I n the first line of Section 4 of the Prin cipal Act, the words “for pay ment” shall be deleted and the words “ where the pa ym en t” in the second line shall be substitu ted by the words “ where the pay ment for admissio n” and the following proviso shall be add ed ' at th e end of the Sectio n, namely :— “ Provided th at the provis ions of this Sect ion shall not apply to the proprietors and the officers of the Gov ernment on du ty” . e »
