Thc country widc RE anJ Net-Zero largets are already sct by the lndian Covernment along with the intemational commitments and pledges.
The state has also undertakcn a detailed study to .ecommend a low carbon development pathway ind deviscd a phase wise strategy to achieye Net-Zero by 2070. These pledges require a iaster tiajectory and increased eflorts for RE adoption in the state. Thc state also aims to align ivith Irdia,s a;bitio; RE target and accelerate dcployn.rent of RE projects (f'rom small to large-scale projects) considcring the state specific scenarios.
2 Legislative Frameryork ofthe Policy This policy will be refered as "Bihar Policy fbr Promotion of Bihar New ancl Renewable Dnergy Sources 2025" (hencefofih "Policy"). Several provisions under the Electriciry Acr, 2003 (Act) mandatei the Bihar Electricity Regulatory commission (BERC) and the Govemment ol Bihar to take necessary steps for promotion of RE in the state. Section 108 of the Act mandates the State to give directions to the State Commission for promotion ofRE in the slate including policy framcwork design. This policy supersedes the previous "tsihar Policy fbr Promotion ofBihar New and Renewable Energy Sources 2017i,.
3 Scopc a) The scope olthc policy is limited to RE and Energy storage projcots, including but not limited to solar (photovoltaic, thermal), hydro, wind, energy slorage (battery, pumped hydro), waste to energy, green hydrogen (and green ammonia), geothermal technologies and any other renervable energy technology recognized by MNRE/BREDA.
b) Thc benefits under this policy will not be applicable to the projects for u,hich ppAs have already been signed before this policy.
Operative Period a) This policy will come into eflbct from the date ofissuance and will remain applicable for a period offive (5) years and/ or will remain in force till the issuance ofa new policy.
b) Rcncwable Energy Projects (REP) that arc commissioned during the opcrative period will be eligible fbr the incentives declared under this policy, lor a period ol25 year.s from the date of cornrrissioning or for the lifespan ofthe encrgy project, whichever is earlier. Ilspecific incentiYe mentioned in policy for any particulars, the same rvill be considered lor its applicability.
Nodal ageucy a) Bihar Renewable Energy Development Agency (BREDA) will be the State Nodai Agency (SNA) for the development of all RE projects except defined RE projects in this section, Bihar State Hydroelectdc Power Corporation Limited (BHPC) will be the State Nodal Agency (SNA) lor the development of Hydro Power Projects and Bihar State Power Gencration Company Ltd.
(BSPGCL) rvill be the State Nodal Agency (SNA) for the developn.rent of Pumped Storage Projects in the statc. Bihar State Power Generation Company Ltd. will also be Implementing Agency lor the development of floating/ground mounted Solar PV Projects & Biomass power projects above I MW and all solar powcr projects along canals and dalns across the statc.

6 Policy Targets (and Applicability) a The policy intends to promote a diversified project folio spanning across regions and applications.
There are four broad project categories based on capicity and applicaiion: utiriry-scare RE, distributed RE, off-grid RE and Energy Storage.

b) Entities desiring to setup RE projects will submit a proposal with requisite details to the State Nodal Agency (SNA) in line with the critelia specified in the Policy to avail the benefits under the Policy.
c) Entities/lmplementing agencics/Developers will be eligible lor setting up of RE Projects under Different mode i.e., RESCO/CAPEX/I-IybIid.
9 Thrust Technology areas and Proyisions lbr Development This policy ensures harnessing different RE potential technology areas through range ofRE technologies, which are as follows:
9.1 Solar PV Projects There are various Governments schemes like Jal-.leevan-Hariyali Mission, Model (HAM), PM Surya Ghar and PM Kusum Yojana.
Hybrid Annuity Under this technology/schemes, solar PV projccts of difl-erent capacities will be developed; detailed provisions lol the development olsuch projects are as below:
9.1.1 Rooftop Solar PV Projects All the electricity consumerc ofthe state are cligible to install rooftop solar projects. Guidelines will be developed for the promotion ofsuch schemes to ensure adoption ofrooftop solar projects in the state. The provision lor promotion ofrooftop solar on all the buildings across the state will be below:

