1. िवभागीय पिरषद मᱶ िनम् न शािमल हᲂगे
(i) िवभागाध् यक्ष
(ii) िवभाग के सभी अध् यापक
2. िवभागाध् यक्ष पिरषद का अध् यक्ष होगा और पिरषद की बैठकᲂ को संयोिजत करेगा।
3. पिरषद की शिᲦयां और कायर् िनम् नानुसार हᲂगे:
(क) िवभाग मᱶ िशक्षण और शोध कायर् समिन्वत करना;
(ख) िवभाग के दिैनक कायर्कलाप पर िनणर्य करना;
(ग) अध् ययन पाᲹᮓमᲂ से संबंिधत मामलᲂ को कुलपित को संस् तुत करना;
(घ) िवभाग मᱶ चल रह ेकायर्ᮓम की पाᲹᮓम संरचना और संरचना का संशोधन (यिद कोई हो,) कुलपित को संस् तुत करना;
(ड.) सेमेस् टर के दौरान पाᲹᮓमᲂ की कवरेज की ᮧगित का मूल् यांकन करना;
(च) संकाय सदस् यᲂ ᳇ारा पढ़ाए जाने वाले पाᲹᮓमᲂ को साझा करने का िनणर्य लेना;
(छ) िवश् विव᳒ालयᲂ के ᮧािधकािरयᲂ के साथ बैठकᲂ के िनणर्य संकाय सदस् यᲂ को सूिचत करना;
(ज) अध् येताᲐ ᳇ारा शोध ᮧस् ताव जमा कराने पर, िवभागीय शोध सिमित की बैठकᱶ आयोिजत करना;
(झ) पाᲹᮓम, परीक्षा और उपिस्थित पाᮢता इत् यािद से संबंिधत मामलᲂ पर िवभाग के छाᮢᲂ को मागर्दशर्न ᮧदान करना;
(ञ) परीक्षा शाखा को ᮧस् तुत करने से पहले, आंतिरक सᮢीय अवाडर् को सुधारना;
(ट) समय-समय पर िवभाग की भौितक आवश् यकताᲐ का मूल् यांकन करना;
(ठ) िवश् विव᳒ालय के ᮧािधकािरयᲂ ᳇ारा िदए जाने वाले िनदᱷशᲂ का कायार्न् वयन करना;
(ड) पुस् तकᲂ, उपकरणᲂ, फनᱮचर इत्यािद से सबंिधत सभी खरीदᲂ का िनणर्य लेना;
(ढ) रोटेशन के माध् यम से दो अध् यापकᲂ ᳇ारा िवभाग का वािषक स् टॉक ᮧमाणन करवाना।
4. (क) पिरषद एक सेमेस् टर मᱶ कम से कम दो बार बैठक करेगी (ख) बैठक के िलए नोिटस कम से कम तीन िदन पहले सूिचत होगा, यिद यह एक आपात बैठक नहᱭ ह ैतो।
5. िवभाग के दो-ितहाई संकाय सदस् य बैठक के िलए गणपूित (कोरम) बनाएंगे। 4 THE GAZETTE OF INDIA : EXTRAORDINARY [PART III—SEC. 4]
6. िवभाग के भीतर अंतर होने या िकसी िविशष् ट ᮧकरण के मामले मᱶ, मामले को कुलपित को भेजा जाएगा, जो उसे िनणर्य के िलए कायर्कारी पिरषद की अगली बैठक के समक्ष रखेगा। आपातकाल के मामलᲂ मᱶ, कुलपित ᮧकरण पर िनणर्य लᱶगे और संशोधन के िलए कायर्कारी पिरषद के समक्ष ᮧस् तुत करᱶगे। डीन सिमित (राजीव गांधी िवश् विव᳒ालय अिधिनयम, 2006 की धारा 23 के अंतगर्त)
1. लघ ुशीषर्क िवश् विव᳒ालय डीन की एक सिमित गिठत करेगा िजसे डीन सिमित कहा जाएगा।
2. सिमित का गठन डीन सिमित मᱶ िनम् न शािमल हᲂगे:
(i) कुलपित-अध् यक्ष, (पदने)
(ii) संकायᲂ के सभी डीन – सदस् य, (पदने)
(iii) रिजस् ᮝार-सिचव
3. कायर् सिमित के कायर् िनम् नानुसार हᲂगे:
(i) अध् येतावृिᱫयां ᮧदान करने के िलए अभ् यिथयᲂ का चयन;
(ii) अंतरार्ष् ᮝीय सम् मेलनᲂ/अध् ययन हतुे अवकाश/असाधारण अवकाश के िलए िशक्षकᲂ की ᮧितिनयुिᲦ की िसफािरश करना;
(iii) परीक्षा के संचालन, िशक्षण और शोध के मानक के मामलᲂ पर िवचार करना;
(iv) संकाय और िवभागᲂ के कायᲄ से संबंिधत सामान् य ᮧशासिनक मामलᲂ पर िवचार करना; और
(v) िवश् विव᳒ालय मᱶ नए पाᲹᮓम/नवाचार आरंभ करने के िलए बीपीजीएस/ शैक्षिणक पिरषद को सुझाव देना;
(vi) एमेिरट्स/िविजᳳटग ᮧोफेसर/अध् येता की िनयुिᲦ से संबंिधत िवभागीय ᮧस् तावᲂ पर िवचार करना;
