(i) कुलपित या कुलपित �ारा नामिनदHिशती अ�य� (ii) संकाय (शैि�क योजना) (iii) संबंिधत िनकाय के डीन, य�द पद पर है (iv) कुलािधपित का एक नामिनदHिशती (v) शासी बोड! �ारा अनुमो�दत पैनल म' से कुलपित �ारा िनदHिशती तीन ऐसे िवशेषJ जो fo'oिव�ालय क� सेवा म' न ह� और िज7ह' उस संकाय से संबंिधत िवषय का िवशेष Jान हो या उसम' Kिच हो िजसम' उनक� िनयुि� क� जानी ह।ै पु0तकालया�य� (i) कुलपित या कुलपित का नामिनदHिशती - अ�य� (ii) संकाय (शै�िणक योजना) (iii) कुलािधपित का एक नामिनदHिशती �ितिनिध (iv) कुलपित का िनदHिशती एक �ितिनिध, fo'oिव�ालय क� सेवा से इतर दो िवशेषJ, शासी बोड! �ारा अनुमो�दत नाम� के पैनल म' से िज7ह' पु0तकालय िवJान और पु0तकालय �शासन का िवशेष Jान हो। MयेN गरै शैि�क/�शासिनक पद (अथा!त् रिज0Bार, िव� अिधकारीऔर fo'oिव�ालय इंजीिनयर) (i) कुलपित या कुलपित के नामिनदHिशती - अ�य� (ii) डीन (शैि�क योजना) (iii) कुलािधपित का एक नामिनदHिशती (iv) कुलपित �ारा नािमत, fo'oिव�ालय क� सेवा से इतर दो िवशेषJ, शासी बोड! �ारा अनुमो�दत नाम� के पैनल से। अ7य MयेN �शासिनक/गैर शै�िणक पद जैसे �क उप- रिज0Bार, सहायक रिज0Bार, सहायक इंजीिनयर, MयेN �ोOामर आ�द
(i) कुलपित या कुलपित के िनदHिशती - अ�य� (ii) संकाय (शै�िणक योजना) (iii) कुलािधपित का एक नामिनदHिशती (iv) कुलपित �ारा, fo'oिव�ालय क� सेवा से इतर एक नामिनदHिशत िवशेषJ, शासी बोड! �ारा अनुमो�दत नाम� के पैनल से। (v) िव� अिधकारी या रिज0Bार 14 ख. गैर शै�िणक पद� के िलए चयन सिमितः- (1) शासी बोड! के अनुमोदन से कम!चा&रय�, परामश!दाताP, �ितधारणाP क� िनयुि� के िलए कुलपित को िसफा&रश करने के िलए चयन सिमितयां ह�गी। ¹Hkkx IIIµ[k.M 4º Hkkjr dk jkti=k % vlk/kj.k 3
(2) नीचे दी गई सारणी के 0तंभ 1 म' िविनDदE पद� क� िनयुि� के िलए चयन सिमित म' िन� निलिखत 6ि� ह�ग,े अथा!त्- किनN 0तरीय गैर शै�िणक कम!चारीवृ7द कुलपित �ारा ग&ठत तीन से पांच सद0य� क� सिमित िजसम' MयेN अिधकारी और fo'oिव�ालय के िश�क और सुसंगत �ेS म' िवशेषJता वाले एक या दो बाT सद0य ह�गे। (घ) मूल प&रिनयम म', संिविध 15 के खंड (3) म', उपखंड (घ) के प. चात् िनFिलिखत उपखंड को अंतः0थािपत �कए जाएंगे अथा!त्:— "(ड.) fo'oिव�ालय �ारा या उसके िवUV वाद या काय!वािहय� म' fo'oिव�ालय का �ितिनिध:व करना, अटानX क� शि�य� को ह0ता�र करना और अिभवचन� को स:यािपत करना या इस �योजन के िलए अपने �ितिनिध को तैनात करना; (च) प&रिनयम�, अ�यादेश या िविनयम� म' िविनDदE या कुलपित या शासी बोड! �ारा समय-समय पर उ7ह' स=पे गए कायY को करना।" (ड.) मूल प&रिनयम� के प&रिनयम-15 म', खंड (3) के प. चात् , िन� निलिखत खंड अंतः0थािपत �कया जाएगा, अथा!त्- "(4) जब रिज0Bार का पद &र� हो या जब अ0व0थता या �कसी अ7य कारण से, वे अपने पद के क�!6� का िनZपादन करने म' असमथ! ह�, तो उनके क�!6� का िनZपादन ऐसे 6ि� �ारा �कया जाएगा िज7ह' इस �योजन के िलए कुलपित �ारा नामिनदHिशत �कया जाएगा।" (च) मूल प&रिनयम म' संिविध 16 के प. चात् , िन� निलिखत प&रिनयम अंतः0थािपत क� जाएगी अथा!त्ः- "16 क. पु0तकालया�य�ः-(1) पु0तकालया�य� पूण!कािलक वेतनभोगी अिधकारी होगा और उनक� िनयुि� इस उ\े.