/100 अंक अ᭟ययन के ᭃेᮢ के ᳞ापक ᭃेᮢ मᱶ कई पाᲹᮓम ह,ᱹ िजनमᱶ शोध कᳱ ᳰदशा मᱶ शोध ᳰकया जाना ह)ै पाᲹᮓम सं. 3 - 4 ᮓेिडट/100 अंक शोध के ᮧासंिगक ᭃेᮢ मᱶ ᮧकािशत शोध कायᭅ और शोध के ᮧ᭭तािवत ᭃेᮢ पर िलिखत ᮧ᭭तिुत कᳱ समीᭃा करना। उपरोᲦ सभी पाᲹᮓमᲂ मᱶ यो᭏यता अंक - 50%

7.2.1. पीएच.डी. कायᭅᮓम मᱶ पाᲹᮓमᲂ के िलए ᮓेिडट या अकं का िवतरण िन᳜ानसुार होगा :

1. क. उपािधयाँ देने के उ᳎े᭫य से दीᭃांत समारोह सामा᭠य तौर पर एक वषᭅ मᱶ एक बार, ऐसी ितिथ और जगह पर आयोिजत ᳰकया जाएगा, जैसा ᳰक कुलपित ᳇ारा कुलािधपित के पूवᭅ अनमुोदन तय ᳰकया जाएगा। ख. िव᭫ विव᳒ालय के अकादिमक कैलᱶडर मᱶ, पाᲹᮓम और परीᭃा जैसे अकादिमक गितिविधयᲂ के अलावा, उपािध ᮧदान करने कᳱ ितिथ(याँ) भी शािमल ह ᱹ;

¹Hkkx III µ[k.M 4º Hkkjr dk jkti=k % vlk/kj.k 15 ग. यᳰद आव᭫यक हो, तो िव᭫ विव᳒ालय एक वषᭅ मᱶ एक बार से अिधक बार उपािध ᮧदान करना िनधाᭅᳯरत कर सकता ह ै और उसे अकादिमक कैलᱶडर मᱶ शािमल ᳰकया जाएगा ;

घ. उपािध ᮧदान करन ेकᳱ ितिथ, सामा᭠य ᱨप से ितिथ/यᲂ के 180 ᳰदनᲂ के भीतर होगी, िजसके ᳇ारा िव᳒ाᳶथयᲂ को अहᭅता ᮧा᳙ करन ेऔर उसके िलए यो᭏य होन ेकᳱ उ᭥मीद होती ह ै; हालांᳰक, िव᭫ विव᳒ालय िबना ᳰकसी शतᭅ के परु᭭कार कᳱ ितिथ को बदल सकता ह।ै

2. मानद िडᮕी देन ेके उ᳎े᭫य से िवशेष दीᭃांत समारोह, ऐसे समय मᱶ आयोिजत ᳰकया जा सकता ह,ै जो कायᭅकारी पᳯरषद ᳇ारा तय ᳰकया जा सकता ह।ै

3. कोलेिजयम मᱶ कोटᭅ, कायᭅ पᳯरषद, िव᳒ा पᳯरषद, िव᳒ापीठ के संकाया᭟यᭃ और िवभागᲂ के अ᭟यᭃ सि᭥मिलत हᲂगे। कुलािधपित, यᳰद उपि᭭थत हो, तो िडᮕी ᮧदान करन े के िलए िव᭫ विव᳒ालय के दीᭃांत समारोह मᱶ अ᭟यᭃता करᱶग।े कुलािधपित कᳱ अनुपि᭭थित मᱶ, कुलपित, दीᭃांत समारोह मᱶ अ᭟यᭃता करᱶगे।

4. दीᭃांत समारोह कᳱ सभी बैठकᲂ के िलए कुलसिचव ᳇ारा कम-से-कम चार स᳙ाह कᳱ नोᳯटस दी जाएगी।

5. कुलसिचव नोᳯटस के साथ, दीᭃांत समारोह के ᮧ᭜येक सद᭭य को अनुसरण कᳱ जाने वाली कायᭅᮓम ᮧᳰᮓया जारी करᱶगे।

6. िजन अ᭤यᳶथयᲂ ने उसी वषᭅ मᱶ अपनी परीᭃा उᱫीणᭅ कᳱ ह,ै िजसमᱶ दीᭃांत समारोह आयोिजत ᳰकया गया ह,ै उ᭠हᱶ दीᭃांत समारोह मᱶ ᮧवेश ᳰदया जाएगा। बशतᱷ ᳰक यह ᮧथम दीᭃांत समारोह पर लागू नहᱭ होगा, िजसमᱶ सभी पूवᭅवतᱮ वषᲄ के अ᭤यᳶथयᲂ को भी उनके संबंिधत िडᮕी मᱶ भतᱮ कराया जाएगा। बशतᱷ यह भी ᳰक यᳰद ᳰकसी वषᭅ मᱶ दीᭃांत समारोह आयोिजत नहᱭ ᳰकया गया तो कुलपित औपचाᳯरक दीᭃांत समारोह कᳱ ᮧतीᭃा ᳰकए िबना उ᭥मीदवारᲂ को िडᮕी के िलए िनधाᭅᳯरत श᭨ुक भुगतान करने पर अ᭤यᳶथयᲂ को संबंिधत िनधाᭅᳯरत िडᮕी ᮧदान करने के िलए सᭃम हᲂग।े िडᮕी के इस तरह के ᮧा᳙कताᭅᲐ को सामा᭠यत: सामा᭠य ᮧबोधन पर ह᭭ताᭃर करᱶगे, िजन पर उ᭠हᱶ सामा᭠य ᱨप से आयोिजत दीᭃांत समारोह मᱶ करना होता है। बशतᱷ ᳰक यᳰद ᳰकसी िवशेष वषᭅ मᱶ दीᭃांत समारोह आयोिजत नहᱭ ᳰकया जाता है, तो कुलपित को उन सभी यो᭏य उ᭥मीदवारᲂ के ᮧवेश के िलए अिधकृत करना होगा, जो अगले दीᭃांत समारोह मᱶ दी जानेवाली िडᮕी के मा᭟यम से संबंिधत िनधाᭅᳯरत शु᭨क के भुगतान पर अपनी िडᮕी ᮧा᳙ करना चाहते हᱹ। बशतᱷ ᳰक जो लोग अनुपि᭭थित मᱶ अपनी िडᮕी ᮧा᳙ करना चाहते हᱹ, जबᳰक दीᭃांत समारोह िनयिमत ᱨप से आयोिजत ᳰकया जाता है, तो ऐसा सामा᭠य शु᭨क के भुगतान के बाद ᳰकया जा सकता है।

7. क. जो अ᭤यथᱮ िडᮕी लेना चाहता है, उसे इस उ᳎े᭫य के िलए िनधाᭅᳯरत शु᭨क के साथ िनधाᭅᳯरत ितिथ को या उससे पूवᭅ ᮧ᭜यᭃ ᱨप से िडᮕी लेने के िलए अपना आवेदन कुलसिचव को जमा करना होगा।.

ख. िव᭫ विव᳒ालय िनधाᭅᳯरत ितिथ/यᲂ से कम-से-कम 30 ᳰदन पहले िडᮕी ᮧदान करने के कायᭅᮓम को सूिचत करेगा ताᳰक उ᭥मीदवार इसके िलए आवेदन कर सकᱶ :

8. यᳰद अ᭤यथᱮ ᮧ᭜यᭃ ᱨप मᱶ दीᭃांत समारोह मᱶ आने मᱶ असमथᭅ हᱹ, कुलािधपित ᳇ारा अᮧ᭜यᭃ ᱨप मᱶ िडᮕी लेने के िलए अनुमित ᮧदान कᳱ जाएगी या उनकᳱ अनुपि᭭थित मᱶ कुलपित ᳇ारा और उनके िड᭡लोमा कुलसिचव ᳇ारा आवेदन के आधार पर िनधाᭅᳯरत शु᭨क के भुगतान करने के बाद ᳰदए जाएँगे।

9. दीᭃांत समारोह मᱶ ᮧ᭜यᭃ मᱶ िडᮕी लेने के िलए फᳱस समय-समय पर िनधाᭅᳯरत होगी।

10. मानद िडᮕी केवल दीᭃांत समारोह मᱶ ᮧदान कᳱ जाएगी और वह ᮧ᭜यᭃ मᱶ या अᮧ᭜यᭃ मᱶ ली जा सकती है।

11. दीᭃांत समारोह मᱶ िजन ᳞िᲦयᲂ को मानद िडᮕी ᮧदान कᳱ जाती है, उनकᳱ ᮧ᭭तुित कुलपित या उनके नामांᳰकत ᳞िᲦ ᳇ारा ᳰकया जाएगा।.

