Nothing contained in this Act shal l app ly to workmen employed in an industria l estab lishment engaged in the construction of buildings, bridges, roads, canals, dams or other construction wor ks whe ther structural, mechanical or electrical.

3- Cognizance of Offence.— No Court infe rior to that of a Judicia l Magistrate of the first- class shall try any offence under this Act.
