Chopter - I Preliminory l. Shorttitle, extent ond commencement : (l ) ThisAct moy be colled the Arunochol Prodesh Tourism (Trode Registrotion ond Regulotion) Act, 2016.
(2) ltextends to the whole ofthe Stote ofArunochol Prodesh.
(3) lt sholl come into force on the dote of its publicotion in the Officiol Gozette.
2. Definitions : lnthisAct, unless the context otherwise requires;
(o) 'Adventure sports"meons on outdoor octivity undertoken for sports or recreotion on lond or in woter or in the oir, os the cose moy be, which sholl include woter sports, oero sports, trekking, rofting, skiing, heli-skiing, Bungee jumping ond hot oir bollooning with on inherent risk to the life or limb ol the porticipont or ony other sports os moy notified by the Government rrom time to time ;
(b) 'Adventure sports operotor" meons ony person or orgonizotion or enterprise, os the cose moy be, engoged in or of{ering to engoge for odventure sports on commerciol bosis i.e. for the purpose of troining, recreotion or sports ;

(c) tertificote of registrotion"meons o certificote issued under this Act ;
(d)'CompetentAuthority"meons the Secretory Deportment of Tourism, Government ofArunochol Prodesh.
(e) Government" meons the Government of Arunochol Prodesh ;
(f) Guide" meons o person who engoges himself os o poid guide for the tourists ;
(g) 'l-ocol outhority"meons the Municipol Corporotion or Municipol Council or Contonment Boord or Nogor Ponchoyot or Grom Ponchoyot or in other coses, the district odministrotion or such outhority os moy be prescribed by the Government ;
(h)'lr,'lolprodice"includescheoting, touting, impersonotion, obstruction in ollowing free choice for stoy or trovel orrongement, chorging rent or remunerotion higher thon thot fixed under this Act, foilure to disploy the renl list, foilure to give cosh memos, willful foilure to execute on order within the stipuloted period ond occording to the terms ogreed upon, Ioilure to provide occommodotion to the tourists when ovoiloble, foilure to provide promised Jocilities ond providing substondord equipment ond untroined personnel by the odventure sports operotor;
Explonotion : The expression touting" meons coercing for occommodotion, tronsportotion, sightseeing or pestering for ony porticulor premises, estoblishment or ony other services connected with tourism with the considerotion of personol benelit ;
(i) 'Officiol Gozette" meons the Gozette ol Arunochol Prodesh ;
0) ?rescribed" meons prescribed by rules mode under this Act;
(k)'RegistrotionAutrority"meonsthe outhority notified os such by the Stote Government under the Ad ; provided thot different outhorities moy be notified for different oreos ond lor different provisions ofthisAc!

(l) 'Tourism unit"meons ony estoblishment providing focilities ond services to the tourists ond includes hotel, resorts, motels, time shore units, oportments, houseboots, motor corovons, guest houses, yotri niwoses, restouronts ond bors, omusement porks, theme porks, woter sports centers, oerosports centers, golf courses, hondicroft villoge complexes, comps, river cruises, loke cruise proiects, odventure sports complexes, troining institutes for odventure sports or tourism industry doing business for o monetory considerotion ond ony other type of estoblishment os moy be notified bythe Governmentfrom time to time ;
(m) 'Tourism unit operotor"meons ony person who owns, runs or operotes o tourism unit ond includes o person monoging or operoting fre offoirs on beholf of ttre proprietor;
(n) 'Tourist"meons o person or group of persons, including pilgrims visiting the Stote ofArunochol Prodesh ; ond
(o) 'Trovel ogentfiour operotor" meons o person engoged in the business of moking trovel orrongements for holidoy pockoges ior tourists for monetory considerotion.
