ASSAM UNIVERSITY ORDINANCES * GOVERNING THE AWARD OF THE DEGREE OF DOCTOR OF SCIENCE (D.Sc.) / DOCTOR OF LETTERS (D.Litt.)
v V V \ I. INTRODUCTION 1, These Ordinances shall be called the Doctor of Science (D.Sc.), . 1 Doctor of Literature (D.Litt.) Ordinances, 2008 and shall be in effect from the date of approval of the Executive Council.
2. The degree of D.Sc./D.Litt of the Assam University shall be conferred on the candidates who fulfill the requirements as specified in these ordinances. • ' ' II. ELIGIBILITY The objective for the degree of D.Litt. & D.Sc. is to, promote Post Doctoral Research to encourage continuous research among the University teachers & scholars.

2. A candidate seeking admission to D.Sc./ D.Litt . programme of the University, must have pursued outstanding research in the concerned discipline and obtained the minimum qualifications required for admission as mentioned below.
a) The D.Sc. / D.Litt. will be awarded on the basis of the thesis submitted independently by the candidate.
b) The candidate shall not submit any work for which a degree has already been conferred on him/her.

i c) The candidate shall prepare a synopsis indicating what has been done, by other scholars in the same subject and what he/she claims as his/her own, and shall indicate also the I excent to which he/she: has been advised or assisted during:
“T " capacity in this University prior to the date of application A candidate who is seeking admission to D.Sc. / D.Litt. shall apply to the Registrar by submitting ;
(a) his/her bio-data giving the details of educational qualification, field of specialization, research experience, academic distinction etc.
(b) title of the thesis,
(c) a brief account of his/her recent research work in about 1000 words on the subject relevant to the discipline,
(d) list of publications.
1 he Registrar shall send the application of the candidate to. the concerned School Board for consideration.
No candidate shall be eligible to submit his/her work as: specified 4 here under-for the degree of-Doctor e Literature/'Doctor of Science ' unless a.. Not less than 5 yrs. have elapsed since the candidates obtained the Ph.D. either
(a), from Assam University or (b). from any other recognized university by the UGC but not deemed University provided that he/she is a teacher of Assam University and has served in that capacity for at least five consecutive years after Ph.D. Degree.
(c) Has engaged himseif/herself in active research work.
A candidate for the degree shall appiy on prescribed form together with a prescribed fee to the Registrar, the application for registration must be accompanied by 1/ ,A>.

