ins—.3.___ 51 THE. BESAN (GRAM FLOUR) GRADDIG AND MARKING RULES Short title and application :-
1. These rules may be called the Besan (Gum Flour) Grading and Marking Rules, 1975.
2. They shall apply to Eesan produced in India.
Definitions - in these rules, unless the context otherwise requires :— a) 'Agricuituml Marketing Adviser“ means the Agricullural Marketing Adviser to the Government of India.
b) “Authorised packer“ means a person or a body of persons who has been granted a certificate of authorisation to grade and mark the commodity in accordance iwith the provisions of these rules;
c) "Ceitifiuatei of Authorisation" means a certificate issued under the General Grading and Marking Rules, 1938.
l d) "Schedule“ means 5 schedule appended to these rules.
Grade designation :~ Grade des' ration to indicate the quality of Besan shall be as specified in column I of Schedule I.
Definition of quality :~ The quality indicated by the grade designation shall be as specified against such designation in columns 2 to 8 of Schedule 1.
Grade deslgnetion nnrk ~ The grade designation mark 'shall consist of — 1) Label specifying the name of the commodity, grade designnlion and bearing a design consisting of an outlines map of India with the word " AGMARK' and the figure of rising sun resembling the one as set out in the schedule 1] or 2) Agrnark replies consisting of design with incorporation of the number of certificate of authorisation, the word "AGMARK" name of the commodity, grade designation resembling the one as specified in Schedule ll-A.
Provided that use of Aginarlt replica in lieu of Agmark labels may be allowed only to such authorised packer who has obtained the ‘ written permission of the Agricultural Marketing Advisor or an officer duly authorised by the Cellini Govemmcnt in this regard, Method of packing :~ L ‘Only sound, clean and dry containers made of Jute or cloth or paper and lined polythene (200 gauge) or any such other material as may be approved by the Agricultural Marketing Advisor or an officer duly authorised by him in this behalf, shall be used for packing.
2. The container shall be free from any insect infestation, fungus contrainatiun or any obnoxious and undesirable smell.
3. The container shall not be wmposed, whether, wholly or in part, with any poisonous on deleterious subslmrce, which renders the container injurious to health.
4. Each container shall be securely closed and sealed in the manner as may be prescribed by the Agricultural Marketing Adviser.
5. The Besan shall be packed in net weight of 100 gms, 200 gins, 500 gms, lkg. Z kgs, 5 kgs. and‘ multiples thereof.
6‘ Each container shall contain hesan of same grade designation only.
' Method of Marking :— .
l. A label of grade designation mark shall he afiixed to the container in. such a manner that it is, rendered unusable once the container is opened or, a replica with grade designation mark shall be.
printed on the container with a serial numberallctted by the Agricultural Marketing Adviser or any other olficer duly authorised by him in this behalfl
2. In addition to the grade designation mark the following particulars shall also be clearly and indelibly marked on each container, namely :-, a) Name and address oftl-ie packet b) Place of packin g. l c) Date of packing‘ month and year, d) Lot/Batch No, e) Net Weight, f) Date ofexpiry‘ month and year.
Special Containers nl‘ certificate of authorisah‘on :- In addition to conditions specified in sub—rule (8) of rule 3 oftbe General Grading and Marking Rules, 1988, the conditions set out in schedule In shall be observed by the authorised packer to the satisfaction of the Agricultural Marketing Adviser.
- The date of packing shall be the date on which the analysis of the sample is completed Date of packing and expiry shall not be indicated in code words.

The product shall be marked ”Fine" when 99.3 percent of it obtained by milling sound clean passes through 500 micron 1.3. Sieve and it shall be marked “Course" and dried decuticled gram when 98 percent passes through 1000 micron LS. Sieve.
(Cicer arietinum) only. It shall be 1 ‘ yellowish in colour and shall possess 5 ' ' characteristic taste and smell. 2. The product shall be tree from contamination with thsri Dal ' . (Lafityrus-sativus), peas, maize flour and added starch.
3. The product shall be fi'ee fi'orn insect and fungus infestation, pathogenic organism likesalmonella, added colouring matter, grit and preservatives.
' It shall be free from adulterants impurities and from other extraneous matter including rodent hair and rodent excreta.

0n microscopic examination, the product shall exhibit the Specified characteristic appearance of cellular structure.

It shall conform to the provisrons of the 'rule 65 of Prevention of Food Adults-ration Rules, 1955 for refriction on the use of insecticides. - .
i I It shall conform to the provisions of rule 57A and 57B of the Prevention of Food Adulteration Mycotoxins including Afiatoxin.
I It shall not have Urir: acid content more than 100 microgramfltg.
It shall he in sound merchantalsle condition: and fit in all respects for human consumption.

SCHEDULE-III (See rule 8) Special conditions of certificate of authorisation :— l a).
b) The authorisedl packer shall own or have access to a suitable premises located in a clean hygienic environment for handling or storage or for both and packing of Besan approved by the Agricultural Marketing Adviser.
. The authorised packer shall make such mangements for testing Besan as may be specified by the Agricultural Marketing Adviser and samples of Besan shall be forwarded to such control laboratories as may be specified by him from time to time.
0) d) The authorised packer shall provide all sucl facilities as may be necessary to the inspectinl oflicers duly authorised by the Agricultur Marketing Advisor in this behalf.
All instructions regarding the methods sampling, analysis and packing which may ‘ issued by the Agricultrual Marketing Advis shall be strictly observed.
The operatives shall be in sound health and sh be clean and free from any contagious communicable diseases.
