PART II—Section 3—Sub-section (i) प्राजधकार स ेप्रकाजित PUBLISHED BY AUTHORITY सड़क पररवहन और राजमागग मतं्रालय ऄजधसचूना नइ ददल्ली, 17 जनवरी, 2020 सा.का.जन. 37(ऄ).—कें द्रीय मोटर यान ऄजधजनयम, 1989 का और संिोधन करने के जलए कजतपय जनयमों का प्ररुप भारत सरकार के सड़क पररवहन और राजमागग मंत्रालय की ऄजधसूचना संख् या 522(ऄ), तारीख 24 जुलाइ, 2019 द्वारा भारत के राजपत्र, ऄसाधारण, भाग II, खंड 3 ईप-खंड (i) में तारीख 24 जुलाइ, 2019 को मोटर यान ऄजधजनयम, 1988 (1988 का 59) की धारा 212 की ईपधारा (1) की ऄपेक्षानसुार, ईन सभी व्यजियों से जजनको ईससे प्रभाजवत होने की संभावना थी, ईस तारीख से जजसको ईक् त ऄजधसूचना से युक् त राजपत्र की प्रजतयां जनता को ईपलब् ध करा दी गइ थं, तीस ददन की समाजि के पूवग अक्षपे और सुझाव अमजंत्रत करत ेहुए प्रकाजित दकए गए थ;े और ईक् त राजपत्र ऄजधसूचना की प्रजतयां 24 जुलाइ, 2019 को जनता को ईपलब् ध करा दी गं थं;
और ईक् त प्ररुप जनयमों के संंंध में जनता से प्रा् त कोइ अक्षपे और सुझावों पर कें द्रीय सरकार द्वारा जवचार कर जलया गया ह;ै ऄत: ऄं कें द्रीय सरकार, मोटर यान ऄजधजनयम, 1988 (1988 का 59) की धारा 110 द्वारा प्रदत् त िजक् तयों का प्रयोग करते हुए, कें द्रीय मोटर यान जनयम, 1989 का और संिोधन करन ेके जलए जनम् नजलजखत जनयम ंनाती ह,ै ऄथागत ्:-
1. सजंक्ष् त नाम और प्रारंभ – (1) आन जनयमों का संजक्ष् त नाम कें द्रीय मोटर यान (प्रथम संिोधन) जनयम, 2020 ह ै।

2. कें द्रीय मोटर यान जनयम, 1989 (आसे आसमें आसके पश् चात् ईक् त जनयम कहा गया ह)ै में, --
(i) जनयम 115ख के ईपजनयम (1) में, पैरा खख के पश् चात् जनम् नजलजखत परैा ऄतं:स्ट् थाजपत दकया जाएगा, ऄथागत ्:- “ंीसी.ओ.इ. या पररवर्ततत, दोहरे ं धन या जविेष रुप से ंनाए गए दोहरे ं धन (3.5 टी से कम जीवीडब् ल् यू यानों के जलए), संपीजड़त प्राकृजतक गैस (सीएनजी) के साथ डीजल वाल े यान या जैव संपीजड़त प्राकृजतक गैस (ंायो- सीएनजी) या तरल प्राकृजतक गसै (एलएनजी) दोहरे ं धन के रुप में – (।) ओइ.सीएनजी या ंायो –सीएनजी या एलएनजी दोहरे ं धन या 3.5 टी से कम जीवीडब् ल् य ूवाल ेजविेष रुप से ंनाए गए दोहरे ं धन यान के जलए, - (क) नये डीजल यानों में यान जवजनर्तमत द्वारा सीएनजी या ंायो –सीएनजी या एलएनजी लगाए जाने के मामले में यान जवजनमागताओं द्वारा जवजनर्तमत प्रत् येक माडल को नए रेणणेी के यानों के जलए ईनके ईपयोग के स्ट् थान के संंंध में यथा लागू वतगमान द्र यमान ईत् सजगन मानदंडों के ऄनुसार टाआप ऄनुमोददत होगा;
(ii) दोहरे ं धन आंजन के जलए परीक्षण के लाग ू होन े की ऄपेक्षाएं, वतगमान मानदंडों के ऄनुसार लागू, परीक्षण चक्र के ऄजतरेक गैस उजाग ऄनुपात (जीडीअर) मापन पर जनभगर होगा और जीडीअर वगीकरण एम ओ अर टी एच ।सीएमवीअर/टी ए पी- 115/116 (समय-समय पर यथा-संिोजधत) और लाग ू जवजध के ऄधीन समय-समय पर कें द्रीय सरकार द्वारा जारी की गइ ऄजधसूचनाओं के ऄनुसार होगा :
