If any difficulty arises in giving effect to the provisions of these Regulations, the commission may by general or special order, for reasons to be recorded in writing, and after giving an opportunity of hearing to the parties likely to be affected may make such provisions not inconsistent with the provisions of the Act, which, in the opinion of the Commission, appear necessary or expedient for removing such difficulty.
