THE ASSAM STATE LEGISLATURE (DELEGATION OF POWERS) ACT 1980.
[Received the assent of the President on 11th July, 1980] An Act to confer on the President the power of the Legislature of the State of Assam to make laws.
Be it enacted by Parliamen,t in the Thirty-first Year of the Republic of India as follows:- Short title 1 This Act may be called the Assam State Legisla ture (Delegation of Powers) Act, 1980.

2. In this Act. "Proclamation" means the Proclama tion issued on the 12th day of December, 1979 under artJicle 356 of the Constitution, by ithe President, and published with the notificaition of the Government of India in the Ministry of Home Affairs, No.GSR.688(E) of the said date
3. (1) The power of the Legislature of ithe State of Assam to make laws, which has been declared by the Proclamation to be exercisable by Ol' under ithe autho rity of Parliament. is hereby conferred on the Preside~t
(2) In the exercise of the said power. the President may from time ito time, whether Parliament is or is not in session, enact, as a Presiden\t's Act . a Bill con taining such provisions as he considers necessary :
Provided thatJ before enacting any such Aot the Pre sident shall whenever he considers i.~ practic~ble to do so, consult a Commi\ttee constituted, for fhe purpose_ consisting· of thirb members of tJhe House of the People nominated by the Speaker and fiJlteen members of the Council of S\tates nominated by the Chairman
(3) Every Act enadted by the President under sub- · sec:tion (2) shall. as soon as may be aftler enadtment be Jaid before each H_ouse of Par!iamentl;

(4) Either House o! Parliame1'1; may, by resolution passed within !thirty days from the date on which the Act has been laid before it1 under sub-seotion (3) which period may be comprised on one session or in t.;,o suc cessive sessions, direct any modifications rt;o be made in the ·Act and if the modifications are agreed tp by ithe other House of Parliament during fjhe session in which the Act has been so }aid before it or the session succeeding such modifications shall be given effect ·t• by tJhe President by enacting an amending Act under sub-section (2) : -
Provided that nothing in this sub-section shall atfeai the validity o! the Act or of any action taken there-;
under before it is so amended. .