परंत ुजवजिष् ट आंजन क्षमता के जलए ऄनुमोददत ओइ.सीएनजी या ंायो –सीएनजी या एलएनजी दोहरे ं धन या जविेष रुप से ंनाये गय ेदोहरे ं धन आंजन अधार मॉडल या आसके रुपभेद में स्ट् थाजपत कर सकेगा;
(ख) आन जनयमों के ऄधीन कण तत् वों और दशृ् यमान प्रदषूकों (धुंअ) के ईत् सजगन के जलए परीक्षण दहुरे ं धन या जविेष रुप से ंनाये गय ेदोहरे ं धन सी एन जी या ंायो-सीएनजी या एलएनजी आंजन या यान के जलए लाग ूहोंग;े (ग) वतगमान सीओपी प्रदक्रया भी लाग ूहोगी;
(घ) डीजल मोड के जलए जनयम 115 में जनयत वतगमान द्र यमान ईत् सजगन और ओंीडी मानदडं, दोहरे ं धन या जविेष रुप से ंनाये गय ेदोहरे ं धन मोड के जलए भी लागू होगा ;
(ड.) सीएनजी या ंायो – सीएनजी या एलएनजी दोहरे ं धन या जविेष रुप से ंनाये गये दोहरे ं धन यानों के जलए द्र यमान ईत् सजगन मानक भी आस ऄपवाद के साथ दक एच सी को माप अधार पर एन एम एच सी (नॉन-जमथेन हाआड्रोका गंन) द्वारा प्रजतस्ट् थाजपत दकया जायेगा, जजस प्रकार डीजल यानों के जलए लाग ू हैं, वैसे ही लाग ूहोगा । (।।) प्रयोगरत डीजल यानों के आंजनों के ईपांतरणों द्वारा 3.5टी से नीचे जीवीडब् ल् यू वाले सीएनजी या ंायो –सीएनजी या एलएनजी दोहरे ं धन या जविेष रुप से ंनाये गये दोहरे ं धन यानों के पररवतगन हते ु– (क) प्रयोगरत डीजल यानों के आंजनों के ईपांतरण द्वारा सीएनजी या ंायो –सीएनजी या एलएनजी दोहरे ं धन या जविेष रुप से ंनाये गये दोहरे ं धन पररवतगन हतेु पुन:संयोजजत या ईपांतररत प्रयोगरत डीजल आंजनों के जलए टाआप ऄनुमोदन जवजिष् ट ंनावट और मॉडल हते ुददया जाएगा और ससे डीजल यान के जवजनमागण के तत् स्ट् थानी वषग में डीजल यानों के टाइप ऄनुमोदन मानदंडों को पूरा दकया जाएगा;
(ख) जवजिष् ट आंजन क्षमता के जलए यान के ऄनुमोददत सीएनजी या ंायो–सीएनजी या एलएनजी दोहरे ं धन या जविेष रुप से ंनाये गये दोहरे ं धन दकट को ईसी क्षमता के ं जन के साथ दिट दकये गए अधार मॉडल और ईसके प्रकम स्ट् थाजपत दकया जा सकता ह ै;
(ग) जनयम 126 में यथाजवजनर्ददष् ट परीक्षण एजेंसी को टाआप ऄनुमोदन हते ु प्रस्ट् तुत दकये गए यान आन जनयमों के ऄधीन लाग ूदिटनेस ऄपेक्षा का ऄनुपालन दकया जाना होगा;
(घ) जनयम 115 के ऄधीन ईपंंजधत कण तत् वों और दशृ् यमान प्रदषूकों (धुअ)ं हते ु वतगमान और लाग ू परीक्षण दोहरे ं धन या जविेष रुप से ंनाए गए दोहरे ं धन सीएनजी या ंायो-सीएनजी या एलएनजी आंजन या यान हते ुलागू होगा;
