As per the amendment, the Hon'ble Vice-Chancellor to which the college is affiliated shall be the Chairman of the Selection Committee to be constituted by the College. The Principal of the college shall apprise the Hon'ble Vice-Chancellor and issue order constituting Selection Committee as per the Notification dated 9th November, 2017. As per the amendment the term of the office of Principal shall be 5 years. This shall be applicable to all Advertisement for Regular Principal issued by the colleges from publication of this Notice in the website of Director of Higher Education. The procedure of selection of Principal shall be as Notified by Govt. vide No.AHE.643/2016/12, dated 9th November, 2017. The Govt. Notification is uploaded. ORDERBYTHEGOVERNOR NOTIFICATION Dated Dispur, the gm November,2017 No. AHE.643/2016/12 : In exercise of the powers conferred under sub-section (1) of section 12 of the Assam College Employees (Provincialisation) Act, 2005 (Assam Act No. XLVl of 2005), the Governor of Assam is hereby pleased to make the following rules further to amend the Assam College Employees (Provincialisation) Rules, 2010, hereinafter referred to as the principal Rules, in the manner hereinafter appearing, namely :- Short title and commencement Amendment of rule 5 Amendment of rule 10

(2) These rules may be called the Assam College Employees (Provincialisation) (Amendment) Rules, 2017. They shall come into force on the date of their publication in the Official Gazette. In the principal Rules, in rule 5, for the existing sub-rule (1), the following shall be substituted, namely:- "(1) (i) Appointment to the post of Principal shall be by direct selection. On arising of a vacancy to the post of Principal, the Governing Body of the College shall seek approval for conducting selection procedures from the Director. On receipt of approval, the College shall advertise the post in at least two prominent regional news papers including a English Daily having wide circulation in the State giving at least lS(fifteen) days time. Also, advertisement should be given in the website of the concerned Affiliating University by the Member Secretary of the Selection Committee giving at least 15 days time. The qualifications for the post shall be as fixed by the Government from time to time. The Caverning Body shall constitute a Selection Committee as per rule lO .1\ of these rules who shall hold interview and also recommend one candidate to the Director who shall issue the orders of appointment.
(ii) All the selection procedures of the Selection Committee shall be completed on the day of Selection Committee meeting itself, wherein minutes are recorded along with the scoring proforma and recommendation made on the basis of merit with the list of selected and wait-listed candidates/Panel of names in order of merit, duly signed by all members of the selection committee.
(iii) The term of appointment of the College Principal shall be five years or till the age of retirement, whichever is earlier, with eligibility for re-appointment for one more term only after qualifying in a similar selection process." In the principal rules, in rule 10, the existing clauses (A), (B) and (C), shall be re-numbered respectively as clauses (B), (C) and (D) and the following new clause (A) shall be inserted therein, namely:- "(A) There shall be a Selection Committee for selection to the post of Principals by direct recruitment in the various Provincialised Colleges. (2) Vice-Chancellor of the Affiliating University ..... President of the Governing Body of the College ... One nominee of the Vice-Chancellor who shall be .. a Higher Education expert. One nominee of the Governing Body of the College who shall be an expert in academic administration. Three experts consisting of the Principal of a College, a Professor and accomplished educationists not below the rank of a Professor (to be nominated by the Governing Body of the College) out of a panel of six experts approved by the relevant statutory body of the University concerned. An academician not below the rank of a Professor shall be nominated by the Vice-Chancellor, if there are candidates/applicants to the post of Principal belonging to SC/ ST/ OBC/ Minority/ Women/ Differentlyabled categories and there are no members representing that category in the Selection Committee:
