' And, whereas, the Central Govermnent in exercise of power conferred by Section 3 of the aforesaid Act had also declared besides other areas, the areas falling within 20 kms. wide belt in the State of Arunachal Pradesh, Meghalaya and Nagalaild, along their border with the State of Assam as 'disturbed area';
And, whereas, the period during which the State of Assam and areas falling within 20 kms wide belt in the State of Arunachal Pradesh, Nagaland and Meghalaya along their border with the State of Assani shall be 'disturbed area' under the aforesaid Act was extended from time to time after reviewing the law and order situation in the State of Assam and afOresaid areas;
' And, whereas, the last review of law and order situation in the State of Assam and aforesaid areas was conducted on the 3rd November, 2005 on the basis of which the period during which the State of Assam 4nd 20 kms wide belt in the States of Arunachal Pradesh, Meghalaya and Nagaland bordering Assam shall be`disturbed] area' was extended up to 4th Mai, 2006;
And, whereas, a further review of the law and order situation in Assam and 20 kint wide belt in the States of Arunachal Pradesh, Meghalaya and Nagaland bordering Assam indicates the following :—
(i) the law and order situation in the State of Assam has remained vitiated main y due to large number of violent activities of the United Liberation Front of Asom (ULFA). Other insurg nt outfits namely National Democratic Front of B oroland (NDFB), Karbi Longri NC Hills Liberation Front ( NLF), Kuki Revolutionary Army (KRA) and Dima Halam Daogah (DHD) are also active in the State of A4am;
(ii) while the ULFA and the NDFB have been demanding sovereignty, the United Peoples Democratic Solidarity (UPDS) and the DHD are demanding separte States. The demand of the KLNLF also has secessionist overtones;
(iii) some of the above mentioned outfits continue to affirm their faith in armed ltruggle and most of them indulge in acts of violence to create panic among the common people, disturblthe administrative system and to extort money from the people;
(iv) in the 20 kms wide belt in the States of Arunachal Pradesh, Meghalaya and Nagaland bordering Assam the violent activities of insurgent outfits such as the ULFA, the NDFB, the two factions of the National Socialist Council of Nagaland (NSCN), the People's Liberation Army (PLA), National Liberation Front of Tripura (NLFT), Achik National Volunteer Council (ANVC), Hynniewtrep National Liberation Council (IINLC) etc. continue.
Now, therefore, the entire State of Assam and 20 kms wide belt in the States of Arunachal Pradesh, Meghalaya and Nagaland bordering Assam shall continue to be "disturbed area" under Section 3 of tie Armed Forces (Special Powers) Act, 1958 for a further period of six months, i.e., up to 4-11-2006 unless withdrawn earlier.

And whereas the period during which the State of Assam and areas falling within 20 KMs wide belt in the State of Arunachal Pradesh and Meghalaya along their border with the State of Assam shall be 'disturbed area' under the aforesaid Act was extended from time to time after reviewing the law,, and order situation in the State of Assam and aforesaid areas.
And whereas a further review of the law and order situation in Assam and 20 Kms wide belt in the State of Arunachal Pradesh and Meghalaya, bordering Assam indicates the following:- The law and order situation in the State of Assam except Hailakandi and Karimganj districts has remained vitiated mainly due to violent activities of the United Liberation front of Asom (ULFA). National Democratic Front of Boroland (NDFB), Karbi Longri NC Hills Liberation Front (KLNLF), Dima Halam Daogah (DHD) and Joel Garlosa faction of DHD.
THE GAZE I I E OF INDIA : EXTRAORDINARY [PART II—SEC. 3(ii)] Between November 2006 and upto 31st March 2007, as many as 156 persons including 12 Security Force personnel were killed by the Under Ground outfits in 238 incidents of violence in Assam.
iii) The areas falling in 20 Km belt inside Arunachal Pradesh bordering Assam has witnessed deterioration in law & order situation due to violent activities of different Under Grounds outfits operating in Arunachal Pradesh and Assam. This area is also used by ULFA for establishing hideouts. Security Forces have unearthed many abandoned camps of ULFA in this area besides killing and arresti its cadres. In addition, the two factions of National Socialist Council of Nagaland(NSCN) and NDFB are active in this area and have been accumulating funds through extortions.
iv) The 20 Kms wide belt in the State of Megahalaya bordering Assam continue to be used by Under Ground outfits as an infiltration/exfiltration routes from/to neighbouring countries and for smuggling of arms and ammunition to Assam via Garo Hills belt. It has also been noticed that whenever Counter Insurgency operations are intensified on the Assam border, the insurgents retreat to the Garo Hills where they have shelters.
Now, therefore the entire State of Assam and 20 kms wide belt in the States of Arunachal Pradesh and Meghalaya bordering Assam shall continue to be 'disturbed area' under Section 3 of the Armed Forces (Special Powers) Act, 1958 upto 4.11.2007 unless withdrawn earlier.

