(1) The Municipal Fund shall be charged with the paymnet of e* • penses on— 0) fulfUment of any liability or obligattoa arising from trusts legally imposed ttpGti on accepted-by, the Municipality; •
(ii) the municipal establishment including such subscriptioiij; i«nfi contributions as are payable by the Municipality under this Regulation and the rules made thereunder;
(iii) auditing the accounts of the Municipality;
(iv) Such other matters as niny bo specified by the Administrator, from time to timq.
SFL. 1J I HE GAZETTE Oh INDIA EXIXAORDrNAKY 31 {2) Subject lo the charges specified in sub-section II) and tp such ruhw as may be made by the Administrator with respect to the priority to bo givisn to the several duties of the Municipality, the Municipal fwwj shall be applicable to the payment of expenses incurred for the purpose of any object or duty which is to be or may be undertaken hy the Municipality in accordance wiili the Drovifiioni, of this Regulation.
12. (7) The Finance Commission constituted under section 186 of the Andaman and Nicobar Islands (Panchayats) Regulation 1994, bhall review the ftmwial position of the Municipalities jind make reconimendations to the jPrusideni as to,—
(a) the principles which ihoukl govern,—
(i) thº determination of taxes, duties, tolls and fees which may be assigned to or appropriated by the Municipalities;
(ii) the grants-in-aid to the Municipalities from the Consolidated, Fund of India;
(p) the measures needed tq improve the financial position of the Municipalities;
(c) any other matter referred TO the. Finance Commission by tho President in the interest of sound finances of the Municipalities.

73. (I) Subject to the provisions of this Regulation, or amy rale or bye- Uw made thereiyiutr, e¥try Municipali'y shall Vi^ep and maintain n detailed ticcoimt of its receipts and expenditure.

(d) all dust, dirt, dung, ashev refuse, animal matter or fifth or rubbish of any kind or dead bodies of animals, collected by the Municipality from the streets, houses, privies, sewers, cesspools or elsewhere or deposited in places fixed by the Municipality under this Regulation;
(e) all public lamps, lamp posts and apparatus connected therewith or appertaining thereto;
(f) all land or other property, within beyond the municipal area, transferred to the Municipality by the Central Government or acquired fcy gif*' purchase, or otherwise fivr local public purposes; and
(g) all public streets (other than major roads) not being open spuccw or lands owned by Government and the pavements stones and other materials thereof, and also all trees erections, materials, implements and things provided for such streets
(2) Where any immovable property is transferred otherwise than by saJ.J by the Central Government to a Municipality for public purposes, it shall be deemed to be a condition of such transfer unless specially provided to flva contrary, that should the property be at any time resumed by or under tho authority of the Central Government, the compensation payable therefor shall, notwithstanding anything to the contrary in any law for the time foeiu^ in force, hi no case exceed the amount, if any, paid to the Central Government for the transfer, together with the cost or Ihe present value, whichever U less, of any buildings erected nr otlrv works executed on the land) by the Municipality.