12. दीᭃांत समारोह मᱶ अ᭤यᳶथयᲂ को अपनी संबंिधत िडᮕी के िलए उपयुᲦ गाउन और ᱟड पहनना होगा, जो कायᭅकारी आदेशᲂ ᳇ारा िन᳸द᳥ ᳰकए जाएँगे। जो अ᭤यथᱮ िव᭫ विव᳒ालय ᳇ारा िनधाᭅᳯरत उिचत अकादिमक पोशाक मᱶ नहᱭ है, दीᭃांत समारोह मᱶ भतᱮ नहᱭ कराया जाएगा।

13. दीᭃांत समारोह मᱶ िडᮕी ᮧदान करने के िलए, अ᭤यᳶथयᲂ को औपचाᳯरक ᱨप से कुलािधपित या उनकᳱ अनुपि᭭थित मᱶ कुलपित के समᭃ उनके संबंिधत िडᮕी के िलए ᮧ᭭तुत ᳰकया जाएगा। संबंिधत ᳩातकोᱫर िवभागᲂ के अ᭟यᭃ कला िन᭬णात और िव᭄ान िन᭬णात अ᭤यᳶथयᲂ को ᮧ᭭तुत करᱶगे। पदक और पुर᭭कार ᮧा᳙कताᭅᲐ का नाम कुलसिचव या कुलपित ᳇ारा नामांᳰकत ᳞िᲦ ᳇ारा पढ़े जाएँगे। कुलसिचव या इस ᮧयोजन के िलए िनयुᲦ ᳞िᲦ अᮧ᭜यᭃ मᱶ िडᮕी लेने वाले अ᭤यᳶथयᲂ को पेश करᱶगे। दीᭃांत समारोह समा᳙ होने के बाद कुलपित ᳇ारा िनधाᭅᳯरत तरीके से अ᭤यᳶथयᲂ को िडᮕी ᮧमाणपᮢ ᮧदान ᳰकए जाएँगे।

14. कुलािधपित, मु᭎य अितिथ, कुलपित, कुलसिचव, िवᱫ अिधकारी, परीᭃा िनयंᮢक, िव᳒ापीठᲂ के संकाया᭟यᭃ, िवभागᲂ के अ᭟यᭃ और िव᭫ विव᳒ालय के ᮧािधकाᳯरयᲂ के सद᭭य िव᭫ विव᳒ालय ᳇ारा िनधाᭅᳯरत िवशेष वᳫ पहनᱶगे और दीᭃांत समारोह के संचालन के िलए आगे कᳱ ᮧᳰᮓया कायᭅकारी आदेशᲂ ᳇ारा िनधाᭅᳯरत कᳱ जाएगी।

15. भारत के कोई भी कᱶ ᮤ मंᮢी, रा᭔य मंᮢी, कᱶ ᮤ शािसत ᮧदेश के मंᮢी, लोकसभा/रा᭔य िवधान मंडल/संघ रा᭔य िवधान मंडल के अ᭟यᭃ, जब भी दीᭃांत समारोह मᱶ शािमल होते हᱹ, उ᭠हᱶ उनकᳱ ᮧित᳧ा के अनुसार िवशेष वᳫ ᮧदान ᳰकए जाते हᱹ, जैसा ᳰक कुलपित ᳇ारा ᳞िᲦगत मामलᲂ मᱶ और िव᭫ विव᳒ालय के अ᭠य ᮧािधकाᳯरयᲂ/अिधकाᳯरयᲂ के िलए तय ᳰकया जाता है, वे अपने शैिᭃक वᳫᲂ के साथ दीᭃांत समारोह मᱶ शािमल हो सकते हᱹ। अ᭟यादेश : 8 [िव᳒ा पᳯरषद ᳇ारा और कायᭅ पᳯरषद ᳇ारा ᳰद. 28/05/2011 को सपं᳖ चतथुᭅ बठैक मᱶ अनमुोᳰदत] िव᭫ विव᳒ालय ᳇ारा अ᭠य िव᭫ विव᳒ालयᲂ/ᮧािधकरण/सं᭭ थानᲂ के साथ मा᭠यता और सहयोग कᳱ ᮧणाली [अिधिनयम कᳱ धारा 6 (1) (vii), (x) एव ं28 (1) (के)] ᮧ᭭तावना

1. के᭠ᮤीय िव᭫ विव᳒ालय अिधिनयम, (2009) कᳱ धारा 6 (1) (vii), िव᭫ विव᳒ालय को इस तरह के उ᳎े᭫यᲂ के िलए उᲬ िशᭃा सं᭭थानᲂ को मा᭠यता देन ेका अिधकार देती ह,ै जो ᳰक िव᭫ विव᳒ालय िनधाᭅᳯरत कर सकता ह ैऔर ऐसे मा᭠यता को वापस भी ल ेसकता ह।ै

2. के᭠ᮤीय िव᭫ विव᳒ालय अिधिनयम, (2009) कᳱ धारा 6 (1) (x) िव᭫ विव᳒ालय को "िवदेशᲂ मᱶ ि᭭थत सं᭭थानᲂ सिहत ᳰकसी भी िव᭫ विव᳒ालय या ᮧािधकरण या उᲬ िशᭃा सं᭭थान के साथ सहकाᳯरता या सहयोग करने के अिधकार देती ह"ै ऐसी ि᭭थित मᱶ और ऐसे ᮧयोजनᲂ को िव᭫ विव᳒ालय िनधाᭅᳯरत कर सकता ह।ै

3. अिधिनयम कᳱ धारा 28 (1) (के) मᱶ "अ᭠य िव᳡िव᳒ालयᲂ, सं᭭थाᲐ और अ᭠य ᮧबु᳍ िनकायᲂ और संगठनᲂ सिहत अ᭠य एजᱶिसयᲂ के साथ सहयोग और सहयोग कᳱ ᮧᳰᮓया" के िलए अ᭟यादेश िनधाᭅरण के ᮧावधान ᳰकए गए ह।ᱹ

4. उपरोᲦ के संदभᭅ मᱶ, तिमलनाडु के᭠ᮤीय िव᭫ विव᳒ालय उᲬ िशᭃा के अ᭠य सं᭭थानᲂ के साथ मा᭠यता और सहयोग करने का ᮧ᭭ताव रख सकता ह,ै िजनमᱶ ᭄ान कᳱ िविभ᳖ शाखाᲐ मᱶ िवशेष ᭃमता ह,ै जो ᳰक िव᭫ विव᳒ालय को अपने उ᳎े᭫यᲂ को आगे बढ़ाने के िलए लाभᮧद ᭃेᮢᲂ मᱶ िनदᱷश और अनुसंधान को संप᳖ और सुदढ़ृ बनाने कᳱ िवशेष ᭃमता रखत ेह।ᱹ ¹Hkkx III µ[k.M 4º Hkkjr dk jkti=k % vlk/kj.k 17 इसिलए यह अ᭟यादेश ह।ै I. मा᭠यता के िलए यो᭏यता

1. ऐसी सं᭭थाएँ िज᭠हᲂने िशᭃा और शोध मᱶ उ᭜कृ᳥ता और शैिᭃक यो᭏यता को िस᳍ ᳰकया ह ैऔर कम-से-कम दस वषᭅ कᳱ कायᭅिनवाᭅह ᭃमता के ᮝैक ᳯरकॉडᭅ को िस᳍ ᳰकया ह,ै िव᭫ विव᳒ालय के साथ सहयोग करन ेके िलए पाᮢ हᲂगे। बशतᱷ ᳰक ऐसी सं᭭थाएं देश के भीतर या दिुनया के अ᭠य देशᲂ मᱶ कहᱭ भी ि᭭थत हो सकती ह।ᱹ बशतᱷ ᳰक ऐसे िनकाय सरकार या अ᭠य एजᱶिसयᲂ ᳇ारा िवᱫ पोिषत हो सकत ेह,ᱹ िसवाय इसके ᳰक वे मुनाफा बनान ेवाल े िनकाय नहᱭ हᲂग ेऔर िवᱫ पोषण का ᮲ोत कानूनी और सरकारी अनुमोᳰदत मा᭟यमᲂ के मा᭟यम से होगा।

