Government of Bihar Health Department NOTIFICATION No. 4/20%0f50-35-01/2024.......... / In exercise of powers conferred by the proviso to Article- 309 of the Constitution of India, the Governor of Bihar is pleased to make the following Rules to regulate appointment, promotion and service conditions in the Bihar Dental Hygienist Cadre under the Health Department:-
1. Short title, extent & commencement.- (1) These Rules may be called as the "Bihar Dental Hygienist Cadre Rules, 2025".
(2) It shall extend to the whole State of Bihar.
(3) It shall come into force from the date of publication in the official Gazette.
2. Definitions.- In these Rules, unless the subject or context otherwise require:-
(i) 'Government' means the Government of Bihar;
(ii) 'Department’ means the Health Department;
(iii) 'Commission' means Bihar Technical Service Commission Patna;
(iv) 'Appointing Authority' means the Director-in-Chief, Health Services, Bihar, Patna; and
(v) 'Cadre’ means the Bihar Dental Hygienist Cadre,
3. Constitution of cadre.- The cadre of Dental Hygienist shall be State level.
In this cadre, the number of posts in each grade and total number of posts of the cadre shall be such as the Government may sanction from time to time.
4. 5. _Recruitment.- The appointment in this cadre shall be, made on the Post of basic category (Dental Hygienist) on the basis of recommendation of the Commission.
6. Qualifications.- (i) 10+2 (with Biology as a subject have been) from a recognized University/Board.
(i) 02 Years Diploma in Dental Hygienist from an Institute recognized by the Union or the State Government of Bihar or any other State Government.
(iii) Dental Hygienist registered with the Bihar State Dental Council.
(2) The minimum age limit for direct recruitment to the Dental Hygienist cadre shall be 18 years and the maximum age limit shall be as determined by the Government, from time to time, category-wise for reservation. The 1st August of the respective requisition year shall be considered as the cut-off date for determination of age.
7. Procedure of recruitment.- (1) The appointing authority shall, after calculating the vacancies as on 1st April of the year and after getting the roster cleared, send the requisition for reservation category wise to the commission by 30th April of the year.
(2) The commission on the requisition shall advertise the vacancies and invite application forms from eligible candidates. After written competitive examination and work experience the Candidates shall be selected. :-
(a) Full marks for the written competitive Examination- - 75marks
(b) Experience Marks:-For contractual work in State Government hospitals/Institutions of Bihar and Non Private hospital (under control of Central Government, Panchayati Raj institutions, and urban local bodies) located in Bihar. 5 marks/year shall be given for working experience on same post while working in above mentioned hospitals/Institutions. (5) The Cqmmlsswn will prepare the merit list and send the reservation category wise recomrpendatmn to the Department in accordance with the requisitioned vacancies. After verification of the certificates of the recommended candidates, the appointing authority will condu ct health checkup, antecedents verification etc. and make the appointment following the appointment related guidelines issued by the Government (General Administration Department) from time to time.
(6) Tt will be necessary to comply with the instructions issued by the Government (General Administration Department) from time to time regard ing the process of appointment after the recommendation of the Commiss ion.
8. Probation Period.- After a ppointment, candidates shall be under one year of probation period. The probati on period may be extended f or one more year, i the service is not satisfactory during the probation period.
If the service is not found satisfactory during the extended period also, then the Appointing Authority may remove su ch Dental Hygienist from the service.
9. Departmental Examinatio n.- The Dental Hygienist shall have to pass the Departmental Examination conducted by the Board of ‘Revenu e Bihar The syllabus of the Departmental Examination shall be det ermined by the Board of Revenue Bihar.

13. Departmental Promo tion Committee.- Promot ions will be considerabl e on the basis of recommendations of the Departmenta l Promotion Committee.
The Depamnental Promotion Committee shall be constituted by a separate order by the Department.
14. Reservation.- Compliance of Reservation Act of t he Government and reservation roster issued by the Government, from tim e to time, for direct recruitment as well as promotion shall be necessary .
15. Residue matters.- For subjects for which provisions have not be en made in these Rules, provisions of relevant Codes/Rules/Resolutions/Instr uctions of the Government shall be applicable.
16. Removal of doubts.- If there is any doubt arises in the interpretatio n of any provision of these Rules, the matter shall be referred to the Department and in this respect the decision of the Department, after consultation of the Law Department shall be final.
17. Removal of difficulties.- If any difficulty arises in the implementatio n of any provision of these Rules, then the Department with the Law Departmen t, may remove such difficulty by on order not inconsistent with the provisions of these Rules.
18. Repeal & Savings.- (1) The resolutions, orders, instructions, etc issue d by the Department, from time to time, with respect to this cadre are being repealed.
(2) Notwithstanding such repeal, any work done any action taken under the said Resolutions, orders, instruction etc and the said Rules, shall be deemed to be done or taken under these Rules, as if these Rules were in force on date on which such work was done or such action was taken.