CAPEX Model: In this model the consumer purchases the solar system, by making 100% olthe payment upfront or financing the systell.r through a bank or any lending entity.
ii. RDSCO Nlodel: Under this model, a RESCO developer finances, installs, operates, and maintains the rooftop solar power plant. The developer signs an agreement with the rooftop orvner. The rooftop owner ntay consumc the electricity gencrated, for rvhich they have to pay a pre decided tarifl to RESCO developer on a monthly basis lor the tenure olthe agreement, iii. Hybrid RESCO Modcl: Under this structure. the RESCO devcloper leases the rooltop ofthe consumer for setting up Solar Porver Plant and sells the power dircctly to the Discom i.e., ppA is signcd between developcr and the Discoms. The consumer also signs a net-mctcring agreement with the Discom.
State with an aim to utilize its precious land resource will promoic development of Solar power projects in elevatecl fashion over ponds.
ii.'l'he SNA will coordinate with concerned depaftments olthe state to,-carry out feasibility assessmcnt and potential mapping of diflerent water bodies across the state for the developmeni^of s=olar power plants under Ihis category.
i. The State u ill promotc development of solar pouer planrs on all types ofwater bodies like lakes, reservoirs, ponds, dams etc.
ii. The SNA will coordinate with concemed departments ofthe state i. Solar Power Projects will be developed under this categor.y with an aim to efficiently utilize precious land for farming and other allied activities along with generation of power to lacilitate increasing tlte income of famers through sustainable and selfresilient farn.ring as well as non-farming related activities in the state.
ii. Under this category, Agri voltaic, elevated solar projects, solar purlps, solarization of agriculture f'eeders and any other project for increasing the income of farmers will be developed. It should bc ensured that installation ol solar power plants will not to be promoted with a compromise to agri output.
Bihar Renervable hnergy Policy 2025 iii. The State in collaboration with the Central Covt./MNRE /MoP/Multi/Bilateral bodies will undertake measures to facilitate devclopment ofsuch projects for the farmers ofthe state.
iv. BREDA will facilitate with government agcncies for availing subsidies, grants and/ or incentives. Thc detailed guideline of this scheme will bc developed by BREDA in consultation with all concerned stakeholders. T'he State will encourage grid connected solar pump sets to benefit the fanners by way of sale ol surplus energy to the Discons.
v. The solar power projects for the larmers will be developed under the tbllowing categories:
a. Solar Powcr Projects on Iand and water bodies:
The purpose of developing solar porver plants under this calegory is to sustainably utilize land for farming and other allied activities lor strengthening agri-value chain along with generation of power. This category will include Agri yoltaic power plants, solarization ol agriculturc feeders etc. The policy intends to demonstrate the potential ofAgri voltaic and accruing benefits to thc larmers and other rural community.
BREDA will promote the development of diflerent types ol.
Agri voltaic systems in thc state through gathering more evidence on systcm perfonnance and ctop yield.
Solar power plants will be installcd for solarizing the agriculture feeders to cater the power requirement lor a single or rrultiplc agriculture feeders ernanating from a distribution sub-station (DSS) to feed power at appropriate voltage level of the DSS depending on factors like availability of land, technical feasibility, etc., and there is no cap ofthe capacity of solar power plant for feeder level solarization.
Under this category maximum size of individual solar power project at one location will not exceed 5 MW.
b. Standalone Solar Pumps:
Under this category, individual farmen of the state will be suppodcd to install standalone solar agriculture pumps of capacity up to l0HP for replacement ol' existing diesel agriculture pumps / irrigalion systems in oflgrid areas, rvhere grid supply is not available.
c. Solarization of Pumps:
Under this category, individual farmers having electric pumps are being supported to solarize their pumps. Diesel pump owners are also promoted to switch to electric pumps.
Frumcrs rvill be provided rvith solar panels of appropliate capacity to facilitate them to use the generated solar power to mect thc inigation needs and sell the surylus solar power.
Discoms rvill buy the surplus power lrom the fanners at the per-determined rate to be decided by BERC. Solar PV capacity up 10 two timcs of pump capaoity in kW is allowed ulder the scheme.
Decenhalized i. DRE livelihood applications: DRE livelihood applications can Distributed RD be defined as applications powered through a RE source, thr:

'l'he State will promote decentralized and off grid solar applications olsolar power for creating Iivelihood oppoitunities as per the guidelines issued by MNRE. SNA will also devise state centlic guidelines for the promotion of livelihood through DRE applications. SNA will coordinate rvith diflerent implementing agencies and schen.rcs of differcnt Ministrics/Departmcnts anI provide technical support lor DRE livelihood applications.
Altellltively, SNA will be appointed as implen.renting igency for DRE Iivelihood applications in thc state.
ii. Solar Powered Mini-Micro Grid: Solar powered mini-rricro grids will be developed prel'erably to the area rvith poor reliability/no electricity/to bring distribution elfi ciency. Further, a special focus would be on solarizing different sectors like healthcarc, education, agricultute and promoting productive use of solar electricity. State will formulate a separale mini & micro grid policy or guideline for smooth in.rplen.rentation ofthese projecti.
iii. Greening of Vittages/City/Districts: The State wiil promote developing Greening of Villages/City/Districts with the piovision of catering the 100 % demand ofthe Villages/City/Districts with ditlerent RE potential technologies as per its feasibility at the rcgion.
iv. Other Off-crid Apptications: The State will promote off grid solar applications to meet the requirements of eiectricitv ind thermal energy, as per the guidelines issued by MNRE and State.
The State willpromotc setting up ofsolar power plants for sale ol power to consumers through its own distribution system/local solar grid. The State will also promote setting up ol stard-alone solal systems to provide electdcity to households in rernole villages/ hamlets (tolas) or areas with poor elcctricity.

