The Central Government may, by order, subject to such terms and conditions as may be specified, permit the licensee to retain such of the antiquities recovered during the excavation operations as may be specified therein:

Provided that human relics of historical importance and antiquities, which, in the opinion of the Central Government, are of national importance, shall not be permitted to be retained by the licensee.
