(1) The State Government may make rules for carrying out the purposes of this Act:
Provided that the Assam Police Manual for the time being in force in the State of Assam shall be treated as rules under this Act unless any provision thereof is found inconsistent with this Act, till replaced, modified or amended as the case may be, by an another rules to be made under the provisions o f this Act.

(2) All rules made by the State Government under this Act shall, as soon as may be after they are made, be laid before the Assam Legislative Assembly, while it is in session, for a total period o f not less than fourteen days which may be comprised in one session or in two or more successive sessions, and shall, unless some later date is appointed, take affect from the date o f their publication in the Official Gazette subject to such modifications or annulments as the Assam Legislative Assembly may, during the said period agree to make, so however, that any such modifications or annulments shall be without prejudice to the validity of anything previously done there under.
Power «o 116. If any difficulty arises in giving effect to the provisions of this remove difficulties Act the State Government may, by notification in the Official Gazette, make such provisions as it deems necessary or expedient for removing the difficulty.
Repeal and Saving 117. (1) The Police Act ,1861 (Act V of 1861), in its application to the State of Assam, is hereby repealed .
(2) Notwithstanding such repeal, anything done or purported to be done or any action taken or instituted under the Act so repealed and the ndes made there under shall, be deemed to have been validly done or taken under the corresponding provisions o f this Act.
(3) AH references in any enactments to any o f the provisions o f the Act so repealed shall be construed reference to the provisions o f this Act.