(a) Four copies of outline of the proposed work.
.1 ' (b) A signed statement giving the particulars relating to his/her contributions towards the advancement of knowledge on the subject.
(c) Certificate of ah •>; animation passed including Ph.D.
The Chaimian on the recommendation ô - the School Board shall send the applications along with the relevant papers to two experts seeking opinion on suitability of the topic for D.Litt, / D.Sc. The experts’ reports shall be. placed in the Higher Research Degree Committee (BRS) and only after favourable reports the candidate shall be recommended for registration. The registration will be valid for Six years. The thesis shall be submitted not before the completion of three years from the date of registration The candidate will also submit a signed statement indicating the particulars of his/her original work which is expected/advance knowledge on the subject of his/her Research and indicating the nature and extent of any guidance or advice that he/sue may have received from any one during the progress of his/her Research. The candidate may support in his/her application by providing evidence at the same time of having done other original works.
School Board / BRS committee shall deal with all matters connected with D.Sc. / D.Litt. of the University. The degree, shall be formaliv approved by the BRS and Executive Council.
The candidate shall apply to the Registrar for admission to the programme in any lime of the year along with 10 copies of the proposal and all his/her publication or books and ariicles in referred journals / anthologies of international standard.
A candidate will not be permitted t submit his/her work for which degree has already been conferred upon him / her by this or any other University; but he / she shall not be precluded from producing such work in support of his / her application by way of providing evidence that he /she has done original scientific work which has received academic recognition either front this or front any other University. The application shall dearly specify name of his/her published works which has previously received recognition • SUBMISSION OF THESIS :
A candidate admitteo to D.Sc. D.Litt. should deliver a pre submission seminar in >he Department before the submission of the thesis, which shall be arranged by the Department to appraise the teachers and other research workers of the Department of his/her work. Professor of the concerned deportment shall act as the Adviser for the purpose. The Head in consultation with the Advisor will ... _ facilitate the matters related to DXitt, / D.Sc.
The candidate shall submit the thesis as per the following guidelines.
(a) Five copies of thesis in hard bound form.
(b) The title page of the thesis shall contain a statement that the thesis has been submitted for the award of the concerned degree. (As per the Annexure- A)
(c) A soft copy in CD of the ext ended abstract of the thesis.
(d) A declaration by the candidate that the thesis has- not been submitted for any other degree or diploma. (As per Annexure-B) ■ II _ss.„ (e) A certificate from the Head of the Department / Dean that the thesis has been submitted for the award of the concerned degree of the University. (As per Annexure-C)
3. The candidate shall be permitted to submit his/her thesis for the degree after three years but not later than six years from the date of registration. Thereafter fresh registration may be sought following the proper procedures.
4. The thesis submitted shall be accompanied by an examination fee of Rs. 15000/- (Fifteen Thousand) (Annexure-D) as per prescribed rate by the University and countersigned by the concerned Head of the Department, forwarded by the Dean of the School.
5. The thesis shall be certified with the lines that -
(a) He has fulfilled the requirements of the ordinance.
(b) - The thesis is the result of his/her own independent research work.. '•
(c) The thesis or any part of its work has not been submitted to any other University for any degree diploma.
6. The Dean shall place the work and all the supplementary papers if any, before the relevant School Board and the panel of six examiners including one from abroad which after due consideration shall suggest to the Vice-Chancellor, Chairman Board of Research Studies, Executive Council to approve the names of three examiners and sent to COE.
If in the opinion of the School Boards, the work submitted by the candidate is unworthy of being presented for the degree, the Board of Studies shall be at liberty to record its opinion accordingly while suggesting names of referees, but in doing so they shall give detailed R / statement of the reasons on which it holds its opinion. The School Board shall be at liberty to refuse to recommend the panel of examiners of such a candidate.
V. EVALUATION:
1. The School Board shall recommend a panel of at least six experts out of which three shall be appointed by the Vice-Chancellor. _ .
2. Every work shall be referred to a panel of three examiners all of whom shall be external examiners which shall include expert from abroad. Examiners shall be requested to submit their individual reports within two months of receipt of the thesis.
3. The thesis alongwith publications will be sent to the three examiners who will prepare their individual report after evaluation and forward it to the Controller of Examinations stating clearly whether they - consider the work to be a valuable contribution to the world of knowledge and whether the candidate deserves the degree. / On the basis of these reports, the Controller of Examinations shall forward the matter to the to decide whether the degree / should be conferred or not and recommend it to the Executive ? Council.
4. The reports should contain explicit mention of any of the following recommendations i. The thesis be accepted for the award of D.Sc. / D.Litt.
ii. The thesis«be rejected.
iii. The thesis be submitted in a revised form after adding some more components to the already submitted ones.
iv. The thesis required clarification in the viva-voce.
73 examiners shall be at liberty to conduct a viva-voce, if they — - “ tonsider that it is necessary to test the knowledge of the candidate regarding the subject matter of his/her publications. The viva-voce shall be conducted by the Board consisting of Dean (Chairman), Head and External Examiner as member-referee sitting together. The vivavoce shall be held after the publications are evaluated. At the time of conducting the viva-voce. The thesis alongwith the publications should be made available to the hands of the members of the board.
VI. AWARD :
1. The reports of all the examiners shall be placed before the concerned BRS, and it shall recommend to the Executive Council for the award of degree,
2. If the thesis is rejected, the candidate shall not be allowed to apply again for admission within a period of four years.
3. hr case the thesis is not recommended by one examiner, the candidate may re-submit the thesis after revising it in the light of suggestions made by the examiner within one year. The Chairman of Board of Studies shall then recommend to the Executive Council for the acceptance of the degree.
4. The Degree shall be awarded by the Executive Council after the recommendation made by the Board of Research Studies.
ANNEXURE-A FORMAT OF THE THESIS The following format may be normally adopted for the D.Sc./D.Litt thesis :
1. Cover Page
2. Inner Cover Page. -
3. Declaration by the candidate as per the format given in Annexure-C, to the effect that the work has not been submitted for any other degree or diploma.
4. Certificate from the Advisor, 1 lead of the Department and Dean of the School as per the format given in Annexure-C.
5. Contents.
6. An. Extended Abstract of about 2000 words, describing the research work carried out during the last 3 (three) years (before the date of submission), on the subject relevant to the discipline in which the candidate has applied for the degree, explaining how far the work is original exemplary and is contributive to the advancement of knowledge It shalF'also summarize the relevance of the publications to the specific subject of the thesis being submitted.
7. Reprints of the published work by the candidate, in the relevant subject, in the form of research papers, abstracts of books / monographs, contribution of chapter to books / monographs / citations of candidate’s work by others.
8. List of publications.
9. A personal profile of the candidate with photograph, not exceeding one page.
