PART III GOVERNMENT OF PUNJAB DEPARTMENT OF SCHOOL EDUCATION (Education-V Branch) NOTIFICATION The 26th February, 2020 No. G.S.R. 17/Const./Art.309/Amd.(1)/2020.-In exercise of the powers conferred by the proviso to article 309 of the Constitution of India and all other powers enabling him in this behalf, the Governor of Punjab is pleased to make the following rules further to amend the Punjab Educational (Teaching Cadre) Group 'C' Service Rules, 2018, namely: - RULES

1. (1) These rules may be called the Punjab Educational (Teaching Cadre) Group ‘C’ Service (First Amendment) Rules, 2020.

(2) They shall come into force on and with effect from the date of their publication in the Official Gazette.

2. In the Punjab Educational (Teaching Cadre) Group ‘C’ Service Rules, 2018 (hereinafter referred to as ‘said rules’), in rule 2, in sub-rule (1), after clause (d), the following clause shall be inserted, namely:- “(dd) ‘Non-Teaching Staff’ means the persons holding the post of Librarian, Assistant Librarian, Library Restorer and Senior Laboratory Attendant working under the control of the Director".

3. In the said rules, in rule 6,-

(i) for sub-rule (2), the following sub-rule shall be substituted, namely:- “(2) No person shall be appointed to a post in the Service unless he possesses the qualification and experience as specified against a post in Appendix ‘B’:

Provided that the candidates, who have secured the following marks in Graduation,-

(i) forty-five percent marks in the case of General Category candidates;

and

(ii) forty percent marks in the case of Scheduled Castes, Scheduled Tribes, Other Backward Classes, Backward Classes and Physically Handicapped candidates, shall be considered for appointment into the Service under these rules, as a onetime measure till the 1st day of April, 2022, in order to remove the hardship of such candidates, who have acquired the said qualification as per the previous rules.”; and

(ii) after sub rule (3), the following shall be inserted, namely: - "(4) No person shall be appointed to the Service by way of direct recruitment unless he qualifies the competitive test as specified by the Director from time to time. The final selection of candidates shall be on the basis of their merit in the written examination. There shall be no marks for viva voce or interview".

4. In the said rules, for rule 7, the following rule shall be substituted, namely: - "7. Teachers' Eligibility Test - No person shall be appointed in the Service by direct recruitment unless he qualifies the Teachers' Eligibility Test as per guidelines framed by the National Council of Education, Government of India.”

5. In the said rules, in Appendix ‘B’,- (A) in Serial No. 1 and 2,-

(a) under column 4, for the existing entries, the following entries shall be substituted, namely:- “25% These posts shall be filled in the following manner, namely:-

(i) twenty percent from amongst the eligible Primary School Teachers (irrespective of whatever nomenclature they are given);

(ii) four percent from other categories of Teachers; and

(iii) one percent from amongst the Non-Teaching Staff working under the control of Director.";

(b) under column 5, for the words “at least with 55% marks”, the words “fifty-five percent marks in the case of General Category candidates and fifty percent marks in the case of Scheduled Castes, Scheduled Tribes, Other Backward Classes, Backward Classes and Physical Handicapped candidates” shall be substituted; and

(c) under column 6, in item (ii), for the word “five”, the word “four” shall be substituted.

(i) Should have passed Graduation with minimum fiftyfive percent marks in the case of the

(ii) four percent from other category of teachers; and

(Honours) English in Graduation; or its equivalent; or Should have passed Post Graduation in English; and

(iii) Should have passed B.Ed. from a recognized university institution and should have studied English as an elective subject for three years;

or

(ii) Should have studied Functional English, English Literature, B.A.

Honours (English), B.A. (Honours School) English in Graduation; or its equivalent;

or Should have passed Post Graduation in English;

(iii) Should have passed B.Ed. from a recognized university or institution with English as one of the teaching subject as per University Grants Commission guidelines and who have an experience of working as a teacher on regular basis for a minimum period of PUNJAB GOVT. 1. (1) These rules may be called the Punjab Educational (Teaching Cadre) Border Area Group ‘C’ Service (First Amendment) Rules, 2020.

(2) They shall come into force on and with effect from the date of their publication in the Official Gazette.

2. In the Punjab Educational (Teaching Cadre) Border Area Group ‘C’ Service Rules, 2018 (hereinafter referred to as ‘said rules’), in rule 2, in sub-rule (1), after clause (d), the following clause shall be inserted, namely:- “(dd) ‘Non-Teaching Staff’ means the persons holding the post of Librarian, Assistant Librarian, Library Restorer and Senior Laboratory Attendant working under the control of the Director".

4. In the said rules, for rule 7, the following rule shall be substituted, namely: - "7. Teachers' Eligibility Test - No person shall be appointed in the Service by direct recruitment unless he qualifies the Teachers' Eligibility Test as per guidelines framed by the National Council of Education, Government of India.”

5. In the said rules, in Appendix ‘B’,- (A) in Serial No. 1 and 2,-

(a) under column 4, for the existing entries, the following entries shall be substituted, namely:- “25% These posts shall be filled in the following manner, namely:-

(i) twenty percent from amongst the eligible Primary School Teachers (irrespective of whatever nomenclature they are given);

(ii) four percent from other categories of Teachers; and

(iii) one percent from amongst the Non-Teaching Staff working under the control of Director.";

or Should have passed Post Graduation in English;

(ii) Should have passed B.Ed. from a recognized university or institution with English as one of the teaching subject as per University Grants Commission guidelines and who have an experience of working as a teacher on regular basis for a minimum period of PUNJAB GOVT. 3. In the said rules, in rule 6, after sub rule (3) the following shall be inserted, namely :- "(4) No person shall be appointed to the Service by way of direct recruitment unless he qualifies in the competitive test as specified by the Director from time to time.
