PART II—Section 3—Sub-section (i) izkf/dkj ls izdkf'kr PUBLISHED BY AUTHORITY la- 882] ubZ fnYyh] eaxyokj] fnlEcj 11] 2018@vxzgk;.k 20] 1940 No. 882] NEW DELHI, TUESDAY, DECEMBER 11, 2018/AGRAHAYANA 20, 1940 सड़क प�रवहन और राजमाग� मं�ालयसड़क प�रवहन और राजमाग� मं�ालयसड़क प�रवहन और राजमाग� मं�ालयसड़क प�रवहन और राजमाग� मं�ालय अिधसूचनाअिधसूचनाअिधसूचनाअिधसूचना नई �द�ली, 10 �दस बर, 2018 सा.का.िन.सा.का.िन.सा.का.िन.सा.का.िन.1192119211921192(अ).(अ).(अ).(अ).—के��ीय मोटर यान िनयम, 1989 का और संशोधन करने के िलए िनयम का !ा"प मोटर यान अिधिनयम, 1988 (1988 का 59) क( धारा 212 क( उप-धारा (1) क( अपे+ानुसार भारत के राजप0, असाधारण, भाग II, खंड 3, उप-खंड (i)(i)(i)(i), तारीख 16 अ!ैल, 2018 म5 भारत सरकार के सड़क प7रवहन और राजमाग; मं0ालय क( अिधसूचना सं>यांक सा.का.िन. 371(अ), तारीख 16 अ!ैल, 2018 Bारा !कािशत �कए गए थे िजसम5 उन सभी DिEय से, िजनके उससे !भािवत होने क( संभावना ह,ै उस तारीख स,े िजसको उE अिधसूचना को अ�तFव;G करने वाली राजप0 क( !ितयां जनता को उपलHध करा दी गई थI, तीस �दन क( अविध क( समािJ से पूव; आ+ेप और सुझाव आमिं0त �कए गए थे ;;;; और, उE राजप0 क( !ितया ं16 अ!ैल, 2018 को जनता को उपलHध करा दी गई थI ;;;; और, उE !ा"प िनयम के स ब�ध म5 जनता से !ाJ आ+ेप और सझुाव पर के��ीय सरकार Bारा िवचार कर िलया गया ह ै;;;; अतः, अब, के��ीय सरकार,,,, मोटर यान अिधिनयम, 1988 (1988 का 59) क( धारा 27 और धारा 110 Bारा !दN शिEय का !योग करते Oए,,,, के��ीय मोटर यान िनयम, 1989 का और संशोधन करने के िलए िनPिलिखत िनयम बनाती ह,ै अथा;त् ::::---- 1. संि+J नाम और !ार भ - (1) इन िनयम का संि+J नाम के��ीय मोटर यान (स0हवाँ संशोधन) िनयम, 2018 ह ै। (2) अ�यथा उपबंिधत के िसवाय ये राजप0 म5 इनके !काशन क( तारीख को !वृN ह गे । 2. के��ीय मोटर यान िनयम, 1989( िजसे इसम5 इसके पVात् मलू िनयम कहा गया ह)ै, िनयम 2 म5 ,- 2 THE GAZETTE OF INDIA : EXTRAORDINARY [PART II—SEC. 3(i)] (i) उसके खंड (i)को खंड (iक) के "प म5 पुनःसं>यां�कत �कया जाएगा और इस !कार पुनःसं>यां�कत खंड (iक) से पूव; िनPिलिखत खंड अ�तःXथािपत �कया जाएगा, अथा;त् :- ‘(i) “वग; L” से चार पिहया से कम वाले तथा एक चौपिहया (Zा[ीसाइ�कल) मोटरयान अिभ!ेत ह।ै’। (ii) उसके खंड (ञ)को खंड (iख) के "प म5 पनुःसं>या�कत �कया जाएगा और इस !कार पुनःसं>या�कत खंड (iख) के पVात् िनPिलिखत खंड को अ�तःXथािपत �कया जाएगा, अथा;त् :- “(iग) “L5” से तीन पिहये वाले मोटर वाहन अिभ!