(a) prepare a perspective plan for implementation o f the policies, evolve various programmes and determine the priorities o f such programmes for implementation;
(b) propose general guidelines for the release o f grants by the Government to universities and other institutions o f higher education and advise the Government about the release o f such grants to each university and other institutions of higher education;

(c) give such directions as may be necessary for effective functioning of the other bodies of the Council in accordance with its objectives;
