Any person authorised in this behalf by the sanc tioning authority may enter any place or premises for inspecting any land, cons tructions, machineries, appliances, materials or stock-in-trade purchase, hired or created or 'Proposed to be purchased, hired or created by any borrower with the loan granted to him.
