H. 12012/06/2014-T^T SIR] MINISTRY OF HOME AFFAIRS ORDER New Delhi, the 23rd April, 2015 G.S.R. 311(E).—Whereas the Andhra Pradesh Reorganisation Act, 2014 (6 of 2014) (hereinafter referred to as the said Act) provides for the formation of the new States of Andhra Pradesh and Telangana with effect from 2nd June, 2014, i.e., the appointed day notified by the Central Government, in the Ministry of Home Affairs, Government of India vide notification number S.O. 655(E), dated the 4th March, 2014;
And whereas section 3 was amended by the Andhra Pradesh Reorganisation (Amendment) Act, 2014, with effect from the 29th May, 2014, to provide for additional areas to the successor State of Andhra Pradesh with the object to have flexibility in the identification of areas for implementing the rehabilitation and resettlement of the persons affected by the Polavaram Multi-purpose National irrigation Project on the river Godavari as well as to ensure contiguity in the areas so transferred for administrative convenience;
And whereas the entire Mandals of Kukunoor, Velairpadu and Bhurgampadu but not including its revenue villages of Pinapaka, Morampalli Banzar, Bhurgampad, Nagineniprolu, Krishnasagar, Tekula, Sarapaka, Iravendi, 4 THE GAZETTE OF INDIA: EXTRAORDINARY [PART II—SEC. 3(i)] Mothepattinagar, Uppusaka, Sompalli and Nakripeta under the Palvancha Revenue Division, and the Mandals of Chintoor, Kunavaram, Vararamachandrapuram and Bhadrachalam but not including the revenue village of Bhadrachalam under the Bhadrachalam Revenue Division were transferred to the successor State of Andhra Pradesh;
And whereas the Government of Andhra Pradesh issued a notification under section 3 of the Andhra Pradesh Districts (Formation) Act, 1974 and incorporated the transferred areas into the districts of West Godavari and East Godavari;
And whereas due to incorporation of the transferred areas into two districts, a difficulty has arisen in giving effect to the provisions of sub-section (1) of section 15 of the said Act in specifying the extent of the Assembly Constituencies of the areas so transferred from Khammam District of the State of Telangana to the State of Andhra Pradesh, as specified in the Second Schedule to the said Act;
Now, therefore, in exercise of the powers conferred by sub-section (3) of section 108 of the Andhra Pradesh Reorganisation Act, 2014 (6 of 2014), the President hereby makes the following Order, namely:—
1. (!) This Order may be called the Andhra Pradesh Reorganisation (Removal of Difficulties) Order, 2015.
(2) It shall come into force at once.
2, In the Second Schedule to the Andhra Pradesh Reorganisation Act. 2014,—

And whereas seven members out of the 15 members in the category of elected by Members of Legislative Assembly have retired on the 29th March, 2015;
And whereas a difficulty has arisen in giving effect to the provisions of sub-clause (b) of clause (i) of sub section (2) of section 23 of the said Act in relation to the members to be elected by the Members of the Legislative Assembly for the Legislative Council of the State of Teiangana;
Now, therefore, in exercise of the powers conferred by sub-section (1) of section 108 of the Andhra Pradesh Reorganisation Act, 2014 (6 of 2014), the President hereby makes the following Order, namely:—
1. (!) This Order may be called the Andhra Pradesh Reorganisation (Removal of Difficulties) Second Order,
2015.
(2) It shall come into force at once.
2. In the Fourth Schedule, under the heading "Legislative Council of Teiangana", on the retirement of the seven members, namely, Shri K.R. Amos, Shri D. Srinivas, Shri N. Rajalingam, Shri Peer Shabbir Ahmed, Shri B. Lakshmi Narayana, Shri B. Venkateswarlu and Shri K. Yadava Reddy under the category of "Elected by Members of Legislative Assembly", on 29,h March, 2015, one seat vacated by Shri K. R. Amosshall cease to exist and shall not be filled up in accordance with sub-clause (b) of clause (i) of sub-section (2) of section 23 of the Andhra Pradesh Reorganisation Act, 2014 (6 of 2014); and rest of the six seats shall be filled by election by the Members of Legislative Assembly for the Legislative Council of Teiangana.

2. The Election Commission shail undertake delimitation exercise for the Legislative Council for the State of Telangana to allocate fourteen seats under the "Local Authorities' Constituencies" indicated in the TABLE under Part II of the Third Schedule, and on such delimitation, the Local Authorities' Constituencies for the State of Telangana stands amended accordingly.