भाग II खण् ड (i) भारत का राजपत्र : ऄसाधारण 3 (ङ) दोहरे ं धन या जविेष रुप से ंनाये गये दोहरे ं धन सीएनजी या ंायो–सीएनजी या एलएनजी प्रचालन के जलए ईपांतररत दकये गय ेयांजत्रक रुप से जनयंजत्रत और आलैक् राजनक रुप से जनयंजत्रत डीजल ं धन ऄंत:क्षेजपत यानों के जलए पृथक टाआप ऄनुमोदन ऄपेजक्षत होगा । (च) सीएनजी या ंायो सीएनजी या एलएनजी दहुरे ं धन या समर्तपत दहुरे ं धन यानों के जलए द्रव्यमान ईत्सजगन मानक वे होंग ेजो आस ऄपवाद के साथ डीजल यानों को लागू होंग े दक एचसी को मापन अधार पर एनएमएचसी (गरै जमथेन हाआड्रोका गंन) से ंदला जाएगा । स्ट्पष्टीकरण.- ईपांतरण द्वारा “प्रयोगरत” यानों के ओ.इ. या संपररवतगन के मामले में,- (क) “प्रयोगरत” डीजल यानों के ईपांतरण द्वारा ओ.इ. या संपररवतगन के रूप में दहुरे ं धन या समर्तपत दहुरे ं धन सीएनजी या ंायो सीएनजी या एलएनजी आंजन (डीजल आंजन से संपररवर्ततत) से यिु यान के जलए टाआप ऄनुमोदन प्रदान करन ेके प्रयोजन के जलए जनष्पादन परीक्षण, परीक्षण ऄजभकरणों द्वारा नीचे दी गइ सारणी के ऄनुसार दकए जाएंगे, ऄथागत ्:- सारणी क्र. सं. परीक्षण संदभग दस्ट्तावेज

1. दहुरे ं धन सीएनजी/ ंायो सीएनजी/ एलएनजी यानों के जलए द्रव्यमान ईत्सजगन परीक्षण डीजल यानों को यथालागू जवद्यमान संजनयमों के ऄनुसार होंगे । एमओअरटीएच/सीएमवीअर/टीएपी-115/116 और आस संंंध में भारत सरकार द्वारा जारी ऄजधसूचनाएं ।
2. आंजन जनष्पादन परीक्षण एमओअरटीएच/सीएमवीअर/टीएपी-115/116 या अइएस:14599-1999 (यथा-लागू) और आस संंंध में भारत सरकार द्वारा जारी ऄजधसूचनाएं ।
3. रेणेणीकरणीयता कें द्रीय मोटर यान जनयम, 1989 के जनयम 124 के ऄधीन जारी ऄजधसूचना के ऄनुसार ।
4. ं धन खपत परीक्षण ऄजधसूचना से का.अ. 1365(ऄ), तारीख 13 ददसम्ंर, 2004 का क्र. स. 31 ।
5. आलेक्रोमैगे्नरटक ऄनुकूलता (इएमसी) /इएमअइ परीक्षण कें द्रीय मोटर यान जनयम, 1989 के जनयम 124 के ऄधीन जारी ऄजधसूचना के ऄनुसार ।
6. ंसों के जलए कम से कम 250 दक.मी. का दरूी परीक्षण एअइएस : 55
7. िीतलन जनष्पादन अइएस : 14557, 1998 रट्पण.- द्रव्यमान ईत्सजगन परीक्षण, लागू दकए गए ऄनुसार, चेजसस डाआनोमीटर पर दकए जाएंगे । (ख) दहुरे ं धन या समर्तपत दोहरा ं धन सीएनजी या ंायो सीएनजी या एलएनजी यानों, दकट संघटकों, जजनके ऄंतगगत ईनका संस्ट्थापन भी ह,ै के जलए परीक्षण प्रदक्रया और सुरक्षा मागगदिी जसद्ांत और ऄभ्यास संजहता व्यवसाय का कोड समय-समय पर यथा संिोजधत एअइएस-024 और एअइएस-028 (पनुरीजक्षत.1) के ऄनुसार ईस समय तक होंग ेजं तक तत्स्ट्थानी भारतीय मानक ब्यूरो के जवजनदेि ऄजधसूजचत नहं कर ददए जाते हैं ;
(ग) “प्रयोगरत” यानों पर ओ.इ. दिटमैंट और पश्च दिटमैंट या ईपांतरण के जलए, ऄनुमोदन टाआप का ईत्तरदाजयत्व क्रमिः यान जवजनमागता और दकट जवजनमागता या प्रदायकताग का ईत्तरदाजयत्व होगा ;
(घ) पश्च दिटमैंट के जलए सीएनजी या ंायो सीएनजी या एलएनजी दहुरे ं धन या समर्तपत दहुरे ं धन दकट का टाआप ऄनुमोदन प्रमाणपत्र जनगगम की तारीख से तीन वषग के जलए जवजधमान्य होगा ;