2. सािबत कᳱ ᱟई उ᭜कृ᳥ता और अकादिमक यो᭏यता, अ᭠य बातᲂ के अलावा, िन᳜िलिखत बातᲂ के आधार पर घोिषत कᳱ जाएगी :

i. सं᭭थान मᱶ पणूᭅकािलक यो᭏य कोर संकाय हᲂग,े िजसमᱶ कम-से-कम चार पूणᭅकािलक िशᭃक हᲂग ेऔर िज᭠हᱶ ᭠यूनतम 5 वषᲄ कᳱ अविध तक यूजीसी/एआईसीटीई का वेतनमान ᮧा᳙ ह ैऔर उ᭠हᲂन ेकम-से-कम 5 शोध पᮢ और/या अपनी पीएचडी के बाद आईएसएसएन/आईएसबीएन नंबर वाले कम-से-कम दो ᳰकताबᱶ रा᳦ीय/अतंररा᳦ीय ᮧित᳧ानᲂ कᳱ पिᮢकाᲐ/ᮧकाशन घरᲂ मᱶ ᮧकािशत ᳰकए हो। ii. सं᭭थान के पास अनुसंधान के उ᳎े᭫य के िलए आव᭫यक ᮧयोगशाला सुिवधा और पु᭭ तकालय के साथ अपनी ᭭वयं कᳱ इमारत होगी और पु᭭ तकालय मᱶ पयाᭅ᳙ सं᭎या मᱶ अनुसंधान पिᮢकाएँ, संदभᭅ पु᭭तकᱶ , उ᳖त पाᲹ- पु᭭तकᲂ के साथ-साथ इंटरनेट कᳱ सुिवधा या देश के उᲬ शैᭃिणक सं᭭थानᲂ/िव᳡िव᳒ालयᲂ मᱶ उपयोग कᳱ जान े वाली ऐसी आधुिनक उपकरण/सुिवधाएं शािमल हᲂगी। iii. सं᭭थान मᱶ अनुसंधान गितिविधयᲂ को िनिध देन ेके िलए पयाᭅ᳙ िवᱫीय संसाधन हᲂगे। II . मा᭠यता और पहचान के नवीनीकरण के िलए ᮧᳰᮓया

1. ऐसी कोई भी सं᭭था जो िव᭫ विव᳒ालय से संब᳍ होने कᳱ इ᭒छा रखती ह,ै िव᭫ विव᳒ालय को िनधाᭅᳯरत ᮧाᱨप मᱶ पैरा 2 (I) मᱶ िन᳸द᳥ ᮧमाण ᭭वᱨप सहायक द᭭तावेज़ᲂ के साथ ऐसा करन ेके मंत᳞ को िलिखत मᱶ ᮧ᭭ततु करᱶ।

2. ऐसे सभी अनुरोध कुलसिचव ᳇ारा ᮧा᳙ ᳰकए जाएँगे और िव᭫ विव᳒ालय के संकाया᭟यᭃ और ᮧोफेसरᲂ कᳱ सिमित के समᭃ रखे जाएँग ेजो ᳰक िन᳜ानुसार बनी होगी और आम तौर पर एक साल मᱶ दो बार िमलेगी :

ᮧित कुलपित अथवा कुलपित के नािमत सद᭭य —अ᭟यᭃ िव᳒ापीठᲂ के सभी संकाया᭟यᭃ —सद᭭य संबंिधत िवभागᲂ/कᱶ ᮤᲂ के अ᭟यᭃ एवं ᮧोफेसर, िजनके िनदᱷश-ᭃेᮢ मᱶ ᮧ᭭तािवत सहयोग होना ह ै —सद᭭य कुलसिचव —सद᭭य सिचव सद᭭यᲂ के 50% से कोरम बनेगा। सभी िनणᭅय वतᭅमान सद᭭यᲂ के कम से कम 75% कᳱ आम सहमित से िलए जाएँगे।

3. उपरोᲦ सिमित उन िनवेदनᲂ पर िवचार करेगी और कुलपित के पास इस मामले मᱶ मा᭠यता के िलए अनशुंसा करेगी, िजसके आधार पर सं᭭थान के ᳇ारा दावा ᳰकए गए त᭝यᲂ का भौितक िनरीᭃण और स᭜यापन करने के िलए तीन सद᭭यीय सिमित को नामांᳰकत ᳰकया जाएगा।

4. सिमित िव᭫ विव᳒ालय कᳱ िनिध के आधार पर सं᭭था का दौरा करेगी और ऊपर पैरा 2 (I-IV ) के पैरामीटर कᳱ तजᭅ पर मा᭠यता के िलए उस मामल ेका आकलन करन ेके िलए सं᭭था का भौितक स᭜यापन करेगी। ऐसा करन ेके बाद, वह 18 THE GAZETTE OF INDIA : EXTRAORDINARY [PART III—SEC. 4] सिमित को अपनी ᳯरपोटᭅ सᲅपेगी, जो उस मामले के संबंध मᱶ कुलपित को उिचत अनुशंसा करेगी, जो अपनी राय के साथ, इस मामले पर िनणᭅय के िलए वैधािनक ᮧािधकाᳯरयᲂ के समᭃ ᮧ᭭ततु करᱶगे।

5. मा᭠यता सामा᭠य ᱨप से पांच वषᭅ से अिधक नहᱭ होगी और बशतᱷ ᳰक उसकᳱ म᭟य-अविध मᱶ समीᭃा होगी, िजसकᳱ िविध और समय िव᭫ विव᳒ालय ᳇ारा तय ᳰकया जाएगा।

6. मा᭠यता को पाँच साल के बाद अगले ᮧ᭜येक पाँच साल िलए बढ़ाया जा सकता ह।ै (क) बशतᱷ ᳰक मा᭠यता अविध कᳱ समाि᳙ के कारण िनदᱷश और अनुसंधान कायᭅᮓम कᳱ िनरंतरता मᱶ बाधा नहᱭ होगी। (ख) बशतᱷ ᳰक मा᭠यता ᮧा᳙ अविध के अंितम छह महीनᲂ के दौरान िव᭫ विव᳒ालय के ᳇ारा सामा᭠य ᱨप से ᳰकसी अनुदेशा᭜मक सेमे᭭टर के अनुसंधान करने या नवीनतः आरंभ करन े के िलए कोई नया पंजीकरण नहᱭ ᳰकया जाएगा।

7. मा᭠यता के पुन: मा᭠यता/नवीकरण के िलए िनवेदन अविध कᳱ समाि᳙ कᳱ ितिथ से कम-से-कम 6 महीने पहल ेᮧा᳙ होना चािहए और जैसा ᳰक ऊपर उ᭨लेख ᳰकया गया ह,ै उसी ᮧᳰᮓया के अनुसार जाँच कᳱ जाएगी।

8. िव᭫ विव᳒ालय ᳰकसी त᭜काल ᮧभाव से ऐसी मा᭠यता को वापस लेने का अिधकार आरिᭃत करेगा, यᳰद कालांतर मᱶ त᭝यᲂ मᱶ ᳰकसी भी तरह का िम᭝याकरण पाया जाता ह ैया कोई भी त᭝य ᮧकाश मᱶ आता ह,ै जो ᳰक शैᭃिणक ᮧ᭜यायक के मामले मᱶ सं᭭था कᳱ िव᳡सनीयता या आचरण के िलए हािनकारक ह।ै

9. सभी कानूनी िववाद ितᱧवाᱨर ᭠यायालय के ᭃेᮢािधकार के अधीन हᲂगे। III . सहयोग / सहकाᳯरता कᳱ ᮧणाली और अ᭠य िववरणᲂ का ᭣यौरा

1. िव᭫ विव᳒ालय या तो अनुदेशा᭜मक या शोध के ᮧयोजन या दोनᲂ के िलए ᳰकसी सं᭭था के साथ सहयोग करने का चयन कर सकता ह।ै

2. बशतᱷ उपरोᲦ मᱶ से ᳰकसी एक के मामल े मᱶ, िव᳒ाᳶथयᲂ को मौजूदा िनयमᲂ और ᳰदशा-िनदᱷशᲂ के अनुसार िव᭫ विव᳒ालय ᳇ारा भतᱮ और जाँच कराई जाएगी।

3. िव᭫ विव᳒ालय ᳇ारा शु᭨क िनधाᭅᳯरत एवं एकिᮢत कᳱ जाएगी, जो ᳰक पार᭭पᳯरक समझौते के बाद सं᭭था ᳇ारा समान ᱨप से साझा कᳱ जा सकती ह।ै

