AND whereas suggestions and obiections were received from general public, individuals, organizations and institutions etc., AND whereas the said suggestions and objections were carefully considered by the Lieutenant Govemor (Administrator), A& N lslands;
Now, therefore, in exercise of the powers conferred under section 202 tead with Section 26(1), 122(1) and 161(1) of the said Regulation, the Lieutenanl covernor (Administrator), Andaman and Nicobar lslands hereby makes the following Rules to regulate the functions of the Committees in the Panchayati Raj Institutions, namely :- The Andaman and Nicobar lslands (Panchavati Rai Instttutions) (Gonstitution of Short title and commencement:
i) These rules may be called rhe Andaman and Nicobar tslands (panchayati Raj Institutions) (Constitution of Committ€es) Rules, 2005.
ii) They shall come into force on the date of their publication in the Official Gazette.
The Panchayati Raj lnstitutions namely the zllla Parishad, panchayat samitis and Gram Panchayats in A & N lslands shall constitute Commiftees to conduct business of the respective tier of PRls as under:-
(a) Gram Panchayats:. Every Gram Panchayat shall constitute a Standing Committee, consisting not less than five elecled members giving proportionate representation to political parties/opposition members of the cram panchayat. The Committee sha be constituted within one month of taking Oath of office by the members.
(b) Panchayat Samltis: Every Panchayat Samiti shall constitute a Standing Committee, consisting not more than five elected memberc giving proportionate representation lo all political parties/opposition members of the Panchayat Samiti. The Committee shall be constituted within one month of taking Oath of office by the members.

3. Terms of reference of Standlng Committees at Gram Panchayat and panchayat Samitl level referred to under sub-rule (a) of rule 2 above
(a) The Standing Committee shall deal with all matters relating to Finance, Taxation, Accounts, Audit, Public Health, Sanitation, Works, Water Works, Education & Social Justice and sha submit recommendations to the concerned PRls which shall be ionsidered by the respective Gram panchayats/panchayat Samitis.
(b) The Commlttee may call for records, accounts and Inspect the wortdprojectlmaterial as the case may be of the respective pRl, but the same can not be retained with them.

Zilla Parishad: The Zilla Parishad shall constitute the following standlng committees and each committee shall consist not less than five elected members giving proportionate representation to all political parties/opposition members of the Zilla Parishad. The Committee shall be constituted within one month of taking Oath of office by the members.
a) Finance, Taxation & Accounts Committee b) Public Health & Sanitation Committee c) Works & Development Committee d) Water Works Committee e) Education & Socialjustice Committee.
5. Terms of reference of each Gommittee refened to in rule4 above
(a) Flnance, Taxation & Accounts Committee:
(i) The Committee on Finance, Taxation & Accounts shall deal with all ma ers retatino to Finance, Taxalion, Accounts & Audit of the Zilla parishad.
(iD They shall supeMse utilization of budget grant by the Zilla Parishad. The CommtEe may call for any document, expendituie register, stock register etc. from the Aa Parishd and scrutinize them and suggest better utilization within the ambit d rebrant Rules/provisions of the Regulation.
' (iiD Any short-fall, if noticed by the commiftee in execution of any work , suclr sttqtfdt shall be brought to the notice of the Zp through theCEO,Zp.
(iv) The Committee shal, have access to the accounts of the Zilla parishad.
(v) Committees shal, conduct monthly audit of the Zp acclunts and shd cfiecx monthly abstract of receipts and expenditure and fumish thei opilixrs /recarrnendations.
(b) Public Health & Sanitation Committee:
(D The Commitle shall submit its recornrnendations to the ZP for ef6cbnt manag€ment of garbage disposal and solid lvaste in the Rural areas.
(iD The commitbe shall prepare guiderines for total achievement of sanitation Programme in Rural areas.
(iii) The committee shall assess requirement of public toilets, urinals in the Rural areas.
(iv) The Committee shall formulate plans to prevent spread of epidemics and communicablo diseases and submit its recomm€ndation to the Zilla parishad.
(v) The committee shall draw Programme/scheme for inclusion in tle Annuar plan of the PRI in respect of the Sanitary and Public Service.
(c) Works & Development Committee:
(i) The Committee shall have power to inspect, execution of all lvorks/programmes or schemes within the jurisdiction of the zilla parishad short-fall or lapse, if any noticed, shall report its observations to the Zilla Parishad.

' (iii) The comm*ee 1:l scru.ljnize prans.of the buirdrng being constructed by the zitaparishad and recommend'its ;bservation.
(iv) The committee shal submit ils recommendation for protection and improvement ofthe environment in areas under the jurisdiction of Zilla parishad.
(v) The commiftee sha* scrutinize the estimates for civil works and suggest itsrecommendations to the Zilla pa shad.
(d) Water Supply & Works Committee:
(i) The committee shat prepare pran for efficient distribution, improvement of water._ supply in the rural areas.
(iD The committee shat have the right to inspect at the works rerating to water suppryand suggest improvement.
(iii) The committee sharr review the revision of water charges from rime to time.
(iv) The commiftee on r€ceipt of proposal from the pRl members shall, after consideringthe proposar, fix .up pnority to be given to each works and recommend itsimptementation to th6 Zilla parishad.
(e) Education & Social Justice Commiftee:
(i) The committee shalr prepare prans for establishment and functioning of pre-primary and primary school in the concerned areas.
(ii) The committee sharr recommend estabrishment of adurt education centre wherevernecessary.
(iiD The committee shat formurate and submit schemes for providing assistance to thephysicaly disabred persons, destitute women, orphans and homeress persons andsubmit the same to the Zilla parishad.
(iv) The committee shat suggest schemes for devetopment of sports and curturalactivities in the concerned areas.
(v) The committee sharr render assisianc€ for the proper imprementation of nutrition.famiry werfare schemes, hearth education, immunizaton programme unoertar<en uythe PRls.
(vi) The commiftee sha, irepare proposars/make recommendations to the z*a parishad for construction and m-aintenance of ord age home, yati niwas etc. if any avairabrJwithin the jurisdiction of the pRls.
General Terms & Condlflons For Alt Commiftees:
a) At the committees shat meet once in every month and have not ress than eight sitting in ayear and wit submit its recommendations to the concemed pRrs. Tlle chairman or members of the committees shall not be eligible for any extra/additional remuneration.
Any worldproject on the emergent situation on public demand as refened in Rule 28 of the.
Andaman and Nicobar lslands (Panchayat Administration) Rules,1997 shall be considered by the respective committees for recommendation, in addition to ratification of such works by the concerned Gram Sabhas as defined under rule ibid' The committees shall be of advisory in nature. The tenure of the committee will be one year from the date of its constitution and shall be retonstituted in every year either by the same members or by electing new members by the respective Panchayat in a specially convened meeting.