And, whereas, the Central Government in exercise of power conferred by Section 3 of the aforesaid Act had also declared besides other areas, the areas falling within 20 Kms wide belt in the State of Arunachal Pradesh and Meghalaya along their border with the State of Assam as `disturbed area'.
Anidi,whereas, the period during which the State of Assam and areas falling within 20 Knits wide belt in the State of Arunachal Pradesh and Meghalaya along their border With the State of Assam shall be 'disturbed area' under the: aforesaid Act was extended from time to time reviewing the law and order situation in the State of Assam and aforeiaid areas.
And, whereas, a further review of the law and order situation in Assam and 20 Kars wide belt in the State of Arunachal Pradesh, and Meghalaya bordering Assam indicates the following :—
(i) The, law and order situation in the State of Assam has 'remained vitiated mainly due to large number of violent activities of the United Liberation Front of Asorit (ULFA). The use of IEDs has been the significant feature of ULFA violence. Other insurgent outfits namely National Democratic Front of Bomland (NDF13), Karbi Longri NC Hills Liberation Front (KLNLF). Kuki Revolutionary Army (KRA) and Dima Halam Daogah (DHD) are also active in the State of Assam.
During 2(107 c upto 30th September, 2007) as many as 255 persons including 16 Security Force Personnel were killed by the 'Under Ground outfits in 387 incidents of violence in Assam.
(iii) The above-mentioned outfits continue to affirm their faith in armed struggle and most of them indulge in acts of violence to create panic among the common people, disturb the administrative system and extort money from people.
(iv) The areas falling in the 20 Kms wide belt inside Arunachal Pradesh have witnessed deterioration in law and order due to militant activities and encounters between different militant organizations and Security Forces, particularly in the districts of Tirap.
Changlong, I ,ohit, East and West Siang and Lower Dibang Valley districts. The two factions of NSCN are involved in extortion activities in Assam- Arunachal Pradesh border areas.
(v) The 20 Kms wide belt in the State of Meghalaya bordering Assam continue to be used by Under Ground outfits as an infiltration/exfiltration routes from/to neighbouring countries and for smuggling of arms and ammunition to Assain via Gam Hills belt.
It has also been noticed that whenever Counter Insurgency operations are intensified on the Assam border, the insurgents retreat to the Cato Hills where they have shelters.
Now, therefore the entire State of Assam and 20 Kms wide belt in the Suite of Arunachal Pradesh and Meghalaya bordering Assam shall continue to be 'disturbed area' under Section 3 of the Armed Forces (Special Powers) Act, 1958 upto 4-5-2008 unless withdrawn earlier.

