URGENT GOVERNMENT OF ASSAM POLITICAL (A) DEPARTMENT: :DISPUR Assam Secretariat, CM's Block, 2nd Floor, Dispur, Guwahati 781006, Telefax: 0361-2261421, Email: home.assam(5)gov.in ORDERS BY THE GOVERNOR NOTIFICATION Dated Dispur, the 27th August, 2018 Ho.HMA-19015(11)/4/2017-POLITICAL(A}{eCF:.530Z)IW5] :: Whereas the Government of Assam in exercise of powers conferred by Section 3 of the Armed Forces (Special Powers) Act, 1958 (28 of 1958) had declared the entire state of Assam as Disturbed Area vide notification No.PLA.557/2006/Vol/1004, dtd 28/02/2018 with effect from 01/03/2018 for a period of six months, and, Whereas, a review of the law and order situation in Assam in the past six months indicates the following:- i) . The law and order situation in the State of Assam has continued to be a matter of concern due to the violent incidents and subversive activities carried out by underground outfits such as ULFA(I), NDFB(S) • and UNLFW which is the conglomerate of NE militants, from time to time. ULFA (I) and NDFB (S) are the rjiajor extremist groups taking the lead while other ethnic militant groups backed by NSCN have been indulging in terrorist activities in the form of sabotage by means of explosion, attack on security forces, extortion, killing innocent people, kidnapping for ransom etc. Some new militant outfits and re-grouping of existing outfits are also reported to be coming up in various places of the State.' ji) During the period from March 01, 2018, one civilian and one SF personnel got killed in extremist-related incidents in the State and 3 persons were kidnapped. The Security Force apprehended 185 cadres of different militant groups and recovered arms, live ammunition, grenades and cash. iii) The militant outfits operating in the area continue to affirm their faith in armed struggle and indulge in acts of violence to create panic among the common people, disturb the administrative system and extort money from the people and carry out new recruitments. , iv) United National Liberation Front of Western South East Asia (UNLFW) has been formed in April, 2015 and two of its constituents, viz ULFA(I) and NDFB(S) have been desperately making efforts to exhibit their, striking capabilities and are contemplating joint operations in the State. The Meitei militant groups are also extending support and logistics assistance to the UNLFW. Recently UNLFW has declared PDCK as a member organization of UNLFW. The UNLFW, in nexus with CorCom, is proliferating its operational bases in the neighboring States of Arunachal Pradesh and Nagaland from where the militants launch their attacks and operations against the security forces and other targets of Assam. Page 1 of3 http://No.PLA.557/2006/Vol/1004 v) Emergence of left wing extremism and Islamic radicalization are new challenges for the State which are trying for sprouting up their bases in the State. vi) Further, the situation prevailing in the backdrop of the NRC final draft publication on 39* July, 2018 and ongoing process of claims and objections thereof, D-voter status and the Citizenship Amendment Bill etc.. reveal that some organization are trying to regroup the entire religious minority community on these issues. There is every possibility of flaring up of small issues into a communal passion leading to law & order situation. The impending Panchayat Elections in the State could have far-reaching impact on the law and order in the State which calls for complete area domination and full preparedness of the security • forces including the State Police to deal with any exigencies. Now, therefore, as per powers conferred under Section 3 of the Armed Forces (Special Powers) Act, 1958, the Governor of Assam is pleased to declare the entire State of Assam as "Disturbed Area" upto 6 (six) months beyond 28/08/2018, unless withdrawn earlier.