4. मागᭅदशᭅक/शोध िनदᱷशकᲂ को िव᭫ विव᳒ालय ᳇ारा समय-समय पर संशोिधत िनयमᲂ और िविनयमᲂ के अनुसार िनयुᲦ/मा᭠यता ᮧदान कᳱ जाएगी।

5. यᳰद सं᭭थान का कोई िशᭃक अनुसंधान या िशᭃा कᳱ अविध के म᭟य-अविध मᱶ सेवािनवृᱫ हो जाता ह,ै तो उसकᳱ सेवाᲐ का सामा᭠य ᱨप से सेमे᭭टर के अंत तक उपयोग ᳰकया जाएगा, िजसके बाद िव᭫ विव᳒ालय ᳇ारा उपयुᲦ ᮧित᭭थापन ᳰकया जाएगा।

6. सं᭭थान मᱶ िव᳒ािथᲄ/शोधाᳶथयᲂ के बैच के िनवास के समय का िनणᭅय संबंिधत िवभागा᭟यᭃ ᳇ारा िलया जाएगा। हालांᳰक िनवास कᳱ अिधकतम अविध िन᳜ानुसार िनयंिᮢत कᳱ जाएगी :

5 वषᱮय एकᳱकृत एवं पीएच.डी. कायᭅᮓमᲂ के िलए 3 गैर-ᮓमागत सेमे᭭टर 3 वषᱮय पराᳩातक कायᭅᮓम के िलए 2 गैर-ᮓमागत सेमे᭭टर ᳩातकोᱫर कायᭅᮓमᲂ के िलए 2 गैर-ᮓमागत सेमे᭭टर एम.ᳰफल कायᭅᮓम के िलए 1 सेमे᭭टर जो कोई िवषय िवशेष ᱨप से ऊपर िन᳸द᳥ न ᱟआ हो, वह िव᭫ विव᳒ालय के मौजूदा िनयमᲂ और समय-समय पर संशोिधत के अनुसार िनयंिᮢत होगा। ¹Hkkx III µ[k.M 4º Hkkjr dk jkti=k % vlk/kj.k 19 अ᭟यादेश : 9 [िव᳒ा पᳯरषद ᳇ारा और कायᭅ पᳯरषद ᳇ारा ᳰद. 28/05/2011 को सपं᳖ चतथुᭅ बठैक मᱶ अनमुोᳰदत] िव᳒ाᳶथयᲂ के बीच अनशुासन का िनवाᭅह (अिधिनयम कᳱ धारा 28(1)(o) के अतंगᭅत)

1. अनुशासन मᱶ िव᭫ विव᳒ालय के िव᳒ाᳶथयᲂ ᳇ारा अ᭒छे आचरण और ᳞वि᭭थत ᳞वहार का पालन करना शािमल ह।ै

2. िव᭫ विव᳒ालय ᳇ारा िन᳜िलिखत और समय-समय पर तैयार ᳰकए गए ऐसे अ᭠य िनयमᲂ का पालन िव᭫ विव᳒ालय के िव᳒ाᳶथयᲂ ᳇ारा ᳰकया जाएगा। (क) िव᭫ विव᳒ालय का हर िव᳒ाथᱮ अनुशासन बनाए रखेगा और उसे सभी जगहᲂ पर ठीक से ᳞वहार करन े के िलए अपना कतᭅ᳞ समझेगा/गी। पुᱧष िव᳒ाथᱮ, िवशेष ᱨप से, मिहला िव᳒ाᳶथयᲂ के ᮧित उिचत िश᳥ाचार और स᭥मान ᳰदखाएगा। (ख) कोई भी िव᳒ाथᱮ कुलानुशासक ᳇ारा "आउट ऑफ बाउ᭠डस" घोिषत ᭭थानᲂ या ᭃेᮢᲂ मᱶ नहᱭ जा सकता ह।ै (ग) ᮧ᭜येक िव᳒ाथᱮ हमेशा कुलानुशासक ᳇ारा जारी ᳰकया पहचान पᮢ अपने साथ रखेगा। (घ) ᮧ᭜येक िव᳒ाथᱮ, िजसे पहचान पᮢ जारी ᳰकया गया ह,ै जब कभी आव᭫यकता हो, िव᭫ विव᳒ालय के कुलानुशासक के कमᭅचारी, शैिᭃक और ᮕथंालयकमᱮ तथा अ᭠य अिधकाᳯरयᲂ ᳇ारा माँगे जाने पर ᳰदखाना या देना होगा। (ङ) ᮧितᱨपण या ग़लत नाम देन ेमᱶ दोषी पाया गया िव᳒ाथᱮ अनशुासना᭜मक कारᭅवाई के िलए उᱫरदायी होगा। (च) पहचान पᮢ कᳱ हािन, जब भी ऐसा होता ह,ै त᭜काल कुलानुशासक को िलिखत ᱨप मᱶ सूिचत ᳰकया जाएगा। (छ) यᳰद कोई छाᮢ लगातार िबना ᳰकसी सूचना के एक या अिधक कᭃाᲐ मᱶ 15 ᳰदनᲂ कᳱ अविध के िलए अनुपि᭭थत पाया जाता ह,ै उसका नाम रोल से हटा ᳰदया जाएगा। हालांᳰक, अगल े पखवाड़े मᱶ िनधाᭅᳯरत पुनःᮧवेश श᭨ुक के भुगतान पर संकाया᭟यᭃ ᳇ारा पुनः भतᱮ कराया जा सकता ह।ै उसे िनधाᭅᳯरत अविध के बाद पुनःभतᱮ ᳰकया जा सकेगा।

3. अनुशासन के उ᭨लंघन, अंतराल मᱶ शािमल होगा :

i. उपि᭭थित मᱶ अिनयिमतता या सᲅपे गए काम मᱶ ि᭭थर िनि᭬ᮓयता या लापरवाही या उदासीनता। ii. कᭃा या कायाᭅलय या ᮕथंालय, ᮧेᭃागृह और ᮓᳱड़ा मैदान इ᭜याᳰद मᱶ गड़बड़ी करना ;

iii. िशᭃकᲂ या अिधकाᳯरयᲂ के िनदᱷशᲂ का उ᭨लंघन करना ;

iv. छाᮢ संगठनᲂ के चुनाव के समय या िव᭫ विव᳒ालय कᳱ पाᲹचयाᭅ या अितᳯरᲦ पाᲹचयाᭅ वाली गितिविधयᲂ के दौरान या बैठक के दौरान ᳰकसी भी ᮧकार का दᱧुपयोग या दु᳞ ᭅवहार। v. परीᭃा कᱶ ᮤ मᱶ ᳰकसी भी ᮧकार का दᱧुपयोग या दु᳞ ᭅवहार। vi. ᳰकसी िशᭃक या िव᭫ विव᳒ालय के ᳰकसी भी कमᭅचारी या िव᭫ विव᳒ालय के ᳰकसी भी आगतंुक के ᮧित ᳰकसी भी ᮧकार का दᱧुपयोग या दु᳞ ᭅवहार। vii. िव᭫ विव᳒ालय कᳱ संपिᱫ/उपकरण को ᭃित, ख़राब या िवᱨिपत करना ;

viii. दसूरᲂ को उपरोᲦ मᱶ से कोई कायᭅ करने के िलए उकसाना ;

ix. छाᮢᲂ के बीच ᮪ामक बातᲂ या अफवाहᲂ का ᮧचार करना ;

x. छाᮢावास के िनवािसयᲂ ᳇ारा ᳰकए गए दु᳞ ᭅवहार, शरारत और/या उपᮤव ;

xi. कुलानुशासक ᳇ारा छाᮢᲂ के िलए घोिषत सीमा ᭭थानᲂ या ᭃेᮢᲂ मᱶ जाना ;

xii. कुलानुशासक ᳇ारा जारी पहचान पᮢᲂ को साथ नहᱭ ल ेजाना ;

20 THE GAZETTE OF INDIA : EXTRAORDINARY [PART III—SEC. 4] xiii. िव᭫ विव᳒ालय के कुलानुशासक और अ᭠य कमᭅचाᳯरयᲂ ᳇ारा जब आव᭫यक हो पहचान पᮢ ᳰदखाने या समपᭅण करने से इनकार करना ;

xiv. रैᳲगग के कोई भी कायᭅ xv. कहᱭ पर भी ᳰकसी भी तरह का अ᭠य आचरण, िजसे ᳰकसी भी छाᮢ के िलए अशोभनीय माना जाता ह।ै