Chopter - 2 Registrotion of Tourism Units, Trovel Agentsflour Operotors, Guides ond Adventure Sports Operotors
3. Registrotion of the tourism unit : (l) Every person intending to operote o tourism unit sholl, before operoting the tourism unit, opply for registrotion to the prescribed outhority in the prescribed monner :
Provided thot ony person olreody operoting o tourism unit on the dote of commencementof thisAct shollopplyfor regiskotion within ninety doys from the dote of commencement of this Act :
Provided further thot if ony person, operoting o tourism unit, mokes ony oddition or olterotion in tre lourism unil sholl oppV for fresh registotion within ninety doys ,rom the dote of such odd;tion or olterotion.
(2) Every opplicotion mode under sub-section (l) sholl be disposed oI within o period of sixty doys from the dote of receipt of opplicotion.
(3) No person sholl operote o tourism unit unless it is registered in occordonce with the provisions of fiis Ad.

4. Registrotion of the trovel ogent/tour operotor or guide: (l) No person sholl corryon the business of o trovel ogenV tour operotor or o guide unless he is registered in occordonce with the provisions of this Ad :
Provided thot no person sholl be eligible to be registered os o guide, unless he possesses such quolificotions os moy be prescribed :
Provided further thot notwithstonding ony prescribed quolificotion the persons who ore working os guides, on the dote of commencement of this Ad, sholl ipso-focto be registered os guides.
(2) Every person intending to oct os o tovel ogenvtour operotor or o guide sholl, before he commences to oct os such, opply for registrotion to the prescribed outhority in the prescribed monner :
Provided thot ony person octing os trovel ogent/tour operotor or o guide on the dote of commencement of this Act sholl opply for registrotion within ninety doys from the dote of commencement of this Act.
(3) Every opplicotion mode under this Section sholl be disposed of within o period of sixty doys from the dote of receipt of opplicotion.
5. Registrotion of the odventure sporls operotor : (1) No person sholl corry on the business of odventure sports unless he is registered in occordonce with the provisions of this Act.
(2) Every person intending to operote on odventure sports institute or to oct os on odventure sports operolor sholl, before he commences to od os such, opplyfor registrotion to the prescribed outhority in the prescribed monner.
(3) Notwithstonding onything contoined in subsection (2), ony person olreodyocting os on odventure sports operotor sholl opply for registrotion within ninety doys from the dote of commencement of this Act.
(4) Everyopplicotion mode undertlris section shollbe disposed of within o period of sixty doys from the dote of receipt of opplicotion.
6. Certificote of registrotion of the tourism unit, trovel ogent/ tour operotor, guide ond odventure sports operotor : The regulotion outhority sholl, unless registrotion is refused under section 7, direct the ll nome ond porticulors of the tourism unit or trovel ogenvtour operotor or guide or odventure sports operotor, os the cose moy be, couse to be entered in the register mointoined lor the purpose ond sholl issue o certificote of registotion to the tourism unit or tle tovel ogenvtour op€rotor or the guide or the odventure sports operotor, os the cose moy be, in the prescribed form.
7. Refusol to register the tourism unit, trovel ogent/tour operotor, guide ond odventure sporB operotor : The prescribed outhority moy refuse registrotion ofthe tourism unit or trovel oqent/tour operotor or guide or odventure sports operotor, os the cose moy be, under this Act on ony of the following grounds :
(o) if ttre tourism unit operotot tour operotor, or fte trovel ogent/ tour operotor orthe guide orthe odventure sports operotor, os the cose moy be, is convicted of ony offence under Chopters-XlV ond XVI of the lndion Penol Code, I 860 (45 of 1860) or under ony of the provisions of this Act or ony offence punishoble under ony low providing for prevention of hoording, smuggling or profiteering or odulterotion of lood or drugs or corruption ond two yeors hove not elopsed since the terminotion oI the sentence imposed upon him ;
(b) if the tourism unit operotor or the trovel ogenvtour operotor or the guide or the odventure sports operotor, os the cose moy be, hos been declored on insolvent by o court of competent jurisdiction ond hos not been dischorged ;