ेत ह\ िजनम5 25 �कमी/घंटे अिधकतम गित और थFम;क इंजन लगे होने पर 25 सीसी इंजन +मता , या इलेि_`क मोटर लगे होने पर 0.25 �कलोवाट से अिधक इंजन शिE हो और वाहन सामा�यतः (क)लोग को लाने –ले- जाने ;या (ख)माल ढोने के िलए उपयोग �कया जाएगा । अध;`ेलर जुड़ा हो सकता ह,ै िजनम5; (क) ह\डल हbथा या Xटीयcरंग पिहया लगाया गया ह;ै (ख) खंड (घ) म5 िविनdद;G शतe के अधीन सकल वाहन भार 1500 �कfा तक सीिमत हो; (ग) य�द तीन पिहया `ै_टर म5 अध;̀ ेलर लगाए जाते ह\ तो, खंड (घ) म5 िविनdद;G शतe के अधीन सकल संयोजक भार 2500 �कfा तक सीिमत रखा जाए ;और (घ) बैटरी Bारा चािलत तीन पिहया के मामले म5 संकष;ण बैट7रय का भार जीवीडH�यू या जीसीडH�यू क( गणना के िलए और वगiकरण के !योजन हतुे jयान म5 नहI रखा जाएगा। (iघ) “ kणेीLL L5-M” तीन पिहये का या0ी वाहक याि0य को लाने –ल-े जाने के िलए आशियत अपनी तकनीक( िविशिGय क( वजह स े(ऑटो 7र_शा ) अिभ!ेत ह।ै (ञ) “ kणेीLL L5-N” से अिभ!ेत ह ै– माल ढोने के िलए आशियत अपनी तकनीक( िविशिGय क( वजह से तीन पिहया माल वाहन । कोई तीन पिहया वाहन इस पर िनभ;र करते Oए �क चालक सिहत DिEय का भार, िजनके िलए बैठने क( DवXथा क( जाती ह,ै ढोये जाने वाल ेमाल के भार से अिधक या कम ह,ै ‘L5-M या0ी वाहक (ऑटो 7र_शा)’ या ‘ L5-N” माल वाहक’ क( kेणी के अंतग;त आ सकता ह ै। एक तीन पिहया L5-N(माल वाहक) क( kेणी के अंतग;त आ सकता ह ैय�द,- (क) माल ढोने के िलए पृथक भार लादने का िहXसा (लोड बॉडी) या क पाट;म5ट क( DवXथा क( गई हो; (ख) चालक को छोड़कर बैठने के Xथान क( सं>या तीन से अिधक न हो ;और (ग) उस वाहन Bारा ढोये जा रह ेमाल का भार िनPिलिखत सू0 Bारा क( गई गणना के अनुसार, सवार DिEय के भार से अिधक हो; पी –(ए +बी x 68 )>बी x 68 जहां पर पी = तकनीक( "प से अनुqात अिधकतम लदान वजन (जीवीडH�यू)(�कfा) ए = कब; भार िXथित म5 वाहन भार (आईएस 9211:2003 म5 यथाप7रभािषत ,समय-समय पर यथासंशोिधत)+68 �कलोfाम। इलिे_`क वाहन के मामले म5 सकंष;ण बैट7रय के भार को कब; भार स ेघटाया जाएगा । बी= [ाइवर को छोड़कर बैठने क( Xथान को सं>या ;

(ख) शHद, अ+र, अकं और कोuक “ समय-समय पर जब तक तbXथानी बीआईएस िविनदvश भारतीय मानक Hयूरो अिधिनयम,1986(1986 का 63) के अधीन अिधसूिचत नहI �कए जाते ह\” के Xथान पर “समय-समय पर। एआईएस:053:2005 के Xथान पर आईएस: 14272:2011 के काया;�वयन क( तारीख से पूव; जारी �कए गए !माण प0 को वैध माना जाता रहगेा” शHद, अ+र और अंक रखे जाएंगे। (iv) खंड (ण) म5, (क) अ+र और अंक “ एआईएस 053:2005” के Xथान पर “ आईएस 14272:2011” अ+र और अंक रखे जाएंगे;
(ख) शHद, अ+र, अकं और कोuक “ समय-समय पर जब तक तbXथानी बीआईएस िविनदvश भारतीय मानक Hयूरो अिधिनयम,1986(1986 का 63) के अधीन अिधसूिचत नहI �कए जाते ह\” के Xथान पर “समय-समय पर। एआईएस: 053:2005 के Xथान पर आईएस: 14272:2011 के काया;�वयन क( तारीख से पूव; जारी �कए गए !माण प0 को वैध माना जाता रहगेा” शHद, अ+र और अंक रखे जाएंगे। 3. मूल िनयम म5 , िनयम 96 म5, उप-िनयम(4)म5,खंड (i) के पVात्,िनPिलिखत खंड अंतःXथािपत �कये जाय5गे, अथा;त्: - “(iक) समय-समय पर यथासंशोिधत आई एस : 14664:2010 के अनुसार 1 अ!