(a) "academic council" means the Academic Council of the University;
2 [(aa) “affiliated college/educational institution” means a college/educational institution affiliated to the university providing courses of study qualifying students for admission to university examinations in accordance with the Regulations;
(ab) “affiliated college” means a college within the University area affiliated to the university in accordance with the conditions prescribed;]
(b) "appointed day" means the date appointed under sub-section
(3) of section 1 for the coming into force of this Act;
(c) "authority" means any Authority of the University specified in section 18;
(d) "board" means the Board of Management of the University;
3[(da) “college” means a college established and maintained by, or affiliated to, or recognized by the University;]
(e) "faculty" means a Faculty of the University;
(f) "government" means the state Government;

1 [(fa) “institution” means an institution offering academic programmes or research in Veterinary sciences, Dairy and Fishery as defined in the Act and includes a Polytechnic;]
(g) "officer" means any Officer of the University specified in section 9;
(h) "prescribed" means prescribed by the statues or regulations;
2 [(ha) “Polytechnic” means a polytechnic offering courses under ‘veterinary, dairy and fishery sciences’ as defined in the Act;
(hb) “recognized college or recognized institution” means a college or institution as the case may be recognized by the University under the conditions prescribed;]
(i) "registrar" means the Registrar of the University;
(j) "registered graduate" includes a graduate in veterinary sciences registered under conditions prescribed in this behalf;
(k) "regulations" means the regulations of the University made under this Act;
(l) "statutes" means the statutes of the University made under this Act;
(m) "student" includes a person enrolled in the University for taking a course of study for a degree, diploma or other academic distinction duly instituted, or for undergoing any training;
(n) "teacher" includes a professor, an Associate Professor, an Assistant Professor, Reader, lecturer or other person appointed or recognized by the University for the purpose of imparting instruction of conducting and guiding research or extension programmes, and any person declared by the statutes to be a teacher;
(o) "university" means Sri Venkateswara Veterinary University constituted under section 3;
(p) "university college" means a college established or maintained by the University and providing courses of study qualifying students for admission to the University examinations in accordance with the regulations;
(q) "veterinary sciences" means and includes Veterinary, Animal Avian, Dairy and Fishery Sciences.
CHAPTER - II The University
3. Constitution of the University - (1) There shall be constituted in, and for, the state of Andhra Pradesh a University by the name of Sri Venkateswara Veterinary University which shall consist of a Chancellor, a Vice-Chancellor a Board of Management and an Academic Council.

(2) The University shall be a body corporate having perpetual succession and a common seal and shall sue and be sued by the said name.
(3) In all suits and other legal proceedings by or against the University, the pleadings shall be signed and verified by the Registrar and all processes in such suit and proceedings shall be issued to, and served on him.
(4) The Headquarters of the University shall be at Tirupati in Chittoor District.
4. Objects of the University - The Objects of University among others shall be to impart education in different branches of Veterinary, Animal and Fishery Sciences; to undertake the extension of such Sciences to the rural people of the State of Andhra Pradesh; and to promote research, field and extension programmes, production and postharvest technology including processing and marketing in Veterinary, Animal and Fishery Sciences 1[and to streamline the Veterinary Education, affiliate, recognise the colleges imparting Veterinary, Diary and Fishery education].
5. University open to all persons - The University shall subject to the provisions of this Act and the statutes, be open to all persons; but nothing in this section shall be deemed to required the University to admit to any course of study a larger number of students than may be prescribed:
Provided that the Government may reserve seats in Colleges under the University for the members of the Socially and Educationally Backward Classes, the Scheduled Castes and the Scheduled Tribes as specified under articles 341 and 342 of the constitution of India in accordance with such principles as may, from time to time be determined by the Government in this behalf.