9.2 Bioenergy,/ Waste to Encrgy Projects a The State will encourage setting up of biomass/biogas projects/bio CNG/ bio manure/ biofuel/bio pallets/waste to energy etc. to mcct the requirements olenergy as well as non-energy applications in line with the guidelines issued by MNRE, as amended from time to time.

The applicable amount will be reimbursed lrom the depafiment as per CST Courcil Recommendation.

I 1 .6 Free Power and Local Area Developrnent !'und (LADF) No ltee porver or [.ocal Area Development Fund (LADF) will be applicable for the development of small hydel projects within the state during operalive period ofthis policy.
1 1.7 Land Conversion Charges 100%0 reimbursement of land conversion fees/ change in land use fees being levied for conversion of agricultural land after the unit commences the commercial production as per Bihar agriculture land (conversion for non-agricultural purpose) act 2010.
I1.8 Exemption from transmission and wheeling charges Exemption of 100% on transmission and wheeling charges on RE projects developed for power consumption within the state for a period of 15 years from date of commissioning of the project. Gdd connected RE projects with storage systems selling power within the state will attract higher exemption lrom lransmission and wheeling chargcs lor a pcriod ol20 years from the date of commissioning ofthe project in line with Ministry of Power, Gol and will be applicable for intra State only. The details ofthe cxemption will also be specified in the bidding document lor projects developed through bidding route.
The transmission and distribution losses will be applicable in line with BERC regulations as amended from time to timc.
I 1.9 STU Charges Exemption on STU Charges will be provided to captive/open access consumers on consumption ofpower lrom RE projccts commissioned in the stale during operative period of this policy in line with BERC regulations for the state.
1 i.10 Banking Charges Banking of 100% ofRE will be permitted lor all captive and open access/ schcduled consumers during all i2 rnonths of the year. Banking charges and other clauses will be applicable for all RE projects oommissioned in the state during operative period of this policy in line with BERC regulations as amended from time to timc.
I l.l I Tariff Mechanism a. Feed-in-Tariff(FiT) BERC will announce separate 1'eed-in-tariff for diffirrent lcchnology areas, in order to facilitale flourishment of defined RE tcchnology areas in the state. State may fufiher give directions to BERC to lurther devise technology as well capacity centric FiTs considcring the state centric scenarios for the plomotion ofRE in thc state.
Bihar Renewable llnetgy Policy 2025 13 ln addition to above, BERC may introduce time-of-the-use RE fced-in tariff's to encourage RE projects and storage operators to feed-in encrgy into the grid whcn dernand is high.
b. SolarizationolAgricultureFeeder Discorns are promoted to determine the appropriate ceiling tariff that adcquately captures the smaller projcct sizes and higher transaotion costs and may consider revision if required to implement the solar for agriculture scheme. In addition, distribution substation wise solar evacuation capacity will be published in transparent manner especially for agriculture dominated districts by Discoms.
c. Green Tariff lo promote consumers to opt for green energy! BBRC may introduce'Green Tarilf for all consumers, including extra high voltage, high voltage, and low voltage categorics. Green tariff rate will be either lower than or equivalent to the average pooled power purchase cost liom diflercnt RE sources ol energy ofDiscom to encouage early movers.
In addition, if the consumer is not an obligated entity under Rpo Regulations, the procurement of power rvill be considered towards RPO fulfilment of Discom.
d. Virtual/Group Net Metering To promote and facilitate the eligiblc consumers, especially locatcd in the urban/rural centcrs ofBihar and having constraints like aceess to adequate rooftop arczL/ inaccessible rooftops, etc. and various entities having multiple electricity connections, Virtual Net Metering (\NM), including Group Virtual Net Metering may be promoted with suitable regulations.
11.12 Single Window Facility a. A dcdicated Single Window Cell will be crealed by BREDA to ease time bound approval olthe ploj ects.
b. Submission ofproposal for RE projects under all the catcgories will be submitted through the single window facility. In case the project dcvclopment is caried out through bidding process, the dcvcloper will submit the relevant documents to singlc window cell for required facilitation approval lrom diflerent stakeholders.
c. All the statutory clearances and approvals will be provided to the RE projects through this single window facility in a time bound manner within 60 days fiom date ofsubmission ofproposal through this facility.
d. BREDA will facilitate RE project developers jn obtaining all necessary clearances/approvals and incentives from diffbrent Goyernment dcpartments through this single window facility as specified in the Policy.
e. This facility will be extended to the projccts under the solar lor agriculture scheme as applicable to reduce the challenges of inter-department coordination.
f. The modalities of the single window clearance mechanism will be notified within 90 days from the date ofissue ofthis policy.
