(2) They shall come into force on the date of their publication in the Official Gazette. - -,.., I
2. In these rules, unless the context otherwise requires,-
(a) "Service" means the Assam Language Officers Service ;

(c) "Language Officer" means the Language Officer (Assamese), Language Officer (Bengali) and Language Officer (Hindi) and any other Language Officers as may be appointed under these rules;

(e) "Governor" means, Governor 'of Assam;

(g) "Commission" means the Assam Public Service Commission ; .

(h) "Selection Conunittee" means the Com mittee constituted under . Rule 8;

EXTRAORDI_NARY, DEC. 14, i990 1611 Claas ·and Cadre, Ordinance, Statutory Rules, Orders etc. into Assamese, Bengali and also includes translation from Hindi into Assamese of selected judgements of Ucchatam and Uccha Nayalaya Patrika edited by the Bidhi Sahitya Prakashan of the Legislative bepartment of Government of Indl.a.
(j) "Schedule" means, Schedule appended to these rules.
3. (1) The class and cadre strength of . each cadre of the service on the commencement of these rules shall be as specified in Schedule~!. The Government may, if considered necessary, create as many posts of Language Officer and Chief Language Officer, as the case may be, as mav be found necessary . .
(2) The $Cale of pay of Chief Language Offi cers and Language Officers shall be as specified in Schedule-II.
Rcciuitme"t 4. Direct recruitment to the posts of Language Officers and Chief Language Officers shall be made through the Commission.
Probation, . 5. (1) An incumbent appointed as Language COJ1nrn11i· tlon. . .. _ Officer or Chjef Language Officer in any substan tive post shall be on probation for a period of two years from the date of joining ;
Provided that the Government may extend the period of probation for a further period not exceeding om~ years, 'if considered necessary.

· (2) A probationer shall be liable to be discharged from the service at any time without · assigning ianv · reason.

DEC:- 14, 19YO Promotioo, 7. (1) The post of Chief Language Officer may . be filled up by promotion from amongst . the .
Language Officers subject to the fulfilment of the following conditions, namely,-
(1) · Only · Language Officers 'M,th Law Degree and ASsamese, Bengali and ..Hindi for tlie respec tive category of Language Officer as one of the subjects in the Degree course and having atleast five years experience ns L:mguage Officer in the respective language shall be eligible for · promotio ' ·
(2) In the absence of any .suitable Language Officer for promotion, the post of Chief Language Officer shall be filled up by direct recruitment through the Commission.

(3) The recommendation of the Selection Committee shall be forwarded to the Commi'ssion with such records as may be considered necessary ' for its approval. ·9. {l) Inter-seniority of the Language OfficeFS : and Chief · Language Officers belonging to each cadre shall be in the order in which their names appear in the select list finaUy approved by the Commission ·for each language provided he joins his ap'pointrnent within 15 days from the date of receipt ot the order or· within the extended perio<±.
(2) If a member is prevented from joining within the specified period of 15 days for the reasons beyond his control the Government may ' extend it for further -period of 15 days . .

(3) A member appointed by promotion against a vacancy occuring in a year shall be senior to a · member appointed by direct recruitment of that year.
Ax~. 10. A candidate for direct recruitment must not ·:be less than 21 years and more than 35 years of age-on the Ist January of the year of recruit- · ment. · o.ualiilcatio4 11. For direct recruitment, the minimum educational qualification shall be as follows :-
(i) For the pdst of · Language Officer (Assamese) · the candidate must have Law Degree ·with Assamese ·as one of-the subjects in the Degree · Course.
(ii) ·For the post of Language Officer (Bengali)' the candidate must have Law Degree with Bengali as one of the subjects in the Degree Course.

Leave Pen• ~ion etc, 17. Except as provided in these Rules, pay, allowances, pensions, leave and other conditions of service shall be regulated by the Fundam•-,r"t al Rules, Assam Subsidiary Rules, Assam Pension Manual and other relevant rules for the time being in force.