य के िलए ग&ठत चयन सिमित क� िसफा&रश पर शासी बोड! �ारा क� जाएगी। (2) पु0तकालया�य� ऐसी शि�य� का �योग करेगा और ऐसे क�!6 का पालन करेगा जो समय-समय पर िविहत �कया जाए। 16 ख. सेवा क� साधारण शत]- (1) जहां fo'oिव�ालय या �कसी अ7य सं0थान या सरकार और इसके �कसी संगठन� का कोई कम!चारी कुलपित या शै�िणक सद0य या गरै शैि�क कम!चारीवृ7द सिहत fo'oिव�ालय म' �कसी पद पर िनयु� होता ह ैतो उसके मामले म' सेवा िनवृि� लाभ 0क�म अथा!त् साधारण भिवZय िनिध या अंशदायी भिवZय िनिध अथवा प'शन अथवा उपदान अथवा 0थानांतरण पर याSा भ�ा के िलए उ7ह8 िनयम� को लाग ू�कया जाएगा जो fo'oिव�ालय म' किथत पद पर उसक� िनयुि� के पहल ेलाग ूहोता था और यह ि0थित तब तक बनी रहगेी जब तक पूव! पद पर उसका धारणािधकार बना रहता ह।ै (2) fo'oिव�ालय के सभी कम!चारी, सभी िश�क� और अ7य कम!चारीवृ7द के अित&र�, �कसी �ितकूल संिवदा के न होने पर प&रिनयम� और अ�यादेश� म' यथािविनDदE सेवा क� शतY और िनबंधन और आचार संिहता �ारा शािसत ह�गे। (3) शै�िणक सद0य और गैर-शै�िणक 0टॉफ समय-समय पर fo'oिव�ालय म' �वृ� भ�े और अ7य फायद� के हकदार ह�गे। 16 ग. छु`ी के िनयमः fo'oिव�ालय के इसके सभी कम!चा&रय� के िलए छु`ी के िनयम प&रिनयम� म' यथािविनDदE ह�गे। संजय भ`ाचाय!, संयु� सिचव (दि�ण) [िवJापन-III/4/ असा./191 डी/14] �ट�ट�ट�ट पण पण पण पण.————मूल प&रिनयम को भारत के राजपS, भाग III, खंड 4 म' तारीख माच! 31—अ�ैल 6, 2012 �ारा �कािशत �कए गए थे और त:प. चात, भारत के राजपS, असाधारण, भाग III, खंड 4 म' तारीख 7 फरवरी, 2014 म' �कािशत अिधसूचना सं. एस/321/23/2011 और तारीख 4 माच!, 2014 �ारा भारत के राजपS, असाधारण, भाग III खंड 4 म' �कािशत अिधसूचना सं. एस/321/23/2011 के �ारा संशोिधत �कए गए था। 4 THE GAZETTE OF INDIA : EXTRAORDINARY [PART III—SEC. 4] MINISTRY OF EXTERNAL AFFAIRS (Nalanda Division) NOTIFICATION New Delhi, the 29th December, 2014 No. S/321/23/2011.— In exercise of the powers conferred by Section 28 of the Nalanda University Act, 2010 (39 of 2010) and with the assent of the Visitor, the Governing Board hereby makes the following further amendments to the Nalanda University Statutes, 2012, namely:–
2. In the Nalanda University Statutes, 2012 (hereinafter referred to as principal Statutes), – (a) after statute 5, the following statute shall be inserted, namely:– "5A. Committees.– (1) The Vice Chancellor and any authority of the University may appoint as many standing committees or special committees as they may deem fit and may appoint to such committees persons who are not members of other authorities.
(2) Any committee appointed under clause (1) may deal with any subject delegated to it and make recommendations to the authority appointing it.”
(b) in the principal Statues, in statute 13, after clause (v), the following clause shall be inserted, namely:– "(w) The Vice-Chancellor may make changes in the assignment of responsibilities of officers.”
(c) in the principal Statues, after statute 14, the following statutes shall be inserted, namely:– “14 A. Selection Committees for Academic and Non-academic posts.– (1) There shall be Selection Committees for making recommendations to the Governing Board for appointment to the posts of Professor, Associate Professor, Assistant Professor, Registrar, Finance Officer, Librarian and other functionaries.
(2) The Selection Committee for appointment to the posts specified in column 1 of the table below shall consist of the following persons, namely:– Category Composition Professor/ Associate Professor/ Assistant Professor
(i) Vice-Chancellor or nominee of Vice-Chancellor—Chairperson
(ii) Dean (Academic Planning)
(iii) The Dean of the Faculty concerned, if in place
(iv) A nominee of the Chancellor
(v) Three experts not in the service of the University, nominated by the Vice-Chancellor, out of a panel of names approved by the Governing Board for their special knowledge of, or interest in the subject for which the Faculty member is to be appointed.
Librarian (i) Vice-Chancellor or nominee of Vice-Chancellor-Chairperson
(ii) Dean (Academic Planning)
(iii) A nominee of the Chancellor
(iv) Two experts not in the service of the University, nominated by the Vice- Chancellor, out of a panel of names approved by the Governing Board who have special knowledge of Library Science and Library Administration.
Senior non-academic/ administrative positions (viz.
Registrar, Finance Officer and University Engineer)
(i) Vice-Chancellor or nominee of the Vice-Chancellor— Chairperson
(ii) Dean (Academic Planning)
(iii) A nominee of the Chancellor
(iv) Two experts not in the service of the University, nominated by the Vice-Chancellor, out of a panel of names approved by the Governing Board.
¹Hkkx IIIµ[k.M 4º Hkkjr dk jkti=k % vlk/kj.k 5 Other senior administrative/nonacademic positions like the Deputy Registrar, Assistant Registrar, Assistant Engineer, Senior Programmer etc,
(i) Vice-Chancellor or nominee of the Vice-Chancellor — Chairperson
(ii) Dean (Academic Planning)
(iii) A nominee of the Chancellor
(iv) One expert not in the service of the University, nominated by the Vice-Chancellor, out of a panel of names approved by the Governing Board.
(iv) Finance Officer or Registrar 14 B. Selection Committees for other non-academic posts.– (1) There shall be Selection Committees for making recommendations to the Vice-Chancellor for appointment of employees, consultants, retainers with the approval of Governing Board.
(2) The Selection Committee for appointment to the posts specified in column 1 of the table below shall consist of the following persons, namely:– Junior level non-teaching staff A Committee of three to five members constituted by the Vice-Chancellor comprising senior officers and teachers of the University and one or two external members with expertise in the relevant field.
(d) in the principal Statues, in statute 15, in clause (3), after sub-clause (d), the following sub-clauses shall be inserted, namely:– “(e) represent the University in suits or proceedings by or against the University, sign powers of attorney and verify pleadings or depute his representative for the purpose;
(f) perform such other duties as may be specified in the Statutes, the Ordinances or the Regulations or as may be assigned to him from time to time by the Governing Board or the Vice Chancellor.”
(e) in the principal Statues, in statute 15, after clause (3), the following clause shall be inserted, namely:– “(4) When the office of the Registrar is vacant or when the Registrar is, by reason of illness, absence or any other cause, unable to perform the duties of his office, the duties of the office shall be performed by such person as the Vice-Chancellor may nominate for the purpose.”
(f) in the principal Statues, after statute 16, the following statutes shall be inserted, namely:– “16 A. Librarian.– (1) The Librarian shall be a whole-time salaried officer appointed by the Governing Board on the recommendation of a Selection Committee constituted for the purpose.
(2) The Librarian shall exercise such powers and perform such duties as may be prescribed from time to time.
16 B. General conditions of service.– (1) Where an employee of the University or any other Institution or Government and its organisations is appointed to a post in the University including as Vice-Chancellor or a member of the academic or non-academic staff, he or she shall continue to be governed by the same retirement benefit scheme, namely General Provident Fund or Contributory Provident Fund or Pension or Gratuity or Travelling Allowance for journeys on transfer, to which he or she was entitled prior to his or her appointment to the said post in the University, and till he or she continues to hold his or her lien on the earlier post.
(2) All employees of the University, other than the teachers and other academic staff shall, in the absence of any contract to the contrary, be governed by the terms and conditions of service and the code of conduct as specified in the Statutes and the Ordinances.

(3) Members of the academic and non-academic staff shall be entitled to allowances and other benefits as in force in the University from time to time.
16 C. Leave rules.– The leave rules of the University for all its employees shall be as specified in the Statutes."