ैल,2020 को और उसके पVात् िविनFम;त ितपिहया यान के िलए ; (iख) समय-समय पर यथासशंोिधत आई एस : 14664:2010 के अनुसार अिधसूचना क( तारीख को या उसके छ: मास पVात् या 1 अ!ैल या 1 अEूबर, जो भी पहले आए, िविनFम;त दोपिहया यान के िलए।”। 4. मलू िनयम म5 , िनयम 104 म5,- (i) उप-िनयम (2) का लोप �कया जाएगा ; (ii) उप-िनयम (4) के Xथान पर िनPिलिखत उप-िनयम रखा जाएगा,अथा;त्: - “(4)इस िनयम म5 और िनयम 110 म5 िनdद;G 7रxले_टस; 1 अEूबर,2019 को और उसके पVात् िविनFम;त मोटर यान के िलए समय-समय पर यथासशंोिधत एआईएस-057 ( संशोिधत 1) :2010 मानक के अनु"प 7रफलै_स टाइप ह गे, जब तक भारतीय मानक Hयूरो अिधिनयम,2016 ( 2016 का 11) के अधीन तbXथानी बी आई एस िविनदvश अिधसिूचत नहI �कए जाते ह\ ।”। 4 THE GAZETTE OF INDIA : EXTRAORDINARY [PART II—SEC. 3(i)] (iii) उप-िनयम (5) का लोप �कया जाएगा । 5. मूल िनयम म5 , िनयम 104-क म5 उप-िनयम(vi) के Xथान पर िनPिलिखत उप-िनयम रखा जाएगा,अथा;त्: - “(vi) इस उप-िनयम म5 िनdद;G रेxले_zस 7रxले_टस; 1अEूबर,2019 को और उसके पVात् िविनFम;त मोटर यान के िलए समय-समय पर यथासंशोिधत एआईएस-057 (संशोिधत 1) :2010 मानक के अनु"प 7रफलै_स टाइप ह गे, जब तक भारतीय मानक Hयूरो अिधिनयम,2016 (2016 का 11) के अधीन तbXथानी बी आई एस िविनदvश अिधसूिचत नहI �कए जाते ह\ ।”। 6. मूल िनयम म5 , िनयम 104-ख म5 उप-िनयम(2) के Xथान पर िनPिलिखत उप-िनयम रखा जाएगा,अथा;त्: - “2. 1 अ_ तूबर, 2019 को और उसके प{ चात् िविनFम;त कृिष `ै_ टर के साथ उपधारा (1) म5 िनdद;| ट �फट �कए Oए परावत;क समय-समय पर यथासंशोिधत एआईएस-057(आरईवी.1):2010 मानक , ऐसे समय तक भारतीय मानक H यूरो अिधिनयम, 2016 (2016 का 11) के अधीन अिधसूिचत तb X थानी बीआईएस िविनदvश के अनुपालन म5 7रफैले_ स !कार के ह गे, 7. मूल िनयम के, िनयम 104ग के उपिनयम (1) के X थान पर िन निलिखत िनयम रखा जाएगा, अथा;त्:- (1) 1 अ_ तूबर, 2019 को और उसके प{ चात् िविनFम;त !b येक शि_ त 7टलर पर समय समय पर यथासंशोिधत एआईएस-057 (आरईवी.1):2010 मानक , ऐसे समय तक भारतीय मानक H यूरो अिधिनयम, 2016 (2016 का 11) के अधीन अिधसूिचत तb X थानी बीआईएस िविनदvश के अनुपालन म5 पावर 7टलर के सामने और !b येक साइड पर परावत;क +े0 म5 7 वग; स.ेमी. से अ� यून के दो सफेद 7रफै� _ स परावत;क �फट �कए जाएंगे और वे रात म5 सामने से आने वाल ेयान के िलए दश;नीय ह गे । 8. मूल िनयम के िनयम 110 के दसूरे परंतुक के प{ चात् िन निलिखत परंतुक अंत:X थािपत �कया जाएगा, अथा;त्:- “परंतु यह और �क पहला और दसूरा परंतुक तारीख 1 अ_ तबूर, 2019 को और उसके प{ चात् िविनFम;त 1400 िम.मी. स ेअनिधक समf चौड़ाई वाले ितपिहया वाहन पर लागू नहI ह गे ।” 9. . मूल िनयम के िनयम 124क म5 - (i) उप-िनयम (1) के प{ चात् िन निलिखत उपिनयम अंत:X थािपत �कया जाएगा, अथा;त् :- “(1क) 1 अ_ तूबर, 2019 को और उसके प{ चात् िविनFम;त कृिष `ै_ टर म5 उपयोग �कए गए उप-िनयम (1) म5 िविनdद;| ट !काश ब� ब और !काश िसगन~लंग युि_ तया ं समय-समय पर यथासंशोिधत एआईएस-034 (भाग 1) (आरईवी.1):2010 मानक , ऐसे समय तक भारतीय मानक H यूरो अिधिनयम, 2016 (2016 का 11) के अधीन अिधसूिचत तb X थानी बीआईएस िविनदvश के अनुपालन म5 ह गी” परंतुक एआईएस-034(भाग 1) (आरईवी.1):2010 म5 िविनdद;| ट ब� ब के एस 1 और सी21 !वग; 1 अ_ तबूर2019 को और उसके प{ चात् िविनFम;त कृिष `ै_ टर के !काश और !काश िसगन~लंग युि_ तय म5 उपयोग नहI �कए जाएंगे । यह और �क एआईएस-034(भाग 1) (आरईवी.1):2010 म5 िविनdद;| ट ब� ब के आर 2 !वग; 1 अ_ तूबर 2019 को और उसके प{ चात् िविनFम;त कृिष `ै_ टर के हडैल\प म5 उपयोग नहI �कए जाएंगे । (ii) उपिनयम (2) के प{ चात् िन निलिखत उपिनयम अतं:X थािपत �कया जाएगा, अथा;त् :- “(2क) 1 अ_ तूबर, 2019 को और उसके प{ चात् िविनFम;त कृिष `ै_ टर म5 उपयोग �कए गए !काश और !काश िसगन~लगं युि_ तयां समय-समय पर यथासंशोिधत एआईएस-030(आरईवी.1):2012 मानक , ऐसे समय तक भारतीय मानक H यूरो अिधिनयम, 2016 (2016 का 11) के अधीन अिधसिूचत तb X थानी बीआईएस िविनदvश के अनुपालन म5 ह गी” (iii) उपिनयम (5) के प{ चात् िन निलिखत उपिनयम अंत:X थािपत �कए जाएंग,े अथा;त् :- ¹Hkkx IIµ[k.M 3(i)º Hkkjr dk jkti=k % vlk/kj.k 5 “(5). टॉ Oक जहां कहI उसका !योग कंबाइंड हारवैX टर म5 �कया जाता ह ैसमय-समय पर यथा संशोिधत आईएस:12362 (भाग 2) मानक के अनुसार ह गे । “(5क) 1 अ_ तूबर, 2019 को और उसके प{ चात् कृिष `ै_ टर के िलए यांि0क कप~लंग समय-समय पर यथासंशोिधत एआईएस-091(भाग 2):2012 मानक , ऐसे समय तक भारतीय मानक H यूरो अिधिनयम, 2016 (2016 का 11) के अधीन अिधसूिचत तb X थानी बीआईएस िविनदvश के अनुपालन म5 ह गी” (5ख) 1 अ_ तूबर, 2019 को और उसके प{ चात् कृिष `ै_ टर के िलए जहां कहI उपबंिधत ह सामने क( कप~लंग युि_ त समय-समय पर यथासंशोिधत एआईएस-109:2012 मानक , ऐसे समय तक भारतीय मानक H यूरो अिधिनयम, 2016 (2016 का 11) के अधीन अिधसिूचत तb X थानी बीआईएस िविनदvश के अनुपालन म5 ह गी” । 10. मूल िनयम के, िनयम 124ख के उपिनयम (1) के X थान पर िन निलिखत रखा जाएगा, अथा;त्:- “1 अ_ तूबर, 2019 को और उसके प{ चात् िविनFम;त !b येक शि_ त 7टलर पर !काश और !काश िसगन~लंग युि_ तय के िलए उपयोग �कए गए ब� ब - (क) मु> य हडैलाइट और िडप; And whereas, copies of the said Gazette notification were made available to the public on the 16 th day of April, 2018;

Now, therefore, in exercise of the powers conferred by section 27 and 110 of the Motor Vehicles Act, 1988 (59 of 1988), the Central Government hereby makes the following rules further to amend the Central Motor Vehicles Rules, 1989, namely: -
1. Short title and commencement. - (1) These rules may be called the Central Motor Vehicles (Seventeenth Amendment) Rules, 2018.
