(c) "contingency/casuar workers" means workers engageci by any Department from time to tame against daily or monthly fixed wages basis tor casual lJasonat or intermittent nature of work andwhose services can be termrnated at any pornt of trme without any notice or benefit;
(d) "contractual post" means a post created for a spec,fic job at a specific rate of pay having tunctions similar to subordinate services or posts on fixed pay and for a specifrc period of tirne;
(e) "Contractual employees', means an employee hired against a contractuat post
(f) "Departmont" means any admrnistrative Department of the Government.
(g) "Dislrict Lovel Posts" means a post ot Distact Ministerial (General) Cadre under each Depury Commissioner and also lncludes allsuch posts (Both technical and non-technicat) which have been created for the distnct establishment by any department of the Government
(h) "District Superintendent" means overall in-charge of conducting examination in the Drstrict:
(i) "Governmenl" rneans Govemment ofArunachal Pradesh;
0) "Joint Account" means accounl opened to deposit all the admrnEtrative expendrtures of the Board and to be operated rorntly by the Chairman and the Secretary of the Board
(k) "PGts" means Subordinate ServiceyPosB as defined under Sectron 2 (o) of the Act and includes contractual posts having nature of \,vorks similar to subordinate services or posts :

17. Financlal Power{' ofthe Chairman and the Secretary ofthe Board and operation otthe Fund of the Board :
(1i The Chairman o, the Board shall have the adminrstrative and financial powers of theCommissron to the Gcvemment ofArunachal Pradesh and the Secretary shall have the administrative and financral powers of the Head of Office.
Provided, that the Chairman has full powers to the sanction of the expendrture related to the conducl of examination The other expenditure will be as per the laid down rues and procedures.
(2) The Board shall open a Joint Bank Account in the Nationalised Bank rn ltanagar in the name of the Chairman and the Secretary of the Board to deposit the normal budget earmarked by the State GJvernrnent in favour of the Board and operates the accountjointly by them.
(3) The Board shall prepare Annual Budget and submit to the Frnance department and obtarn budgetary support in the form of grants-in-aid in the beginning of every financial year.
(4) The Chairman shall aiso open an accrunt rn the Natjonalrsed Bank located in ltanagar tor depositrng the Secret Fund and operate the fund secretly for expenses towads setting and printing of question papers etc.
(5) This Secret Fund Bank account shall not be audiiable. l-lowever, the chairman can make payrnent amouni upto { 2 lac by cash and above { 2 Lac shall be paid through cheque or account transfer' He shall maintain accountand submitdetailed f,nancialstatement showing expenditure in prescribed format to the Government by 1st week of the 'q\pril every year confidentially
