(1) The Administrator.may, by notification in the Official Gazene, make rules to carry out the provisions of this Regulation. Power to make rules.
(2) In particular. and without Prejudice to the generality of the foregoing power. such rules may provide for all er any of the following matters, namely:- ( a) the form and manner of Inviting objections and suggestions on draft m..ter plen under aub-eeation (1) of ..ation 7:
(b) the manner of publication of notice under sub-section· (2) ot section 8;
