No. 25O /2Ol9lF.No.275lCRS/ PMB/2015/PF-IV.- The following Standard Procedures (SOP) shall be followed for Ship to Ship Transshipment at Port Meadow :- l. AU waters including Tidal waters and creeks enclosed by the lines joining points A, B, C, D and E in sequenc", as mentioned below, will cover the Port Limits of Port Meadow and will be earmarked for trans-loading operations without any restriction in terms of time and volume,of cargo to be trans-loaded at the said place' A. Lat. 11' 56'06" (North) ; lnng. 92' 47'O3' (East) B. Lat. 11" 56'45" (North) ; lnng. 92' 59' 10" (East) C. Lat. 12'08'50" (North) ; lnng 92' 57'30" (East) D. Lat. 12' 11'58'(North) ; Long 92" 56'04'(East) E. Lat. 12" l7'O7" (North) ; Long. 92' 56'50" (East) The trans-loading permission will be granted on first-cum-first sewed basis' The charges for Trans-loading operations at Port Meadow shall be O'35 USD per Tltt of the cargo tra"nsshipped, which is- inclusive of charges for sea space provided' Port Dues and Trans-shipment charges. 7. Security clearance for the vessels shall be obtained by the shipping agent appointed by the Transloader. The Transloader shall ensure that the Mother Vessel and feeder vessels inform the following to . Port Control Tower (PCT), Swar{ Dweep (Havelock) on VHF (Frequency: l56.8Mhz - CH-16) and to Port Communication Centre (PCC), Port Blair on HF (Frequency:8294Kh2 - 050O hrs to 1900 hra & 6224llhz - 19O0 hrs, to O5OO hrs):

(a) Anchorage positions

(b) Last Port of Call (LPC)

(c) Next Port of Call (NPC)

(d) Cargo on Board (Quantity and Cargo Particulars)

(e) GT of the vessel with Arrival Draft

(f) Draft on arrival and after trans-loading opeiations

(g) Crew particulars etc. The Shipping Agent will pay the TransJoading charges to Port Management Board, Port Blair prior to arrival of the mother vessel at the Trans-loading Point on the basis of quantity mentioned in the Trans-shipment Import Generhl Manifest (lGM) or Trans-ship4ent permit. The charges shall be payable by the Shipping Agent to Port Management Board, Port Blair through NEFT/ RTGS in advance. Upon receipt of clearance from Port Management Board, Port Blair regarding receipt of charges, the mother vessel will be permitted to enter the notilied area for Trans-loading Operations. All units deployed for Ship to Ship trans-shipment operations shall be floating vessels and shall not need installation of any additional temporary or permanent facilities of infrastructure at the project area. All vessels arriving in the trans-shipment area should conform to all regulations of the Intemdtional Convention for the Prevention of Pollution from Shipg- MARPOL Regulations. All vessels should be compliant with SOLAS and other IMO and Flag State Regulations (Firefighting equipment, medical officer and services). Speed of Mother and Feeder vessels during arrival to anchoring position and departure from anchoring position in the Trans-shipment area should bq limited to maximum of 1O Knots in Andaman Sea and 2-3 Knots while approach/departure, Speed of the Tug boat should be limited to 2-3 knots during approach to mother vessel in the trans-shipment area. It shall be compulsory for all ships to employ a bow watchman at the fore part of the vessels in order to increase visibility and reaction time in case of necessar5r evasivi manoeuwe. 18 All vessels should maintain regular Radio Communication ambngst themselves and also with Swaraj Dweep (Havelock) Port.

All vessels calling at trans-shipment area should have a valid International Air Pollution Prevention certilicate (IAPP) certirying that the engines are in compliance with the air pollution rules as set out in the MARPOL Annex-VI. Proper berthing ofVessels and Floating Cranes shall be ensured by the Ttansloader. whilst vessels are anchgred in the trans-shipment area (Mother & Feeder Vessel) they shall switch off their large main engines and only run on auxiliary engines to generate powlr that is needed while vessels are on standby in order to reduce emissions and noise. vessels may, however, use the Main Engines in an Emergency. During operations, none of the Floating Transfer Units (FTU's) shall drop anchor as they are situated between the Mother and Feedei vessel and all units are to be secured b1i the Mother Vesirel anchor (Frus and Feeder vessel are to be secured to the Mother VesJel by mooring lines).

54. Exploitation of forests or natural resources by the workforce shall not be allowed. Dumping or throwing of plastics shall be banned totally. All machinery items ihall be well lubricated to reduce noise. During operations, all safety provisions and risk reduction measures shall be implemented and supervised effectively. Appropriate induction safety and operational training shall be given to the work force engaged to avoid personal injuries. Suitable Personal Protective Equipment (PPE) such as goggles, safety shoes, life vests, life belts, helmet etc. will be provided to personnel engaged in operations. Sea survival equipment such as life jacket shall also be provided. Unsafe conditions and acts shall be minimized/controlled by frequent inspection. Periodical monitoring of water quality, turbidity levels, bottom conditions, ambient air quality, noise levels etc. shall be carriedout as per norms during Operations and the Status Reports shall be submitted to the Authorities as required. Periodical monitoring of environmental parameters shall be Pollution Control Board (CPCB) Norms and Status Reports Authorities 3s required to have a cross check and data base. For any incident reported in this regard, the trans-loading agency will be held responsible and all expenses involved towards salvage recovery of cargo/oil/fuet shall be recovered from the Transloader. The vessels shall not be granted Port Clearance unless all payments due. to the Port are cleared.

56. The comprehensive port charge specified in this Notification will be applicable for 5 years from the commenc6ment of first STS operation and subsequently reviewed by the A & N Administration.
