1. सजंिप् त नाम और प्रारंभ – (1) इन जनयमों का संजिप् त नाम कें द्रीय मोटर यान (तीसरा संिोधन) जनयम, 2020 ह ै।
(2) ये 1 अप्रलै, 2020 को प्रवृत् त होंग े।
2. कें द्रीय मोटर यान जनयम, 1989 (इसे इसमें इसके पश् चात ्उ त जनयम कहा गया ह)ै, में – (क) प्ररुप 20 में, क्रम सं. 5 अथागत ् “5. वतगमान पत े पर जनवास की अवजध .............” के पश् चात ् जनम् नजलजखत अंत:स्ट् थाजपत दकए िाएगा, अथागत् :- “5(क) यान के स्ट् वामी का मोबाइल संख यांक ........”;
(ख) प्ररुप 23क में, “5.4 पनै संख या (वैकजल्पक).........” िब् िों और अंकों के पश् चात ्जनम् नजलजखत अंत:स्ट् थाजपत दकए िाएंगे, अथागत् :- “5.5 मोबाइल संख यांक ........”;
(ग) प्ररुप 24 के क्रम संख यांक 3 में “(अस्ट् थायी)” िब् ि के पश् चात् जनम् नजलजखत अंत:स्ट् थाजपत दकए िाएगा, अथागत् :- “स्ट् वामी का मोबाइल संख यांक.............”;
(घ) प्ररुप 25 में, “ मैं ............” िब् िों और अंकों के पश् चात ्तथा “एतद्द्वारा रजिस्ट् रीकरण प्रमाणपत्र के नवीकरण के जलए आवेिन करता ह,ं िो संलग् न ह ै और उसकी जवजिज टयां जनम् नजलजखत हैं -- ” िब् िों और अंकों के पूवग “मेरा/हमारा मोबाइल संख यांक ......ह ै” िब् ि और अंक अतं:स्ट् थाजपत दकए िाएंगे । (ड.) प्ररुप 26 में “ मैं/हम घोषणा करता/करते हैं दक मैं/हम.....(तारीख) को रजिस्ट् रीकरण प्रमाणपत्र के गुम हो िान े के बारे में उसे खोया हुआ सूजचत करने के तुरंत पश् चात ्पुजलस को एक जिकायत (प्रजतजलजप संलग् न) ििग की ह”ै िब् िों और अंकों के पश् चात् जनम् नजलजखत परैा अतं:स्ट् थाजपत दकया िाएगा, अथागत ्:- “मेरा/हमारा मोबाइल संख यांक ......ह ै”;
(च) प्ररुप 27 में “यदि “जवत् तपोषक का “जनरािेप प्रमाणपत्र” संलग् न नहीं दकया िाता ह,ै तो आवेिक को इस आवेिन के साथ धारा 51 की उपधारा (8) के अपिेानुसार घोषणा फाइल करनी होगी” िब् िों और अकंों के पश् चात ्जनम् नजलजखत परैा अंत:स्ट् थाजपत दकया िाएगा, अथागत् :- “मेरा/हमारा मोबाइल संख यांक ......ह ै”;
(छ) प्ररुप 28 के बाि भाग 1 में, “2. .................का पतु्र/की पत् नी/की पुत्री” िब् िों और अंकों के पश् चात ् जनम् नजलजखत अंत:स्ट् थाजपत दकए िाएंग,े अथागत ्:- “2क. यान के स्ट् वामी का मोबाइल संख यांक........”;
(ि) प्ररुप 30 के भाग 2 में “अंतररती का नाम..........का पुत्र/की पत् नी/की पुत्री श्री............आय ु..............” िब् िों और अंकों के पश् चात् और “पूरा पता.............” िब् िों और अंकों के पूवग जनम् नजलजखत िब् ि और अंक अथागत ् “मोबाइल संख यांक.........”अंत:स्ट् थाजपत दकये िाएंग;े (झ) प्ररुप 31 में “5.उत् तराजधकार का सबूत” िब् िों और अकंों के पश् चात जनम् नजलजखत परैा अंत:स्ट् थाजपत दकया िाएगा, अथागत ्:- “6. नए स्ट् वामी का मोबाइल संख यांक..............”;
[भाग II—खण् ड 3(i)] भारत का रािपत्र : असाधारण 3 (ञ) प्ररुप 32 में “मैं/हम वे िस्ट् तावेि संलग् न करता ह/ंकरत ेहैं िो जनयम 57 के उपजनयम (1) के अधीन मरेे/हमारे द्वारा पेि दकए िाने हैं” िब् िों और अंकों के पश् चात जनम् नजलजखत पैरा अंत:स्ट् थाजपत दकया िाएगा, अथागत् :- “मेरा/हमारा मोबाइल संख यांक ......ह ै”;