(2) Save as otherwise provided, they shall come into force on the date of their publication in the Official Gazette.
2. In the Central Motor Vehicles Rules, 1989 (hereinafter referred as the principal rules), in rule 2,-
(i) clause (i) shall be re-numbered as clause (ia) thereof and before clause (ia) as so re-numbered, the following clause shall be inserted, namely: - ‘(i) “Category L” means the motor vehicles with less than four wheels and is a quadricycle;’;
(ii) clause (j) shall be re-numbered as clause (ib) thereof and after clause (ib) as so re-numbered, the following clauses shall be inserted, namely: - “(ic) “Category L5” means a three wheeled motor vehicle with maximum speed of 25 km/h and engine capacity of 25 cc, if fitted with a thermic engine, or motor power exceeding 0.25 kW, if fitted with electric motor and the vehicle shall normally used for (a) carrying persons; or (b) carrying goods.
Semi-trailer may be attached, where, -
(a) handle bar or steering wheel is fitted;
(b) gross vehicle weight is limited to 1,500 kg, subject to the conditions specified in clause (d);
(c) in the case of semi-trailers being attached to a three wheeled tractor, the gross combination weight be limited to 2,500 kg subject to the conditions specified in clause (d); and
(d) weight of traction batteries in the case of battery operated three wheelers shall not be taken into account for calculating the GVW or GCW and for the purpose of classification;
(id) “Category L5-M” means a three wheeler passenger carrier (Auto-Rickshaw) on account of its technical features intended to carry passengers;
(j) “Category L5-N” means a three wheeler goods carrier on account of its technical features intended to carry goods;
A three wheeler may fall under the category of ‘L5-M- Passenger carrier (Auto rickshaw)’or ‘L5-N- Goods Carriage’ depending on the weight of persons including driver for whom seating arrangements are provided is more than or less than the weight of goods carried.
three wheeler may fall under the category of L5-N (Goods Carrier), if, -
(a) a separate load body or compartment is provided for carrying the goods;
(b) the number of seating positions excluding the driver is not more than three; and
(c) the weight of goods carried by the vehicle is more than weight of persons carried, as calculated by following formula:
P- (A+ B X 68) > B X 68 Where P = Technically permissible maximum laden weight (GVW) (kg) A= Vehicle weight in the kerb weight condition (as defined in IS 9211:2003, as amended time to time) + 68 kg. In the case of electric vehicles, the weight of traction batteries is to be subtracted from the kerb weight.
B= Number of seating positions excluding the driver;
(iii) in clause (l), in the Note -
(a) for the words, letters and figures “Annexure-I of AIS 053:2005,” the words, letters and figures “Annex A of IS 14272: 2011,” shall be substituted;

(b) for the words, letters, figures and brackets “time to time till the corresponding BIS specifications are notified under the Bureau of Indian Standards Act, 1986 (63 of 1986).” the words, letters and figures “time to time. Certificates issued prior to the date of implementation of IS: 14272:2011 in place of AIS: 053:2005 shall continue to be valid.” shall be substituted.
(iv) in clause (o), -
(a) for the letters and figures “AIS 053:2005”, the letters and figures “IS 14272: 2011” shall be substituted;
(b) for the words, letters, figures and brackets “time to time, till the corresponding BIS specifications are notified under the Bureau of Indian Standards Act, 1986 (63 of 1986).” the words, letters, and figures “time to time. Certificates issued prior to the date of implementation of IS: 14272:2011 in place of AIS:
053:2005 shall continue to be valid.” shall be substituted;
(v) in clause (r), in the Note, -
(a) for the letters and figures “AIS 053:2005,”, the letters and figures “IS 14272: 2011,” shall be substituted;
(b) for the words, letters, figures and brackets “time to time, till the corresponding BIS specifications are notified under the Bureau of Indian Standards Act, 1986 (63 of 1986).” the words, letters and figures “time to time. Certificates issued prior to the date of implementation of IS: 14272:2011 in place of AIS:
053:2005 shall continue to be valid.” shall be substituted.
