L 366 THE ASSAM GAZETTE EXTRAORDINARY. JU LY 25, 1986 ASSAM ACT No.VII OF 1986 (Received the assent of the Governor on 22nd July, 1986) THE ASSAM AGRICULTURAL UNIVERSITY (AMENDMENT) ACT, 1986. An Act further to amend the Assam Agricultural University Act, 1968 (Assam Act XXIV of 1968).

(3) It shall come into force at once. Preamble. Whereas it is expedient further to amend the Assam Agricultural University Act, 1968, herein­ after called the principal Act, in the manner hereinafter appearing; It is hereby enacted in the Thirty-seventh Year of the Republic of India as follows :— Short title, extent and commence­ ment.

1. (1) This Act may be called the Assam Agricultural University (Amendment) Act, 1986.

(2) It shall have the like extent as the principal Act. Amendment 2. In the principal Act, in Section 6, for subof Assam116 section (2), the following shall be substituted. A r cl<SfIV namely:— of 1968. "(2) Subject to the above provisions, the State Government may direct that the University shall reserve in Colleges seats for Scheduled Castes, Scheduled Tribes and Other Backward Classes of the State and or candidates from other States in India.” Amendment 3 jn the principal Act, in Section 9, subof Assam sections (4) and (5) shall be deleted and the exis- Aretio«IV ting sub-section (6) shall be renumbered aS sub-section (4). (j) T he D ire c to r o f V e te r in a ry and A n im al H u sb a n d ry ; a n d ”

(c) fo r su b -se c tio n (4). th e fo llow ing sh a ll be su b s titu te d , n a m e ly :— "(4) T he te rm o f office o f th e non-official m e m b e r sh a ll be five y e a rs an d such a m e m b e r sh a ll be e lig ib le to se rve fo r m o re th a n one te rm .”

5. In th e p rin c ip a l A ct, in S ec tio n 12, in su b -Amendment of Section 12 of Assam sec tion (2), fo r c lause (j), th e fo llow ing sh a ll be su b s titu te d , n a m e ly :— "(j) T h e D ean of P o s t-G ra d u a te S tud ies, a n d ” Deletion of Sections 13A and 13B of Assam Act XXIV of

1968.

6. In th e p rin c ip a l A ct, th e S ec tions 13A and 13B sh a ll be de le ted . 368 THE ASSAM GAZETTE, EXTRAORDINARY, JULY 25, 1986 ofSecdM111 3 4 5 6 7 8 9 10 11- I n t h e Pr i n c i p a l Act, in Section 14, for sub- 14 of Assam section (6), the following shall be substituted, ^968 IV namely:—

(3) The Registrar,

(4) The Comptroller,

(5) The Director of Physical Plant.

(6) The Director of Student Welfare,

(7) The Deans of Faculties,

(8) The Director of the College of Basic Sciences and Humanities,

(9) The Director of Research,

(10) The Associate Director of Research,

(11) The Director of Extension, "(6) Each Department shall have a Head whose appointment, powers and duties shall be as prescribed and who shall be responsible to the Dean for the proper organisation and working of the Department. He shall be respon­ sible to the Directors or Associate Directors of Research and Extension respectively for the Research and Ex­ tension Programmes entrusted to his Department.” Amendment g jn ^he principal Act, for Section 17, the 17 of Assam following shall be substituted, namely :— Act XXIV - ' of 1968. - ' ' "17. The following shall be the officers of the University, namely ■—- ... . . .,*■ * 3^ :

(1) The Chancellor,

(12) The Associate Director of Exten­ sion,

(13) The Director of Post-Graduate Stu­ dies,

(14) Two Librarians, and

(15) Such other persons in the Service of the University as may be declar­ ed by the Statutes to be the officers of the University.”

9. In the principal Act, in Section 19.

(a) for sub-section (1), the following shall be substituted, namely :— "(1) The Vice-Chancellor shall be a whole-time officer of the University. He shall be an eminent scholar and administrator with background of Agriculture, Animal Husbandry and Veterinary Education, Research and Development and with at-least ten years’ experience. The first Vice- Chancellor after the commencement of this Act shall be appointed by the Chancellor for a period not exceed­ ing five years and on such terms and conditions as the Chancellor may determine. Subsequent Vice- Chancellor shall be appointed by the Chancellor from a panel of three names submitted by a selection committee consisting of —

(a) one eminent agricultural scien­ tist or educationist nominated by the Board,

(c) a nominee by the State Govern­ ment.”

(b) The following shall be inserted as sub-section (1A) after sub­ section (1) in the principal Act- "(1A) Notwithstanding anything contai­ ned in the Act or any contract express or implied, the existing appointment of the Vice- Chancellor shall cease to be ope­ rative after the commencement of this Act and the Chancellor shall proceed to appoint the Vice- Chancellor in accordance with the provisions of this Act.”

(c) for sub-section (5), the following shall be substituted, namely ” (5) In the temporarv absence of the Vice-Chancellor, the seni­ or most officer amongst the Deans/Director of Post Gra­ duate Studies/Director of Research/Director of Extension Education shall temporarily carrv on the routine duties of the office. Where the post of Vice-Chancellor falls per­ manently vacant either by resignation or otherwise, then such vacancy shall be filled up by the Chancellor in ac­ cordance with provisions of sub-section (1) of this section and the Vice-Chancellor so appointed shall hold office for the full term of five years.” THE ASSAM CAZETTE. 11. In the principal Act, in Section 28, in sub­ sections-(1) and (2), for the words "The Director of Research and Associate Director of Research” the words "The Director of Research, Agricul­ ture and the Director of Research, Veterinary” shall be substituted.