4. अनुशासन का उ᭨लंघन मᱶ दोषी पाए गए छाᮢ इस तरह के दंड के िलए िज᭥मेदार हᲂग,े जैसा ᳰक नीचे िनधाᭅᳯरत ह ै;

(1) जुमाᭅना

(2) पᳯरसर मᱶ ᮧितबंध

(3) िनवाᭅसन, और

(4) िन᭬कासन हालांᳰक, ᳰकसी अनुशासनाथᱮ छाᮢ को ऐसी कोई सजा नहᱭ दी जाएगी, जब तक ᳰक उसे अपना बचाव करने का उिचत मौका नहᱭ ᳰदया जाता है। यह कुलपित को उसके िखलाफ अनुशासना᭜मक कायᭅवाही कᳱ लंिबत अविध के दौरान एक शरारती छाᮢ को िनलंिबत करने से रोक नहᱭ सकता।

5. छाᮢ के संबंध मᱶ अनुशासन और अनुशासना᭜मक कारᭅवाई से संबंिधत सभी शिᲦयाँ, कुलपित मᱶ िनिहत हᲂगी। हालांᳰक, कुलपित अपन ेसभी या उनकᳱ ᳰकसी भी शिᲦ का ᮧितिनिध᭜व, िव᭫ विव᳒ालय कᳱ कायᭅᮧणाली कᳱ जो भी ᮧᳰᮓया ह,ै के अनुसार कुलानशुासक या अनुशासिनक ᮧािधकारी जो भी उिचत माना जाएगा, को दᱶगे।

3. The School of Mathematics and Computer Sciences shall consist of the following Departments now assigned to it:

(i) Department of Mathematics.

ORDINANCE: 2 [Approved by the Academic Council in its Second Meeting held on 3/4/2010 and by the Executive Council in its Second Meeting held on 8/5/2010] ADMISSION OF STUDENTS TO THE UNIVERSITY [Under Sections 6(1)(xviii), 6(2)(i) & (ii),7 and 28(1)(a) of the Act]

1. No candidate shall be eligible for admission to any Programme of study in the University unless he/she has passed the examination prescribed by the University,as condition of eligibility for admission to the concerned programme.

2. Application form for admission to the various programmes offered by University shall be as prescribed by Academic Council / or any other body, from time to time. In respect of collaborating Institutes with which the University has a formal MOU or those institutes which have been recognized in accordance with the provisions of the Act, the application form will be suitably modified.

3. The last date of admission to the various programmes of the University shall be as fixed each year by the Academic Council.

4. The number of candidates to be admitted in the various programmes of the University shall be as prescribed each year by the Academic Council

5. Admissions to the Graduate, Post Graduate, M.Phil, Diploma, PG Diploma Programmes shall be made by the Admission Committee as constituted by the respective School or Department/Centre.

The Admission Committee shall consist of the Dean/Head of the Department/ Director of Centre and two senior most members of the staff of the concerned department. However, when necessary the VC may constitute a suitable admission Committee. Its composition and functions shall be as decided by Vice Chancellor.

6. Admission to the programme leading to the Doctor of Philosophy shall be considered by the School Board of the School concerned. In respect of admission to such programme through the mentoring ¹Hkkx III µ[k.M 4º Hkkjr dk jkti=k % vlk/kj.k 23 Institutions, the School Board will also consider the recommendations of the guides, who will examine the specific statement of purpose articulated by the candidate, for acceptance.

7. In the case of collaborating Institutes, in addition to the admission Committee of the Institutes, a nominee of the Vice Chancellor will be a member of the admission Committee.

8. Such candidates who satisfy the requirement of eligibility may be considered for admission on the basis of the academic record, and / or performance of the candidate at any entrance test/viva voce as may be prescribed in respect of each programme. Candidates shall be admitted to the various programmes in order of merit. No candidate shall claim admission as a matter of right.

9. Only such candidates, who have passed an examination of an Indian University incorporated by any law for the time being in force, or such other examination as has been recognized equivalent, shall be eligible for admission. The equivalence of foreign degrees /courses will be determined by the University in consultation with the Department in which the student is seeking admission.

10. In the respect of admission to supernumerary seats reserved by the Government of India for candidates from backward states and foreign countries, their admission will be governed by the guidelines of the Government of India. However the total number of such supernumerary seats shall not exceed 5% of the total intake of the University in that year of admission.

11. Notwithstanding anything contained in the provisions relating to admission, including admission to the programmes in which the University has an MOU with collaborating Institutes, the University may make special provisions for the admission of women, persons with disabilities or persons belonging to the weaker sections of the society and in particular, of the Scheduled Caste and Scheduled Tribe, and other socially and educationally backward classes of citizen. Such special provisions shall be as prescribed by regulations from time to time.

12. No candidate shall ordinarily be admitted to more than one programme at a time. However, Students may be permitted by the University, in consultation with the concerned Dean of the School/Director of the Centre, to pursue a part-time/evening Certificate / Diploma programme of professional nature in other Institutions. Pursuing such studies should not interfere with the academic activities of the student in the University. Permissions can be withdrawn by the University if it is found to interfere in the academic activities of the students in the University.

13. All candidates at the time of admission shall submit a medical fitness certificate from an Authorized Medical Practitioner/Asst. Civil Surgeon.

14. A candidate shall be enrolled in a programme in a School on his admission as a student of the University and after paying the prescribed fee .For self-supporting and self-financing programmes, the fees will be determined by the University after detailed working of the economics of the running of the programmes.

15. If at any time it is found that a candidate has made a false or incorrect statement or has made use of other fraudulent means on the basis of which he has secured his admission, his name shall be removed from the rolls of the University forthwith.

ORDINANCE: 3 [Approved by the Academic Council in its Second Meeting held on 3/4/2010 and by the Executive Council in its Second Meeting held on 8/5/2010] FEES PAYABLE BY THE STUDENTS OF THE UNIVERSITY [Under Section 28(1)(e) of the Act]

1. The Executive Council on the recommendations of the Academic Council shall, from time to time prescribe the fees payable by students of the University for various purposes.

2. All the Students admitted to various programmes of studies shall pay the fees as prescribed at the time of admission and for the subsequent semesters within the date notified by the University.

3. Delay or default in payment:

(1) If a student does not pay fee on time, fine shall be levied as follows:

(i) 10% of the fees for the first 10 days from the last day for payment.

(ii) 20% of the fees for the next 10 days

(iii) 30% of the fees for the next 10 days.

(2) The Vice-Chancellor, or, on his behalf any other officer to whom his power has been delegated may on the recommendations of the Dean of the School concerned, condone the delay or reduce the fine to be paid by the student in special cases provided the student concerned submits a written application stating the reasons for late payment of fee. Such applications should be submitted at least one week before the due dates.

(3) Names of the defaulters shall be removed from the rolls of the University on expiry of 30 days from the notified last date for payment of fee.

(4) A student whose name has been struck off from the rolls of the University may be re-admitted on the recommendations of the Dean of the School concerned and on payment of arrears of fees and fines in full and other dues, together with a re-admission fee as fixed by the University. However, such re-admission shall be within the same semester and subject to the student fulfilling the minimum attendance requirement.

(5) Whenever a student proposes to withdraw from the University, he shall submit an application to the Dean of the School concerned through the Head of the Department / Centre intimating the date of his / her withdrawal. If he fails to do so, his name shall continue to be kept on the rolls of the University for a maximum period of one month following the month up to which he has paid the fees. He shall also be required to pay all fees/charges that may fall due during this period.

4. Exemption to Blind students:

Blind students shall be exempted from payment of all fees.

5. Concession in fee:

(1) Concession in fees, Grant of free ship and percentage of free ship will be governed by the regulations of University Grants Commission as amended from time to time.

(2) Free ships granted during the academic year shall not be renewed automatically in the following year. The Students in need of such concession shall submit fresh applications every year, which shall be considered along with new applications received in the year.

(3) A free ship granted to a student may be cancelled if his conduct or progress in studies is found to be unsatisfactory.

(4) Fees concession for SC/ST or to any other category of students shall be as per Govt. of India directives.

6. Refund of fees, security deposit etc:

(1) If, after having paid the fees, a student desire to discontinue, he shall submit an application for withdrawal. If such application is received by the Registrar at least five days before the commencement of the academic session concerned he shall be refunded all fees and deposits except registration fee.

(2) If after having paid the fees, a candidate does not join the University and if his application for withdrawal is received by the University after the commencement of the academic session but before the closure of admission, he shall be refunded all fees and deposits deducting 25% of the tuition fee in addition to registration fee.

