'The lather or mother of evory child born within the limits of uny looul area to which this Regulation extends, or in tho case of the'death, illness, absence or inability of the father and mother, the midwifo present at the birth or such child shall, within eight days next after the day of that biith, gi\e information, either personally or in writing, to the Registrar for the local area, according to the bent of his or ker knowledge and belief, of the pav'ucuUu-s leqnned to be registered touching the birth of such child.