4 THE GAZETTE OF INDIA : EXTRAORDINARY [PART II—SEC. 3(i)] (ङ) प्रयोगरत यानों पर सम्यकतः टाआप ऄनुमोददत सीएनजी या ंायो सीएनजी या एलएनजी दहुरे ं धन या समर्तपत दहुरे ं धन दकटों का पश्च दिटमैंट, यथाजस्ट्थजत, दकट जवजनमागता या प्रदायकताग या यान जवजनमागताओं द्वारा प्राजधकृत कायगिाला द्वारा दकया जाएगा ।”।
(ii) जनयम 115ज में,- (क) पार्श्ग िीषग में, “एम15 या एम100 और मथेेनॉल एमडी95” ऄक्षरों, ऄंकों और िब्दों के स्ट्थान पर, “एम15 या एम100 या एम85 और मेथनेॉल एमडी95” ऄक्षर, ऄंक और िब्द रखे जाएंग े;
(ख) ईपजनयम (1) में, “गैसोलीन या गैसोलीन (एम15) में पदं्रह प्रजतित मथेेनॉल का जमरेणण या एक सौ प्रजतित मेथेनॉल (एम100) ” िब्दों, कोष्ठकों, ऄक्षरों और ऄंकों के स्ट्थान पर, “गैसोलीन या गैसोलीन (एम15) में पंद्रह प्रजतित मेथनेॉल का जमरेणण या पचासी प्रजतित मेथेनॉल सजम्मरेणण (एम85) तक या सौ प्रजतित मेथनेॉल (एम100)” िब्द, कोष्ठक, ऄक्षर और ऄंक रखे जाएंग े;
(ग) ईपजनयम (3) में, “एम15/ एम100/ एमडी95” ऄक्षरों और ऄंकों के स्ट्थान पर, “एम15/ एम85/ एम100/ एमडी95” ऄक्षर और ऄंक रखे जाएंगे ;
(घ) ईपजनयम (4) में,
(1) सारणी 1 में-, (क) क्रम संख्यांक (1) और (2) के सामने, ‘लागू होना’ स्ट्तंभ िीषगक के ऄधीन, जवद्यमान प्रजवजष्ट के स्ट्थान पर, जनम्नजलजखत प्रजवजष्ट रखी जाएगी, ऄथागत् :- “गैसोलीन और एम15 या एम85 या एम100 ं धन (जवद्यमान गैसोलीन ईत्सजगन संजनयमों के ऄनुसार) दोनों पर” (ख) क्रम संख्यांक (6) के सामने, ‘लागू होना’ स्ट्तंभ िीषगक के ऄधीन, जवद्यमान प्रजवजष्ट के स्ट्थान पर, जनम्नजलजखत प्रजवजष्ट रखी जाएगी, ऄथागत् :- “गैसोलीन और एम15 या एम85 या एम100 ं धन (जवद्यमान गैसोलीन ईत्सजगन संजनयमों के ऄनुसार) दोनों पर”

(ख) मद 6 में, “एम15, एम100 और एमडी95” ऄक्षरों, ऄकंों और िब्दों के स्ट्थान पर, “एम15, एम85, एम100 और एमडी95” ऄक्षर, ऄंक और िब्द रखे जाएंग े;
(ग) मद 7 में, “ईपांंध 4-य और ईपांंध 4-यक” िब्दों और ऄक्षरों के स्ट्थान पर, “ईपांंध 4-य और ईपांंध 4-यक और ईपांंध 4-यख” िब्द और ऄक्षर रखे जाएगंे ;

(iii) जनयम 115ज के पश्चात्, जनम्नजलजखत जनयम ऄंतःस्ट्थाजपत दकया जाएगा, ऄथागत् :- “115झ. डाआजमथाआल इथर (डीएमइ या डी100) यानों के जलए द्रव्यमान ईत्सजगन मानक.-(1) डीजल पर या ित- प्रजतित डाआजमथाआल इथर (डी100) (जजसे आसमें आसके पश्चात ्आस जनयम में डीएइ कहा गया ह)ै, पर चलान ेके जलए संगत संपीडन दहन आंजन से युि नए जवजनर्तमत यान जवद्यमान डीजल ईत्सजगन संजनयमों के ऄनुसार ऄनुमोददत टाआप के होंगे ।
(2) डीएमइ यान, यान जवजनमागता द्वारा स्ट्पष्ट रूप से ददखाइ दनेे वाल ेस्ट्टीकर लगाकर जवजनर्ददष्ट दकए जाएगंे ।
(3) जभन्न-जभन्न वगों के यानों के जलए ऄनुमोदन टाआप और जवस्ट्तार के जलए परीक्षण ऄपके्षाएं क्रमिः जनम्नजलजखत सारणी 1, सारणी 2, सारणी 3 के ऄनुसार होंगी, ऄथागत ्:- सारणी 1 3500 दकलोग्राम स ेकम या ईसके समतलु्य सकल यान भार वाल ेचौपजहया ंयानों के जलए टाआप ऄनमुोदन और जवस्ट्तार के जलए परीक्षण ऄपके्षाएं क्र. स.ं परीक्षण डीएमइ यान