(c) if the nome o{ tourism unit operotor or o trovel ogenvtour operotor or o guide or on odventure sports operotor, os the cose moy be, hos been removed from the register on the grounds mentioned in clouses (c), (d), (e) or (g) of section 8 ond three months hove not elopsed since the dote of such removol ;
(d) if the premises of the tourism unit do not conform to the prescribed stondord ;
(e) if the trovel ogent or o guide or on odventure sports operotor does not possess ony of the prescribed quolificotions;

(f) if the tourism unit operotor foils to produce the proof thot he stucture of tre tourism unit hos been built in occordonce with the building bye-lows mode under the provisions of the Arunochol Prodesh Urbon ond Country Plonning Act,2007 (No.3 of 2008) Building bye-lows or under ony other locol lows in force ; ond
(g) if in the opinion of the prescribed outhority, there is ony sufficient ground to be recorded in writing, for relusing registrotion ;
8. Removol of nome of tourism unit, trovel ogent/tour operotor, guide ond odventure sports operotor from the register : The registrotion outhority moy, by order, in writing, remove the nome oftourism unit or trovelogent/tour operotor orguide or odventure sports operotor, os the cose moy be, from the register ond concel the certificote of registrotion issued under section 7, on ony ol the following grounds, nomely :-
(o) if the tourism unit operotor or the trovel ogenvtour operotor the guide or the odventure sports operotor, os the cose moy be, ceoses to operote the tourism unit or ceoses to oct os o trovel ogenvtour operotor or o guide or on odventure sports operotor for which he is registered ;
(b) if the tourism unit operotor or the trovel ogenvtour operotor or the guide or the odventure sports operotor, os the cose moy be, is convicted of ony offence under Chopters XIV ond XVI of the lndion Penol Code, I860 or under ony of the provisions of this Act or of ony offence punishoble under ony low providing lor the prevention of hoording, smuggling or profiteering or odulterotion of lood or drugs or corruption ond two yeors hove not elopsed since the completion of the sentence imposed upon him ;
(c) if the tourism unit operotor or the trovel ogenvtour operotor or the guide or on odventure sports operotor, os the cose moy be, is declored insolvent by o court of competent jurisdiction ond hos not been dischorged;
(d) if the tourism unit operotor or the trovel ogenvtour operotor or the guide or on odventure sports operotor, os the cose moy be, foils to comply with ony of the provisions of this Act or rules fromed thereunder ;

(e) if the tourism unit operotor or the trovel ogent/operotor or the guide or on odventure sports operotor, becomes o nuisonce for the inmotes in his tourism unit os well os odjoining building(s) ;
(0 if ony comploint of molproctice is received ond proved ogoinst the tourism unit operotor or the trovel ogenvtour operotor or the guide or on odventure sports operotor, os the cose moy be ;
(g) if ony locol outhority mokes o report in writing to the Deportment of Tourism obbut unouthorized construction/ modificotion of Building in the tourism unit in controvention of Building bye-lows ;
(h) if the fire deportment comploints to the Deportment of Tourism obout the lock of fke sofety mechonism in the tourism unit building ;
(i) if ony locoloufrority or Government civilengineering ogency/ deportment mokes o report in writing ofter thorough insp€ction obout the building sofety ;
(j) if the tourism unit operotor or the trovel ogen{tour operotor or the guide or the odventure sports operotor, os the cose moy be, hos obtcined the certificote of registrotion by misrepresentotion or froud ;
(k) if the odventure sports operotor does not mointoin equlpments, monpower ond other focilities occordihg to prescribed stondords for sofety ; ond
(l) if the odventure sports operotor does not toke the precoutions regording sofety meosures, os moy be prescribed ;
Provided thot before removing the nome of ony tourism unit or the trovel ogenutour operotor or the guide or the odventure sports operotor, os the cose moy be, from the register under this section, the registering outhority sholl issue o notice to such tourism unit operotor or the trovel ogenvtour operotor or the guide or on odventure sports operotot os the cose moy be, indicoting the grounds on which it is proposed to toke odion ofter giving him on opportunity of being heord.