And whereas the Central Government in exercise of power conferred by Section 3 of the aforesaid Act had also declared besides other areas, the areas failing within 20 kms wide belt in the State of Arunachal Pradesh and Meghalaya along their border with the State of Assam as 'disturbed area'.
And whereas the period during which the State of Assam and areas falling within 20 kms wide belt in the State of Arunachal Pradesh and Meghalaya along their border with the State of Assam shall be 'disturbed area' under the aforesaid Act was extenied from time to time after reviewing the law and order situation in the State of Assam and aforesaid areas.
And whereas a further review of the law and order situation in Assam and 20 kms wide belt in the State of Arunachal Pradesh and Meghalaya bordering Assam indicates the following:- i) The law and order situation in Assam has continued to remain grim due to a large number of violent incidents by United Liberation Front of Asom (ULFA). Other insurgent outfits like National Democratic Front of Boroland (NDFB), United Peoples' 4 THE GAZETTE OF INDEA : EXTRAORDINARY [PART II-SEC. 3(ii)J Democratic Solidarity (UPDS) Karbi Longri N.C. Hills Liberation Front (KLNLF), earlier known as UPDS - anti talk faction), Kuki Revolutionary Army (KRA) and the two factions of Dima Halam Daogah - (DHD tt DHD/J ) were also involved in violence to some extent in the State of Assam.
ii) During April 2008 to 15th October 2008, 84 persons including 04 Security Forces Personnel were killed by the Under Ground outfits in 168 incidents of violence in Assam.
iii) All these outfits continue to affirm their faith in armed struggle and indulge in acts of violence to create panic among the common people, disturb the administrative system and to extort money from the people.
iv) The areas falling In the 20 Kms wide belt inside Arunanchal Pradesh have witnessed deterioration in law and order due to militant activities and encounters between different militant organizations ( operating in Arunachal Pradesh and Assam) and Security Forces particularly in the districts of Tirap, Changlang, Lohit, East and West Siang and Lower Dibang Valley districts. The NSCN factions are involved in extortion activities in the Assam- Arunachal border areas. The NSCN-IM claims the people and territory of these areas as part of its proposed 'Greater Nagalim'.
Similarly, NSCN-K claims certain parts of Assam bordering Changlang district as its sphere of influence. The targets of extortion by the outfits include the business community, local people, government officials and also PSU operating in the area.
v) The current security and law a order scenario in Megahalaya has shown improvement due to sustained operations by the Security 4iTr4 : alinTUlt 5 [tITIf II—Igtrg 300] Forces. However, Under Ground Outfits continue to be active in the 20 km wide belt bordering Assam. The region is used as an infiltration/exfiltration route from/to Bangladesh and for smuggling of arms / ammunition from that country to Assam via Garo Hilts. ULFA has been known to be using this area for shelter/hideouts and trans-shipment of arms/ammunition /explosive consignment.
Now, therefore the entire State of Assam and 20 kms wide belt in the State of Arunachal Pradesh and Meghalaya bordering Assam shall continue to be 'disturbed area' under Section 3 of the Armed Forces (Special Powers) Act, 1958 upto 4.5.2009 unless withdrawn earlier.

And whereas the Central Government in exercise of power conferred by Section 3 of the aforesaid Act had also declared besides other areas, the areas falling within 20 kms wide belt in the State of Arunachal Pradesh and Meghalaya along their border with the State of Assam as 'disturbed area'.
And whereas the period during which the State of Assam and areas falling within 20 KMs wide belt in the State of Arunachal Pradesh and Meghalaya along their border with the State of Assam shalt be 'disturbed area' under the aforesaid Act was extended from time to time after reviewing the law and order situation in the State of Assam and aforesaid areas.

The National Socialist Council, of Nagaland (NSCN) factions are involved in extortion from business community, local people and Government officials in the Assam-Arunachal border areas. The districts of Lohit, Lower Dibang Valley, East and West Siang and the foothills of papumpare act as a safe haven for ULFA. militants as they have established hideouts in these districts.
v) The current security and law ft order scenario in Meghalaya has shown an improvement mainly owing to Suspension of Operation (So0) against cadres of Achik National Volunteer Council (ANVC) and the success of the Security Forces in neutralizing the cadres of Hynniewyterp National Liberation Council (HNLC). The region is used as an infiltration/ exfiltration route from/to Bangladesh and for smuggling of arms/ammunition from that country to Assam via Garo Hills. ULFA has been known to be using this area for shelter/ hideouts and trans-shipmen to farms/ ammunition/ explosive consignments.