(ट) प्ररुप 33 में, “वतगमान पता नीचे दिया गया ह ै (प्रमाणपत्र संलग् न दकया िाए).............” िब् िों और अंकों के पश् चात जनम् नजलजखत परैा अंत:स्ट् थाजपत दकया िाएगा, अथागत ्:- “मेरा/हमारा मोबाइल संख यांक ......ह ै”;
(ठ) प्ररुप 34 में, “हमारा अनुरोध ह ैदक रजिस्ट् रीकरण प्रमाणपत्र और आपके कायागलय में सुसंगत अजभलेख में करार को प्रजवज ट कर ली िाए” िब् िों और अंकों के पश् चात जनम् नजलजखत पैरा अंत:स्ट् थाजपत दकया िाएगा, अथागत् :- “मेरा/हमारा मोबाइल संख यांक ......ह ै”;
(ड) प्ररुप 35 में, “रजिस्ट् रीकरण प्रमाणपत्र और साथ ही फीस संलग् न ह ै।” िब् िों और अंकों के पूवग जनम् नजलजखत परैा अंत:स्ट् थाजपत दकया िाएगा, अथागत् :- “मेरा/हमारा मोबाइल संख यांक ......ह ै”;
(ढ) प्ररुप 36 में, “मूल रजिस्ट् रीकताग प्राजधकारी को प्रजत ।” िब् िों के पूवग जनम् नजलजखत पैरा अंत:स्ट् थाजपत दकया िाएगा, अथागत ्:- “मेरा/हमारा मोबाइल संख यांक ......ह ै”;
(ण) प्ररुप 42 में, “2.रजिस्ट् रीकृत स्ट् वामी के रुप में रजिस्ट् रीकृत दकए िान ेवाल े व् यज त की आय”ु िब् िों के पश् चात ् जनम् नजलजखत परैा अतं:स्ट् थाजपत दकया िाएगा, अथागत ्:- “2क. रजिस्ट् रीकृत स्ट् वामी के रुप में रजिस्ट् रीकृत दकए िान ेवाले व् यज त का मोबाइल संख यांक........” ;
(त) प्ररुप 44 में “मैं रजिस्ट् रीकरण प्रमाणपत्र और यान के ठीक हालत में होने का प्रमाणपत्र संलग् न करता ह”ं िब् िों के पूवग जनम् नजलजखत पैरा अंत:स्ट् थाजपत दकया िाएगा, अथागत ्:- “मेरा/हमारा मोबाइल संख यांक ......ह ै”;

02. 2020 को दकया गया । MINISTRY OF ROAD TRANSPORT AND HIGHWAYS NOTIFICATION New Delhi, the 16th March, 2020 G.S.R. 178 (E).—Whereas the draft of certain rules further to amend the Central Motor Vehicles Rules, 1989, were published, as required under sub-section (1) of section 212 of the Motor Vehicles Act, 1988 (59 of 1988), 4 THE GAZETTE OF INDIA : EXTRAORDINARY [PART II—SEC. 3(i)] vide notification of the Government of India in the Ministry of Road Transport and Highways number G.S.R. 886 (E), dated the 29th November, 2019 in the Gazette of India, Extraordinary, Part-II, section 3, sub-section (i), inviting objections and suggestions from all persons likely to be affected thereby before the expiry of the period of thirty days from the date on which copies of the Official Gazette containing the said notification were made available to public;
And whereas, copies of the said Official Gazette were made available to the public on the 29th day of November, 2019;
And whereas, the objections and suggestions received from the public in respect of the said draft rules have been considered by the Central Government;
Now, therefore, in exercise of the powers conferred by section 64 of the Motor Vehicles Act, (59 of 1988), the Central Government hereby makes the following rules further to amend the Central Motor Vehicles Rules, 1989, namely: —
1. Short title and commencement. - (1) These rules may be called as the Central Motor Vehicles (Third Amendment) Rules, 2020;
(2) They shall come into force on 1st April 2020.
