15. No suit or other proceeding shall lie against the Government or the authorized officer or Com,petent Authority orJm officer or employee of the Government for anything, which is in good faith done or indented to be done wider this Act.
16. If any difficulty arises in giving effect to any provisions of this Act, the Government may, by an order, do anything not inconsistent with the provisions of this Act, wfrich appears to it to be n~essary to remove such difficulty."