1 1.13 Carbon Credit/Carbon Pricing The RE generating entity will retain the entirc procccds of carbon credit, if any, frorl an approved Clean Development Mechanism (CDM) project or mechanism under United Nalions Framework Convention on Climate Change (UNFCCC) or any other mechanism developed by government of India. State will develop its own carbon credit and trading platlorm to promotc deployment of RE projects and dccarbonize its carbon footprint.
I 1.14 Deel.red Industry Status All RE plants will be treated as 'industry' under the schemes administered by the prevailing Industrial Policy ol'Bihar and incentives available to industrial units will be available to the RE projects. BREDA will recomrnend for sanctions and disbursement of the subsidy/incentives contained in Bihar Industrial Bihar Renewable Energy Polic), 2025 74 Policy and any an.rendments fiom time to time. For subsidy/incentives flowing out from this policy not covered under the state Industrial Policy, a committcc would be constituted by the Dncrgy Deparlment.
In case of any inconsistency betwccn the prevailing Industrial Policy of Bihar and this policy, the provisions under this policy will prevail.
1 1.15 Prornotion olsetting up ofRE based Electric Vehicle (EV) Charging Stations The shift to clean and green mobility has been a necessity due 10 increase in carbon emission lrom lossil luel rvhich leads to global warming and ultimatcly climate change. The rapid increase in fossil fuel consumption duc to rising vehicular movement has led to increase in pollution and an adyerse in]pact on economy because ofthe rising import bill.
The above lactors are main reasons for adoption olEVs and supporting tcchnologies. The requirement of suitable grid-comected electricity has been a major challenge for establishing sufficient charging stations fbr the EVs. Charging ofEVs from electricity generated from non- conventional sources further facilitates reduction ofcarbon footprint. In view ofthe above, the Stalc will promote the use ofrenewable energy for charging ofEVs in the following manner:
a. The Charging Inlrastructurc will be developed as per the guidelines and standards issucd by Ministry ofPower/ Central Electricity Authority/ State.
b. The EV charging stations may be established by the State/Ccntral Public Sector Undefiakings, private opcrutors or under public private partnership models.
c. Goverrmert land will be allotted at 50o/o concessional rate to first 1000 nos. or 50 MW (whichever is higher) RE-based EV charging stations installcd within 5 years from the date of commencement ofthis Policy.
d. The charging station seryice providets may set up RE generation plants within their premises for captive use and may also draw RE power through opcn acccss lrom generation plants located within the State to avail the benefits as provided 100% exemption in normal transmission and wheeling charges for a period of25years from thc datc ofeslablishment ofEV charging Station.
e. The aforesaid benefits would also be available to the chain of EV charging stations owned by a singlc service provider.
f. The State will suppoft Research & Development activities regarding promotior and use of RE by EV charging stations.
g. Electricity tarifl applicable lor all Public and Captive charging stations for commercial usc (i.e., charging facilities used by fleet owners) will be notified by BERC.
l l .l 6 Must Run Status St,DC u,ill ensure 'Must Run' Status of all RE projects in the State in accordance with applicable BERC Regulations and maintain the data ofpower curtailment oldifferent RE projccts in a transparent manner.
All RE projects will lorecast and schedule thcir generation as per applicable BERC Regulations as amended from time to time. The feeders encompassing RE projects will be managed to cnsure their must run compliance by keeping thc priority fccdcrs (fceders with cumulative capacity of RE projects more than I MW with at least one plant ofsize 0-5 MW) 'ON' during operating hours ofthe projects. Project devcloper of plant size 0.5 MW and above will share the techrical details of plant duly signed by concemed official ol Discom/Transcom to SLDC lor meeting the above requirements.
1 1 .17 Minimurn Generation Compensation The loss in generation of RE power from projects developed within the statc due to failure of grid, except during events like consideration of grid security or safety of any equipment or persomel or other such conditions, the RE generator will be eligible fot a Minimum Generation Compensation lrom the procurer ofpower in line with penalty clause for non-compliance of Must Run status.
l2 Penalty for Non-compliance of Must Run Status Penalty will be applicable in ca-so the concerned utility will not lulfill the conditions to ensure must run status of RD projects developed in the state during this policy period. The RE Projects installed in the Bihar Renervable Dnergy Policy 2025 15 state afc priority projects and inftastructure facility rvill be developed to comply their must run status. To corrply the must run status ofthe RE projects, the Discoms/Transcom will keep priority feeders (lbeders with cun.rulative capacity of RE projects more than I MW with at least one plant ol size 0.5 Mw) ,oN' during operating hours ofthe projects. In case the RE plant doesn't meets thc oriteria of must run due to failure of grid, except during events likc consideration of grid security or safety of any equipment or personnei or other such conditions as may be intilr.ratcd by SLDC or any competent authority, the RE Generator rvill be eligible for a Minimum Gencration compensation, lrom the procurer of power, in the rranner detailcd below.