(vii) पीएच.डी शोध कायर् के िलए पयर्वेक्षक/सह-पयर्वेक्षक की मान् यता से संबंिधत मापदंड िनधार्िरत करना और पयर्वेक्षक/सह-पयर्वेक्षक के नाम संस् तुत करना;
(viii) ऐसे अन् य मामले जो कायर्कारी पिरषद ᳇ारा इसे सᲅपे जाएं या कुलपित को भेजे जाएं या उनके ᳇ारा सᲅपे जाएं।
4. बठैकᱶ सिमित की बैठकᱶ अध् यक्ष ᳇ारा संयोिजत की जाएंगी।
5. गणपिूत सिमित की गणपूित कुल सदस् यᲂ का आधा होगी।
6. कायर् िनयम बैठकᲂ के आयोजन के िनयम इस संबंध मᱶ िनधार्िरत िविनयमᲂ के अनुसार हᲂगे। ¹Hkkx IIIμ[k.M 4º Hkkjr dk jkti=k % vlk/kj.k 5 संकायᲂ के डीन की शिक् तया ंतथा कायर् (राजीव गांधी िवश् विव᳒ालय अिधिनयम, 2006 की धारा 5 के अंतगर्त)
1. ᮧत् येक संकाय के िलये एक डीन होगा िजसकी िनयुिक् त उपकुलपित ᳇ारा संकाय मᱶ कायर्रत ᮧोफेसरᲂ मᱶ से विरष् ठता के आधार पर चᮓानुᮓम (रोटेशन) मᱶ तीन वषर् की अविध के िलए की जाएगी और यिद संकाय मᱶ केवल एक ᮧोफेसर कायर्रत ह ैतो वह पुनिनयुिक् त के िलए पाᮢ होगा।
2. संकाय के डीन:
(क) िवभाग ᮧमुखᲂ के माध् यम से संकाय मᱶ िशक्षण एवं शोध कायर् का समन् वय एवं सामान् यत: पयर्वेक्षण कायर् करᱶगे। (ख) िवभाग ᮧमुख (ᮧमुखᲂ) के माध् यम से िवभागᲂ मᱶ अनुशासन बनाए रखᱶगे। (ग) पुनश् चयार्/अिभिवन् यास पाᲹᮓमᲂ, सम् मेलनᲂ मᱶ भाग लेने, अन् य िवश् विव᳒ालयᲂ मᱶ पदᲂ के आवेदन हतुे िशक्षकᲂ की अनुशंसा करᱶगे। (घ) उप कुलपित के िदशा-िनदᱷशᲂ के अनुरूप संबंिधत संकाय मᱶ िवश् विव᳒ालय मᱶ होने वाली परीक्षा गितिविधयᲂ का पयर्वेक्षण करᱶगे। (ड.) संकाय बोडर् की बैठकᲂ को आयोिजत करᱶगे एवं इनकी अध् यक्षता करᱶगे और बोडर् की बैठकᲂ के कायर्वृत् त का िरकाडर् रखᱶगे। (च) शैक्षिणक पिरषद,् कायर्कारी पिरषद ्अथवा उप कुलपित ᳇ारा उन् हᱶ सᲅपे गए शैक्षिणक/ᮧशासिनक कायर् िनष् पािदत करᱶगे।
3. डीन िवश् विव᳒ालय के एक अिधकारी हᲂगे (अिधिनयम मᱶ यथा उिल् लिखत) महािव᳒ालय िवकास पिरषद ्की शिक् तयां और कायर् (राजीव गांधी िवश् विव᳒ालय अिधिनयम, 2006 के अंतगर्त धारा 25)
1. उेश् य महािव᳒ालय िवकास पिरषद ् (सीडीसी) के पद के सृजन का मुख् य उेश् य राजीव गांधी िवश् विव᳒ालय से संब महािव᳒ालयᲂ को नेतृत् व भूिमका ᮧदान करने और सहायता, मागर्दशर्न तथा सलाह देने के उेश् य से िकया जाएगा।
2. िनयिुक् त की िनबंधन और शत ᱸ I. कुलपित, िवश् विव᳒ालय िवभाग के ᮧाध् यापक को एक शैिक्षक वषर् की अविध के िलए िनदशेक के रूप मᱶ िनयुक् त करेगा। तथािप, कुलपित उसे दसूरी अविध के िलए िनयुक् त कर सकता ह।ै II. िनदशेक कायर्कारी पिरषद ्᳇ारा िनधार्िरत िकए गए िनिश् चत मािसक मानदये पर कायर् िनष् पादन करेगा। III. िनदशेक के रूप मᱶ, महािव᳒ालय िवकास पिरषद ्को िवश् विव᳒ालय और महािव᳒ालयᲂ तथा राज् य सरकारᲂ के बीच उच् च िशक्षा के मामलᲂ मᱶ संपकर् सूᮢ का कायर् करना होगा, िनदशेक की िनयुिक् त के संबंध मᱶ सूचना िनदशेक, उच् चतर िशक्षा; सिचव िशक्षा; अरूणाचल ᮧदशे सरकार, मानव ससंाधन िवकास मंᮢ ालय, नई िदल् ली और माननीय कुलािधपित को दनेी होगी। IV. िवश् विव᳒ालय से महािव᳒ालय के साथ शैिक्षक मामलᲂ से संबंिधत सभी पᮢ-व् यवहार महािव᳒ालय िवकास पिरषद ्से हᲂगे अथवा महािव᳒ालय िवकास पिरषद ्के कायार्लय के माध् यम से िकए जाएंगे। V. वे महािव᳒ालय मामलᲂ से संबंिधत मामलᲂ मᱶ िवश् विव᳒ालय ᳇ारा गिठत सभी सिमितयᲂ के सदस् य हᲂगे। VI. उन् हᱶ िवश् विव᳒ालय ᳇ारा अदायगी िनिध; सभी अवसरंचनात् मक तथा अन् य सहायता जैसे िलिपकीय, IV ᮰ेणी स् टाफ ᮧदान िकए जाएंगे।