9. Clossificotion of Tourist units : (l) For clossificotion of hotels, the Stote Government will follow the stondord operoting procedures issued by Ministry of Tourism, Government of lndio lrom time to time.

(2) The Stote LevelTourism Development Committee under the choirmonship oI the Chief Secretory will oversee the implementotion of the Sondord Operoting Procedures issued by Ministry of Tourism Government of lndio.
10. Fixotion of fore rotes : Under this Act, the competent outhority sholl be competent to notify from time to time such fore rotes, os moy be specified which moy be chorged lor the services rendered to o person engoging him os such.
( I ) The competent outhority sholl notify the foir rotes, os moy be specified by the lrovel ogent/tour operotor or by the guide, which moy be chorged for the services rendered to o person engoging him os such.
(2) The competent outhority sholl, notify the fore rotes, os moy be specified by the odventure sports operotor commensurote with the stondord ofthe odventures sports ond other locilities, which moy be chorged by him from the tourists or from the customers.
l l. Revision of fore rotes : The prescribed outhority sholl, from time to time. by notificotion, revise the foir rotes notified under section 10.
12. Disploy of informotion : Where under sections l0 ond I I the prescribed outhority hos notified or revised the fore rotes, or even in cose where the prescribed outhority hos not notified the fore rotes, the tourism unit operotor or the trovel ogenvtour operotor or the guide or the odventure sports operotor, os the cose moy be, sholl disploy o notice oI the fore rotes, the number of lodgers to be occommodoted in eoch room ot o conspicuous ploce in the tourism unit, business premises of the trovel ogenvtour operotor, the guide or the odventure sports operotor ond on ogent of the tourism unit operotor sholl olso keep o copy certified by the prescribed outhority, of such informotion on his person.
I 3. Chorges recoveroble in excess of fore rotes : (1) Notwithstonding ony ogreement to the controry, no tourism unit operotor or trovel ogenvtour operotor or guide or odventure sports operoto[ os the cose moy be, sholl chorge ony omount in excess of the loir rotes notified.

(2) Any sum poid by the lodger or by o customer in excess of the fore rotes fixed sholl be refundoble to the lodger orto o customer by the tourism unit operotor or the trovel ogenv tour operqtor or *le guide or fre odventure sports operotor, os the cose moy be, through the prescribed outhority.
14. No eiectment to be mode if fore poid : No tourism unit operqtor or tovel ogenutour operotor or guide or odventure sports operotor, os lhe cose moy be, sholl evid or refuse ony service to o lodger or to o customer so long he poys or is reody ond willing to poy the fore rotes notified ond observes ond implements the other conditions of his ogreement in so for os they ore consistent with the provisions ofthisAct.
15. When tourism unit operotor moy recover possession : (l) Notwithstonding onything contoined in this Act, o tourism unit operotor sholl be entitled to recover possession of the occommodotion provided by him on obtoining on order from the prescribed outhority to the effect thot ;
(o) the lodger hos been guilty of o conduct which constitutes o nuisonce or onnoyonce to ony other lodger; or
(b) he lodger hos foiled to poy $e occommodotion chorges ; or
(c) the lodger hos foiled to vocote the occommodotion on terminotion of the period of the ogreement in respect thereof :
Provided thot before issuing on order under this seaion, the prescribed outhority moy conduct o summory enquiry ond sholl poss on oppropriote order in o summory monner :
Provided further thot ony porty oggrieved by on order of the prescribed outhority moy prefer on oppeol before the District Mogistrote of the concerned district who sholl dispose it off in o summory monner.
(2) lf he lodger ogoinst whom tre order hos been possed under sub-section (l ) does not comply with the soid order, the prescribed outhority moy toke ossistonce from the police forthe implementotion of the order ond every police officer sholl render the ossistonce for the implementotion of the soid order.
16. Tourism unit operotor, trovel ogent/tour operotor, guide ond odventure sports operotor to present detoiled bills : Every tourism unit operotor or trovel ogenvtour operotor or guide or odventure sports operotor, os the cose moy be, sholl present detoiled bills to the lodgers ond other customers ond sholl give receipt in ocknowledgement of oll poyments.

