(1) The Registrar may at any time, by an order in writing, cancel a licence on any ground on which he may have refused such licence:
Registrar's power to cancel licence.
Provided that such ground of refusal was not brought to his notice at the time the licence was granted.
(2) Before cancelling any licence under sub-section (1) the Registrar shall give to the holder thereof a reasonable opportunity of being heard.
(3) An appeal shall lie from an order of the Registrar cancelling u licence under sub-section (1), to the Registrar General whose decision thereon shall be final.