3. कायर् िनदशेक, महािव᳒ालय िवकास पिरषद ्िनम् निलिखत कायᲄ का िनष् पादन करेगा :
6 THE GAZETTE OF INDIA : EXTRAORDINARY [PART III—SEC. 4] (क) िवशेष रूप से महािव᳒ालयᲂ को यूजीसी एवं अन् य िवत् तीय एजᱶिसयᲂ के साथ संपकर् बनाने के िलए सहायता और सलाह देगा, महािव᳒ालयᲂ को िवत् तीय एजᱶिसयᲂ की िविभन् न पिरयोजनाᲐ की सूचना उपलब् ध कराएगा और राज् य सरकार, यूजीसी तथा अन् य िवत् तपोषण एजᱶिसयᲂ ᳇ारा िवत् त पोषण िकए जाने वाली िवकास पिरयोजनाᲐ को तैयार करने मᱶ सहायता करेगा। (ख) सामान् यत: िवश् विव᳒ालय का सभी कॉलेजᲂ के शासी िनकाय मᱶ ᮧितिनिधत् व करेगा और कुलपित इस संबंध मᱶ कॉलेज ᮧािधकािरयᲂ के साथ िवश् विव᳒ालय के सौहादर्पूणर् संबंध स् थािपत करने के िलए िनदशेक की िनयुिक् त करेगा। (ग) कॉलेज के िवकास और िशक्षण संबंधी आवश् यकताᲐ का आकलन करेगा और कॉलेजᲂ मᱶ सह-पाᲹचयार् कायर्कलापᲂ को बढ़ावा दनेे तथा ᮧोत् सािहत करने के िलए कदम उठाएगा। (घ) ᮧत् येक कॉलेज का अ᳒तन ᮧोफाइल तैयार करेगा और छाᮢᲂ की संख् या, उपलब् ध संकाय तथा पढ़ाए जा रह ेिवषयᲂ के संदभर् मᱶ संबंिधत कॉलेजᲂ की वास् तिवक सुिवधाᲐ का आविधक आकलन करेगा तथा इनमᱶ सुधार हतुे राज् य सरकार को िसफािरशᱶ ᮧेिषत करेगा। (ड.) संबंिधत कॉलेजᲂ के पिरणामᲂ की समीक्षा करेगा तथा कॉलेज स् तर पर िशक्षा के सामान् य मानकᲂ मᱶ सुधार हतुे उपचारात् मक उपायᲂ का सुझाव देगा। (च) संबंिधत कॉलेजᲂ के सामियक तथा िनयिमत िनरीक्षण की व् यवस् था करेगा और कुलपित के परामशर् से, जहां कहᱭ आवश् यक हो, सुधारात् मक उपायᲂ का सुझाव देगा। (छ) नए कॉलेज, िवषय शुरू करने तथा अस् थायी/स् थायी संबन हतेु िनरीक्षण सिमितयᲂ के गठन मᱶ कुलपित को सलाह दगेा। िनदशेक, सीडीसी इन सिमितयᲂ का अध् यक्ष होगा। (ज) िवश् विव᳒ालय िशक्षण िवभाग और कॉलेजᲂ मᱶ शैक्षिणक संकायᲂ के बीच घिनष् ठ तथा सतत संपकर् एवं बातचीत सुिनिश् चत करेगा। (झ) शैक्षिणक पिरषद,् कायर्कारी पिरषद ्अथवा कुलपित ᳇ारा उसे सᲅपे गए अन् य कायर् करेगा।

ESTABLISHMENT OF DEPARTMENTAL COUNCIL (Under Section 31(1)(I) of the Rajiv Gandhi University Act, 2006)
1. The Departmental Council shall consist of
(i) The Head of the Department
(ii) All the Teachers of the Department
2. The Head of the Department shall be the Chairperson of the Council and shall convene the meeting of the Council.
3. The powers and functions of the Council shall be as follows:
(a) to co-ordinate the teaching and research work n the Department;
(b) to decide on day-to-day activities of the Department;
(c) to recommend to Vice-Chancellor the matters relating to courses of study;