When thetourism unit operotor moy honour confirmotion of booking otoporticulor rote: lf o tourism unit operotor confirms o booking, ot o porticulor rote, he sholl, even il occommodotion ot higher rotes olone is ovoiloble ot the time of orrivol of the person for whom occommodotion stonds booked, be honoured ot the booked rote.
18. Power of entry, inspection, seizure ond supply of stotisticol doto by tourism unit operotor etc., : (l) The prescribed outhority or ony officer outhorized by the Government moy, in order to ensure thot ony ofthe provisions oI thisAd is not being implemented by the tourism unit operotor or tovel ogenvtour operotor or guide or odventure sports operotor, os the cose moy be, enter the tourism unit or business premises of the trovel ogent/tour operotor or guide or odventure sports operotor ond inspect oll occounts, registers, documents ond other books with or without prior notice.
(2) lf the prescribed outhority or ony officer outhorized by the Government hos reosons to suspect thot ony tourism unit operotor or rovelogenVtour operotororguide or odventure sports operotor, os the cose moy be, is ottempting to evode or hos evoded ony of the provisions of this Act, such outhority or office moy, {or reosons to be recorded, seize such occounts, registers, documents or other books of such operotor or trovel ogent or guide or odventure sports operotor, os the cose moy be, os moy be necessory ond sholl gront o receipt of the some ond retoin the some so long os moy be necessory for exominotion thereol or forthe purpose ol ony proceedings under thisAct.
(3) Every tourism unit operotor or trovel ogenvtour operotor or guide or odventure sporG operotor sholl supply stotisticol doto regording inflow of tourists ond the employees employed by the unit concerned by the tenth of eoch following month to the prescribed outhority.
19. Trovel ogent^our operotor, guide ond odventure sports operotor not to demond tips etc. : The trovel ogenvtour operotor or guide or odventure sports operotor, os the cose moy be, shollnotdemond tips, grotuity, presents or commission other thon the rotes os moy be fixed ond notified by Governmenl from time to time, from ony person engoging him or from ony tourism unit operotor in whose tourism unit such person resides or intends to reside.
20. lnsuronce : The odventure sports operotor sholl provide insuronce cover os moy be prescribed to persons ovoiling ofhis seMces.
t7 Chopter - 3 Appeol ond Revision
21. Appeol : (1) Subject to the provisions of sub-seaion (2), on oppeol sholl lie from every order oI the Registrotion outhority possed under sections 7, 8 ond I 5 of this Act to the oppellote outhority os moy be specified by the Government by o notificotion.
(2) Every such oppeol os stoted in sub,section ('l)sholl be prefened witfrin ninety doys from the dote of communicotion of fre order. On receipt of ony oppeol, *re oppellote oufrority sholl, ofter giving the oppellont o reosonoble opportunity of being heord ond ofter moking such inquiry os it deems proper, poss such order os it moy deem tit, ofter recording the reosons thereof.
Provided thot the oppellote outhority moy entertoin the oppeol ofter the expiry of the soid period of ninety doys if it is sotisfied thot $e oppellont wos prevented by sufficient couse from preferring the oppeol in time.
Chopter - 4 Offences ond Penolty
22. Penolty for deloult in registrolion : Any person corrying on the business of o tourism unit or trovel ogent/tour operotor or guide or odventure sport or ony other business connected with tourist trode, os the cose moy be, without o proper registrotion under this Act or in controvention of ony of the provisions of this Act, sholl be punishoble with imprisonment for o term not exceeding six months or with fine not exceeding ten thousond rupees or with both, ond if the breoch is o continuing one \,vith o minimum iine o{ rupees two hundred per doy ond moximum of two thousond rupees per doy till the defoult continues.
23. Penolty tor folse stotement : lf ony person who is required to moke o stotement under this Act, willfully mokes o folse stotement or suppresses o moteriol foct with the intention to misleod the prescribed outhority, he sholl be punishoble with imprisonment for o term which moy extend to three months or with fine not exceeding two thousond rupees or with both.
