(1) A person shall be disqualified for holding a licence under this Regulation,— Disqualifications.
(i) if a declaration to that effect has been made by a court under section 28; or
(ii) if he has been convicted of an offence under Chapter XVII, or section 465, section 477, or section 477A of Chapter XVIII, of the Indian Penal Code.45 of i860.
(2) The Chief Commissioner may, at any time, on application being made to him in this behalf in the prescribed form and accompanied by the prescribed fee, remove any disqualification referred to in sub-section (1), having regard to the time which has elapsed since the declaration by a court under section 28 and the circumstances under which it was made, or, as the case may be, to the time which has elapsed since the conviction end the nature of the offence.

CHAPTER III REGULATION OF ACCOUNTS
10. Every money-lender shall, in respect of every loan advanced by him after the commencement of this Regulation and in respect of every transaction entered into by him after such commencement relating to any loan advanced by him before such commencement, regularly record and maintain or cause to be recorded and maintained an account showing in respect of each debtor— Duty of money lender to keep accounts.
(i) the date of the loan, the amount of the principal of the loan and the rate per centum per annum of interest charged on the principal;
(i'i) the amount of every payment received by the moneylender in respect of the loan and the date of such payment; and
(in) such other particulars as may be prescribed.
