(1) The Rules and all resolutions, orders, instructions etc.
issued earlier, from time to time, by the Department, with respect to this cadre, shall be deemed to be repealed with effect from the date of coming into force of these Rules.
(2) Notwithstanding such repeal, any work done or any action taken in exercise of powers conferred by aforesaid Rules, resolutions, orders, instructions etc shall be deemed to be a work done or any action taken under these Rules, or in exercise of powers conferred under these Rules, presuming that these Rules were in force on the date on which such a work was done or such an action was taken.

APPENDIX-2 DUTIES & RBSPONSIBILITIES OF HEALTH EDUCATOR CADRE
1. The Health Educator at the block level shall be given responsibility of Nodal Person of different health progoammes (including National Programmes), such as-Pulse polio, Routine immunisation, Vitamen 'A' Programme, Aids control programme, Leprocy control programme, Tuberculosis control Programme, New Generation Health Guarantee Programme, Rural Health and sanitation & Nutrition proramme, "Dus Ka Dum -Swastha Rahenge Hum"- programme and Family planning programme (if there is no Block Extention Educator in that block). They will assist the In-charge Medical officer in conducting aforesaid programmes. If there are more than one Health Educators posted and working in a block then each Health Educator will be diclared nodal person programmewise or areawise.
2. The Health Educators shall function as a link (co-ordinator) between In-charge Medical officer/Medical officer and his subordinks, the grade pay of basic grade of whom is less than Rs.4200/- such as sanitary Inspector, ANM, Clerk, Basic Health worker etc.

3. The concerned In-charge Medical officer, with the prior permission of Civil Surgeon, shall give the responsibility of all other training programmes at block level, except the training programmes of ASHA workers and MAMTA workers, to the Health Eductors.
4. If there are more than one Health Educators posted and working in a block then the Health Sub-centres and Primary Health centres in the block will be alloted between them by the In-charge Medical officer with the prior permission of the Civil Surgeon, so that they may monitor health related activities being conducted there.