(d) to recommend to Vice-Chancellor the course structure of the programme (s) run in the Department and modification of the structure, if any;
(e) to assess the progress of the coverage of the courses during the semester;
(f) to decide sharing of courses taught by the faculty members;
(g) to convey to the faculty members the decisions of meetings with the authorities of the University;
(h) to conduct Departmental Research Committee Meetings as and when research proposals are submitted by scholars;
(i) to provide guidance to the students of the Department on matters relating to course, examination and attendance eligibility, etc.;
(j) to moderate the internal sessional awards before submitting to the Examinations Branch;

(k) to assess the physical requirements of the Department from time to time;
(l) to implement the directives given by the authorities of the University;
(m) to decide on all purchases relating to books, equipment, furniture, etc.
(n) to have the annual stock verification of the Department done by two teachers through rotation
4. (a) The Council shall meet at least twice in a semester.
(b) The notice for the meeting shall be served at least three days in advance, unless it is an emergency meeting.
5. Two third of the faculty members of the Department shall form the quorum for the meeting.
6. In case of differences within the Department or any specific issue, the matter shall be referred to the Vice-Chancellor who will place it before the next Executive Council for a decision. In cases of emergency, the Vice-Chancellor shall decide on the issue and place it before the Executive Council for ratification.
THE DEANS’ COMMITTEE (Under Section 23 of Rajiv Gandhi University Act, 2006)
1. Short title The University shall constitute a Committee of Deans of the University to be known as the Deans’Committee.
2. Constitution of the Committee The Deans’ Committee shall comprise of the following:

3. Functions The functions of this Committee shall be as follows:
(i) Selection of candidates for award of fellowships;
(ii) Recommend deputation of teachers for International Conferences/Study leave/Extra-ordinary leave;
(iii) Consider matters arising from conduct of examination, standard of teaching and Research;
(iv) Consider general administrative matters relating to functioning of Faculties and Departments; and
(v) Suggest to BPGS/Academic council the new courses/innovations to be introduced in the University;
(vi) Consider the proposals of the Departments concerning appointment of Professor of Emeritus/Visiting Professor/Fellow.