(iv) The areas falling in the 20 Kms wide belt inside Arunachal Pradesh have witnessed deterioration- in law and order due to militant activities and encounters between different militant organizations (operating in Arunachal Pradesh and Assam) and Security Forces particularly in the districts of Tirap,.
Changlang, Lohit, East and West Siang and Lower Dibang Valley districts. TZT 7 foqi .tiq p:Fr. t 11011/38/98-R7t-IV] VPIT, , Trf-44 MINISTRY OF HOME AFFAIRS NOTIFICATION New Delhi, the 4th Noveniber, 2010 S.O. 2707(E).---Whereas the Central Government in exercise of powers conferred.by Section 3 of the Armed Forces (Special Powers) Act, 1958 (28 of 1958) had declared the entire State of Assam as 'disturbed area' with effect from 27-11-1990 vide Notification S.O. 916(E), dated 27-11-1990.
And whereas the Central Government in exercise of power conferred by Section 3 of the aforesaid Act had also declared besides other areas, the areas falling within 20 Ions wide belt in the State of Arunachal Pradesh and Meghalaya along their border with the State of Assam as `disturbed area'.
And whereas the declaration that the State of Assam and areas falling within 20 kms wide belt in the State of Arunachal Pradesh and Meghalaya along their border with the State of Assam shall be 'disturbed area' under the aforesaid Act was extended from time to time after reviewing the law and order situation in the State of Assam and aforesaid areas.
And whereas a further review of the law and order situation in Assam and 20 kms. wide belt in the State of Arunachal Pradesh and Meghalaya bordering Assam indicates the following :— The law and order situation in the State of Assam has continued to be a matter of concern due to the violent incidents by underground outfits.
(ii) During the period January to September 2010, the Under Ground Outfits were involved in 196 incidents of violence in Assam which resulted in killings of 41 persons including 12 secudy personnel.
The militant outfits operating in the area continue to affirm their faith in armed struggle and indulge in acts of violence to create panic among the common people, disturb the administrative system and extort from the people.
(iv) The areas falling in the 20 kms, wide belt inside Arunachal Pradesh have witnessed deteriora tion in law and order due to militant activits in the districts of Tirap, Changlang, Lohit, Bast and West Siang and Lower Dibang Valle districts. The bordering areas of Assam with Arunachal Pradesh and Meghalaya 1ave remained infested with by militant acti'ities.
Militants continue to carry out extirtion activities in the bordering villages United Peoples Democratic Solidarity (UPDS) militants (a Karbi Anglong/Assar based militant outfit), operating in Blork-1 area (disputed area in Assam-Meghalaya a border/ Jaintia Hills district) have also beareportedly demanding house-tax from Pnarmd Nepali dominated villages viz. Nongang, Mynju, Umbasoo, Psiar, Mollaber, Murap et, (all Pnar villages) and Kolalaphang ariL Mojong (Nepali villages), Petty farmers areaho being extorted of the sale proceeds of agicultural products.
Now, therefore, the entire State of Assam ad 20 kms.
wide belt in the State of Arunachal Pradesh and Ileghalaya bordering Assam shall continue to be 'clisturtd area' under Section 3 of the Armed Forces (Special Poiers) Act, 1958 upto one year unless withdrawn earlier.

And whereas the Central Government in exercise of power conferred by Section 3 of the aforesaid Act had also declared besides other areas, the areas fatting within 20 kms wide belt in the State of Arunachal. Pradesh and Meghalaya along their border with the State of Assam as 'disturbed area'.
And whereas the declaration that the State of Assam and areas falling within 20 kms wide belt in the State of Arunachal Pradesh and Meghalaya along their border with the State of Assam shall be 'disturbed area' under the aforesaid Act was extended from time to time after reviewing the law and order situation in the State of Assam and aforesaid areas.

ii) During the period January to September 2011, the Under Ground Outfits were involved in 111 incidents of violence in Assam which resulted in killings of 29 persons including 14 security personnel.
iii) The militant outfits operating in the area continue to affirm their faith in armed struggle and. indulge in acts of violence to create panic among the common people, disturb the administrative system and extort from the people.
iv) The areas falling in the 20 Kms wide belt inside Arunachal Pradesh have witnessed deterioration in tacv and order due to militant activities in the districts of Tirap, Changlang, Lohit, East and west Siang and Lower Dibang Valley districts.The 4 TEE GAZETTE OF INDIA : EXTRAORDINARY [PARr bordering areas of Assam with Arunachal Pradesh and Meghalaya have remained infested with by militant activities. Militants continue to carry out extortion activities in the bordering villages. During the year 2011, suspected National Liberation Council of Tanitand(NLCT) UGs of Arunachal Pradesh was found involved in extortion activities in Rarrighat (Arunachal Pradesh), Nagabit, Gosala, Uttar Daribit (all under PS Helem, District Sonitpur) with the help of NDHB. ULFA(AT) cadres operating in Lower Assam are taking shelter in Garo Hilts Districts of Meghalaya, The Garo National Liberation Army (GNLA) is also reported to be facilitating the ULFA(AT) in establishing safe shelter/base in Bangladesh, bordering the Garo Hilts Districts of Meghalaya.
!n Meghaqtaya, the NDFB (AT) has also established links with the GNLA and cadres of both the outfitys are known to operate jointly Now, therefore the entire State of Assam and 20 krns wide belt in the State of Arunachal Pradesh and Meghalaya bordering Assam shall continue to be 'disturbed area' under Section 3 of the Armed Forces (Special Powers) Act, 1958 upto one year unless withdrawn earlier.

