(i) to provide for instruction (including correspondence courses) and . research ti1 humanities, science and technology. education, medicine and other professional subjects and in other spheres o( learning and knoY..Iedge of a standal'd and t!\Orougbness required apd expected of a. university of the highest standing and to secure the advaneement, diffusiOI1 and extension of knowledge in · all ~pheres of learning;
(ii) to establish wit;h.in the University area or outside that area such field stations ~nd specialized laboratories and !;uch other units for research and instruction as are necessary for the 'fu11herance of its objects;
(iii) to organize and to undertake extramural teachi!'g and ex"tension services;
(iv) to hold examinations and grant and confe1· degrees, diplomas, certificates· or oth.ei' academic distinctiqns and to deprive of any degr~s, diplomas, certificate or distinctions granted to or ~nferred upon by the university .for good and sufficient cause;
(v) to create such teaching, administrative and other posts as the University ·may deerri .necessary from time to time and to m!lke . appointments thereto. All posts shall, however, be created only with the prior approval of~he Ooyernment;
(vi) to appoint.' or' recognize persons as Professors, Associat~ Professor or Assistant Professor or otherwise as Teachers of the University;
(vii) to institute and award fe!lowships, scholarships, exhibitions and prizes;
(viii) to establish and maintain colleges and halls, to recognize and s·upervise colleges and halls not maintained by the University and other accommodation for students, and to withdraw/dep-rive any such recognition;
(ix) . to re~la:te and enforce discipline among students and employees of tbe University' and to ·take such disciplinary measures in this regard ~ may be deemed necessary;
(x) to make arrangements of promoting health and general welfare of students of the University;
(xi) to d!termine and provide for examinations for admission into the ·University;
(xii) to affiliate with it or admit to any of its privileges or to recognize for any purpose either in: whole or in part,' any college or institutio~ or members or student thereof, on such terms and conditions ·as ·may from time to time, be prescribed and to withdraw such affiliation, privi~eges and recognition;
(xiii) to co-operate with any other Universities, · Authorities or Associations or'any other Public or Private Body having in view th,e promotion of ·purposes . and objects similar to those of ~he University. or ·appoint one or more representatives of the University to act upon any such Body, Authority or Association for such . purposes ·as may be agreed upon, on such terms and conditions as ma~, from time to time, be prescribed;

(d) a Statute p.assed by the Court shall have no validity until it has been assented to by the Chancellor;
(e) any member of the. Court may propose to the executive Council the draft of any Statutes; and the Executive Council shall submit such proposed draft to the Court with its comments. Subject to the provisions of this Act, and the Statutes, the Executive Council may frame Ordinances to provide for all or any of the following matters, namely:-
(i) the admission of students to the University and their enrolment as such;
(ii) the courses of study to be laid down for all degrees and diplomas of the University;
(iii) the conditions under which the students shall be admitted to the degree and diploma courses and the examinations of the University and shall be eligible for the Degrees and Diplomas;
(iv) the conditions of residence of the students of the University;
(v) recognition of the Hostels;
(vi) the qualifying attendance requirement for students;
(vii) the . extension · of University teaching in any suitable centre within the State by means of University extension lectures or others;
(viii) the emoluments and conditions of service of teachers ofthe University;
(ix) the. fees to be charged for study in the University and for admission to the examinations, degrees and diplomas of the University;
(x) the formation of Departments of teaching in the Faculties;
(xi) the constitution, powers and dut ies of the Boards ofthe University;
(xii) the conduct of examinations; and
(xiii) all matters which by this Act or the Statutes are to be or may be provided by the Ordinances. Subjects to the provisions of this Act, Statutes and Ordinances, each of the Authorities of the University may make Regulations consistent with this Act, the Statutes and the Ordinances, for the purpose of carrying out the duties and for exercising the powers assigned to the Authority concerned under this Act, the Statutes and the Ordinances.
(2) Without prej.udice. to the generality of the preceding sub section such Regulations may provide for ·all or any of the following matters, namely:-
(i) number of members required to form a quorum;
(ii) all matters which are required to be prescribed by the regulations under this Act, Statutes or the Ordinances;
