THE TELEGRAPH ENGINEERING SERVICE (CLASS II) RECRUITMENT RULES, , I860
1. Shot t title and commencement.—(i) These rules may be called the Tele graph Engineering Service, Class II Recruitment Rules, 1JJOT.
(ii) They s6all come int* force on the date of their publication in the official Gazette.
2. Deflnltions.~In these rules, unless the context otherwise requires;
(a> 'Department' means the Indian Posts' and Telegraphs Department.
(b) 'Director General ' means the Director General of Posts and Tele graphs.
(a) 'Government' means the Central Government.
(d) 'P&T Board' means the Posts and Telegraphs Board.
(e) 'Service' means the Telegraph Engineering Service (Class I I ) .
3. Application.—These rules shall apply to the posts as specified in Column 1 of the Schedule annexed hereto.
4 Number, Classiflcatlott, a»d Scale «4 i» j ,—The number of posts, their clas sification and the scale of pay attached to them shall be as specified in columns 2 to 4 of the said Schedule.
5. Method of recruitment, probation ami pnmotixm,—The method of recruit ment to the Service, the period of probation, and the lower grades from which promotion would be made, shall be as indicated in coiumna ft to 13 of the Sche dule and Appendix I and Appendix II to these rules.

Bombay and Calcutta, recruitment to the Service shall be enth*ely by promo tion on the basis of selection of officials indicated in paragraph 2 below, through a qualifying departmental examination. An approved list shall be prepared by a duly constituted Departmental Promotion Committee, by selection, from amongst the officials who qualify in the departmental examination.
2. Eligibility for appearing in the departmental qualifying examinat ions.^ Following categories of officials shall be eligible for promotion to- th» Service:—
(1) Engineering Supervisors.
(ii) Wireless Supervisors, who would have been appointed as such, pr ior to the promulgation of these rules.
(iii) Ex-company officials with the following designations—
(a) Bombay Telephone District Engineering Supervisor (Power) Engineering Supervisor (Cable) Engineering Supervisor (Exchange)
(b) Calcutta Telephone District Chief Exchange Inspectors Engineering Supervisors (Exchange) Chief Test Clerks Engineering Supervisor (Line) Engineering Supervisor (Installation) Engineering Supervisor (Cable)
(c) Madras Telephone District Engineering Supervisor (Exchange) Engineering Supervisor (Line) Engineering Supervisor (Cable) 3 Departmental qualifying examination for promotion to the Service shall normally be held at least once in a calendar year, m the manner prescribed In Appendix III to these rules.
4. Admissibility for the departmental qualifying examinations.— The departmental qualifying examination shall be open to the eligible cate gories of officials, referred to in para 2 above, provided that they fulfil the fol lowing conditions:— fit Engineering Supervisors recruited and absorbed in_ that grade against the vacancies of a year, ordinarily, not less than five years prior to the year, of announcement of the said examination;
fin Wirelfss Supervisors and ex-Companv officials, as indicated in paragraphs 2(ii) and JKiii) above, appointed as such, ordinarily not less than Ave years prior to the year of announcement of the said examination.

Appointment shall be made entirely by selection on the recommendations of a duly constituted Departmental Promotion Committee from amongst the employees belonging to the cadres mentioned above, who qualify in a restricted' departmental examination, or those who have been specifically 'exempted by Government from appearing in the examination.
4. The rules for conducting the examination, and the syllabus therefor, shall be such as may be prescribed by Government from time to time*
5. Such of the officials who have put in a minimum of five years continuousservice in these grades shall be eligible to appear In the examination.
6. The eligibility list of the candidates for consideration of the Departmental Promotion Committee shall be prepared in accordance with the instructions, asmay be issued by the Government from time to time.
APPENDIX III Standard and Syllabus of Examination (See para 3 of Appendix I)
1. The subjects of the examination will be: —
(i) One paper in the specialised subjects of:
(a) Telephoney or
(b) Transmission or
(c) Lines, Cables and Telegraphs.

4. Disqualification.—(a) No person, who has more than one wife living or who, having a spouse living, marries in any case in which auch marriage is void by reason of its taking place during the life time of such spouse, shall be eligible for appointment to the said post; and
(b) No woman, whose marriage is void by reason of the husband having a wife living at the time of such marriage or who has married a person who has a wife living at the time of such marriage, shall be eligible for appointment to the said post.
Provided that the Central Government may, if satisfied that there are special* grounds for so ordering, exempt any person from the operation of this rule.

"(4A) When a temporary employee of the Commission falls to resume duty on the expiry of the maximum period of extra-ordinary leave g r a n t ed to him, or where such an employee who is granted lesser araourft of extra-ordinary leave than the maximum amount admissible, re mains absent from duty for any period which together with the extra-ordinary leave granted exceeds the limit upto which he could have been granted such leave under sub-regulation (3), he shall, unless the Commission in view of the exceptional circumstances of the case otherwise determines, be deemed to have resigned his appointment and shall, accordingly cease to be in the Commission's employment.'

SEC. 3(i)] THE GAZETTE OF INDIA: JUNE 25, 1960/ASADHA 4. 1888 (Department of Supply and Technical Development) New Delhi, the 15th June 1%'ti G.S.R. 1002.—In exercise of the powers conferred by the proviso to article JOy ol the Constitution the President Hereby makes the following rules regulating the recruitment to the post of Development Officer (Medical Instruments) in tne Directorate General ol Technical Development, namely:—
1. Short title and Commeneemen.t,— (1) These rules may be called the Director ate General of Technical Development, Development Officer (Medical Instru ments ' Kecruiiment Rules, 19ti6.
\2) They shall come into iorce on the date of publication in the OiflciaJ Gazette.
2. Application.— These rules shall apply for recruitment to the post specified in column 1 of the Schedule hereto annexed.
3. Number, Classification and scale of pay.—The number of posts, its classifica tion and scale of pay attached thereto shall be as specified in columns 2, 3 and •i of the said Schedule.
4. Method of recruitment, age limit and other matters.—The method of recruit ment, age limit, qualillcations and other matters connected therewith shall be as specmed in columns 5 to 13 ot the said Schedule.
5. Liability to serve in Defence Services or posts connected with Defence of India.—Any person appointed to the post specified in the said Schedule, shall, if so required, be liable to serve in any Defence Service or posts connect ed with the Defence of India, for a period of not less than four years, including the period spent on training, if any;—
Provided that .such person, Hi) shall not be required to serve as aforesaid after the expiry of ten years from the date of such appointment.
(ii) shall not ordinarily be required to serve as aforesaid after attaininc the age of forty five years.
6. Power to relax.—Where the Central Government is of opinion that it is necessary or expedient so to do, it may, by order and for reasons to be record ed m writing end after consultation with the Union Public Service Commis sion relax any of the provisions of these rules, with respect to any class or cate gory of persons.
7. Disqualification.—(a) No person who has more than one wife living or who having a spouse living, marries in any ease in which such marriage is void bv reason of its taking place during the life time of such spouse, shall be eligible for appointment to the post and (b) no woman, whose marriage is void bv reason of the husband having a wife living at the time of such marriage or who has married a person who has a wife living at the time of such marriage shall be eligible for appointment to the post:
