"Provided that for reasons beyond the control of the liquidator. more time is required for completion of the liquidation proceeding. the Rcgist.-ar. for reasons to .Ce recorded in writing with ,1deq11<1te justification, rnay grant an extension of the time ~hown in tht: certificatf of dissolution which shall not exceed one year beyond tile period of eight years from the date of appointment of the liquid a tor.

Provided further that if the dissolution could not he effected within the exten<led period of one year for reasons peyond the control of the lic:uidator and further e-.<tension of time is necessary under compulsive circumstances1 the matter shall be referred by the Reg:strar to the Government in the Administrative Department. for further extension of ~irne. which shail not exce~d one year at a time or for arriving at r; decision to effectuate the dissolu1ion m a time b:wnd 'lianner, as mqy be deemed fit <ind prope.-."