(3) Application for withdrawal received after the closure of admission for the academic session would entitle a student for the refund of Security Deposit / Caution Money only.

(4) Security deposit or caution money are refundable, on an application from the student on his / her leaving the University, after deducting all dues, fines and other claims against him.

(5) If any student does not claim the refundable portion of any amount lying to his / her credit within one calendar year of his leaving the University, it shall be considered to have been forfeited by him to the Students’ Aid Fund. The period of one year shall be reckoned from the date of announcement of the result of the examination last taken by the student or the date from which his name is struck off from the rolls of the University.

(6) If a student owes any money to the University on account of any damage he may have caused to the University property, it shall be deducted along with outstanding Tuition Fee and fines, from the Security Deposit due to him.

7. The fees and Hall ticket for Examinations

(1) The examination fee payable by the students shall be fixed by the University.

(2) A student shall not be issued Hall Ticket or admitted to the Examinations unless he has cleared his dues and paid the examination fee.

8. Fees for re-checking Examination results:

(1) The fees for re-checking examination results shall be as fixed by the University.

(2) The fees for rechecking shall be refunded to the candidate if, on re- checking the result, any error or omission is discovered in the result notified by the University.

9. Fees for the supply of Statement of Marks:

(1) Every student shall pay along with the examination fee, a fee as fixed by the University for Supply of statement of marks for each examination.

(2) The statement of marks shall be sent to the candidates through the Head of the Department / Centre concerned.

10. Fees The fees for admission, readmission, registration, examination, rechecking, mark sheet, transfer certificate, provisional certificate, Degree certificate, bonafide certificate or any other certificate and duplicate copies of certificates will be as per the Schedule issued by the University from time to time.

ORDINANCE: 4 [Approved by the Academic Council in its Second Meeting held on 3/4/2010 and by the Executive Council in its Second Meeting held on 8/5/2010] B.Sc., B.S., B.A, M.A., M.Sc. Degree Programmes and P.G. Diploma Programmes [Under Section 28(1) of the Act]

1. All the courses of study leading to award of respective degrees / diplomas shall be conducted by the School / Departments / Centers established by and functioning in the university or in the collaborating Institute with which the university has entered into an MOU.

2. Duration of the course

(1) Admission to the Integrated Programmes leading to Masters in Arts, Science, Technology, Performing Arts and other disciplines shall be made and the duration of such courses shall be five years in semester pattern. The university may provide exit option to students on their request after successful completion of 3rd and 4th years and award graduate degree as determined by the University.

(2) The duration of all graduate degree programmes shall be as prescribed from time to time in semester pattern.

(3) The duration of all post graduate programmes, shall be two years or as prescribed from time to time in semester pattern. This is applicable for those admitted directly into PG degree programmes of the university with respective qualifying Bachelor’s degree from recognized universities and Institutes of Higher Education.

(4) The duration of Certificate/Diploma/PG diploma programmes shall be as prescribed by the University from time to time in semester pattern. This is applicable for those who are admitted directlyto Certificate/Diploma/PG Diploma programme of the university with qualification as determined by the University from recognized universities and Institutes of Higher Education for each of the Certificate/Diploma/PG Diploma programme.

3. Eligibility for admission The eligibility criteria for admission to various courses offered by the University in each year shall be as approved by the Academic Council or any other body authorized for the purpose from time to time.

4. Courses of study and framing of the syllabi:

(1) The Courses in a Programme shall be those approved by the respective Board of School, on the recommendations of the Department/Centre or by collaborating Institute(s);

(2) The content of each course shall be those approved by the respective Board of School/ Collaborating Institute(s)/Departments/Centres;

(3) Reading and learning material for each course shall be as prescribed by the School/ Department/ Centre/collaborating Institute(s) concerned.

5. Attendance

(1) The minimum required attendance is 75% of the classes actually held and other prescribed learning activities such as seminars, session and practical section each course.

(2) The University may for valid and convincing reasons condone the shortage in attendance not exceeding 5 per cent, provided that the Dean of the School concerned/Collaborating Institute(s) makes a recommendation to this effect after consulting the Head of the Department/Director of the Centre.

(3) The students deputed by the University to take part in the extra co-curricular events shall be given a concession of up to 5% attendance, if necessary, in addition to the relaxations in the attendance requirement as provided above. Such concession would be available for the days of actual participation in the event, including journey time with the prior approval of the University

6. Evaluation Regulation on Teaching and evaluation shall be as notified separately

7. Removal of Students from the Programme:

The Vice Chancellor may approve removal of a student from the Programme on receipt of a recommendation of the Dean of a school/Heads of the Department/Director of Centre/Head of collaborating Institute, on a reference from a Department or Centre concerned of unsatisfactory performance of the student.

ORDINANCE: 5 [Approved by the Academic Council in its Second Meeting held on 3/4/2010 and by the Executive Council in its Second Meeting held on 8/5/2010] M.Phil. DEGREE PROGRAMME [Under Section 28(1) of the Act]

1. The School/Department/Centre/Collaborating Institutes concerned shall prescribe the content of each course and shall specify the methodology and instructional devices to be adopted for M.Phil Programmes.

2. The duration of the M.Phil course shall be one year spread over two semesters.

3. Eligibility for Admission: The eligibility criteria for admission to various M.Phil courses offered by the University in each year shall be as approved by the Academic Council/or any other body authorized for the purpose from time to time.

4. Procedure of Admission:

(1) All applications for admission to M.Phil Programme shall be considered by the Admission Committee of the School/Department/Centre, and the committee shall recommend (i) whether the candidate should be admitted only to the M.Phil Programme, or (ii) whether the candidate should be admitted to the M.Phil Programme and also provisionally enrolled for Ph.D degree as provided in the Ordinances relating to the Ph.D. Programme.

(2) If a candidate is found fit for admission to the M.Phil Programme, his admission shall be made to that Programme on the recommendation of the Admission Committee by Dean/Head of the Department/Director of Centre. However, if a candidate is found fit for provisional admission for Ph.D course by the admission committee, his admission shall be made subject to confirmation by the Board of the School concerned.

5. Attendance:

(1) The minimum required attendance is 75% of the classes actually held and other prescribed learning activities such as seminars, sessionals and practicals etc. in each course.

1. PREAMBLE:

1.1. Ph.D. programmes shall be conducted for awarding the Degrees of Doctor of Philosophy (Ph.D.) in any Discipline of Humanities/Sciences/Social Sciences/Education etc. in which provisions for postgraduate studies and/or research programmes are available in the University.

1.2. The Degree of Doctor of Philosophy (Ph.D.) shall be awarded to a student on the basis of an original research work incorporated in a thesis, recommended by a board of examiners and successfully defended in a viva-voce examination.

1.3. The thesis shall demonstrate that the student is capable of doing scholarly work. The results of research embodied in the thesis shall be a contribution to the existing knowledge either by a discovery of new facts or theories or discovery of some new relations between facts already known or critical survey of facts leading to some new interpretations or development of new techniques.

2. LANGUAGE OF INSTRUCTION AND WRITING THESES:

English shall ordinarily be the medium of instruction as well as the language for writing the theses in Ph.D.

programmes except in the following cases:

• In the language departments, the medium of instruction as well as the language for writing a thesis shall be the concerned language of the department. Such permission shall be granted by the Research Board on the recommendation of the concerned Department Research Committee.

3. ELIGIBILITY FOR REGISTRATION IN THE Ph.D. PROGRAMME S :

3.1. An applicant for registration in a Ph.D. Programme must have obtained a Master's Degree (two years duration) with a minimum of 55% marks in the concerned or an allied subject, preceded by a Bachelor's Degree or an equivalent Degree of three years duration from a recognized University / Institute. Due relaxation shall be given to the applicants belonging to the reserved categories as per the rules of the Government of India.

3.2. In addition to the above, an applicant must also fulfill any one of the following conditions:

i) Qualified in any of the following examinations: NET (conducted by UGC/CSIR), SLET, GATE, or equivalent National Level Examinations conducted by ICAR/ICMR/ etc.

ii) Holder of UGC Teacher Fellowship.

iii) Obtained an M. Phil. degree of CUTN or any other university recognized by the UGC that also follows the UGC (Minimum Standards and Procedure for awards of M.Phil./Ph.D. Degree), Regulation 2009.

iv) Cleared the CUTNRET (The validity of the CUTNRET, once cleared, will be for two years from the date of publication of result)

3.3. The CUTNRET will normally be held in the months of February and August every year, but the University reserves the right of holding it another time in the year, depending on the requirements of its Research Programme. Type and structure of the CUTNRET will be determined by the University, in consultation with the academic Departments/Centres. Eligibility for appearing in the CUTNRET shall be as per the article No. 3.1 above.

4. PROCEDURE FOR REGISTRATION IN THE Ph.D. PROGRAMMES

4.1. Students shall be admitted to the Ph.D. programmes from the applicants who fulfill the eligibility criteria as per the article No. 3, twice in an academic year (normally before September 15 and March 15) following the procedures, described hereinafter.

4.2. Admission Committees of all Schools conducting Ph.D. programmes in one or more of the academic departments/centres under them, shall lay down and decide on annual basis a predetermined and manageable number of seats for Ph.D. programmes depending on the number of available eligible faculty supervisors as specified under article No.5.1. Such approved number of seats for the Ph.D.

programmes shall be notified in the University Website.

4.3. Admission Committees of Schools offering the Ph.D. programmes shall prepare the draft of notification for registration in the Ph.D. programmes, including the registration through qualifying in the CUTNRET and get it approved by the Academic/Examination Division of the University each year, before sending it for publication in the University Website.

4.4. Applicants for registration in the Ph.D. programmes shall apply in the prescribed form paying requisite fees, to the Head of the Department/Dean in accordance with the notifications in that regard. The applications shall be accompanied by attested copies of necessary documents/ testimonials and a brief statement on the area of their respective research interests. The applicants must submit separate application forms for separate programmes. Any subsequent prayer for change of programme shall not be entertained, irrespective of the merit position of the concerned applicant in CUTNRET.

4.5. After the last date of receiving the applications to appear in the CUTNRET, the Admission Committees of the concerned Departments shall screen the applications and display department wise lists of applicants eligible for appearing in the CUTNRET in the respective Departments as well as in the University website.

4.6. The University shall conduct the CUTNRET and prepare the list of the qualifying applicants department wise. The applicants qualified in the CUTNRET and the candidates who are exempted from CUTNRET as per article 3.2 shall be called for interview before the Department Research Committee of the concerned Department/Centre who will prepare the final merit list in respect of that Department/Centre on behalf of the Admission Committee of the concerned Department on the basis of the performance of the applicants in the interview. All the applicants called for interview must submit a write-up (about 1000 words) on his/her research interest with a broad title and at the time of interview, they are expected to discuss on their respective areas of research interests. After completion of the interview, the final merit lists of the selected and wait-listed applicants shall be prepared separately, department wise considering article 4.2. The final merit lists shall be displayed by the respective Departments and notified in the University website. Registration from the waiting lists shall be allowed up to 4 weeks from the beginning of the semester if vacancies arise due to drop out/other reasons. There will be a fresh merit list, every semester.

4.7. Only the predetermined number of applicants in accordance with the approved intake capacity shall be offered registration in the Ph.D. programmes as per the final merit list, who will be registered after payment of requisite registration fees. Immediately thereafter, the Department Research Committee shall recommend the names of supervisors to the Research Board for approval, through the concerned Head of the Department, based on the research interests of the Ph.D. students and relevant expertise of the supervisors. The number of supervisors for a Ph.D. student shall not exceed two in any time. The selected applicants shall be required to pay the requisite fees for Registration and Course Work as may be determined by the University from time to time. The date of payment of fees for registration in a Ph.D. programme shall be considered as the date of registration. The tenure of registration of a student of the Ph.D. programme shall be for a period of three years from the date of his/her registration. A Ph.D. student who is unable to complete his/her thesis within three years may apply for re- registration at least three months before the completion of the tenure of his original registration without any change in the title. The application has to be recommended by the concerned Department Research Committee for consideration and approval of the Research Board.

The student shall pay their required fees for re-registration and the re-registration shall be valid for a further period of one year from the date of expiry of the original registration. If and when a student submits his/her Ph.D. thesis, he/she shall cease to be a student of the programme, once the results for the same are declared. The Department Research Committee, if need be, on the formal request of the Supervisor and co-Supervisor, if any, of a Ph.D. candidate may consider the cancellation of the 30 THE GAZETTE OF INDIA : EXTRAORDINARY [PART III—SEC. 4] Ph.D. Registration in the relevant cases, and recommend the case to Research Board for final approval. In cases involving disciplinary action, the Chairman, Department Research Committee, may move the proposal for cancellation of registration.

5. SUPERVISORS:

5.1 A student, after his registration in a Ph.D. programme, shall be assigned to work under the guidance of a supervisor. Allocation of the Supervisor shall be decided by the concerned Department Research Committee, in a formal manner considering the following:

a) The number of Ph.D. student under the eligible Supervisor(s), b) Research interest of the concerned Ph.D. student, and c) The available specialization and expertise of the eligible Supervisor(s).

The Department Research Committee shall ensure that a Supervisor shall not have more than eight Ph.D. students, at any given point of time, including those under his/her co-Supervisorship (defined here in after in 5.4.1, 5.4.2 & 5.4.3 ) but excluding the students who have already submitted their theses/dissertations. In exceptional cases, the Department Research Committee will take appropriate decisions. The allocation of supervisor shall not be left to the individual student or teacher.

5.2 The Department Research Committee shall also ensure that no Ph.D. student shall remain without a Supervisor for more than six months due to any reason whatsoever. During the period of absence of a Supervisor, the concerned Head of the Department/Centre shall act as the Supervisor, except in the case where there is a co-Supervisor within the University. If there is a co-Supervisor within the university, the co-Supervisor shall act as the Supervisor for all practical purposes until the return of the Supervisor. Such a temporary arrangement shall be in force till a formal replacement is made by the Department Research Committee and this temporary arrangement shall not be considered for counting the number of Ph.D. students under a Supervisor/co-Supervisor for the purpose of ensuring compliance of the maximum permissible number of Supervisorships as mentioned in the article 5.1 above.

5.3 The Head of a Department/Centre shall have the administrative control over the Ph.D. students of that Department/Centre. However, this administrative control shall normally be exercised through the concerned Supervisors.

5.4 Eligibility of the Supervisors and Co-Supervisors :

5.4.1. All Professors, Associate Professors and those Assistant Professors who possess Ph.D.

degree and confirmed in their post, shall be eligible to act as Supervisor of Ph.D. students.

Teachers from the collaborating institutions/Universities fulfilling the eligibility requirements can also become guides/co-guides/supervisors.

5.4.2. Apart from the designated Supervisor for each Ph.D. student as described above, the concerned Department Research Committee, may consider the appointment of another Professor or Associate Professor or Assistant Professor of the University possessing Ph.D.

Degree as a co-Supervisor for a Ph.D. student provided he/she is otherwise eligible as a Ph.D. Supervisor as per the article nos. 5.1 and 5.4.1. The Department Research Committee shall consider the appointment of a co-Supervisor only to improve the quality of Research and if the area of research of the concerned Ph.D. student is found to be common in nature with the specialization and expertise of the proposed co-Supervisor. For the purpose of counting the number of Ph.D. students under an eligible Supervisor, all such Co- Supervisorships shall also be counted. A supervisor, at any given point of time, shall not have more than eight Ph.D scholars and Five M.Phil. Scholars.

5.4.3. UGC Research Scientists, persons of equivalent category, persons of national/international eminence engaged in research in a University or in a reputed National/International institute continuously for at least five years ( at the time of application by the concerned applicants for registration in Ph.D. programmes) or Foreign/International scholars of global eminence in the relevant area of research may also be designated as co-Supervisors (with their consent) if the concerned Research Boards are of the opinion that such appointments ¹Hkkx III µ[k.M 4º Hkkjr dk jkti=k % vlk/kj.k 31 shall improve the quality of the research. Such a co-Supervisorship shall ipso facto cease to be effective when the co-Supervisor leaves the University or Institute where he/she was employed at the time of his/her appointment as co-supervisor.

5.4.5. Any near relation of a Ph.D. student cannot act as a Supervisor or co-Supervisor.

5.4.6. Professor, Associate Professor or Assistant Professor, who have registered himself/herself for the Ph.D. degree of the University or any other university shall not be eligible as a Supervisor or co-Supervisor during the tenure of his or her own Ph.D. studentship.

5.4.7. If a Supervisor retires from the university service before the submission of thesis by his/her students but continues to reside within the adjacent area of the university, he/she may continue to act as supervisor up to a maximum period of two years, from the date of retirement.

