(Lieutenant Governor), Andaman. and, ‘Nicobar Islands, is, please to lay .down the, following. revised, directions. for imposing, ‘complete ban on use, storage, import, manufacture, transportation, distribution or. sale and, disposal of plastic, carry bags irrespective of thickness, size, color and. nature.in, the Union, Territory of.Andaman and Nicobar Islands.

Climate Change, New Delhi, only will be allowed for usage, storage, import, manufacture, transportation, distribution or sale and disposal in the:Union Territory: of Andaman and Nicobar Islands...
2. The Administrator, “Union ‘Territory. of Andaman. ‘and Nicchar Islands directs that the following Officers shall implement, these; orders related to use, storage, import, manufacture, transportation, distribution or sale and disposal of plastic carry bags irrespective of their thickness, size,.color and nature and.authorizes them to file complaints, under Section 19 of the Environment (Protection) Act,. 1986, namely : Ssathotivs 4 2 THE ANDAMAN AND NICOBAR EXTRAORDINARY GAZETTE, SEPTEMBER 24, 20 19 i. The District Magistrates /Assistant Commissioners / Tehsildars of all Districts.
ii. The Secretary, Port Blair Municipal Council.
iii, The Chief Executive Officer of all the Zilla Parishads, Executive Officers of Panchayat Samitis, Secretaries of Gram Panchayats.
iv. The Divisional Forest Officers/Deputy Conservator of Forests / Range Officers in Reserved Forests / Protected Areas. _ ;
v. The Enforcement Officers of Department of Consumer Affairs and Legal Metrology.
vi. The Station House Officers of all Police Stations.
3. The Deputy Commissioners of all the Districts of U.T. of Andaman and Nicobar Islands shall implement the above orders related to prohibition on use, storage, import, manufacture, transportation, distribution or sale and disposal of plastic carry bags in their respective jurisdictions. os es
4. The Task Force constituted at Tehsil Level with the following composition shall be mandated to carryout regular inspection in accordance with the Notification and swbmit the monthly report to Department of Science and Technology, A & N Administration through the concerned Deputy Commissioners. |
(i) Tehsildar of respective Tehsil Chairman
(ii) Station House Officers(s) of the Tehsil Member
(iii) Industries Promotion Officers(s) Member
(iv) Assistant Engineer (PRI/Zilla Parishad) Member
(v) Assistant Conservators of Forests Member The above officers shall be empowered with powers of levying Fines, filing FIRs, closing of commercial operations and sealing of establishment.
5. The registration of repeated offenders/shopkeepers should be suspended for a period of 7 days under the Shops and Establishment Regulation Act by the Registering Authority.
The Administrator, Union Territory of Andaman and Nicobar Islands hereby, further directs that the Member Secretary, Andaman Nicobar Administration Pollution Control Committee shall coordinate and monitor the enforcement of the above orders and also authorizes him to file complaints under Section 19 of the Environment (Protection) Act, 1986.
Any violation . of. these directions shall entail punishment under the Environment (Protection) Act, 1986... .., \ It is further, ordered, that the above directions shall come into force from the date of publication in the Gazette.and shall be applicable in the entire Union Territory of Andaman and Nicobar Islands. <i iy te By order and in the name of the Lieutenant Governor, Andaman and Nicobar Islands.
