26. If ary diffiorlty ariscs in giving efrect to the provisions of this Act, the SBe Govsnment may, by an oder, make srch provisions not inconsistent with the povisions ofthis Act and the rule made thereunder and as may appear to *rem to be Eocossaly or ocpedie'nt for removing the difficulry.