5.4.8. Supervisor and co-Supervisor may act as Examiner in the Ph.D. examination process.

6. COURSE WORK AND SUBMISSION OF PROGRESS REPORTS

6.1.1. All Ph.D. course-work will be on full-time basis.

6.1.2. All Ph.D. students except the students who have passed M.Phil. Degree from a recognized university by following the UGC (Minimum Standards and Procedure for awards of M.Phil/Ph.D. Degree), Regulation, 2009 shall be required to undertake course work for a period of one semester. However, a Ph.D. student, who has earlier obtained an M. Phil. degree in the same field of study by following the UGC (Minimum Standards and Procedure for awards of M.Phil/Ph.D. Degree), Regulation, 2009 may be exempted from course work and shall have to submit a synopsis of the proposed research work including the title of the research topic before the concerned Department Research Committee, which shall process the same in accordance with the provisions of the article 6.2 below.

6.1.3. Details of the course work shall be as per the article 7 below. The course work to be undertaken by a Ph.D. student shall normally be conducted by the concerned department in which he/she has been registered. However, the course work may also be undertaken in another department within the University, if so approved by the Research Board on a specific recommendation by the Department Research Committee of the department in which the student has been registered, with concurrence of the Department Research Committee of the other department. For the purpose of according such an approval, the proposed area of research of the Ph.D. student shall have to be similar or overlapping or common in nature with the contents of the course work conducted by the other department.

6.2. Just after completion of the course work, a Ph.D. student shall submit an elaborate research proposal for his/her research work including the title of the research topic, methodology and new contribution envisaged in the proposal towards the discovery of knowledge before the concerned Department Research Committee. The concerned Department Research Committee shall forward its recommendation for the consideration of the Research Board whose decision shall be final in these regards. The title of the thesis shall be written in English and in any other language as approved by the concerned Department Research Committee and the Research Board.

The concerned Department Research Committee, shall forward its recommendation including that for any modification of the title of the Research topic, if needed, for consideration of the Research Board.

6.3. After successful completion of the course work in the semester, a Ph.D. student is required to submit annual progress reports, after completion of each academic year, before the concerned Boards of Study, which shall be duly endorsed by his/her Supervisor. The Research Boards shall assess the progress reports at the earliest and forward only those reports which have been deemed as unsatisfactory, to the Department Research Committee with appropriate advices to the concerned Supervisors.

6.4. Ph.D candidates shall publish one research paper in a refereed journal before the submission of thesis/monograph for adjudication and produce evidence for the same in the form of acceptance letter or reprint.

6.5. Prior to submission of thesis, the student shall make a pre-MPhil/Ph.D presentation in the Department, that may be open to all Faculty Members and Research Students, for getting feedback and comments ,which may be suitably incorporated into the draft thesis as per the advice of the Supervisor.

7. PROCEDURE FOR EVALUATION/ EXAMINATION OF COURSE WOR K

7.1. The Structure of Course Work:

(a) There shall be three types of credit courses, ‘only theory courses’, ‘only practical courses’ and ‘composite courses’. The composite courses will have both theory and practical components.

(b) The distribution of marks in various courses of Ph.D.programme shall be:

i. For ‘Only theory courses’ Semester Terminal Examination : 80 Internal Assessment : 20 Total : 100 ii. For ‘Only practical courses’ Semester Terminal Practical Examination : 80 Internal Assessment : 20 iii. For ‘Composite courses’ i.e. Theory & Practical (70:30) Semester Terminal Theory Examination : 50 Semester Terminal Practical Examination : 50 Internal Assessment : 20 Total : 100 Total : 100

(c) Internal Assessment Internal assessment will be done in the form of continuous evaluation having at least two tests of different forms (tutorial, class test as objective, essay, viva-voce, quiz type, assignment/term paper, class seminar, group discussion etc.) per course. The tests should be spread throughout the Semester but 15 days before the commencement of semester of terminal examination. At least 50% weight should be on written form of tests. In case of the student who fails to appear in the semester terminal examination but appears in Internal Assessment (continuous evaluation) of the courses, marks of internal assessment of the student will remain valid during his/her next chances but if a student remains absent or scores low or nil marks even in internal assessment, he/she will not be permitted to reappear for internal assessment after the semester is over.

7.2. THE COURSES:

1. a. A Convocation for the purpose of conferring degrees shall ordinarily be held once in a year on such date and place as may be fixed by the Vice-Chancellor with prior approval of the Chancellor.

b. The Academic calendar of the University shall, in addition to the schedules for academic activities like courses and Examinations, also include the date/s for degree awards;

c. If necessary, the University may schedule Degree awards more often than once in a year and the same shall be included in its academic calendar;

d. The Degree award date/s shall be normally within 180 days of the date/s by which the students are expected to qualify and become eligible for them; however, the University can change the award date without any such stipulation.

2. A special convocation for the purpose of conferring Honorary degrees may also be held at such time as may be decided by the Executive Council.

3. The Collegium shall consist of members of the Court, Executive Council, Academic Council, Deans of Schools and Heads of Departments.

The Chancellor shall, if present, preside at the Convocations of the University for conferring degrees. In the absence of the Chancellor, the Vice-Chancellor shall preside at the Convocation.

4. Not less than four weeks’ notice shall be given by Registrar of all meetings of the Convocation.

5. The Registrar shall, with the notice, issue to each member of the Convocation, a programme of the procedure to be observed thereat.

6. The Candidates who have passed their examinations in the year for which the Convocation is held shall be eligible to be admitted to the Convocation.

Provided that this will not be applicable to the First Convocation at which candidates of all the preceding years shall also be admitted to their respective degrees.

Provided also that incase the Convocation could not be held in a particular year, the Vice-Chancellor shall be competent to admit candidates to the respective degrees without waiting for formal Convocation but on payment of prescribed fees.

34 THE GAZETTE OF INDIA : EXTRAORDINARY [PART III—SEC. 4] Such recipients of degree shall, however, sign the usual exhortation which they are required to do while Convocation ceremony is normally held.

Provided also that in case the Convocation is not held in a particular year, the Vice-Chancellor shall be competent to authorize admission of all those eligible candidates who so wish to obtain their degrees through a Convocation to the next Convocation and confer on them the respective degrees on payment of the prescribed fees.

Provided further that those who wish to obtain their degree in absentia when Convocation is held regularly, may also do so after payment of usual fees.

8. a. A candidate for the degree must submit to the Registrar his/her application on or before the date prescribed for the purpose, for admission to the degree at the Convocation in person, along with the prescribed fees.

b. The University shall notify a programme for Degree awards at least 30 days before the date/s so fixed, so that the candidate can apply for same:

9. Candidates unable to present themselves in person at a Convocation, shall be admitted to the degree in absentia by the Chancellor or in his/her absence by the Vice-Chancellor and their Diplomas shall be given by the Registrar on application and payment of the prescribed fees.

10. The fees for admission to the degree at the Convocation in person shall be as prescribed from time to time.

11. Honorary degree shall be conferred only at Convocation and may be taken in person or in absentia.

12. The presentation of the persons at the Convocation on whom honorary degrees are to be conferred shall be made by the Vice-Chancellor or his nominee.

13. Candidates at the Convocation shall wear gowns and hoods appropriate to their respective degrees as may be specified by executive orders. No candidate shall be admitted to the Convocation who is not in proper academic dress as prescribed by the University.

14. For the award of degrees at the Convocation, candidates present shall be formally presented to the Chancellor or in his/her absence to the Vice-Chancellor for admission to their respective degrees as follows:

The Heads of respective post-graduate Departments will present the Master of Arts and Master of Science Candidates.

The name of the recipients of medals and prizes shall be read by the Registrar or the person nominated by the Vice-Chancellor.

The Registrar or the person appointed for the purpose will present the candidates for conferment of degrees in absentia.

Degree certificates shall be supplied to the candidates in a manner prescribed by the Vice-Chancellor after the Convocation is over.

15. The Chancellor, The Chief Guest, the Vice-Chancellor, the Registrar, the Finance Officer, the Controller of Examinations, the Deans of Schools, the Heads of the Departments and the members of the University authorities shall wear their special robes prescribed by the University and further procedure for the conduct of the Convocation shall be prescribed by the executive orders.

16. Any Minister of the Indian Union, Minister of State Governments, Minister of the Union Territories, Speaker of LOK SABHA/State Legislatures/Union Territory Legislatures, whenever they attend the Convocation, they be provided special robes according to their status, as may be decided by the Vice- Chancellor in individual cases and like other authorities/officers of the University, they may attend the Convocation with their academic robes on.