1. द्र यमान ईत् सजगन परीक्षण एमओअरटीएच/सीएमवीअर/टीएपी-115/116 ऄंक 4 और आसके पश् चात्वती ऄंकों और संिोधनों के ऄनुसार, यथा-लाग,ू दकया जाएगा और गैस घनत् व जनकास, हाआड्रोजन-का गंन-ऑक् सीजन ऄनुपात और ं धन ईपयोग सूत्र को गसै संघटक घनत् व ऄनपुात का ईपयुि ऄद्यतन, दकस्ट् म ऄनमुोदन प्रदक्रया में दकया जाएगा ।
2. यान जवजनमागता यान को दकस्ट् म ऄनुमोदन के जलए जनयम 126 में जवजनर्ददष् ट दकसी भी परीक्षण ऄजभकरण को प्रस्ट् तुत करेगा ।
3. (i) 3.5 टन के ंरांर या ईससे कम सकल यान भार वाले डीएमइ यानों का परीक्षण जवद्यमान डीजल यान ईत् सजगन चालन चक्र का ईपयोग करते हुए चैजसस डायनोमीटर पर दकया जाएगा ।
(ii) 3.5 टन से ऄजधक सकल यान भार वाले डी 100 ं धन यानों का परीक्षण जवद्यमान डीजल यान ईत् सजगन चालन चक्र का ईपयोग करत ेहुए चैजसस डायनोमीटर पर दकया जाएगा ।
4. डीएमइ यानों का परीक्षण आन जनयमों के ईपांंध IV-यग में जवजनर्ददष् ट जनदिे ं धन (अइएसओ 16861 :2015 के ऄनुसार) के साथ दकया जाएगा ।
5. ईत् पादन परीक्षण के लाग ू होने की पुजष् ट के जलए एमओअरटीएच/सीएमवीअर/टीएपी-115/116 ऄंक 4 और आसके पश् चात्वती ऄंकों या संिोधनों, यथा-लाग,ू को देखें और ं धन ऄपेक्षाओं के जलए लागू परीक्षणों हतेु सारणी 1, सारणी 2, सारणी 3 को देखें ।

सं. 590(ऄ), तारीख 2 जून, 1989 द्वारा प्रकाजित दकए गए और ऄजधसूचना सं. सा.का.जन. 959(ऄ), तारीख 27 ददसम्ंर, 2019 द्वारा ऄंजतम ंार संिोजधत दकए गए । MINISTRY OF ROAD TRANSPORT AND HIGHWAYS NOTIFICATION New Delhi, the 17th January, 2020 G.S.R. 37(E).—Whereas, the draft of certain rules further to amend the Central Motor Vehicles Rules, 1989 were published as required under sub-section (1) of section 212 of the Motor Vehicles Act, 1988 (59 of 1988), vide notification of the Government of India in the Ministry of Road Transport and Highways number G.S.R. 522(E), dated the 24 th July, 2019, in the Gazette of India, Extraordinary, Part II, Section (3), Sub-section (i), dated the 24 th July, 2019, inviting objections and suggestions from all persons likely to be affected thereby before the expiry of the period of thirty days from the date on which copies of the official Gazette containing the said notification were made available to the public;
And whereas, copies of the said official Gazette notification were made available to the public on the 24th July, 2019;
And whereas, the objections and suggestions received from the public in respect of the said draft rules have been considered by the Central Government;