3. In the principal rules, in rule 96, in sub-rule (4), after clause (i) the following clauses shall be inserted, namely- “(ia) for three wheelers manufactured on and after the 1 st day of April, 2020 as per IS: 14664:2010, as amended from time to time;
(ib) for two wheelers manufactured on and after six months from the date of notification or the 1st day of April or October, whichever comes earlier, as per IS: 14664:2010, as amended from time to time.”.
4. In the principal rules, in rule 104, -
(i) sub-rule (2) shall be omitted;
(ii) for sub-rule (4), the following sub-rule shall be substituted, namely: - “(4) The reflectors referred to in this rule and in rule 110 fitted with motor vehicles, manufactured on and after the 1 st day of October, 2019, shall be of reflex type conforming to AIS-057 (Rev. 1): 2010 standard as amended from time to time, till such time the corresponding BIS specifications are notified under the Bureau of Indian Standards Act, 2016 (11 of 2016).”;
(iii) sub-rule (5) shall be omitted.
5. In the principal rules, in rule 104-A, for sub-rule (vi), the following sub-rule shall be substituted, namely: - “(vi) the reflect reflectors referred to in this sub-rule, shall be reflex type conforming to AIS-057 (Rev.1):2010 standard as amended from time to time, till such time the corresponding BIS specifications are notified under the Bureau of Indian Standards Act, 2016 (11 of 2016) for the vehicles manufactured on and after the 1 st day of October, 2019.”.
6. In the principal rules, in rule 104-B, for sub-rule (2), the following sub-rule shall be substituted, namely: - “(2) The reflectors referred to in sub-rule (1) fitted with agricultural tractors manufactured on and after the 1 st day of October, 2019, be of reflex type conforming to AIS-057 (Rev.1): 2010 standard as amended from time to time, till such time the corresponding BIS specifications are notified under the Bureau of Indian Standards Act, 2016 (11 of 2016).”.
7. In the principal rules, in rule 104C, for sub-rule (1), the following sub-rule shall be substituted, namely: - “(1) Every power tiller manufactured on and after the 1 st day of October, 2019, shall be fitted with two white reflex reflectors of not less than seven square centimeters reflecting area in front of the power tiller, and one on each side and visible to oncoming vehicles from the front at night, conforming to AIS-057 (Rev.1): 2010 standards as amended from time to time, till such time the corresponding BIS specifications are notified under the Bureau of Indian Standards Act, 2016 (11 of 2016).”.
8. In the principal rules, in rule 110, after the second proviso, the following proviso shall be inserted, namely: - “Provided also that the first and second proviso shall not apply to three wheelers with overall width not exceeding 1400 mm manufactured on and after the 1 st day of October, 2019.”.
9. In the principal rules, in rule 124A, - ¹Hkkx IIµ[k.M 3(i)º Hkkjr dk jkti=k % vlk/kj.k 9
(i) after sub-rule (1), the following sub-rule shall be inserted, namely: - “(1A) The bulbs of the lighting and light-signaling devices specified in sub-rule (1) used on agricultural tractors manufactured on and after the 1 st day of October, 2019, shall conform to AIS-034 (Part 1) (Rev.1):
2010 standard as amended from time to time, till such time the corresponding BIS specifications are notified under the Bureau of Indian Standards Act, 2016 (11 of 2016):
Provided that S1 and C21 categories of bulbs specified in AIS-034 (Part 1) (Rev.1): 2010 standard shall not be used in lighting and light-signaling devices of agricultural tractors manufactured on and after the 1 st day of October, 2019:
Provided further that R2 category of bulbs specified in AIS-034 (Part 1) (Rev 1): 2010 standard shall not be used in headlamps of agricultural tractors manufactured on and after the 1 st day of October, 2019.”;
(ii) after sub-rule (2), the following sub-rule shall be inserted, namely: - “(2A) The lighting and light-signaling devices of agricultural tractors manufactured on and after the 1st day of October 2019, shall be in accordance with AIS-030 (Rev.1): 2012 standard as amended from time to time, till such time the corresponding BIS specifications are notified under the Bureau of Indian Standards Act, 2016 (11 of 2016).”;
(iii) for sub-rule (5), the following sub-rules shall be substituted, namely: - “(5) The tow hook wherever used in combine harvester shall be in accordance with IS: 12362 (part 2) standard as amended from time to time.
