(Astha.)-04/2017-174(11)— In exercise of the powers conferred by proviso to Article-309 of the Constitution of India, the Governor of Bihar is pleased to make following Rules to amend the Bihar Tuberculosis Health Visitor Cadre Rules, 2015:—
1. Short title, extent & commencement.—(1) These Rules may be called as the “Bihar Tuberculosis Health Visitor Cadre (Amendment) Rules, 2019."
(2) It shall extend to the whole State of Bihar.
(3) It shall come into force at once.
2. Subsitution of rule-2 (iii) of the Bihar Tuberculosis Health Visitor Cadre Rules,
2015.- Rule-2 (iii) of the said Rules shall be substituted by the following:— "(iii) ‘Commission’ means the Bihar Technical Service Commission;"
3. Substitution of rule-6 of the Bihar Tuberculosis Health Visitor Cadre Rules,
2015.- Rule-6 of the said Rules shall be substituted by the following:- "6. Qualifications.- (1) For appointment by direct recruitment to the posts of basic category, minimum educational qualification shall be Intermediate/10+2 pass (with Biology). In addition to this, passing in the certificate course of Health Visitor from Government recognized institute and to have a certificate related there to shall be necessary.
(2) For direct recruitment in the Tuberculosis Health Visitor Cadre, minimum age-limit shall be 18 years and maximum age_limit shall be the same as may be determined reservation categorywise, from time to time, by the Government.
(3) 1 st August of the concerned year shall be deemed to be the cut off date for determination of age."
4. Substitution of rule-7 of the Bihar Tuberculosis Health Visitor Cadre Rules,
2015.- Rule-7 of the said Rules shall be substituted by the following:- "7. Procedure of recruitment.- (1) The appointing authority, after calculating vacancy on the basis of the position as on 1 st April of the year and getting roster cleared, shall send reservation categorywise requisition to the Commission latest by 30 th April.
(2) For selection, total marks shall be 100 (one hundred) as follows:-
(a) for marks obtained in the Intermediate/10+2 course examination – 25 marks
(b) For higher degree – 20 marks (B.Sc.-10 marks and M.Sc.-10 marks)
(c) For marks obtained in the training course examination of Tuberculosis Health Visitor – 30 marks
(d) For work experience in Government Hospitals Bihar State (5 marks for each year, maximum 25 marks) – 25 marks Total 100 marks Note:—The marks to be given to a candidate for marks obtained in the Intermediate/10+2 and Tuberculosis Health Visitor Training Course examinations shall be determined by multiplying percentage of total marks obtained in the aforesaid course's examinations by multiple of 0.25 or 0.3 respectively. For example, if a candidate has obtained 60% or 50% marks respectively, he will be given 60% X 0.25 = 15 or 50% X 0.3 = 15 marks.
(3) The Commission shall send merit list prepared on the basis of sub-rule (2) and reservation categorywise recommendations in accordance with the requisitioned vacancies to the Department. The Department shall verify the certificates of recommended candidates. Thereafter, the Appointing Authority concerned shall, by conducting medical examination, verification of antecedents etc, make appointments 4 ॢबह�र गजट [स�ध�रण�� 11114444 फरवर�फरवर�फरवर�फरवर� 2019201920192019 after complying the guidelines regarding appointments issued by the Government (General Administration Department) from time to time.
(4) (i) After receipt of recommendation of the Commission, it shall be necessary to comply instructions issued by the Government (General Administration Department), from time to time, with respect to procedure of appointment.
(ii) The recommendation of the Commission shall be valid for one year w.e.f. the date of its receipt in the department."
5. Substitution of Appendix-1 of the Bihar Tuberculosis Health Visitor Cadre Rules, 2015.- Appendix-1 of the said Rules, 2015 shall be substituted by following new Appendix-1:- "APPENDIX – 1 [See rule 2 (vi), 4, 13, 16, 17] Chain of posts of Bihar Tuberculosis Health Visitor Cadre Sl. No. Category Name of posts Remarks 1 Basic category Health Visitor 2 First Chain Senior Health Visitor 3 Second Chain Tuberculosis Supervisor Note:The sanctioned strength and pay/pay-level of the above mentioned posts of all categories/chain of posts shall be the same as may be determined by the Government, from time to time."
6. Substitution of Appendix-2 of the Bihar Tuberculosis Health Visitor Cadre Rules,
2015.- Appendix-2 of the said Rules, 2015 shall be substituted by following new Appendix-2:- "APPENDIX – 2 [See rule 21] Duties & Responsibilities of personnels of the Bihar Tuberculosis Health Visitor Cadre
1. The Health Visitors will be posted in TBDC, District T.B. Centres, upgraded District T.B. Centres and Chest Clinics, where their duties will be implementation of motivation, supervision and training programmes.
2. The post of Senior Health Visitor will be of District level and he will perform the aforementioned duties by supervising works of Health Visitors posted in the district concerned.
3. The post of Tuberculosis Supervisor will be of Divisional level and he will perform the aforementioned duties by supervising works of Health Visitors and Senior Health Visitors of the Districts under the Division concerned.