Now, therefore, in exercise of the powers conferred by section 110 of the Motor Vehicles Act, 1988 (59 of 1988), the Central Government hereby makes the following rules further to amend the Central Motor Vehicles Rules, 1989, namely: -
1. Short title and commencement.—(1) These rules may be called the Central Motor Vehicles (First Amendment) Rules, 2020.
(2) They shall come into force on the date of their publication in the Official Gazette.
2. In the Central Motor Vehicles Rules, 1989 (herein after referred as the said rules), -
(i) in rule 115B,in sub- rule (1), after para BB, the following para shall be inserted, namely; - ―BC. O.E. or Converted, Dual Fuel or Dedicated Dual Fuel (for vehicles GVW below
3.5 T), Vehicles having Diesel with Compressed Natural Gas (CNG) or Bio-Compressed Natural Gas (Bio-CNG) or Liquefied Natural Gas (LNG) as dual fuel.- (I) For O.E. CNG or Bio-CNG or LNG dual fuel or dedicated dual fuel vehicles having GVWbelow 3.5 T,-
(a) (i) in case of CNG or Bio-CNG or LNG fitments by vehicle manufacturers on new diesel vehicles, each model manufactured by vehicle manufacturers shall be type approved as per the prevailing mass emission norms as applicable for the category of new vehicles in respect of the place of its use;

(ii) the test applicability requirements for dual fuel engine shall depend on the Gas Energy Ratio (GER) measured over test-cycle, applicable as per prevailing norms and the GER classification shall be as per the MoRTH/CMVR/TAP- 115/116(as amended from time to time) and notifications issued by the central Government from time to time under the applicable law:
Provided that the O.E. CNG or Bio-CNG or LNG dual fuel or dedicated dual fuel engine approved for specific engine capacity may be installed on the base model and its variant;
(b) tests for particulate matter and emission of visible pollutants (smoke) under these rules shall be applicable for dual fuel or dedicated dual fuel CNG or Bio- CNG or LNG engine or vehicle;
(c) prevailing COP procedure shall also be applicable;
(d) prevailing mass emission and OBD norms stipulated in rule 115 for diesel mode shall also be applicable for dual fuel or dedicated dual fuel mode;
(e) mass emission standards for CNG or Bio-CNG or LNG dual fuelor dedicated dual fuel vehicles shall be same as are applicable for diesel vehicles with exception that HC shall be replaced by NMHC (Non-Methane Hydrocarbon) on measurement basis.
