No payment made, after publication of a notice under sub-section (5) of section 18, on account of any p amount due to the evacuee in respect of his property vested in the Committee 1 save ' and except to the Committee or some person appo inted by the Commit tee, 1 shall cons titute a valid discharge of any liabil ity in respect thereof.
