No appeals shall be entertained unless it is submitted within a period of 30 days from the date on which the orders appealed against is communicated to the person concerned. Provided that the appellate authority may entertain the appeal preferred after the expiry of the said period, if he is satisfied that the appellant had sufficient cause for not submitting the appeal in time, provided it is preferred within a further period of one month, from the date of expiry of period of limitation.