The RE generator will be eligiblc to claim the requisite amount from concerrred procurer of power, BREDA will provide necessary suppofi lor the same. Concerned Porver Procurer rvill submit the penalty amount to the singlc window account. This clause will only be applicable for the projects where thc polver procursment is done by state Discom.
l3 Mandatory use of RE sources State will issue amendments to the Building Rules, nraking the use of solar water heating systems mandatory lor all designated new Houses/buildings/Marriage halls/hotels/hostels etc. with an area of more than 350 Sq. metre. Installation ol solar water hcating systems wili be n.rade nrandatory for industries having hot water boiler/ steam boiler using fossil fuel. Large Industries having 1000 KVA an4 above as connccted load, will be n.randated to install solar PV project to offlet their electricity demand.
l4 Convergence of Schemcs State will devise necessary provisions for the convergence of diflerent govemment schemcs for intcgration and coordination of various programs, funds, and expertise across different departments and agencies for the promotion olRE project deyelopment in the state. The aim ofthis initiative is to optimize public investmcnts and enhance their impact on the people ofthe state.
15 Resource (land/Canal/reservoir/River/Rooftops etc.)
It is the responsibility ofthe project developcr to acquire the required resource lor setting up the project.
However, in casc ol rcsource owned by state govemment, allotment will be done as per tlle prevailing government policy.
I3REDA will also create a'Resourcc Information Bank'for every district which will be made accessible online through BREDA website. Resource owners, including larmers may come lorward and provide the details of their resource to the concerned officials or BREDA. The district level officer of the concemed resource will gather details of thcir source suitable for deployment of RE projects in the respective district; BREDA will collect the same at the state level. BREDA will also lakc initiatives to aggregate resources that can be used for development of RE projects lrom the diflerent stakeholders.
All the state government depaltments will be requested to provide a Iist ofnumber ofrooftops that may be used for rooftop solar projccts. As a mandate, all government rooftops will be utilized for setting up of grid connected solar rooftop project. The project will be executed through BREDA, or any designated nodal agency nominated by the Energy Dcpa ment.
Bihar Renewable lrnergy Policy 2025 16 The project dcvelopers can directly purchase pdvatc land for setting up projects and use of agriculture land will also be allowed as per provisions of State Industrial PoJicy. Government departments may translcr land to BIADA for allocation to solar projects on a rental basis. Transler land will be updated in tsIADA's vacant list and allocate to solar projects in the Project Clearance Committee (PCC) meeting.
Ptojects with an operalional life of 25-30 years will be allotted land from BIADA or outside BIADA on lease basis agreemcnt.
For allotment of resources, the Bihar Renewable Energy Resource Allotment Cornmittee (BREI{AC) rvill take all decisions related to resource allotment. The corrmittee will also bc responsible lor returning back the resources to the respcctive depafiment after expiry olthe lcase agreement. The committee wili have thc lollowing members:

a) Power plants upto 25 MW, based on biomass and using Change, following pointers auxiliary lucls such as coal/lignite/petroleum products up to 15% are exempted.
b) Power plants up to 25 MW, ba-sed on non-hazardous waste n.runicipal and using auxiliary luels such as coal/ lignite/ petroleum products up to 15olo are exempted.
c) Power plants using waste heat boiler without any auxiliary are exempted.
d) Bihar State Pollution Contlol Board will also issue clearances within 30 days lrom the date of application.
c) AII rules & notification from Ministry ofEnvironmcnt, Forest and Climate Change regarding RE projects will be applicable.
l7 Building RE Based Manufacturing Capacity The state government will focus on creating adequate ecosystem lor the promotion of RE based equipment manufaoturing facilities. For solar, the focus will not be confined to solar PV module assembling, manufacturing facility to strengthen the solar value chain starting from polysilicon to solar modules will be promoted. Manufacturing ol Balancc of Systcrr as wcll as asscmbling of equipment for applications like mini grids, solar streetlights, solar irrigation pumps, etc. will also be promoted in the state. Promotion ol manufacturing capacity will be done in collaboration with other departments by enabling provisions for establishing special cqonomic zoncs in thc stalcs. l hc statc govemment will take following actions in this regard.
a. Priority allohnent ofGovemment land in solar parks/other RE parks on a long-tenn lease basis.
b. Electricity duty will be waived for the new manufacturing facilities for RE and other related components for a period of5 years.
c. 100% exemption on stamp duty.
d. Rcimbursement of SGST based ircertive to all RE equipment manufhcturers.
e. 100% reimbursement of custom duty paid on input required for manufacturing solar RE equipment battery storage lor a period of5 years.
f. Any other incentiyes provided in the prevailing Bihar Industrial Policy and any amendments from time to timc.
Bihar Renewable [nergy Policy 2025 71 l8 Research and Development (R&D) and Stakeholders Engagement lbr lnnovation a. BREDA will collaborate with multilateral Agencies at local/ National/ Intcrnational levels 1br advancing RE research and development in the State for technical and financial support.
b. BREDA will work with concerned departments to support pilot demonstration lor carrying out endol-lilc waste management.
c. BREDA will undertake research thLrough identification of dillbrent tbcus areas for further Policy Interventions. The locus areas will be decided by BREDA in consultation with the Bihar R & D and lnnovation Committee for every financial year.
d. Minimum 5 % of the total budget for a financial year will be dedicated for Research and Development (R&D). This includes piloting a project under focus area, trainings for internal human resources ofthe stale and other support for commercialization ofRE project in the state, e. Dedicatcd R&D Centre for RE will be made operational initially under BREDA, the same may be developed as an independent entity ofthe state for performing the above roles.

