Department of Bio Medical Engineering NEW STATUTE 40 APPOINTMENT OF HEADS OF DEPARTMENTS (Section 27(2) of the University Act) 40 (a) Each Department shall have a Head who shall be appointed by the Vice-Chancellor from amongst the Professors of the Department on the basis of rotation in order of the seniority.

Provided that if a Department has only one Professor, the Head of the Department shall be appointed from amongst the Professor and the senior most Associate Professor by rotation in the order of seniority.

Provided further that if a Department has no Professor, the Head of the Department shall be appointed from amongst the Associate Professors on the basis of rotation in order of seniority.

Provided further that if there is no Professor or an Associate Professor, in a Department, the Dean of the School concerned shall act as the Head of that Department.

(b) A Professor or Associate Professor may decline the offer of appointment as the Head of the Department, in which case, the offer of appointment as Heads hall be made to the next eligible person in order of seniority.

(c) A Head of Department may resign his office at any time during his / her tenure of office, in which case, the offer of appointment as Head shall be made to the next eligible person in order of seniority.

(d) If a person, declines the offer of appointment as Head of the Department and/or resign his office at any time during his/her tenure of office, he/she shall not be considered for appointment as Head in the Department, till his turn of appointment comes again in order of the seniority.

(e) A person appointed as the Head of the Department shall hold office as such for a period of three years.

(f) The Head of a Department shall perform such functions as may be prescribed by the Ordinances. NEW STATUTE 41 CONSTITUTION OF PLANNING AND MONITORING BOARD (Under Section 27(2) of the University Act)

1. There shall be constituted a Planning & Monitoring Board of the University which shall advise generally on the planning and development actions of the University and to monitor and to review the standard of education and research in the University.

2. The constitution of the Planning & Monitoring Board and manner of appointment of members shall be as under: a. Vice Chancellor Chairman b. Pro Vice chancellor Member c. Two Deans of Schools by seniority on the basis of rotation. Member d. Six experts to be nominated from among the persons Member who have special interest in education process and development and are of high academic standards. Of which, four shall be nominated by the Executive Council and two by the Vice Chancellor. e. The Finance Officer Special Invitee f. The Registrar Secretary Six members of the Planning and Monitoring Board shall form a quorum for a meeting of the Planning and Monitoring Board.

3. The tenure of members shall be three years.

4. The Board shall meet at least twice in a year.

5. The powers and functions of the Planning & Monitoring Board shall be such as may be prescribed by the Ordinance. NEW STATUTE 42 INCLUSION OF SCHOOL BOARD AS AUTHORITY OF THE UNIVERSITY (Under Section 19(6), 25 & 26 (a) of the University Act) The School Board shall be included as an Authority of the University. NEW STATUTE 43 DEAN OF STUDENTS' WELFARE (Section 27(2) of the Act)

1. Every Dean of Students' Welfare shall be appointed from amongst the teachers of the University, not below the rank of a Associate Professor by the Executive Council on the recommendation of the Vice-Chancellor.

2. The Dean appointed under clause (1) shall be a whole-time officer and shall hold office for a term of three years and shall be eligible for re-appointment.

3. Provided that the Executive Council may, if it is considered necessary, appoint, on the recommendation of the Vice- Chancellor, a teacher, not below the rank of a Associate Professor, to discharge the duties of the Dean of Students' 7032 THE GAZETTE OF INDIA, OCTOBER 18, 2014 (ASVINA 26, 1936) [PART III—SEC. 4 Welfare in addition to his duties as such teacher and in such a case, the Executive Council may sanction a suitable allowance to be paid to him.

4. A person who is appointed as a Dean of Students' Welfare shall be eligible to all the benefits that would have otherwise accrued to him, but for his appointment as the Dean of Students' Welfare.

5. When the office of a Dean of Students' Welfare is vacant or when the Dean of Students' Welfare is, by reason of illness or absence or any other cause, unable to perform the duties of his office, the duties of the office shall be performed by such person as the Vice-Chancellor may appoint for the purpose.

6. The duties and powers of a Dean of Students' Welfare shall be prescribed by the Ordinances. NEW STATUTE 44 ESTABLISHMENT OF CENTRE FOR DESERT STUDIES Section 26(k) of the Act

44. "There shall be established a Centre for Desert Studies. The powers and functions of the Centre shall be as prescribed by the Ordinances.