(II) For CNG or Bio-CNG or LNG dual fuel or dedicated dual fuelvehicles having GVW below 3.5 T, conversion by modification of engines of in-use diesel vehicles –
(a) type approval for in-use diesel engines retrofitted or modified for CNG or Bio- CNG or LNG dual fuel or dedicated dual fuel conversion by modification of engines of in-use diesel vehicles shall be given for specific make and model of vehicle and shall meet applicable type approval norms of diesel vehicles corresponding to the year of manufacture of such diesel vehicle;
(b) CNG or Bio-CNG or LNG dual fuel or dedicated dual fuel kit approved on the vehicle for specific engine capacity can be installed on the base model and its variant fitted with the same capacity engine;
(c) Vehicles offered for type approval to the testing agency as referred to in rule 126 shall have to comply with the applicable fitness requirement, under these rules;
(d) prevailing and applicable tests for particulate matter and emission of visible pollutants (smoke) provided under rule 115 shall be applicable for dual fuel or dedicated dual fuel CNG or Bio-CNG or LNG engine or vehicle;
(e) separate type approval shall be required for mechanically controlled and electronically controlled diesel fuel injected vehicles when modified for dual fuel or dedicated dual fuelCNG or Bio-CNG or LNG operation;
(f) mass emission standards for CNG or Bio CNG or LNG dual fuel or dedicated dual fuel vehicles shall be same as are applicable for diesel vehicles with exception that HC shall be replaced by NMHC (Non-Methane Hydrocarbon) on measurement basis.
Explanation.-In the case of OE or conversion of ―In-Use‖ vehicles by modification –
(a) for the purpose of grantingtype approval to the vehicle fitted with dual fuel or dedicated dual fuel CNG or Bio-CNG or LNG engine (converted from diesel engine) as O.E., or conversion by modification of ―In-use‖diesel vehicles, performance tests shall be carried as per Table given below by the test agencies, namely: - 10 THE GAZETTE OF INDIA : EXTRAORDINARY [PART II—SEC. 3(i)] TABLE Sl. 7. Cooling performance IS: 14557,1998 Note : Mass emission tests shall be carried out on chassis dynamometer, as applicable;
(b) test procedure and safety guidelines and code of practice for dual fuel or dedicated dual fuel CNG or Bio-CNG or LNG vehicles, kit components including installation thereof, shall be as per AIS-024 and AIS-028(Rev.1), as amended from time to time, till such time as corresponding Bureau of Indian Standards specifications are notified;
(c) for O.E. fitment and retro fitment or modification on ―In-Use‖vehicles the responsibility of type approval shall be that of vehicle manufacturer and kit manufacturer or supplier, respectively;
(d) the type approval certificate of CNG or Bio-CNG or LNG dual fuel or dedicated dual fuel kit for retro fitment shall be valid for three years from the date of issue;
(e) The retro fitment of duly type approved CNG or Bio-CNG or LNG dual fuel or dedicated dual fuel kits on in-use vehicles shall be carried out by workshops authorised by the kit manufacturer or supplier or vehicle manufacturers, as the case may be.‘‘;
(ii) inrule 115 H,-
(a) in the marginal heading, for the letters, figures and words ―M15 or M100 and Methanol MD 95‖,the letters, figures and words ―M15 or M100 or M85 and Methanol MD 95‖ shall be substituted;
(b) in sub-rule (1), for the words, brackets, letters and figures ―gasoline or a mixture of fifteen percent methanol in gasoline (M15) or one hundred percent methanol (M100)‖,the words, brackets,letters and figures ―gasoline or a mixture of fifteen percent methanol in gasoline (M15) or up to eighty-five per cent methanol blend (M85) or hundred percent methanol (M100)‖ shall be substituted;