h. BREDA will collaborate with multilateral Agencies at local/ National/ Intemational levels for bringing innovations considering the state centric scenarios.
i. BREDA rvill organize nationaUstate/district lcvcl consultation with workshops/challenges to bring innovation 1o solve ground level issues in the state through renewable energy. Minimum two number ofsuch workshop/challenges will be organized in every financial year.

b. The Nodal Agency may explore option of creating the PSM by means of creating ESCROW accounts of thc department and the developer and the first right of way with the dcveloper for collection olundisputed dues which the department may have t'ailed to pay in time.
c. Thc Nodal Agency may also create the PSM with Post-dated cheques (PDC) or Bank Guarantees from Government Department equal to at least Six Months Energy Bill.
d. The Nodal Agency will also provide assistance to the developers by engaging with the govemment department and aranging for documents required for availing finance e. l'he Nodal Agency will facilitate the renewable plant developcrs to avail the subsidy available from Central and/or State Governmcnt.
Bihar Renewable Energy Policy 2025 18 20 Data monitoring AvailabiJity ofdata plays a key role for project developers and system installers while making investmcnt dccisions. state will set up new precedents in data tlansparency ancl will endeavor to have the performance data olprojects in public domain through its web portal and though mobile application. AII ncw projects to be set up in Bihar will be mandaled to record and provi<le real time data pertaining to plant performance, which will be collated and presented on the web porlal. oncc implemented for grid connected projects, the data monitoring plan will be cxtended to off-grid and clecentralized projecti as well. The data such collected will help in identilying the key faclors affecting the plant perlonnance and then rvork on rvays to improve operational elticiencies ofprojccts.
The state govemmenl will also set up 10 weathcr stations with support liom NIWE at locations suitable lor settirg up of dilferent RE projects, including the proposed RE parks. RE resource data is required by the project developers to estimate generation lrorn project, hence, to calculate the financial retuins. Thii will provide the project developers with the inlbrmation that is bankable and will reduce the possibility of project failure at the stage offinancial closurc.
2l Transmission and Distribution Infrastructure Req uirements:
a. Grid integration will be in accordance with Central Elcclricity Authority (CEA) technical guidelines "Tcchnical standards for connectivity 10 the Grid (Amendment) Rcgulations, 2019',.
b. lnterconnectionvoltages:

d. The respective evacuation and interconnection f'acility will be initially approved by CTU / STU i Discom depending on the injection level, sparc nctwork capacity and other system sludics as per feasibility of existing infrastructure.
Provisions:
a. For all identified resources by BREDArNodal Agency for the devclopment ofmegawatt scale RE projects, state transmissiorVdistribution utilities or the Special Purpose Vehiclc/ Joint Venture of the state government in CAPEX, as the case may be, will construcraugnent the necessary green grid infrastructure for conneclivity and evacuation of RE power liom generating point through the nearest substations. All costs of construction of transmission netrvork for the evacuation infrastructure in this casc will be bome by the State Government. Bidding for project development will be conducted only once the neccssary pre-development activities at the designated resource sites are complcted or ncaring completion. Projects deployed in this case will be first utilized to meet the RPO of thc statc Discoms before sale to anv other entitv within or outside the state.
b. For RE projects developed within the state, lransmission/distlibution utilities will bear the cost of development of transn.rission/dish ibution line and other necessary infrastructure likc metering and protective instruments up to a distancc of 10 km. In case thc distance between the interconncction point and point ofgrid connectivity is more than l0 kn.r then the cost ofdevelopment of transmissior/dishibution line and other necessary infrastructure for thc distance beyond the 10 km will be bornc cqually between the developer and the transmission/distribution utilities.
Bihar Rcnervable Eoergy Policy 2025 t9 Concerned transmission/distribution utilities are applicable lor claiming all above cost lrom the state goYemmcnt.
Any upstream systcm strengthening requircment will be borne by transmission/distribution utilitics on a priority basis. Supervision charges levied by the transmission/dist bution utilities will be exen.rpted lor all RE porver projects except utility scale RE power projects.
Transmission/Distribution utilities will process and close the proposals for technical leasibility within thirty (30) days ofreceipt ol'application fi.om the RE projcct developers. All the proposals will be submitted through online application poflal of BREDA. The rate lor the development of inftastructure thcility will bc in line with SoR ofconcerned transmissioo/distribution utilities. In case developer develops the transmission/distribution infiastructure, the same will be disbursed by concerned utility in consultation with BREDA as per the above ratc.
In case, there is no excess capacity left for porvcr evacuation at any Substatior/DT, concerned Transconr/discom will cnhance the substation/DT capacity for catering the power produced from ncw RE projcct in the area. No rejection ofany RE project will be allowcd due to non-availability ofpou,er evacuation capacity at alry Substation/DT.