iv) The areas falling in the 20 kms wide belt inside Arunachal Pradesh have witnessed the presence of United Liberation Front of Asom ( ULFA ) in Lohit, Changlang and Tirap Districts of Arunachal Pradesh which the outfit uses for infiltration from/exfiltration in- to its base camps in Myanmar and for temporary transit camps and shelter while on move to escape Counter Insurgency operation in Assam.
v) Recently, an operational alliance has emerged between United Liberation Front of Asom (Anti-Talk) [ULFA (AT)] faction and United People's Democratic Front (UPDF), an Arunachal based nascent outfit to operate jointly in Arunachal Pradesh as well • as in Assam.
vi) The bordering areas of Assam with Meghalaya are being used by Under Ground outfits like Garo National Liberation Army (GNLA) and Karbi People's Liberation Tigers (KPLT). The GNLA, particularly in West Khasi Hills District, is facilitating the ULFA-(AT) in establishing safe shelter/base in Bangladesh, bordering the Garo Hills Districts of Meghalaya.
Now, therefore the entire State of Assam and 20 kms belt in the State of Arunachal Pradesh and Meghalaya bordering Assam shall continue to be 'disturbed area' under Section 3 of the Armed Forces (Special Powers) Act, 1958( 28 of 1958) upto one year beyond 3.11.2012, unless withdrawn earlier.

(iv) Maoist presence in Assam and border areas of Arunachal Pradesh have been noticed and hence their activities were noticed in Golaghat, Dhemaji, Lakhimpur and Tinsukia districts of Assam and Namsai area of Lohit district in Arunachal Pradesh;
(v) In Arunachal Pradesh, the ULFA (Independent) cadres use Lohit, Changlang and Tirap districts for infiltration and exfiltration to Mayanmar where the base camps of the outfit are located. The outfit uses these areas extensively for temporary transit camps while on move as also to escape counter insurgency operations in Assam.
(vi) The bordering areas of Assam with Meghalaya are being used by UG outfits like Garo National Liberation Army (GNLA) and Achik National Volunteer Council a breakaway faction of ANVC(B). The GNLA, particularly in West Khasi Hills District, is reported to be facilitating the ULFA (I) in establishing safe shelter, base in the bordering areas.
Now, therefore the entire State of Assam and 20 kms. belt in the State of Arunachal Pradesh and Meghalaya bordering Assam shall continue to be 'disturbed area' under Section 3 of the Armed Forces (Special Powers) Act, 1958 (28 of 1958) up to one year beyond 3.11.2013, unless withdrawn earlier.