24. Cerlificote not to be ossigned without permission : Any person who lends tronsfers or ossignsthe certificote of regiskotion issued under this Act, without the permission in writing of the prescribed outhority, sholl be punishoble with imprisonment for o term which moy extend to six months or with Iine not exceeding ten thousond rupees or with both.

25. Certificote to beshown to persons on demond : (l) Any person registered under thisAct sholl ot oll times, on demond, produce ond show his certificote of registrotion to ony of the following persons, nomely :
(o) The prescribed outhority or ony other officer duly outhorized by him in this beholf;
(b) Any outhority outhorized by the Government or ony officer outhorized by the Director Tourism, Arunochol Prodesh ; ond
(c) Any bonofide customer.
(2) Any person who refuses on demond to show his certificote to, or ollowed to be reod by, ony of the persons outhorized to demond it, sholl be punishoble with fine not exceeding five thousond rupees.
26. Penolty for molproctice : Any person who commits o molproctice or controvenes ony other provision of this Act for which no specific penolty hos been provided, sholl be punishoble witr imprisonment for o term which moy exlend to three months or with fine not exceeding ten thousond rupees or with both.
27. Penolty for loilure by Hotel, Lodge, Guest house ond Home stoy owners to verify lnner Line Permit before giving rooms to Non-Arunocholee citizens : Any Hotels, Lodge, Guest house ond Home stoy owner who willfully or otherwise, foils to verify lnner Line Permit of Non-Arunocholee citizens before giving the rooms on rent will be punishoble under sedion I 88 of Indion Penol code.
28. Obstructing lowful outhorities : lf ony person willfully obstructs or offers ony resistonce to, or otherwise interferes with the dischorge ofthe fundions ofthe prescribed outhority or ony other officer outhorized by it, exercising ony power, or performing ony duties conferred or imposed upon it or him by or in pursuonce of this Act or the rules mode thereunder, he sholl be lioble to punishment with imprisonment which moy extend to six months or with fine not exceeding ten thousond rupees or with both.
29. Power oI court to try coses summorily : Alloffences under this Act sholl be tried in o summory monner by o Chief Judiciol Mogistrote.
30. lnstitution of proceedings : No prosecution sholl be instituted ogoinst ony person lor ony offence under this Acl, except on o comploint mode by the prescribed outhority orthe officer outhorized by it orthe Government in this beholf.

31. Compounding of otfences : (1) The prescribed outhority moy occept from ony person who is reosonobly suspected of hoving committed on offence under this Act, o sum of money by woy of compounding of such offence ond moy out of the money so received, compensote the person ogoinst whom the offence hos been committed to the extent the prescribed outhority deems reosonoble.
(2) On the compounding of offence, no further proceedings in respect thereof sholl be token ogoinst the occused ond if ony proceeding hos olreody been instituted ogoinst him in o court, the compounding of offence sholl hove the efJect of ocquittol.
Chopter - 5 Miscelloneous
32. Notificotion ol chonges : (l) Whenevero tourism unitfor which o certificote of registrotion is held by o person devolves by inheritonce or otherwise upon ony other person or undergoes o chonge in respect of ony porticulor entered in the register under this Act, such person sholl, within thifi doys of the dote of such devolution or chonge, notify in writing the loct to the prescribed outhority.
(2) The prescribed outhority sholl moke necessory chonges in the register mointoined for the purpose ond in the certifi cote of registrotion.
(3) Notwithstonding onything contoined in sub-section (2), the outhority moy remove from the register the nome of the person in whose {ovour the certificote wos issued ond concel the certificote of registrotion, if the successor is not eligible to be registered under this Act.
33. Return of the certificote of registrotion : When o certificote of registrotion is concelled under thisAd, the person holding the ce4ificote sholl, within seven working doys from the dote of service in the monner prescribed in the order of concellotion, return it to the prescribed outhority.