22 Power Sale Mechanism
22.I RE Power projects for Sale ofPower to Discom:
The compctitive bidding routc will be followed lor proourement of power by Discoms from dilferent RE projects considering the threshold capacity lor the concerned technology, as approved by the State/Covernment of' India, from time to time. Moreoyer, this RE Policy rccognizes threshold capacity for all RE projects to be 5 MW, the same may be revised by BERC from time to time in line with central goyernment orders. Procurement of power, lrom grid connected RE Projects, having individual size of5 MW and above, will be done through competitive bidding.
Below the threshold capacity, BERC will devise separate technology centric feed in tariff (FiT) for purchase ofpowcr lrom diflercnt llE gcncmling units. Fil'will remain firm lor all capacities below the thrcshold capacity, no competitive bidding will be performed for the same.
In order to t'acilitate flourishment of different technology areas of RE in the state and capacity enhancement constraints, BERC rriay bc asked to devise technology as well capacity centric FiTs considering the \tale ccnlric sccnarios.
22.2 RE Power projects undcr Rencwablc Ilnergy Certificate (REC) Mechanisrn The State will promote the development of RE power plants through purchasc of power under the REC mechanism in accordance with the administrative plocedure regarding registration and acoreditation, as decided by the state or Central Electricity Regulatory Commission (CERC) and its amendmcnt time to time.
BREDA being the state agency will extend its support lor the accreditation of the RE power plant and rccommending its registration with the Central Agency in a time bound manner. In carrying out its role, BREDA will be guidcd by any directions given to it by BERC for the implementation of the framework, fiom time to time. BREDA in consultalion ol state Discoms will formulate guidelines for the development ofRE projects under REC Mechanisln.

22.3 Rcncwable Power Plants lor Sale of F.lectricity to any entity othel than the Discom (Third-Part-v Sale):
The State will promote developmcnt of RB power plants for sale of electricity to any entity other than the Discoms. The sale of clcctricity by the owner of RE power plants to any other entity will be considered as Third-Party Salc. RE Power Projects may be installed for Third-Pafy Sale without any capacity restrictiors. Discoms will proYidc open access approval in time bound manner to promote third party sale ofpower.
23 Ilihar Akshay Urja Kendra BR[DA will open a dedicated Bihar Akshay Urja Kendra in every district with the following objectives and responsibililies:
a. To give inlonnation about the policy, program, and subsidy Ievel information to the local people.
b. I o organizc local level Skill Developmcnt and Capacity Building support lor tho promotion of RE and related practices.
c. To organizc Urja Mcla with an aim to showcase different products available under different technology areas.
d. To act as a one-point center lor service level support in consultation with the developers/OEMs.
e. Any othel support at the district lcvel as planned by BREDA/It.rplementing Agency.
23. I Mode of Development and Management:
a. BREDA will empanel at least two developers/OEMs fbr supply of appliances and post supply support through their local level service centers for every district.
b. Promotion willbe done about the appliance, applicable rate, and subsidy provisions under different schemes of government (state/central).
c. Trvo technical resources from every developer/OEM will be stationed at the Bihar Akshay Urja Kcndra lor providing technical suppot and trainings as required.
d. Details ofall the sold appliances will be made available to BREDA post supply fol defined period ofthe appliance.
24 Application Proccss
24.1 Submission ofProposal lor project development BREDA will be the one-point contact for inviting proposal lor the development of all RE projects, cligible entities rnay avail all the necessary support described under in this policy for the development of difl'erent RE projects. The eligible developer will submit their proposal with all necessary documents through single rvindow portal for availing thc bcnefits under this policy. Proposal will be subniitted online/offline to tsREDA office, the required documents for submission ol proposal and availing the bcnefits under this policy are as follows:
a. Detailcd Project Report (DPR) ofthe Project.
b. Starlup India Recognition certificate/ Udyam Certificate,NSlC Certificate/ Certificate issucd by Concerned Industry Dept. for involvement in related business.
c. Firm's registration cefiificate/ Registration ci:rtificate.
d. GST ceftificatc.
e. PAN Card f. Audited Balance sheet ofat lcilst onc year, ifapplicable.
g. Incomc tax return certiflcate ofat least one year.