(5A) On and after the 1 st day of October 2019, the mechanical couplings for agricultural tractor shall be in accordance with AIS-091(Part 2): 2012 standard as amended from time to time, till such time the corresponding BIS specifications are notified under the Bureau of Indian Standards Act, 2016 (11 of 2016).
(5B) On and after the 1 st day of October 2019, the front coupling device where ever provided for agricultural tractor shall be in accordance with AIS-109:2012 standard as amended from time to time, till such time the corresponding BIS specifications are notified under the Bureau of Indian Standards Act, 2016 (11 of 2016).”.
10. In the principal rules, in rule 124B, for sub-rule (1), the following sub-rule shall be substituted, namely: - “(1) For the power tillers manufactured on and after the 1 st day of October, 2019, the bulbs used for lighting and light signaling devices on power tillers, -
(a) the head light main and dip;
(b) the parking light;
(c) the direction indicator lamp;
(d) the tail lamp;
(e) the reversing lamp;
(f) the stop lamp;
(g) the rear registration mark illuminating lamp, shall be in accordance with AIS-034(Part 1) (Rev. 1): 2010 standard as amended from time to time till the corresponding BIS specifications are notified under the Bureau of Indian Standards Act, 2016 (11 of 2016):
Provided that S1 and C21 categories of bulbs specified in AIS-034(Part 1) (Rev. 1): 2010 standard as amended from time to time, shall not be used in lighting and light-signaling devices of power tillers manufactured on and after the 1st day of October, 2019:
Provided further that R2 category of bulbs specified in AIS-034(Part 1) (Rev. 1): 2010 standard as amended from time to time, shall not be permitted for use in head lamps for power tillers manufactured on and after the 1 st day of October, 2019.”.
11. In the principal rules, in rule 125, in sub-rule (2), -
(i) for the first and second proviso, the following provisos shall be substituted, namely: - “Provided that -
(a) for L5 category (three wheeled vehicles) without body work and L1 and L2 categories (two wheeled vehicles) manufactured on and after the 1st day of October, 2019, the rear view mirror specification and installation requirements shall be as specified in AIS-001 (Part 2) (Rev.1):2011 10 THE GAZETTE OF INDIA : EXTRAORDINARY [PART II—SEC. 3(i)] and AIS-002 (Part 2)(Rev.1):2011 standard respectively, as amended from time to time, till such time the corresponding BIS specifications are notified under the Bureau of Indian Standards Act, 2016 (11 of 2016);
(b) for L5 category (three wheeled vehicles) with body work manufactured on and after the 1st day of October, 2019, the rear view mirror specification and installation requirements shall be as specified in AIS-001 (Part 1) (Rev.1): 2011 and AIS-002 (Part 1) (Rev.1): 2011 standard respectively, as amended from time to time, till such time corresponding BIS specifications are notified under the Bureau of Indian Standards Act, 2016 (11 of 2016);
(c) for M and N category vehicles manufactured on and after the 1 st day of October, 2019, the rear view mirror specification and installation requirements shall be as specified in AIS-001 (Part 1) (Rev.1): 2011 and AIS-002 (Part 1) (Rev.1): 2011 standard respectively, as amended from time to time, till such time corresponding BIS specifications are notified under the Bureau of Indian Standards Act, 2016 (11 of 2016):
Provided further that, for L7 category vehicles manufactured on and after the 1 st day of October, 2019, the rear view mirror specification and installation requirements shall be as specified in AIS-001 (Part 1) (Rev.1): 2011 and AIS-002 (Part 1) (Rev.1): 2011 standard respectively, as amended from time to time, till such time corresponding BIS specifications are notified under the Bureau of Indian Standards Act, 2016 (11 of 2016):”
(ii) after the third proviso, the following proviso shall be added- “Provided also that on and after the 1st October, 2019, for agricultural tractors, the rear view mirror specifications and installation requirements shall conform to AIS-001 (Part 1) (Rev.1): 2011 and AIS:114-2009 standards respectively as amended from time to time, till the corresponding BIS specifications are notified under the Bureau of Indian Standards Act, 2016 (11 of 2016).”.
12. In the principal rules, in rule 126, after the second proviso, the following proviso shall be inserted, namely: - “Provided also that the procedure for type approval and certification of agricultural tractors shall be in accordance with AIS-017 (Part 2) (Rev.2): 2016 standard as amended from time to time.”.