34. Duplicote certificote : lf o certificote of registrotion issued under this Act is lost, domoged or destroyed, the prescribed outhority sholl, on on opplicotion mode in this beholf by thot person holding such certificote ond on poyment of the prescribed fee, issue q duplicote certificote.
35. Renewol of certificote : The tourism unit operotor or trovel ogenvtour operotor or guide or odventure sports operotor, os the cose moy be, registered under this Act sholl get renewed the registrotion 20 certificote ofter o period of one yeor from the dote of issuonce of registrotion certificote by the prescribed outhority ond sholl olso poy renewol license fee os moy be prescribed.
36. Certificote of registrotion to be kept exhibited : The certificote of registrotion sholl be kept by o person holding it in o conspicuous ploce otthe principol ploce of his business ond if he hos no principol ploce of business, he sholl keep it on his person.
37. lndemnity : No suit, prosecution or other legol proceedings, whotsoever sholl lie ogoinst the Government or ony person in respect of onything which is in good foith done or intended to be done under this Act.
38. Power of extend provisions of the Act : The Government moy, by notificotion in the Officiol Gozette, direct thot oll or ony of the provisions of this Act or of the rules mode thereunder sholl, with such exceptions, odoptotions or modificotions sholl mutotis mutondis, opply to persons doing the business in the Stote ofArunochol Prodesh of outdoor photogrophy, renting ponies, mules or horses to tourists, operoting corovon tours ond home stoy os moy be specified in the notificotion ond the competent outhority moy fix the rotes to be chorged for the services to be rendered.
39. Power to moke rules : (1) The Government moy, by notificotion in the OfficiolGozette, moke rules for corrying out the purposes of this Act.
(2) ln porticulor ond without prejudice to the generolity of the foregoing power, such rules moy provide for ;
(o) the mointenonce of registers, books, ond forms by tourism unit operotors, trovel ogents/tour operotor, guides ond odventure sports operotors for the conduct of the business;
(b) form of opplicotion for registrotion ond certificote of registrotion ;
(c) the fee for the registrotion, renewol ond issuonce of duplicote certificote ;
(d) the monner of giving notices under this Act ;
(e) clossificotion of tourism units;
(0 quolificotions for registotion os tourism unit operotor, trovelogenvtour operotor, guide ond odventure sporb operotor;

(g) sofety meosures ond stondords to be odopted in the condud of odventure sporG ond focilities to be provided ;
(h) stondords for mointenonce of hygiene ond cleonliness, woste disposol ond minimum {ocilities in vorious types of tourism units ;
(i) monner of publicotion of the nomes ond oddresses of the tourism unit, trovel ogent, guide ond odventure sports operotor removed Jrom the register;
0 monner in which the fore rotes sholl be disployed, type of tickets ond receipts to be issued, submission ond moinlenonce o{ occounts ond stotement thereof to the prescribed outhorities ond collection ond deposit of license Iee, renewol fee ond other dues ;
(k) Procedure for odmission to troining institutes, stondord of syllobus, stoff, equipment ond buildings; ond the ploce where prescribed outhority sholl hold enquiry under this Act ond oll motters expressly required to be prescribed under this Act.
(3) Every rule mode under this Act sholl be loid before the Legislotive Assernbly of Arunochol Prodesh while it is in session for o totol period of ten doys which moy be comprised of in one session or in two or more successive sessions ond if before expiry of the session immediotely following ttre session or the successive sessions oforesoid, the Legislotive Assembly mokes ony modificotion in the rule or resolves thotthe rule should not be mode, the rule sholl thereofter hove effect only in such modified form or be of no elfect os the cose moy be, so, however, thot ony modilicotion or onnulment sholl be without prejudice to the volidity of onything previously done under thot rule.

Power to remove difficulty : lf ony difficulty orises in giving effea to the provisions oI this Act, the Government moy, by generol or speciolorder published in the Officiol Gozette, moke such provisions not inconsistent witfr the provisions of this Act os oppeor to it to be necessory or expedient for the removol of the difficulty.
