(1) इन िनयम का सिं*O त नाम क/ �ीय मोटर यान (छठा संशोधन) िनयम, 2018 ह ै। (2) ये राजप. म/ अंितम !काशन क' तारीख को !वृW त ह गे । 2. क/ �ीय मोटर यान िनयम, 1989 म/,-- (i) िनयम 17 म/ उपिनयम (1) के खंड (ख) के पZ चात् िन[ निलिखत खंड अत:] थािपत �कया जाएगा, अथा5त् :-- “पर�तु यह �क 1 जुलाई, 2018 को और उसके पZ चात् भारी माल यान या भारी या.ी यान को चलाने के िलए यथाि]थित,संयोजन कराने हतुे आवेदन के साथ !"प 5अ म/ !माणप. लगा होना चािहए ;”;

[फा. सं. आरटी-11028/14/2016-एमवीएल] अभय दामले, संयुI त सिचव ¹Hkkx IIµ[k.M 3(i)º Hkkjr dk jkti=k % vlk/kj.k 3 �ट& प�ट& प�ट& प�ट& पण:ण:ण:ण: मूल िनयम, अिधसूचना सं. सा.का.िन. 590(अ), तारीख 2 जून, 1989 ;ारा !कािशत �कए गए थे और अंितम संशोधन अिधसूचना सं. सा.का.िन. सं. 368(अ), तारीख 13.04.2018 ;ारा �कए गए । MINISTRY OF ROAD TRANSPORT AND HIGHWAYS NOTIFICATION New Delhi, the 15th May, 2018 G.S.R. 454(E).—Whereas the draft of certain rules further to amend the Central Motor Vehicles Rules, 1989 was published, as required under sub-section (1) of section 212 of the Motor Vehicles Act, 1988 (59 of 1988) vide notification of the Government of India in the Ministry of Road Transport and Highways number G.S.R. 152(E), dated the 21st February, 2017 in the Gazette of India, Extraordinary, Part-II, Section 3, Sub-section (i), inviting objections and suggestions from all persons likely to be affected thereby, before the expiry of the period of thirty days from the date on which copies of the Gazette containing the said notification were made available to public;
And whereas, copies of the said Gazette notification were made available to the public on the 21 st February, 2017;
And whereas, the objections and suggestions received from the public in respect of the said draft rules have been considered by the Central Government;
Now therefore, in exercise of the powers conferred by section 12, section 27 and section 118 of the Motor Vehicles Act, 1988 (59 of 1988), the Central Government hereby makes the following rules further to amend the Central Motor Vehicles Rules, 1989, namely: —
1. (1) These rules may be called the Central Motor Vehicles (Sixth Amendment) Rules, 2018.
(2) They shall come into force on the date of their publication in the Official Gazette.
2. In the Central Motor Vehicles Rules, 1989, -
(i) in rule 17, in sub-rule (1), after clause (b), the following proviso shall be inserted, namely:- “Provided that on and after the 1st day of July, 2018, an application for addition of heavy goods vehicle or heavy passenger motor vehicle, as the case may be, shall be accompanied by driving certificate in Form 5A;” ;
(ii) in rule 31, in sub-rule (1), in the Table, under the heading ‘E-MEDIUM AND HEAVY VEHICLE DRIVING: DRIVING THEORY’, for serial number 20 and the entries relating thereto, following serial number and entries shall be substituted, namely :- “20 Training on fuel efficient driving of heavy goods vehicle/heavy passenger motor vehicle
(a) Driving performance test for training shall be conducted on five kilometers stretch of road to evaluate fuel efficiency in terms of distance or fuel by using suitable set up and test procedure.
(b) Class room or onsite training for improving fuel efficiency and vehicle maintenance shall be conducted.
(c) The vehicle to be used for carrying out driving test, should have capability to measure fuel consumption with an accuracy of five per cent.
(d) An appropriate track of at five kilometers stretch having three speed brakes and three left or right turns, shall be used for testing.
(e) Training duration shall be one day.
(f) On successful completion of training, a certificate in Form 5A shall be issued by the school or establishment.”.

(iii) after FORM 5, the following FORM shall be inserted, namely:- “FORM 5A [See proviso to clause (b) of sub-rule (i) of rule 17, clause (aa) of sub-rule (1) of rule 18 and serial number 20 of Table E in sub-rule (1) of rule 31] CERTIFICATE OF FUEL EFFICIENT DRIVING TRAINING ISSUED BY DIRIVING SCHOOL OR ESTABLISHMENT This is to certify that Shri / Smt. / Kumari …………………………….. son / wife / daughter of ……………………………………. Aadhaar number (if already available with the applicant)………………………………………………………..Aadhar application number (if applied)………………………………………………………………………. residing at …………………………………………………………………… was enrolled in this school on ………………………… and his/her name is registered at serial number ………… in our register in Form 14 and that he/she has undergone the course of training on fuel efficient driving of heavy goods vehicle / heavy passenger motor vehicle according to the syllabus prescribed at serial number 20 of Table E of rule 31 for the period from …………………. to …………………. satisfactorily.