2. In the Central Motor Vehicles Rules, 1989, -
(a) in Form 20, after serial number 5 namely “5. Duration of Stay at the present address ……………” following shall be inserted, namely:- “5(A). Mobile number of the owner of the vehicle ……………….”;
(b) in Form 23A, after serial number 5.4 namely “5.4 PAN Number (optional) ………….” following shall be inserted, namely: - “5.5 Mobile Number ………………”;
(c) in Form 24, in serial number 3, after the word and brackets namely “(temporary)”, following shall be inserted, namely.- “Mobile number of the owner ………… ”;
(d) in Form 25, in the opening paragraph, before the words, namely “hereby apply for the renewal of the certificate of registration”, the words and figures “having mobile number …………….”, shall be inserted;
(e) in form 26, after the words, figure and brackets namely “I/We hereby declare that I/We on …………. (date) have filed a complaint (copy enclosed) with the police about the loss of Certificate of Registration immediately after the loss has been noticed” following paragraph shall be inserted, namely: - “My/Our mobile number is ………………”;
(f) in Form 27, after the words and figure namely “If “No objection Certificate” has been refused by the financier the applicant should file along with this application a declaration as required under sub-section (8) of section 51” following paragraph shall be inserted, namely: - “My/Our mobile number is ………………”;
(g) in PART I of Form 28, after serial number 2 namely “2. Son/wife/daughter of ……………….”, following shall be inserted, namely. - “2a. Mobile number of the owner of the vehicle………….…”;
(h) in PART II of Form 30, in the opening paragraph, after the words and figure, namely, “Name of the Transferee …………. Son/wife/daughter of …………. Age……….” and before the words and figure, namely, “Full address …………” the words and figure, namely, “Mobile number ………….” shall be inserted;
(i) in Form 31, after serial number 5 namely “5. Proof of his succession”, following shall be inserted, namely: - “6. Mobile number of the new owner ………………”;
(j) in Form 32, after the words and figure namely “I/We enclose the documents required to be submitted by me/us under sub-rule (1) of rule 57”, following paragraph shall be inserted, namely: - “My/Our mobile number is ………………”;

(k) in Form 33, after the words and figure namely “The present address is given below (evidence to be enclosed) ………………………………………”, following paragraph shall be inserted, namely: - “My/Our mobile number is ………………”;
(l) in Form 34, after the words and figure namely “We request that an entry of the agreement be made in the certificate of registration and the relevant records in your office.”, following paragraph shall be inserted, namely: - “My/Our mobile number is ………………”;
(m) in Form 35, before the line namely “The certificate of Registration together with the fee is enclosed.”, following paragraph shall be inserted, namely: - “My/Our mobile number is ………………”;
(n) in Form 36, before the words and figure namely “Copy to the original Registering Authority”, following paragraph shall be inserted, namely: - “My/Our mobile number is ………………”;
(o) in Form 42, after the serial number 2 namely “2. Age of the person to be registered as registered owner” following shall be inserted, namely: - “2a. Mobile number of the person to be registered as registered owner …….………….”;
(p) in Form 44 before the paragraph namely “I enclose the certificate of registration and certificate of fitness* of the vehicle” following paragraph shall be inserted, namely: - “My mobile number is …….………….”.