(c) in sub-rule (3), for the letters and figures ―M15/M100/MD95‖,the letters and figures ―M15/M85/M100/MD95‖ shall be substituted;
(d) in sub-rule 4,-
(1) in TABLE1,-
(a) against Sr. No(s). 1 and 2, under the column heading ‗Applicability‘ for the existing entry, the following entry shall be substituted, namely:- ―On both Gasoline and M15 or M85 or M100 fuel (As per prevailing gasoline emission norms)‖
(b) against Sr. No. 6, under the column heading ‗Applicability‘ for the existing entry, the following entry shall be substituted, namely:- ―On both Gasoline and M15 or M85 or M100 fuel (As per prevailing gasoline emission norms‖;
(2) in TABLE 2, -
(a) against Sr. No(s). 1 and 2, under the column heading ‗Applicability‘ for the existing entry, the following entry shall be substituted, namely:- ―On both gasoline and M15 or M85 or M100 fuel (As per prevailing gasoline emission norms)‖;
(b) against Sr. No. 6, under the column heading ‗Applicability‘ for the existing entry, the following entry shall be substituted, namely:- ―On both Gasoline and M15 or M85 or M100 fuel(As per prevailing gasoline emission norms)‖ shall be substituted.
(3) in the Notes occurring after TABLE 3,- (A) in item 5, for the letters, figures and words ―M15,M100 and MD95‖,the letters, figures and words ―M15,M85,M100 and MD95‖shall be substituted;
(B) in item 6, for the letters, figures and words ―M15,M100 and MD95‖ shall be substituted by letters, figures and words ―M15,M85,M100 and MD95‖;
(C) in item 7,for the words and letters ―Annexure IV- Z and Annexure IV – ZA‖, the words, and letters ―Annexure IV- Z, Annexure IV – ZA and Annexure – ZB‖shall be substituted;
(D) initem 13, for the words,letters and figures ―gasoline and M15 or M100‖ the words, letters and figures ―gasoline and M15 or M85 or M100‖shall be substituted;.
(iii) after rule 115H, the following rule shall be inserted, namely: – ―115-I. Mass emission standards for Di-Methyl Ether (DME or D100) Vehicles.- (1) The newly manufactured vehicles fitted with compression ignition engine compatible to run on diesel or hundred per cent Di-Methyl Ether (D100) (hereinafter referred to as the DME vehicle in this rule), shall be type approved as per prevailing diesel emission norms.
(2) The DME vehicle shall be specified by the vehicle manufacturer by affixing clearly visible sticker.

2. Vehicle manufacturer shall submit the vehicle to any of the test agencies specified in rule 126, for type approval.
3. (i) DME vehicles with Gross Vehicle Weight less than or equal to 3.5 ton shall be tested on chassis dynamometer using the prevailing diesel vehicle emission driving cycle.
(ii) D100 fuel vehicles with Gross Vehicle Weight greater than 3.5 ton shall be tested on engine dynamometers using the prevailing diesel engine emission driving cycle.

4. DME vehicles shall be tested with reference fuel (as per ISO 16861:2015)as specified in Annexure IV-ZC to these rules.
5. For Conformity of Production test applicability, refer to MoRTH/CMVR/TAP-115/116 Issue 4 and its subsequent issues or amendments, as applicable; and for fuel requirement for applicable tests, refer to Table 1, Table 2 and Table 3 above.
6. The Conformity of Production (CoP) frequency and sampling shall be as per requirements specified in MoRTH/CMVR/TAP-115/116 Issue 4 and its subsequent issues or amendments, as applicable, according to category of vehicle.
7. Deterioration factors shall be as per prevailing emission norms and according to the vehicle categories.‖