MINISTRY OF HOME AFFAIRS NOTIFICATION New Delhi, the 4th November, 2014 S. 0. 2818(E).—Whereas the Central Government in exercise of powers conferred by Section 3 of the Armed Forces (Special Powers) Act, 1958 (28 of 1958) had declared the entire State of Assam as 'disturbed area' with effect from 27.11.1990 vide Notification S.O. 916(E) dated 27.11.1990.
And whereas the Central Government in exercise of powers conferred by Section 3 of the aforesaid Act had also declared, besides other areas, the areas falling within 20 kms wide belt in the State of Arunachal Pradesh and Meghalaya along their border with the State of Assam as 'disturbed area'.
And whereas the declaration that the State of Assam and areas falling within 20 kms wide belt in the State of Arunachal Pradesh and Meghalaya along their border with the State of Assam shall be a 'disturbed area' under the aforesaid Act was extended from time to time after reviewing the law and order situation in the State of Assam and the aforesaid areas.
And whereas a further review of the law and order situation in Assam and the 20 kms wide belt in the State of Arunachal Pradesh and Meghalaya bordering Assam indicates the following:- i) The law and order situation in the State of Assam has continued to be a matter of concern due to the violent incidents by underground outfits.
ii) During the period January to September 2014, the Under Ground Outfits were involved in 174 incidents of violence in Assam which resulted in the killing of 89 persons, including 4 security personnel, compared to the killing of 13 persons including 3 security personnel 147 incidents during the corresponding period of the last year.
iii) The militant outfits operating in the area continue to affirm their faith in armed struggle and indulge in acts of violence to create panic among the common people, disturb the administrative system and extort money from the people.
iv) The NDFB(Songbijit) has emerged as the most potent and lethal insurgent group sharing 53% of incidents, 85% of killing and 51% of abduction during the current year upto 30th September.
v) The top leadership of ULFA(I) stationed in Myanmar is making efforts to infiltrate cadres in to Assam to carry out demonstrative acts of violence in different parts of Assam with a view to assert its presence and spread fear psychosis to facilitate extortion.
vi) The bordering areas of the Assam are being used by UG outfits like Garo National Liberation Army (GNLA) and Karbi People's Liberation Tigers (KPLT), United Achik Liberation Army (UALA), United Liberation Front of Asom (Independent), National Democratic Front of Bodoland(Songbijit) NSCN(I/M) and NSCN(K) at Assam-Meghalaya border, Assam-Arunachal border and Assam-Nagaland border.
Now, therefore, the entire State of Assam and the 20 kms belt in the State of Arunachal Pradesh and Meghalaya bordering Assam shall continue to be 'disturbed area' under Section 3 of the Armed Forces (Special Powers) Act, 1958 upto one year beyond 3.11.2014, unless withdrawn earlier.

(v) The growing association of National Socialist Council of Nagaland (Khaplang) NSCN(K) with ULFA(I), NDFB(S) and United Peoples Liberation Front (UPLF) by providing financial and other logistic support to their cadres in the JIG camps in Myanmar, is noted as disturbing development;
(vi) The inter-state boundary areas, sparsely populated with large stretches of difficult and densely forested hilly terrain accommodate various insurgent groups including ULFA(I), NDFB(S), UPLF, GNLA, KPLT,UALA,NSCN(I/M), NSCN(K), NLCT and AANLA.
Now, therefore, the entire State of Assam and the 20 kms belt in the State of Meghalaya bordering Assam shall continue to be 'disturbed area' under Section 3 of the Armed Forces (Special Powers) Act, 1958 upto one year beyond 3.11.2015, unless withdrawn earlier.

(iv) United National Liberation Front of Western South East Asia (UNLFW) has been formed in April, 2015, and two of its constituents viz ULFA(I) and NDFB(S) have been desperately making efforts to perpetrate demonstrative acts of violence and during the current year they have been responsible for 57% of the incidents of violence and 84% of the deaths in the State;
(v) NDF13 (S) militants shot dead 14 civilians and injured 19 others in a busy local market on the outskirts of Kokrajhar town on 5.8.2016. ULFA(I) cadres also shot dead 2 Hindi speaking persons in Tinsukia district and orchestrated 5 and 2, FED crude bomb explosions in Tinsukia and Charaideo districts respectively on
12.08.2016;
(vi) ULFA(I) is coordinating joint action with other UG outfits, including NSCN(K) and KYKL along Arunachal Pradesh-Myanmar border and with GNLA and HNLC along Meghalaya-Bangladesh border also providing training to cadres of KPLT/UPLA in its camps in Myanmar;
(vii) Karbi militant outfits viz. UPLA, UKPLA and various factions of KPLT have been actively involved in extortions and abductions for ransom in the hill districts of Karbi Anglong and Dima Hasao: and
(viii) The hilly and densely forested border areas of the State of Assam provide an apt location for camps/shelters/hideouts to ULFA(I), NDFB(S), NSCN(IM). NSC.N(K). GNLA K.PLT and several Meitei UG outfits and cadres of these outfits take advantage of crossing over to neighbouring States in order to evade Security Forces actions.
Now, therefore, the entire State of Assam and the 20 kms wide belt in the State of Meghalaya bordering Assam shall continue to be 'disturbed area' under Section 3 of the Armed Forces (Special Powers) Act, 1958 upto six months beyond 3 11.2016, uniess withdrawn earlier.