(vii) Decide the criteria for recognition of Supervisor/Co-Supervisor for the Ph.D. Research work and recommend the names of the Supervisor(s)/Co-Superviror(s);
(viii) Such other matters as may be assigned to it by the Executive Council or may be referred to by the Vice Chancellor.
4. Meetings The meetings of the Committee shall be convened by the Chairman.
5. Quorum The quorum of the Committee shall be one-half of the total members.
6. Rules of Business The rules of conduct of meeting shall be as may be prescribed by Regulations in this regard.
10 THE GAZETTE OF INDIA : EXTRAORDINARY [PART III—SEC. 4] POWERS AND FUNCTIONS OF THE DEANS OF FACULTIES (Under Section 5 of Rajiv Gandhi University Act, 2006)
1. There shall be a Dean for each Faculty who shall be appointed by the Vice-Chancellor from among the Professors in the Faculty for a period of three years on rotation by seniority and shall be eligible for reappointment if there is only one Professor in the faculty.
2. A Dean of Faculty shall:
(a) co-ordinate and generally supervise the teaching and research work in the Faculty through the Heads of the Departments;
(b) maintain discipline in the Department(s) through the Head(s) of the Department(s);
(c) recommend the teachers for attending refresher/Orientation course, conferences, posts applied in other University etc.
(d) supervise the examinations related activities of the University pertaining to the concerned Faculty in accordance with such directions as may be given by the Vice Chancellor;
(e) convene and preside over meetings of the Board of the Faculty and keep the minutes of the meetings of the Board ; and
(f) perform such other academic/administrative duties as may be assigned to him/her by the Academic Council, the Executive Council or the Vice-Chancellor.
3. The Dean shall be an Officer of the University (as provided in the Act).
POWERS AND FUNCTIONS OF DIRECTOR OF COLLEGE DEVELOPMENT COUNCIL (Under section 25 of Rajiv Gandhi University Act, 2006)
1. Objective:
The main objective of the creation of the post of College Development Council (CDC) shall be to provide a leadership role and extend help, guidance and advice to colleges affiliated to Rajiv Gandhi University.
2. The terms and conditions of appointment i. The Vice-Chancellor shall appoint a Professor of the University Department as Director for a period of once academic year. The Vice-Chancellor may, however, reappoint him/her for the second term.
ii. The Director shall perform the duty on a fixed monthly honorarium as decided by the Executive Council.
iii. As Director, CDC is to liaise in matters of higher education between the University and Colleges and the State government, the intimation regarding appointment of Director be given to the Director, Higher Education, Secretary, Education; Govt. Of Arunachal Pradesh; MHRD, New Delhi and the Hon’ble Chancellor.
iv. All correspondences from the University on academic matters with the colleges shall originate from the CDC or shall be channelized through the office of the CDC.
v. He shall be a member of all committees constituted by the University in matters relating to college affairs.
vi. He shall be provided with an imprest fund; all infrastructural and other help like clerical, IV Grade Staff by the University.
3. Functions The Director, CDC shall perform the following functions:

(a) Specially help and advise the colleges to liaise with the UGC and other financial agencies, shall make available the information of various projects of the financial agencies to the colleges and shall extend help to prepare development projects to be financed by the State Government, UGC and other funding agencies.
(b) Generally represent the University in the Governing Bodies of all the Colleges and the Vice-Chancellor shall nominate the Director to that effect to establish cordial relationship of the University with the college authorities.
(c) Assess the development and academic needs of the Colleges and take steps to promote and encourage cocurricular activities in the colleges.
(d) Prepare up to date profile of each college and assess periodically the physical facilities in the affiliated colleges with reference to the number of students, faculties available and subjects taught and forward recommendations for their improvement to the State Government.
(e) Review the results of the affiliated colleges and suggest remedial measures for the improvement of general standard of education at college level.
(f) Arrange for timely and regular inspection of affiliated colleges and suggest corrective measures wherever necessary in consultation with the Vice-Chancellor.
(g) Advise the Vice-Chancellor in constituting Inspection Committees for starting new colleges, subject and according temporary/permanent affiliation. The Director, CDC shall be the Chairman of such Committees.
(h) Ensure close and continuous contact and interaction between the academic faculties at the University teaching department and colleges.
(i) Perform such other functions as may be assigned to him/her by the Academic Council, the Executive Council or the Vice-Chancellor.
4. Any difficulty arising out of these provisions shall be removed by the Vice Chancellor.
