(1) As soon as may be after the commencement of this Regulation, the Administration may, by notification in the Official Gazette, declare any area in the Union territory of ihe Andaman and Nieobar Islands to be a development tuea for the purposes of this Regulation:
Provided 'hat no such declaration shall be made unless a proposal lor such declaration nas been referred 10 the local authority within the limits of which tne area is located for its views and such views, if any, received within thiiiy day:, oi: such leference are considered
(2) Aiter ihe commencement of this Regulation, no development of land shall be undei'taken or carried oui in any development area by any person or body (including a Department of Government or the Administration) unless permission for such development has been obtained in writing from the Town Planner in accordance wiih ihe provisions of this Regulation, (?) After Hie coming into operation of Jhe master plan, no development shall be undertaken or carried out in the deveiopmeni area unless such deveiopmeni is in accordance with such plan.
(4) Notwiihs1 \nding anything contained in sub-sections (2) and C) , deveiopmeni of any land begun by anv department of Government or Administration oi any local authority before ihe commencement of this Regulation may be comple'ed by that department or local authority without compliance with the requirements of those sub-sections.
