Compliance of Reservation Act of the Government and reservation roster for direct recruitment and promotion, issued by the Government from time to time, shall be necessary.
16. The chain of posts mentioned in Appendix-1 shall be effective only after approval of the Government. If, in course of consideration of approval, any modification or amendment is made by the Government in the chain of posts mentioned in Appendix-1, then the Appendix-1 shall be deemed to be modified or amended accordingly and such modified/amended chain of posts shall be deemed to be the part of these Rules.
17. Such personnels already appointed/deputed/promoted and working on the posts of this cadre mentioned in Appendix-1, before coming into force of these Rules, who possess educational qualification determined under rule-6, shall be deemed to be automatically included and absorbed in this cadre:

Provided that such personnels already appointed/ promoted and working from before, who do not possess educational qualification as determined under rule-6, shall remain on their posts as earlier as member of Dying cadre and promotion will also be admissible to them as earlier subject to availability of vacancy,but the posts held by them shall automatically cease to exist gradually after being vacant due to their promotion, resignation, death, retirement, etc.