25 Bihar Renervable Energy Development Fund (BRDF) State will create Bihar Renewable Energy Development Fund (BRDF), this fund will be utilized for facilitating the state to meet the objectives defined in lhis policy. BREDA will organize committee members meeting within 3 months from the date of notification of this policy to discuss on the structure lor management of BRDF ard department wise responsibility for lund management. The detailed attributcs oIBRDF are as below.
25.1 Objectives a. Providing ali the financial incentives as envisaged in this policy for development and deployrnent of RE Projects in the state.
b. Focus on Research and Development relating to different RE technologies.
c. Suppofiing startups in the field ofRE and its innovative applications in tht: state.
d. Capacity building suppot for creating a conducive environment for RE acceleration in the state.
25.2 Fund Creation Necessary work for fund creation and co-ordination with the concerned depafiment will bc carried out by BREDA and other Nodal Agency nominated by L,ncrgy Department. A Fund Management unit will be created withir BREDA for all necessary work related to fund creation, this unit will constitute one official fron BHPC and BSPGCL. BRDF rvill be created through the follorving modes:
a. Fund allocaterl to the state through the state/central government under different schemes, RE programs and green budget etc.
b. The lund created through application fees for proposal submission and registration charges for the projects.
c. ;l'he fund created through collection ofpenalties lrorn obligated cntities under default by BERC as per BERC (Renewable Purchase obligation & its compliance) Regulations notified by the Commission from time to time.
d. Fund created through incentive/penalty imposed under Encrgy consetvation Building code (ECBC) in line with BERC Regulations.
e. The lund created through collection ol tlxed and variable charges liom common inftastructure facility for RE projects/manufacturing units in solar parks, exclusivc manulacturillg zones etc.
f. The fund created through revenue generated from sale of power from all RE plants developed within state. All RE power developer will contribute an amount of 1 paise per unit of elcctricity produced from different RE power projects devcloped within thc statc.
g. Fund creatcd through contributions from any other sources such as funding by biJateral or multilateral organizations.
h. Fund created through Corporate Social Responsibility (CSR) ofdifferent entities in thc state.

Fund created through National Bank for Agriculture and Rural Development (NABARD)/Powet Finance Corporation (PFC)/REC/Banks in line with priority sector lending or any other financial mechanisms for lacilitalion in the dcvclopment of RE projects through multiple financing models.
j. Fund allocated to the state ulder National Adaptation Fund for Climatc Change (|{AFCC) to meet the cost ofadaptation and miligation to climate change.
k. Any other fund allocated to the state for adaptation, mitigation supporl and development olRE and EE Projects lrom time to time.
Note: Minimum oJ 50 % of the funds requirad for encourctging implementqtion oftargets identified under this policy for development of kE ond Starqge projecls, skill development etc. will be created withinfirst quurter ofeveryfinancial year. 25.3 Fund Utilization Areas BRDF will be utilized for meeting the following altributes:
a. Establishment support to BREDA and other Nodal Agenoy nominated by Energy Department b. The upfront charges involved fbr the developmcnt of infrastructure for lacilitating the deployment of utility scale/distributed RE projects like solar parks, manufacturing zones, other common infiastructure facilities etc.
c. Development ofevacuation infrastructure for facilitating the installation ofdistributed RE projects.
d. Creation of skill development centers and olganizing capacity building & training sessions lor skilled rvorkforcc development in the state.
e. Creation of Research and Development (R&D) centcrs and labs for exploring new tcchnology areas through research and standardized existing techrologies through certification ofRE components like solar PV modules, invcders, solar pumps etc.
f. Innovation, lncubation and R&D suppo to the startups working in the field of renewable energy, clean, sustainability and rclated aspects fbr solving state centric challenges.
g. Any other support to the state to facilitate meeting the objectives olthis policy.
25.4 Mode of Fund Utilization and Monitoring:
a. BREDA will undertake a detailed assessmenl of the support rcquired for encouraging irnplementation ol targets identificd under this polioy lor implementation of RE projects, skill development, starlup promotion etc. and submit the fund requiremcnts for its consideration before the State/central Government for budgetary support or to the Energy Depaltment, Govt. of Bihar.
BHpC rvill submit the similar proposal for.fund requirement for hydro power projects to BREDA.
b. Bihar Renewable Encrgy Development Fund Committee (BREDFC) will approve the required fund to be utilized under different proiects. The BREDFC will meet in every quader to track the progress of fund utilization and take necessary decisions on ploject approvals. The committee will comprise olfollowing mcmbers:

26.2 State Level Screening Committee (SLSC) a. For approvals ofprojects ofcapacity of 1 MW and above but less than 50 MW at a single location, a SLSC will be constituted under thc chairmanship ol Principal Secretary / Secretary, Department of Energy, Govt. olBihar.
b. The SLSC will meet at least once in cvcry Bi-monlhly to track the progress and take decisions on ploject approvals and review pendency ofall RE projects along with district level projects.
c. BREDA may submit the progress report olall RL projects to thc SLSC on halfyearly basis.
d. The committee will constitute of the followins mcmbcrs:

c. The SLEC will n.reet quarterly to monilor the progress and take decisions in case ofany ambiguity, dispute, dilference, or issue in irr.tplementation of thc policy. BREDA will submit the progress report ofall RE projects in the state to the SLEC on halfyearly basis.
